actuellement de profonds changements sous l\u2019effet de l\u2019automatisation, des changements d\u00e9mographiques, des pressions climatiques et des perturbations acc\u00e9l\u00e9r\u00e9es par l\u2019\u00e9volution des relations commerciales internationales. Ces forces ont fait ressortir le d\u00e9calage croissant entre les besoins de la main-d\u2019\u0153uvre et des employeurs et ce qu\u2019offre actuellement le syst\u00e8me d\u2019emploi et de d\u00e9veloppement de carri\u00e8re. De nombreuses personnes sont confront\u00e9es \u00e0 des obstacles complexes et interd\u00e9pendants qui les emp\u00eachent de travailler; la main-d\u2019\u0153uvre \u00e0 mi-carri\u00e8re manque de soutien proactif pour g\u00e9rer les transitions; les PME manquent d\u2019outils et de capacit\u00e9s pour planifier leurs effectifs; et les professionnels du d\u00e9veloppement de carri\u00e8re sont confront\u00e9s \u00e0 des syst\u00e8mes de formation et de ressources fragment\u00e9s.<\/p>\n\n\n\n<p>Pour y rem\u00e9dier, Blueprint a lanc\u00e9 l\u2019initiative Red\u00e9finir les services d\u2019orientation professionnelle, financ\u00e9e par le Centre des Comp\u00e9tences futures, afin de tester un ensemble de mod\u00e8les de services innovants dans l\u2019\u00e9cosyst\u00e8me de l\u2019emploi. Gr\u00e2ce \u00e0 des projets pilotes pluriannuels, des processus de co-conception et des tests it\u00e9ratifs, l\u2019initiative Red\u00e9finir les services d\u2019orientation professionnelle g\u00e9n\u00e8re des donn\u00e9es probantes sur de nouvelles approches pour aider les ch\u00f4meurs, la main-d\u2019\u0153uvre \u00e0 mi-carri\u00e8re, les PME et les praticiens. Les premiers r\u00e9sultats indiquent que le coaching personnalis\u00e9, les mod\u00e8les \u00e0 double client\u00e8le, les strat\u00e9gies d\u2019engagement des employeurs et le renforcement des capacit\u00e9s ax\u00e9 sur les praticiens peuvent combler les lacunes syst\u00e9miques de longue date.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">En \u00e9laborant et en testant ces mod\u00e8les dans des environnements r\u00e9els, l\u2019initiative Red\u00e9finir les services d\u2019orientation professionnelle contribue \u00e0 red\u00e9finir la mani\u00e8re dont le Canada soutient l\u2019orientation professionnelle, la reconversion et le d\u00e9veloppement de la main-d\u2019\u0153uvre. Ces changements structurels ont boulevers\u00e9 les parcours professionnels et impos\u00e9 de nouvelles exigences tant \u00e0 la main-d\u2019\u0153uvre qu\u2019aux employeurs. Cependant, le syst\u00e8me canadien actuel de services d\u2019emploi et d\u2019orientation professionnelle n\u2019a pas suivi le rythme de ces changements.<\/p>\n\n\n\n<p>De nombreux ch\u00f4meurs sont confront\u00e9s \u00e0 des obstacles multiples&nbsp;: pauvret\u00e9, logement pr\u00e9caire, probl\u00e8mes de sant\u00e9 et garde d\u2019enfants limit\u00e9e, qui rendent difficiles l\u2019obtention et le maintien d\u2019un emploi. Les services traditionnels privil\u00e9gient souvent le placement rapide plut\u00f4t que la stabilit\u00e9 \u00e0 long terme, ce qui peut pousser les gens vers des emplois pr\u00e9caires ou peu r\u00e9mun\u00e9r\u00e9s et entra\u00eener des cycles de ch\u00f4mage r\u00e9p\u00e9t\u00e9s.<\/p>\n\n\n\n<p>La main-d\u2019\u0153uvre \u00e0 mi-carri\u00e8re est confront\u00e9e \u00e0 un autre probl\u00e8me&nbsp;: elle doit s\u2019adapter aux changements technologiques et \u00e0 l\u2019\u00e9volution des secteurs d\u2019activit\u00e9, mais la plupart des services ne sont disponibles qu\u2019une fois que les travailleurs ont perdu leur emploi. Cela prive des millions de personnes d\u2019un soutien proactif et accessible pour les aider \u00e0 g\u00e9rer leur transition professionnelle tout en conservant leur emploi.<\/p>\n\n\n\n<p>De m\u00eame, les petites et moyennes entreprises (PME), qui constituent la majorit\u00e9 des entreprises canadiennes, ne b\u00e9n\u00e9ficient pas d\u2019un soutien structur\u00e9 et abordable pour le recrutement, la fid\u00e9lisation et le d\u00e9veloppement de la main-d\u2019\u0153uvre. La p\u00e9nurie de main-d\u2019\u0153uvre, l\u2019acc\u00e9l\u00e9ration du roulement du personnel et les pressions li\u00e9es au commerce ont intensifi\u00e9 le besoin de solutions pratiques, accessibles et ax\u00e9es sur les employeurs en mati\u00e8re de main-d\u2019\u0153uvre.<\/p>\n\n\n\n<p>Dans le m\u00eame temps, les praticiens du d\u00e9veloppement de carri\u00e8re (PDC) sont confront\u00e9s \u00e0 un contexte professionnel fragment\u00e9, caract\u00e9ris\u00e9 par des formations incoh\u00e9rentes, des normes nationales \u00e9mergentes et une reconnaissance limit\u00e9e. Alors que les perturbations augmentent la complexit\u00e9 des besoins de la client\u00e8le, les praticiens ont besoin d\u2019outils plus performants, de parcours de d\u00e9veloppement professionnel et d\u2019un soutien institutionnel.<\/p>\n\n\n\n<p>Collectivement, ces lacunes repr\u00e9sentent des faiblesses syst\u00e9miques qui limitent la capacit\u00e9 du Canada \u00e0 r\u00e9agir efficacement \u00e0 la transformation continue du march\u00e9 du travail. Plut\u00f4t qu\u2019une intervention unique, l\u2019initiative Red\u00e9finir les services d\u2019orientation professionnelle op\u00e8re comme un portefeuille de projets d\u2019innovation con\u00e7us en collaboration avec des partenaires de services et test\u00e9s dans des conditions r\u00e9elles.<\/p>\n\n\n\n<p><strong>Au cours de la phase&nbsp;1 (janvier-juillet 2021)<\/strong>, Blueprint a men\u00e9 des recherches fondamentales en collaboration avec des experts canadiens et internationaux dans le domaine. \u00c0 travers neuf articles de recherche et un rapport de synth\u00e8se, l\u2019\u00e9quipe a identifi\u00e9 les lacunes du syst\u00e8me, les pratiques prometteuses et les possibilit\u00e9s de repenser les services d\u2019orientation professionnelle pour l\u2019avenir du travail.<\/p>\n\n\n\n<p><strong>Au cours de la phase deux (2022-2027)<\/strong>, l\u2019initiative Red\u00e9finir les services d\u2019orientation professionnelle est pass\u00e9 de la recherche \u00e0 la mise en \u0153uvre, en lan\u00e7ant quatre mod\u00e8les de services&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019initiative <em>Pathways to Opportunity<\/em> <strong><em>(parcours vers les opportunit\u00e9s)<\/em><\/strong> aide les ch\u00f4meurs confront\u00e9s \u00e0 des obstacles complexes gr\u00e2ce \u00e0 un accompagnement, un soutien global, le d\u00e9veloppement des comp\u00e9tences et l\u2019autonomisation financi\u00e8re.<\/li>\n\n\n\n<li>L\u2019initiative <strong><em><a href=\"https:\/\/fsc-ccf.ca\/fr\/recherche\/midcareer-transitions\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mid-Career Transitions<\/a><\/em><\/strong> (Transitions \u00e0 mi-carri\u00e8re) teste des approches \u00e0 double client\u00e8le qui soutiennent \u00e0 la fois la main-d\u2019\u0153uvre en transition et les PME confront\u00e9es \u00e0 des d\u00e9fis en mati\u00e8re de main-d\u2019\u0153uvre.<\/li>\n\n\n\n<li>Le projet <strong><em><a href=\"https:\/\/fsc-ccf.ca\/fr\/recherche\/thriving-workplaces\/\" target=\"_blank\" rel=\"noreferrer noopener\">Thriving Workplaces<\/a><\/em><\/strong> porte sur la mise \u00e0 l\u2019essai de strat\u00e9gies de recrutement et de maintien en poste dans le cadre du programme Nova Scotia Works \u00e0 l\u2019aide d\u2019un cadre de \u00ab facteurs magn\u00e9tiques \u00bb fond\u00e9 sur les besoins de la main-d\u2019\u0153uvre et des employeurs.<\/li>\n\n\n\n<li>Le <strong><a href=\"https:\/\/fsc-ccf.ca\/fr\/projets\/career-development-centre\/\" target=\"_blank\" rel=\"noreferrer noopener\">Centre de d\u00e9veloppement professionnel<\/a> <\/strong>(CPDC) porte sur la cr\u00e9ation d\u2019un centre national virtuel visant \u00e0 renforcer les comp\u00e9tences des praticiens, les normes professionnelles et les r\u00e9seaux communautaires.<\/li>\n<\/ul>\n\n\n\n<p>Dans l\u2019ensemble de ces mod\u00e8les, les m\u00e9thodes utilis\u00e9es comprennent des ateliers de co-conception, des analyses documentaires, le prototypage, la mise en \u0153uvre pilote, l\u2019engagement des employeurs et une \u00e9valuation rigoureuse.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"why-it-matters\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheImpact\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 22px;height: 14px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-3.svg\" alt=\"\"> Prochaines \u00e9tapes<\/h3>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column margin-bottom-0 is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:60%\">\n<p>L\u2019initiative Red\u00e9finir les services d\u2019orientation professionnelle poursuivra les essais pilotes, l\u2019\u00e9valuation et le perfectionnement du mod\u00e8le jusqu\u2019en 2027. Plusieurs programmes, comme le CPDC et certains volets du programme Transitions professionnelles en milieu de carri\u00e8re, sont d\u00e9j\u00e0 en train de prendre de l\u2019ampleur ou de trouver de nouveaux partenaires. Une fois les \u00e9valuations finales termin\u00e9es, les conclusions contribueront au dialogue national sur l\u2019avenir des services d\u2019emploi et d\u2019orientation professionnelle, offrant aux d\u00e9cideurs politiques et aux praticiens des pistes fond\u00e9es sur des donn\u00e9es probantes pour renforcer les syst\u00e8mes du march\u00e9 du travail au Canada.<\/p>\n<\/div>\n\n\n\n<div
