population canadienne poss\u00e8de des comp\u00e9tences num\u00e9riques, mais des obstacles importants subsistent pour certains segments de la population. Plus pr\u00e9cis\u00e9ment, les femmes, les nouveaux arrivants et les r\u00e9fugi\u00e9s, ainsi que les jeunes Noirs, sont confront\u00e9s \u00e0 des obstacles multiples tels que les pr\u00e9jug\u00e9s, les responsabilit\u00e9s familiales, les \u00e9carts salariaux, les difficult\u00e9s li\u00e9es aux dipl\u00f4mes et \u00e0 la langue, les traumatismes, le racisme syst\u00e9mique, la discrimination et les r\u00e9seaux limit\u00e9s, qui restreignent tous l&#8217;acc\u00e8s \u00e0 l&#8217;emploi et au d\u00e9veloppement des comp\u00e9tences num\u00e9riques. Bien qu&#8217;il existe des programmes de formation aux comp\u00e9tences num\u00e9riques, ceux-ci mettent souvent l&#8217;accent uniquement sur le capital humain (connaissances, comp\u00e9tences et attitudes) et accordent peu d&#8217;attention au capital social et financier n\u00e9cessaire pour surmonter les obstacles rencontr\u00e9s tout au long du parcours professionnel.&nbsp;<\/p>\n\n\n\n<p>Ce rapport examine le r\u00f4le des mesures de soutien complet dans les programmes de formation aux comp\u00e9tences num\u00e9riques, en particulier pour les femmes, les nouveaux arrivants et les r\u00e9fugi\u00e9s, ainsi que les jeunes Noirs. Fond\u00e9es sur un cadre de planification de carri\u00e8re inclusif, ces mesures de soutien complet sont des services holistiques et flexibles con\u00e7us pour aider les personnes \u00e0 surmonter les obstacles particuliers auxquels elles sont confront\u00e9es au cours des six \u00e9tapes de leur parcours professionnel. Pour ce faire, ils 1) encouragent la participation des utilisateurs, 2) renforcent l&#8217;auto-efficacit\u00e9, 3) aident les individus \u00e0 s&#8217;orienter dans leur carri\u00e8re et dans les syst\u00e8mes, 4) les aident \u00e0 surmonter les obstacles \u00e9conomiques et sociaux, 5) fournissent un contenu et un enseignement de qualit\u00e9, et 6) leur apportent un soutien continu. Ces \u00e9tapes correspondent aux trois dimensions g\u00e9n\u00e9rales du cadre (acc\u00e8s au programme, ach\u00e8vement du programme et r\u00e9sultats en mati\u00e8re d&#8217;emploi), fournissant ainsi un prisme permettant d&#8217;identifier les d\u00e9fis auxquels sont confront\u00e9s les groupes m\u00e9ritant l&#8217;\u00e9quit\u00e9 et les soutiens n\u00e9cessaires \u00e0 leur r\u00e9ussite.&nbsp;<\/p>\n\n\n\n<p>En plus d&#8217;aider les personnes \u00e0 la recherche d&#8217;un emploi \u00e0 combler leurs besoins en capital humain, les mesures de soutien complet visent \u00e0 aider les individus en r\u00e9duisant les obstacles personnels, financiers ou logistiques qui les emp\u00eachent de participer \u00e0 des formations professionnelles et d&#8217;acc\u00e9der au march\u00e9 du travail. Parmi ces aides, on peut citer les aides mat\u00e9rielles telles que la garde d&#8217;enfants et l&#8217;aide financi\u00e8re, ainsi que les services sp\u00e9cialis\u00e9s tels que le soutien psychologique et l&#8217;accompagnement professionnel.&nbsp;<\/p>\n\n\n\n<p>Le rapport s&#8217;appuie sur le programme ADaPT (Advanced Digital and Professional Training) de l&#8217;Institut de la diversit\u00e9 comme \u00e9tude de cas pour examiner l&#8217;efficacit\u00e9 et l&#8217;impact des mesures de soutien complet dans le d\u00e9veloppement des comp\u00e9tences num\u00e9riques. Lanc\u00e9 en 2014, ADaPT est un programme d&#8217;apprentissage int\u00e9gr\u00e9 au travail ax\u00e9 sur l&#8217;emploi qui offre une formation en comp\u00e9tences num\u00e9riques et un perfectionnement professionnel. Il offre des services complet, notamment une aide au transport, la fourniture d&#8217;\u00e9quipements technologiques, des possibilit\u00e9s de r\u00e9seautage, un accompagnement professionnel, du mentorat et des placements professionnels afin de permettre aux participants d&#8217;acc\u00e9der au programme, de le mener \u00e0 bien et de faire la transition vers des carri\u00e8res num\u00e9riques et professionnelles. Il vise particuli\u00e8rement les groupes m\u00e9ritant l&#8217;\u00e9quit\u00e9. Depuis 2020, plus de 1 500 participants ont suivi le programme, qui affiche un taux de r\u00e9ussite de 80 %, un taux de satisfaction de pr\u00e8s de 90 % et 93 % des participants s&#8217;identifiant comme membres de groupes m\u00e9ritant l&#8217;\u00e9quit\u00e9. ADaPT a \u00e9galement facilit\u00e9 plus de 1 300 placements professionnels, d\u00e9passant ainsi son objectif initial et d\u00e9montrant l&#8217;impact des mesures de soutien complet tant sur les r\u00e9sultats de la formation que sur l&#8217;acc\u00e8s au march\u00e9 du travail.<\/p>\n\n\n\n<p>\u00c0 partir de l&#8217;analyse documentaire et de l&#8217;\u00e9tude de cas, nous avons formul\u00e9 les recommandations suivantes aux niveaux soci\u00e9tal, organisationnel et individuel :<\/p>\n\n\n\n<p>Individuel : Les \u00e9ducateurs, les formateurs, les conseillers d&#8217;orientation professionnelle et les mentors doivent proposer des programmes d&#8217;\u00e9tudes, des conseils et un accompagnement \u00e9quitables et inclusifs, tandis que les apprenants doivent s&#8217;impliquer activement dans le processus en utilisant les ressources disponibles, en sollicitant des retours d&#8217;information, en se fixant des objectifs professionnels et en d\u00e9veloppant des r\u00e9seaux.<\/p>\n\n\n\n<p>Soci\u00e9tal : Normaliser les d\u00e9finitions et les cadres relatifs aux mesures de soutien complet, veiller \u00e0 ce que ces mesures soient incluses dans les programmes destin\u00e9s aux groupes m\u00e9ritant l&#8217;\u00e9quit\u00e9, et am\u00e9liorer la coordination entre les gouvernements, les financeurs, les employeurs, les \u00e9tablissements d&#8217;enseignement et les organisations communautaires afin d&#8217;harmoniser les objectifs, de rationaliser l&#8217;acc\u00e8s, de renforcer la collecte de donn\u00e9es et de partager les meilleures pratiques.<\/p>\n\n\n\n<p>Organisationnel : Veiller \u00e0 ce que les mesures de soutien complet soient adapt\u00e9es aux groupes m\u00e9ritant l&#8217;\u00e9quit\u00e9, tirer parti de multiples sources de financement pour assurer la continuit\u00e9 des mesures de soutien, renforcer la collaboration entre les programmes, mobiliser les employeurs afin d&#8217;am\u00e9liorer les r\u00e9sultats en mati\u00e8re d&#8217;emploi et recueillir des donn\u00e9es permettant d&#8217;\u00e9valuer l&#8217;impact des mesures de soutien.\u00a0<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Chaque \u00e9tape du parcours professionnel, qu&#8217;il s&#8217;agisse de l&#8217;acc\u00e8s aux programmes, de leur ach\u00e8vement ou des r\u00e9sultats en mati\u00e8re d&#8217;emploi, pose des d\u00e9fis particuliers aux femmes, aux nouveaux arrivants et aux r\u00e9fugi\u00e9s, aux jeunes Noirs, ainsi qu&#8217;aux personnes ayant des identit\u00e9s intersectionnelles. Ils posent des d\u00e9fis en partie \u00e0 cause de l&#8217;histoire d&#8217;oppression, d&#8217;exclusion et de d\u00e9savantage, qui affecte la confiance ainsi que le capital social et financier.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Un cadre clair fond\u00e9 sur l&#8217;\u00e9quit\u00e9, la diversit\u00e9 et l&#8217;inclusion (\u00c9DI) est n\u00e9cessaire pour guider les prestataires de programmes dans la d\u00e9finition d&#8217;objectifs et la d\u00e9termination de la port\u00e9e des mesures de soutien complet qui r\u00e9pondent aux besoins en mati\u00e8re de capital humain, de logistique et d&#8217;acc\u00e8s au march\u00e9 du travail.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Les mesures de soutien complet doivent tenir compte des consid\u00e9rations cl\u00e9s en mati\u00e8re d&#8217;\u00c9DI dans la conception, la mise en \u0153uvre et l&#8217;\u00e9valuation des programmes, avec des boucles de r\u00e9troaction appropri\u00e9es afin de mieux comprendre ce qui fonctionne pour qui et de reproduire et \u00e9tendre les pratiques exemplaires.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> \u00a0L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Alors que les comp\u00e9tences num\u00e9riques sont tr\u00e8s recherch\u00e9es, le foss\u00e9 num\u00e9rique touche de mani\u00e8re disproportionn\u00e9e le sous-emploi et le ch\u00f4mage parmi les groupes m\u00e9ritant l&#8217;\u00e9quit\u00e9, notamment les femmes, les nouveaux arrivants et les r\u00e9fugi\u00e9s, ainsi que les jeunes Noirs. En raison des in\u00e9galit\u00e9s sociales et \u00e9conomiques, ces groupes rencontrent davantage de difficult\u00e9s pour acc\u00e9der \u00e0 des formations en comp\u00e9tences num\u00e9riques et les mener \u00e0 bien, ce qui les emp\u00eache de participer \u00e0 la main-d&#8217;\u0153uvre num\u00e9rique et aggrave les obstacles \u00e9conomiques et sociaux auxquels ils sont confront\u00e9s.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Pour surmonter les obstacles auxquels sont confront\u00e9s les groupes m\u00e9ritant l&#8217;\u00e9quit\u00e9 dans leur parcours professionnel, il faut mettre en place des mesures de soutien complet et personnalis\u00e9es afin d&#8217;encourager et de maintenir l&#8217;engagement des participants, de garantir l&#8217;ach\u00e8vement de la formation et de renforcer les transitions et les r\u00e9sultats \u00e0 long terme en mati\u00e8re d&#8217;emploi. Cependant, la d\u00e9finition des soutiens complet varie selon les prestataires de programmes, certains interpr\u00e9tant ces aides de mani\u00e8re restrictive comme une aide financi\u00e8re, tandis que d&#8217;autres les \u00e9largissent pour y inclure des formes d&#8217;assistance personnalis\u00e9es. Ainsi, en utilisant le mod\u00e8le de parcours professionnel comme structure directrice, le pr\u00e9sent rapport \u00e9tablit un cadre complet permettant d&#8217;identifier les diff\u00e9rents obstacles rencontr\u00e9s par les groupes m\u00e9ritant l&#8217;\u00e9quit\u00e9 et les mesures de soutien n\u00e9cessaires pour y rem\u00e9dier. Il examine \u00e9galement le programme ADaPT et ses variantes dans le cadre d&#8217;une \u00e9tude de cas visant \u00e0 d\u00e9terminer dans quelle mesure des mesures de soutien personnalis\u00e9es peuvent contribuer \u00e0 am\u00e9liorer l&#8217;acc\u00e8s \u00e0 la formation en comp\u00e9tences num\u00e9riques et les r\u00e9sultats en mati\u00e8re d&#8217;emploi pour les groupes m\u00e9ritant l&#8217;\u00e9quit\u00e9.&nbsp;<\/p>\n\n\n\n<p>Si de nombreux programmes proposent des formations aux comp\u00e9tences num\u00e9riques, ils abordent rarement toutes les \u00e9tapes du parcours professionnel. Pour les femmes, les nouveaux arrivants, les r\u00e9fugi\u00e9s et les jeunes Noirs, un soutien efficace doit aller au-del\u00e0 de la formation technique afin 1) d&#8217;encourager l&#8217;adh\u00e9sion des utilisateurs, 2) de renforcer l&#8217;auto-efficacit\u00e9, 3) d&#8217;aider les participants \u00e0 s&#8217;orienter dans leur carri\u00e8re et dans les syst\u00e8mes, 4) de les aider \u00e0 surmonter les obstacles \u00e9conomiques et sociaux, 5) de fournir un contenu et un enseignement de qualit\u00e9, et 6) d&#8217;assurer un soutien durable. Par exemple, les st\u00e9r\u00e9otypes li\u00e9s au genre et \u00e0 la race peuvent dissuader les femmes ou les personnes noires de suivre une formation en comp\u00e9tences num\u00e9riques, tandis que la langue et l&#8217;orientation peuvent constituer un obstacle pour les nouveaux arrivants et les r\u00e9fugi\u00e9s. Des facteurs similaires qui limitent l&#8217;acc\u00e8s aux programmes entravent \u00e9galement leur ach\u00e8vement, notamment une faible efficacit\u00e9 personnelle. Des facteurs socio-\u00e9conomiques tels que le foss\u00e9 num\u00e9rique, la pr\u00e9carit\u00e9 en mati\u00e8re de transport et l&#8217;ins\u00e9curit\u00e9 financi\u00e8re limitent encore davantage la capacit\u00e9 des participants \u00e0 s&#8217;engager pleinement dans des programmes de formation aux comp\u00e9tences num\u00e9riques et \u00e0 les mener \u00e0 bien. Au stade de l&#8217;emploi, les groupes m\u00e9ritant l&#8217;\u00e9quit\u00e9 peuvent avoir du mal \u00e0 maintenir leur soutien apr\u00e8s la fin du programme en raison d&#8217;un manque de r\u00e9seaux professionnels et de capital social.&nbsp;<\/p>\n\n\n\n<p>Les soutiens int\u00e9gr\u00e9s offrent des services holistiques, flexibles et personnalis\u00e9s pour surmonter ces obstacles. Dans la pratique, les mesures de soutien complet doivent r\u00e9pondre \u00e0 quatre besoins interd\u00e9pendants tout au long du parcours professionnel. Ces besoins comprennent les besoins en capital humain, tels que la formation linguistique ou les ressources destin\u00e9es aux nouveaux arrivants qui compl\u00e8tent la formation de base re\u00e7ue. Les soutiens complet doivent \u00e9galement r\u00e9pondre aux besoins personnels. Depuis 2020, plus de 1&nbsp;500 participants ont suivi le programme, d\u00e9passant ainsi de 60 % l&#8217;objectif initial fix\u00e9 \u00e0 975 participants. Parmi ces 1&nbsp;500 participants, 94 % ont d\u00e9clar\u00e9 avoir des origines diverses.
