Centre des Comp\u00e9tences futures a re\u00e7u pr\u00e8s de 900&nbsp;propositions dans le cadre de plusieurs appels \u00e0 financement. Ces propositions offrent une vision unique et globale de l\u2019\u00e9cosyst\u00e8me canadien de d\u00e9veloppement des comp\u00e9tences. En partenariat avec l\u2019\u00e9quipe Behavioural Insights Team, ce projet a analys\u00e9 la base de donn\u00e9es des propositions afin de faire ressortir les priorit\u00e9s communes, les nouveaux d\u00e9fis et les approches courantes en mati\u00e8re d\u2019innovation sur le march\u00e9 du travail.<\/p>\n\n\n\n<p>Gr\u00e2ce \u00e0 une combinaison d\u2019analyses assist\u00e9es par ordinateur et d\u2019examens qualitatifs effectu\u00e9s par des experts, le projet a permis d\u2019identifier 18&nbsp;groupes de propositions fondamentales, cinq d\u00e9fis globaux li\u00e9s au march\u00e9 du travail et six types d\u2019interventions courants. L\u2019analyse r\u00e9v\u00e8le une attention forte et constante port\u00e9e \u00e0 l\u2019\u00e9quit\u00e9 et \u00e0 l\u2019inclusion, ainsi qu\u2019aux lacunes en mati\u00e8re de comp\u00e9tences sp\u00e9cifiques \u00e0 certains secteurs. Les tenants de cette approche ont souvent soulign\u00e9 l\u2019importance cruciale des approches participatives, de l\u2019engagement des employeurs et de l\u2019apprentissage exp\u00e9rientiel pour un d\u00e9veloppement efficace des comp\u00e9tences.<\/p>\n\n\n\n<p>Parall\u00e8lement, les r\u00e9sultats soulignent d\u2019importantes lacunes. Moins de propositions portaient sur la navigation dans le syst\u00e8me, les comp\u00e9tences fondamentales, la qualit\u00e9 du travail ou les pratiques des employeurs et des gestionnaires. L\u2019analyse a \u00e9galement r\u00e9v\u00e9l\u00e9 une tension r\u00e9currente entre les projets d\u2019innovation ambitieux \u00e0 l\u2019\u00e9chelle du syst\u00e8me et les programmes de formation plus traditionnels, pr\u00eats \u00e0 \u00eatre mis en \u0153uvre, une tendance en partie due \u00e0 des d\u00e9lais de financement courts.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Ces donn\u00e9es permettent de mieux comprendre les domaines d\u2019innovation prioritaires, les lacunes persistantes et l\u2019influence de la conception du financement sur les comportements. Les bailleurs de fonds comme le Centre des Comp\u00e9tences futures re\u00e7oivent des centaines de propositions visant \u00e0 r\u00e9pondre \u00e0 ces pressions, mais il n\u2019y a eu que peu d\u2019analyses syst\u00e9matiques de ce que ces propositions r\u00e9v\u00e8lent collectivement sur les priorit\u00e9s, les lacunes et les approches de l\u2019\u00e9cosyst\u00e8me.<\/p>\n\n\n\n<p>Bien que les propositions individuelles soient \u00e9valu\u00e9es selon leurs propres m\u00e9rites, prises dans leur ensemble, elles constituent une source riche et largement inexploit\u00e9e de connaissances sur la fa\u00e7on dont les chercheurs, les prestataires de services, les employeurs et les \u00e9ducateurs conceptualisent l\u2019avenir du travail. Sans synth\u00e8se, on passe \u00e0 c\u00f4t\u00e9 d\u2019occasions de comprendre les mod\u00e8les d\u2019innovation, d\u2019identifier les angles morts et d\u2019\u00e9valuer comment les structures de financement influencent la conception et l\u2019ambition des projets.<\/p>\n\n\n\n<p>Le Centre des Comp\u00e9tences futures a investi dans ce projet afin de combler cette lacune. En analysant pr\u00e8s de 900&nbsp;propositions soumises au Centre fin&nbsp;2024, le projet visait \u00e0 g\u00e9n\u00e9rer une perspective fond\u00e9e sur les donn\u00e9es et \u00e0 l\u2019\u00e9chelle de l\u2019\u00e9cosyst\u00e8me sur les d\u00e9fis prioritaires, les interventions propos\u00e9es et les m\u00e9thodes utilis\u00e9es pour concevoir et mettre en \u0153uvre ces interventions. Les propositions qui constituent la base de l\u2019analyse proviennent d\u2019une s\u00e9rie d\u2019appels de financement lanc\u00e9s par le Centre des Comp\u00e9tences futures entre septembre et octobre 2024. Collectivement, ces propositions repr\u00e9sentent un ensemble riche de donn\u00e9es largement non structur\u00e9es qui offrent une perspective sur&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les questions centrales identifi\u00e9es par le secteur du d\u00e9veloppement des comp\u00e9tences;<\/li>\n\n\n\n<li>Les interventions que le secteur consid\u00e8re comme les plus utiles pour traiter ces questions; et<\/li>\n\n\n\n<li>Comment le secteur \u00e9labore et met en \u0153uvre les interventions.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Le projet a utilis\u00e9 une approche mixte combinant l\u2019analyse assist\u00e9e par ordinateur et des m\u00e9thodes manuelles pour effectuer une analyse du contenu des propositions. Les m\u00e9thodes utilis\u00e9es comprenaient la mod\u00e9lisation th\u00e9matique, des r\u00e9sum\u00e9s assist\u00e9s par intelligence artificielle (IA) de contenus s\u00e9lectionn\u00e9s \u00e0 l\u2019aide d\u2019un logiciel appel\u00e9 NotebookLM, et une analyse th\u00e9matique traditionnelle (manuelle).&nbsp;<\/p>\n\n\n\n<p>Des techniques de mod\u00e9lisation th\u00e9matique ont \u00e9t\u00e9 appliqu\u00e9es aux r\u00e9sum\u00e9s des propositions afin d\u2019identifier des groupes de projets similaires, tandis que des outils de mod\u00e9lisation linguistique \u00e0 grande \u00e9chelle ont \u00e9t\u00e9 utilis\u00e9s pour explorer des th\u00e8mes transversaux li\u00e9s aux d\u00e9fis, aux interventions et aux m\u00e9thodologies. Tous les r\u00e9sultats g\u00e9n\u00e9r\u00e9s par ordinateur ont \u00e9t\u00e9 examin\u00e9s manuellement \u00e0 l\u2019aide d\u2019une analyse th\u00e9matique qualitative traditionnelle \u00e0 des fins de validation et d\u2019interpr\u00e9tation afin de garantir leur exactitude et leur compr\u00e9hension contextuelle.<\/p>\n\n\n\n<p>L\u2019analyse a port\u00e9 sur les propositions d\u2019environ 300&nbsp;organisations \u00e0 travers le Canada et a couvert plusieurs secteurs, populations et r\u00e9gions.
