repr\u00e9sentent une part croissante de la population canadienne, mais elles continuent de se heurter \u00e0 des obstacles persistants face \u00e0 l\u2019emploi. Les gouvernements et les organisations ont mis en place divers programmes, initiatives et strat\u00e9gies pour soutenir l\u2019acc\u00e8s \u00e0 l\u2019emploi des Canadiens en situation de handicap. N\u00e9anmoins, des lacunes subsistent dans leur mise en \u0153uvre, tout particuli\u00e8rement au sein des petites et moyennes entreprises (PME) qui manquent souvent de ressources, d\u2019outils et de personnel RH d\u00e9di\u00e9 pour concr\u00e9tiser ces efforts.&nbsp;<\/p>\n\n\n\n<p>Ce rapport met en lumi\u00e8re les donn\u00e9es les plus r\u00e9centes sur les obstacles que rencontrent les personnes en situation de handicap en milieu de travail. Il pr\u00e9sente \u00e9galement des outils et des bonnes pratiques pour aider les PME \u00e0 int\u00e9grer l\u2019\u00e9quit\u00e9, la diversit\u00e9 et l\u2019inclusion (\u00c9DI), l\u2019accessibilit\u00e9 ainsi que l\u2019inclusion du handicap au sein de leurs strat\u00e9gies, politiques et pratiques organisationnelles. Toutefois, une analyse documentaire r\u00e9v\u00e8le que si de nombreux outils permettent d\u2019appuyer l\u2019inclusion du handicap en milieu de travail, bon nombre d\u2019entre eux s\u2019av\u00e8rent co\u00fbteux, complexes ou mal adapt\u00e9s aux PME.&nbsp;<\/p>\n\n\n\n<p>Le volet pilote de l\u2019Outil d\u2019\u00e9valuation de la diversit\u00e9 et de l\u2019accessibilit\u00e9 (DAT), d\u00e9velopp\u00e9 par l\u2019Institut de la diversit\u00e9 en partenariat avec la Chambre de commerce de l\u2019Ontario, visait \u00e0 combler ces lacunes en offrant aux PME une solution pratique et simple d\u2019utilisation. L\u2019extension pilote du DAT sur l\u2019accessibilit\u00e9 aide les PME \u00e0 \u00e9valuer leurs politiques et leurs pratiques d\u2019accessibilit\u00e9, tout en ciblant leurs r\u00e9ussites et leurs axes d\u2019am\u00e9lioration. Elle leur fournit \u00e9galement des recommandations personnalis\u00e9es et des pratiques exemplaires pour appuyer leurs efforts en mati\u00e8re d\u2019accessibilit\u00e9 et d\u2019inclusion du handicap. Les consultations pr\u00e9liminaires men\u00e9es aupr\u00e8s des organisations ont r\u00e9v\u00e9l\u00e9 que l\u2019outil \u00e9tait simple \u00e0 comprendre et \u00e0 prendre en main, tout en permettant d\u2019\u00e9valuer avec pr\u00e9cision leurs efforts en mati\u00e8re d\u2019accessibilit\u00e9.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Ces conclusions soulignent que les PME sont particuli\u00e8rement bien positionn\u00e9es pour jouer un r\u00f4le cl\u00e9 dans la promotion de l\u2019accessibilit\u00e9 et de l\u2019inclusion du handicap en milieu de travail.<\/p>\n\n\n\n<p>Toutefois, elles ont besoin d\u2019outils et de ressources pragmatiques pour faire progresser la d\u00e9marche \u00c9DI globale. Il n\u2019existe pas de solution unique, car les r\u00e9alit\u00e9s du handicap vont du visible \u00e0 l\u2019invisible, et les v\u00e9cus diff\u00e8rent selon l\u2019\u00e2ge, le genre, l\u2019appartenance ethnique et le statut migratoire.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les premiers retours concernant l\u2019extension pilote du DAT sur l\u2019accessibilit\u00e9 sont positifs&nbsp;: 90&nbsp;% des 10&nbsp;organisations ayant mis \u00e0 l\u2019essai l\u2019extension ont indiqu\u00e9 qu\u2019elle \u00e9tait simple \u00e0 prendre en main.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">L\u2019extension pilote du DAT sur l\u2019accessibilit\u00e9 fait l\u2019objet de mises \u00e0 jour continues pour soutenir les PME dans leurs d\u00e9marches d\u2019accessibilit\u00e9 et d\u2019inclusion du handicap. En 2022, 27&nbsp;% de la population canadienne \u00e2g\u00e9e de 15&nbsp;ans et plus (soit pr\u00e8s de 8 millions de personnes) pr\u00e9sentait au moins un handicap, marquant une hausse par rapport aux 22&nbsp;% enregistr\u00e9s en 2017. Les jeunes, les femmes et les personnes \u00e2g\u00e9es pr\u00e9sentent des taux de handicap plus \u00e9lev\u00e9s.<\/p>\n\n\n\n<p>Par exemple, les femmes sont plus susceptibles que les hommes de pr\u00e9senter un handicap (35&nbsp;% contre 24&nbsp;%). De plus, les peuples autochtones et les personnes racis\u00e9es affichent \u00e9galement des taux de handicap plus \u00e9lev\u00e9s.&nbsp;<\/p>\n\n\n\n<p>Parall\u00e8lement, le Canada fait face au vieillissement de sa population, conjugu\u00e9 \u00e0 une baisse du taux de natalit\u00e9 et \u00e0 l\u2019allongement de l\u2019esp\u00e9rance de vie. Cette r\u00e9alit\u00e9 accentue la n\u00e9cessit\u00e9 d\u2019accro\u00eetre la productivit\u00e9 de la main-d\u2019\u0153uvre et de stimuler la participation au march\u00e9 du travail des groupes en qu\u00eate d\u2019\u00e9quit\u00e9. De nombreux programmes gouvernementaux et politiques organisationnelles visent \u00e0 soutenir les personnes en situation de handicap sur le march\u00e9 du travail. Malgr\u00e9 ces efforts, les personnes en situation de handicap continuent de se heurter \u00e0 des disparit\u00e9s persistantes sur le plan de l\u2019emploi et des r\u00e9sultats \u00e9conomiques. \u00c0 titre d\u2019exemple, en 2022, le taux de ch\u00f4mage est demeur\u00e9 plus \u00e9lev\u00e9 chez les personnes en situation de handicap que chez les personnes sans handicap (7,6&nbsp;% comparativement \u00e0 4,6&nbsp;%). Des obstacles subsistent \u00e9galement tout au long du parcours professionnel, qu\u2019il s\u2019agisse de la discrimination, du capacitisme, de la crainte de divulguer son statut de personne handicap\u00e9e ou des id\u00e9es pr\u00e9con\u00e7ues entourant le co\u00fbt des mesures d\u2019adaptation.&nbsp;<\/p>\n\n\n\n<p>Une multitude d\u2019outils, de guides pratiques et de questionnaires d\u2019auto-\u00e9valuation sont disponibles pour appuyer les d\u00e9marches d\u2019\u00c9DI, d\u2019accessibilit\u00e9 et d\u2019inclusion du handicap. Toutefois, bon nombre d\u2019outils existants ciblent les grandes structures et partent du principe que ces derni\u00e8res poss\u00e8dent les ressources n\u00e9cessaires pour \u00e9laborer et d\u00e9ployer des politiques. De surcro\u00eet, ils omettent souvent d\u2019offrir des \u00e9tapes claires et applicables pour orienter les changements op\u00e9rationnels. Les PME, qui repr\u00e9sentent plus de 99&nbsp;% des entreprises employeuses au Canada, se retrouvent ainsi laiss\u00e9es pour compte. Qu\u2019ils soient visibles ou invisibles, les handicaps se vivent diff\u00e9remment selon l\u2019\u00e2ge, le genre, la race et le statut migratoire. Par exemple, la pr\u00e9valence du handicap chez les jeunes est en hausse, passant de 13&nbsp;% en 2017 \u00e0 20,1&nbsp;% en 2022. De plus, ces taux varient selon les groupes en qu\u00eate d\u2019\u00e9quit\u00e9&nbsp;: en 2022, 29,8&nbsp;% des non-immigrants ont d\u00e9clar\u00e9 un handicap, contre 21,5&nbsp;% pour les immigrants r\u00e9cents.&nbsp;<\/p>\n\n\n\n<p>Les PME sont id\u00e9alement positionn\u00e9es pour grandement contribuer \u00e0 favoriser l\u2019accessibilit\u00e9 et l\u2019inclusion du handicap en milieu de travail, tout particuli\u00e8rement par rapport aux grandes structures. En effet, elles disposent g\u00e9n\u00e9ralement d\u2019\u00e9quipes plus restreintes, emploient des processus de dotation accessibles et privil\u00e9gient une approche plus personnalis\u00e9e. Toutefois, la recherche met en lumi\u00e8re la persistance d\u2019obstacles et d\u2019id\u00e9es pr\u00e9con\u00e7ues entourant l\u2019accessibilit\u00e9 et l\u2019inclusion du handicap en milieu de travail. Par exemple, si les PME s\u2019inqui\u00e8tent fr\u00e9quemment des co\u00fbts per\u00e7us li\u00e9s \u00e0 l\u2019implantation de mesures d\u2019adaptation, la recherche d\u00e9montre que ces mesures, comme les modalit\u00e9s de travail flexibles, s\u2019av\u00e8rent g\u00e9n\u00e9ralement peu co\u00fbteuses.&nbsp;<\/p>\n\n\n\n<p>Les leviers les plus pr\u00e9cieux pour appuyer les PME dans la progression de l\u2019accessibilit\u00e9 et de l\u2019inclusion du handicap r\u00e9sident dans les ressources pratiques visant \u00e0 cr\u00e9er des milieux de travail inclusifs, ainsi que dans le maillage de liens constructifs avec des organismes communautaires. Toutefois, une analyse documentaire des outils, des guides de r\u00e9f\u00e9rence et des services de conseil r\u00e9v\u00e8le que ces solutions r\u00e9pondent \u00e0 des objectifs vari\u00e9s et s\u2019adressent \u00e0 des publics diff\u00e9rents. Ces conclusions r\u00e9affirment la n\u00e9cessit\u00e9 de d\u00e9ployer une solution concr\u00e8te pour appuyer les PME dans la progression de l\u2019accessibilit\u00e9 et de l\u2019inclusion du handicap. L\u2019extension pilote du DAT sur l\u2019accessibilit\u00e9 vient combler cette lacune en offrant aux entreprises un outil pragmatique pour \u00e9valuer leurs strat\u00e9gies organisationnelles.&nbsp;<\/p>\n\n\n\n<p>Les r\u00e9sultats des consultations pr\u00e9liminaires men\u00e9es aupr\u00e8s de diverses structures sur la convivialit\u00e9 de l\u2019extension pilote du DAT sur l\u2019accessibilit\u00e9 r\u00e9v\u00e8lent que l\u2019outil est intuitif et facile \u00e0 explorer. Ils mettent \u00e9galement en lumi\u00e8re les d\u00e9fis auxquels font face ces entit\u00e9s pour faire progresser l\u2019accessibilit\u00e9. \u00c0 titre d\u2019exemple, 90&nbsp;% des structures interrog\u00e9es ont indiqu\u00e9 que cette extension leur a permis de cerner les lacunes et les d\u00e9fis auxquels leur organisation faisait face pour faire progresser l\u2019accessibilit\u00e9. Nous avons \u00e9galement recens\u00e9 plusieurs pratiques prometteuses pour guider les organisations. Citons notamment la bo\u00eete \u00e0 outils exhaustive du Conseil canadien de la r\u00e9adaptation et du travail (CCRT) ainsi que le projet \u00ab&nbsp;A Seat at the Table&nbsp;\u00bb, qui encourage la nomination de personnes en situation de handicap au sein des conseils d\u2019administration. Malgr\u00e9 ces constats, les personnes en situation de handicap constituent toujours un vivier de talents sous-exploit\u00e9 au Canada, se heurtant \u00e0 des disparit\u00e9s syst\u00e9miques en mati\u00e8re d\u2019acc\u00e8s \u00e0 l\u2019emploi, de ch\u00f4mage et de sous-emploi. Bien que des efforts soient d\u00e9ploy\u00e9s pour venir en aide aux personnes en situation de handicap, les outils et les guides pratiques varient consid\u00e9rablement. Des ressources et des outils pratiques peuvent aider les PME \u00e0 faire progresser leurs efforts visant \u00e0 cr\u00e9er un environnement de travail accessible et inclusif.&nbsp;<\/p>\n\n\n\n<p>L\u2019extension pilote du DAT sur l\u2019accessibilit\u00e9 s\u2019impose comme un outil pratique et intuitif pour les PME. Elle leur permet non seulement d\u2019\u00e9valuer et de faire progresser leur d\u00e9marche d\u2019\u00c9DI, d\u2019accessibilit\u00e9 et d\u2019inclusion du handicap, mais aussi de cibler leurs r\u00e9ussites et leurs axes d\u2019am\u00e9lioration tout en b\u00e9n\u00e9ficiant de recommandations personnalis\u00e9es et de pratiques prometteuses.
