28&nbsp;% des exportations de marchandises de la province. Toutefois, la croissance du secteur est menac\u00e9e par le d\u00e9clin de la main-d\u2019\u0153uvre depuis les ann\u00e9es&nbsp;2010, attribuable aux d\u00e9parts \u00e0 la retraite et \u00e0 une capacit\u00e9 de formation limit\u00e9e. Actuellement, ce secteur ne repr\u00e9sente que 1&nbsp;% de la main-d\u2019\u0153uvre totale de la Colombie-Britannique, ce qui fragilise l\u2019industrie face aux fluctuations soudaines de la demande.<\/p>\n\n\n\n<p>Les \u00e9tudes et pr\u00e9visions \u00e9conom\u00e9triques pour la p\u00e9riode&nbsp;2024-2035 r\u00e9v\u00e8lent d\u2019importants besoins de recrutement&nbsp;: 35&nbsp;000 nouveaux travailleurs seront n\u00e9cessaires au cours de la prochaine d\u00e9cennie pour r\u00e9pondre \u00e0 la demande de base et remplacer les d\u00e9parts \u00e0 la retraite. Le march\u00e9 du travail interne de la Colombie-Britannique ne couvre actuellement que 72&nbsp;% de ces besoins. D\u2019importantes p\u00e9nuries de main-d\u2019\u0153uvre touchent des professions critiques, comme les op\u00e9rateurs d\u2019\u00e9quipements lourds, ainsi que des comp\u00e9tences techniques telles que l\u2019exploitation et le contr\u00f4le.<\/p>\n\n\n\n<p>Des \u00e9valuations r\u00e9gionales men\u00e9es dans les r\u00e9gions de Cariboo et de Northcoast-Nechako ont mis en \u00e9vidence des obstacles logistiques \u00e0 la formation, notamment la p\u00e9nurie de logements, le manque de services de garde d\u2019enfants et l\u2019isolement g\u00e9ographique. Pour faire face \u00e0 ces d\u00e9fis, l\u2019\u00e9tude propose un cadre de r\u00e9f\u00e9rence pour acc\u00e9l\u00e9rer le d\u00e9veloppement de la main-d\u2019\u0153uvre. Ce mod\u00e8le vise \u00e0 harmoniser l\u2019offre de formation et la demande du secteur en tirant parti de l\u2019\u00e9cosyst\u00e8me existant, gr\u00e2ce \u00e0 des interventions cibl\u00e9es et \u00e9conomiquement avantageuses.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">La mise en \u0153uvre rel\u00e8ve de la responsabilit\u00e9 conjointe des dirigeants du secteur et du gouvernement provincial. La priorit\u00e9 doit \u00eatre accord\u00e9e imm\u00e9diatement \u00e0 la formation fond\u00e9e sur des donn\u00e9es probantes pour les professions critiques. Avec 18&nbsp;mines en exploitation, deux fonderies d\u2019envergure internationale et de multiples projets d\u2019ouverture ou d\u2019agrandissement en cours, l\u2019essor du secteur constitue une priorit\u00e9 provinciale.<\/p>\n\n\n\n<p>Toutefois, cette croissance accentuera la pression sur l\u2019industrie et sa main-d\u2019\u0153uvre, dont les effectifs d\u00e9clinent depuis les ann\u00e9es&nbsp;2010 sous l\u2019effet des d\u00e9parts \u00e0 la retraite, de capacit\u00e9s de formation limit\u00e9es et de la concurrence d\u2019autres secteurs. Aujourd\u2019hui, avec environ 30&nbsp;000&nbsp;employ\u00e9s, le secteur minier ne repr\u00e9sente plus que 1&nbsp;% de l\u2019effectif total de la province. En explorant des solutions concr\u00e8tes et adapt\u00e9es aux besoins de l\u2019industrie, ce projet vise \u00e0 doter la Colombie-Britannique d\u2019une main-d\u2019\u0153uvre qualifi\u00e9e et fiable, indispensable pour d\u00e9ployer de mani\u00e8re s\u00fbre et efficace la Strat\u00e9gie sur les min\u00e9raux critiques de la province.<\/p>\n\n\n\n<p><strong>Ce projet s\u2019articulait autour de trois questions de recherche fondamentales&nbsp;:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Quels seront les principaux \u00e9carts de comp\u00e9tences et p\u00e9nuries de main-d\u2019\u0153uvre d\u00e9coulant du d\u00e9veloppement acc\u00e9l\u00e9r\u00e9 des mines de min\u00e9raux critiques et de m\u00e9taux pr\u00e9cieux au cours des dix prochaines ann\u00e9es ?<\/li>\n\n\n\n<li>Quelles sont les limites et les contraintes de capacit\u00e9 pour combler ces \u00e9carts (p. ex., d\u00e9ficit de formation, obstacles au perfectionnement professionnel, infrastructures r\u00e9gionales)?<\/li>\n\n\n\n<li>Comment les grands mod\u00e8les de pratiques et de technologies de formation innovantes peuvent-ils combler les lacunes de comp\u00e9tences, actuelles et \u00e9mergentes, de mani\u00e8re souple, agile et acc\u00e9l\u00e9r\u00e9e afin de r\u00e9pondre aux exigences de l\u2019industrie?<\/li>\n<\/ul>\n\n\n\n<p><strong>Afin de r\u00e9pondre \u00e0 ces questions de recherche, le projet s\u2019articule autour des volets suivants&nbsp;:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00c9laboration d\u2019une pr\u00e9vision sur dix ans (2024-2035) concernant les variations nettes actuelles et futures de la main-d\u2019\u0153uvre dans le secteur minier.&nbsp;<\/li>\n\n\n\n<li>R\u00e9alisation d\u2019une \u00e9tude comparative des besoins en comp\u00e9tences du secteur, s\u2019appuyant sur les conclusions du projet de feuille de route des comp\u00e9tences du CTEM de 2023, afin de cerner les goulets d\u2019\u00e9tranglement qui freinent l\u2019accroissement des effectifs. Par ailleurs, le sondage r\u00e9v\u00e8le que les comp\u00e9tences en supervision, en leadership et en gestion figurent parmi les lacunes les plus critiques, en grande partie en raison d\u2019un manque de fid\u00e9lisation et de planification de la rel\u00e8ve pour les travailleurs en milieu de carri\u00e8re.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Les freins \u00e0 la formation sont souvent d\u2019ordre logistique<\/strong><br>L\u2019extensibilit\u00e9 de la formation est actuellement limit\u00e9e par une p\u00e9nurie d\u2019\u00e9quipements modernes et de formateurs qualifi\u00e9s. Dans les communaut\u00e9s rurales et \u00e9loign\u00e9es, les principaux freins incluent \u00e9galement les contraintes financi\u00e8res, l\u2019isolement g\u00e9ographique et les limites en mati\u00e8re de transport. Les parties prenantes privil\u00e9gient nettement une transition de l\u2019industrie vers des mod\u00e8les de formation communautaires. Ces mod\u00e8les, qui int\u00e8grent le mentorat et des pratiques adapt\u00e9es aux r\u00e9alit\u00e9s culturelles, s\u2019av\u00e8rent indispensables pour accro\u00eetre l\u2019engagement initial et la fid\u00e9lisation \u00e0 long terme des effectifs.&nbsp;<\/p>\n\n\n\n<p><strong>Les d\u00e9fis et les opportunit\u00e9s varient selon les r\u00e9gions<\/strong><br>Dans la r\u00e9gion du Cariboo, en Colombie-Britannique, la p\u00e9nurie de logements et la perte de revenus durant la formation ont \u00e9t\u00e9 signal\u00e9es comme des freins majeurs. Il existe toutefois un fort potentiel pour d\u00e9velopper des passerelles de transition du secteur forestier vers l\u2019industrie mini\u00e8re, ainsi que des p\u00f4les r\u00e9gionaux de formation s\u2019appuyant sur les infrastructures postsecondaires communes. Dans les r\u00e9gions de Northcoast et de Nechako, l\u2019instabilit\u00e9 du financement et le manque de services de garde ont \u00e9t\u00e9 identifi\u00e9s comme des freins majeurs, particuli\u00e8rement pour les femmes. Ces r\u00e9gions privil\u00e9gient des mod\u00e8les de formation sur site, des modes de prestation communautaires et des occasions de mentorat.
