contribuent pour moiti\u00e9 aux \u00e9missions de gaz \u00e0 effet de serre, mais elles sont souvent n\u00e9glig\u00e9es dans les strat\u00e9gies canadiennes visant \u00e0 soutenir la transition vers la carboneutralit\u00e9. Les PME manquent souvent de ressources, de comp\u00e9tences et de formations sp\u00e9cialis\u00e9es pour renforcer leur r\u00e9silience et soutenir leur transition vers la carboneutralit\u00e9.&nbsp;<\/p>\n\n\n\n<p>Ce rapport pr\u00e9sente une \u00e9tude des cadres de comp\u00e9tences existants en mati\u00e8re de comp\u00e9tences \u00e9cologiques afin d\u2019identifier un cadre adapt\u00e9 aux PME. Nous avons constat\u00e9 que les cadres actuels se concentrent g\u00e9n\u00e9ralement sur la formation de la nouvelle main-d\u2019\u0153uvre et les mod\u00e8les des grandes entreprises, et ne tiennent pas compte des r\u00e9glementations sp\u00e9cifiques au Canada, des structures organisationnelles plus petites et des comp\u00e9tences techniques accessibles.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Notre cadre de comp\u00e9tences en mati\u00e8re d\u2019\u00e9cologie est structur\u00e9 de mani\u00e8re \u00e0 pouvoir s\u2019appliquer aux effectifs existants. Il comprend trois niveaux. Tout d\u2019abord, toute la main-d\u2019\u0153uvre doit poss\u00e9der des comp\u00e9tences fondamentales et des connaissances de base en mati\u00e8re d\u2019\u00e9cologie. Deuxi\u00e8mement, la main-d\u2019\u0153uvre peut s\u2019appuyer sur des connaissances fondamentales pour soutenir la conception, la mise en \u0153uvre et l\u2019\u00e9valuation des programmes de transition \u00e9cologique au sein des op\u00e9rations. Un groupe plus restreint, constituant un troisi\u00e8me niveau, doit poss\u00e9der des comp\u00e9tences approfondies en mati\u00e8re d\u2019\u00e9cologie afin d\u2019innover et de d\u00e9velopper des solutions technologiques vertes susceptibles de transformer le secteur. Ce cadre comble les lacunes critiques des cadres de transition verte applicables aux PME et aide ces derni\u00e8res \u00e0 d\u00e9carboner la cha\u00eene d\u2019approvisionnement mondiale interconnect\u00e9e et \u00e0 contourner les obstacles auxquels elles sont confront\u00e9es en raison de leur expertise, de leur personnel et de leurs ressources limit\u00e9s. Le cadre continue d\u2019\u00eatre perfectionn\u00e9 gr\u00e2ce \u00e0 l\u2019Institut de la diversit\u00e9, \u00e0 des collaborateurs externes (PwC et Oxford) et \u00e0 des partenariats avec le Centre des Comp\u00e9tences futures.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Les cadres de comp\u00e9tences existants accordent une importance disproportionn\u00e9e \u00e0 la formation de la nouvelle main-d\u2019\u0153uvre et aux mod\u00e8les des grandes entreprises, et ne font pas sp\u00e9cifiquement r\u00e9f\u00e9rence aux exigences r\u00e9glementaires&nbsp;: ensemble, ces \u00e9l\u00e9ments entravent l\u2019adoption efficace des cadres de comp\u00e9tences vertes par diverses PME canadiennes.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les cadres existants supposent un certain niveau de connaissances ou de sp\u00e9cialisation des comp\u00e9tences au sein des organisations, ce qui n\u2019est g\u00e9n\u00e9ralement pas applicable aux PME.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Les cadres existants en mati\u00e8re de comp\u00e9tences vertes se concentrent sur l\u2019analyse ou la gestion, mais peu d\u2019entre eux abordent de mani\u00e8re suffisante les comp\u00e9tences vertes approfondies, notamment les comp\u00e9tences techniques telles que les biotechnologies, les \u00e9nergies vertes ou la gestion des d\u00e9chets, qui sont importantes pour l\u2019innovation dans ce secteur.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Les PME canadiennes repr\u00e9sentent environ 99&nbsp;% des entreprises, emploient environ 64&nbsp;% des travailleurs du secteur priv\u00e9 et g\u00e9n\u00e8rent pr\u00e8s de 30&nbsp;% des \u00e9missions du Canada dans le cadre de leurs activit\u00e9s directes. Les comp\u00e9tences num\u00e9riques et l\u2019adoption des technologies sont importantes pour les entreprises canadiennes afin d\u2019am\u00e9liorer leur r\u00e9silience et d\u2019atteindre la carboneutralit\u00e9. De plus, la main-d\u2019\u0153uvre a besoin d\u2019une formation compl\u00e9mentaire en comp\u00e9tences g\u00e9n\u00e9rales dans les domaines de la durabilit\u00e9 et de la gestion des ressources naturelles afin de soutenir les projets de transition verte. Lorsque les entreprises s\u2019engagent dans la r\u00e9duction des \u00e9missions, les donn\u00e9es montrent qu\u2019elles r\u00e9alisent des \u00e9conomies et gagnent souvent en comp\u00e9titivit\u00e9 sur le march\u00e9. Cependant, les PME disposent de moins de ressources et de comp\u00e9tences et b\u00e9n\u00e9ficient d\u2019une formation moins sp\u00e9cialis\u00e9e pour passer \u00e0 des z\u00e9ro \u00e9missions nettes que les grandes entreprises.&nbsp;<\/p>\n\n\n\n<p>De m\u00eame, l\u2019int\u00e9gration de l\u2019\u00e9quit\u00e9, de la diversit\u00e9 et de l\u2019inclusion est essentielle dans la transition vers des pratiques durables et la r\u00e9silience. Une \u00e9tude men\u00e9e par l\u2019Institut de la diversit\u00e9 montre que les entreprises dirig\u00e9es par des femmes int\u00e8grent plus efficacement la durabilit\u00e9 dans leurs activit\u00e9s commerciales, et qu\u2019une diversit\u00e9 dans le leadership se traduit par davantage d\u2019inventions \u00e9cologiques. Pour les PME diversifi\u00e9es, renforcer la r\u00e9silience climatique n\u00e9cessite un soutien explicite ax\u00e9 sur les comp\u00e9tences. Sans soutien, les transitions du march\u00e9 sont volatiles et impr\u00e9visibles, et les besoins en main-d\u2019\u0153uvre risquent de ne pas \u00eatre satisfaits. Les r\u00e9percussions sectorielles sont amplifi\u00e9es pour les participants issus de groupes m\u00e9ritant l\u2019\u00e9quit\u00e9, comme les jeunes Noirs et les nouveaux arrivants, ainsi que les communaut\u00e9s autochtones et \u00e9loign\u00e9es. Pour favoriser correctement la cr\u00e9ation d\u2019emplois durables, aucun groupe ni aucune communaut\u00e9 ne doit \u00eatre laiss\u00e9 pour compte.<\/p>\n\n\n\n<p>Les comp\u00e9tences vertes comprennent l\u2019expertise technique dans les domaines des sciences, de la technologie, de l\u2019ing\u00e9nierie et des math\u00e9matiques (STIM), de l\u2019architecture et du design, ainsi que les comp\u00e9tences op\u00e9rationnelles et commerciales n\u00e9cessaires pour mettre en \u0153uvre la durabilit\u00e9 tout au long de la cha\u00eene de valeur. Les comp\u00e9tences vertes s\u2019appuient sur toute la main-d\u2019\u0153uvre disposant de connaissances environnementales de base pour comprendre le probl\u00e8me, sur un grand nombre de travailleurs pour mettre en \u0153uvre, \u00e9valuer et adapter les technologies vertes \u00e0 leurs activit\u00e9s, et sur quelques travailleurs techniquement qualifi\u00e9s pour innover. \u00c9tant donn\u00e9 que l\u2019emploi dans le secteur de l\u2019environnement devrait d\u00e9passer la croissance du march\u00e9 de l\u2019emploi en g\u00e9n\u00e9ral, des mesures li\u00e9es aux comp\u00e9tences sont n\u00e9cessaires pour former les nouveaux employ\u00e9s et ceux qui effectuent une transition vers des secteurs et des professions en pleine croissance.<\/p>\n\n\n\n<p>Les efforts ax\u00e9s sur les comp\u00e9tences permettent d\u2019assurer l\u2019\u00e9quit\u00e9 n\u00e9cessaire pour les participants au march\u00e9 du travail et garantissent que les communaut\u00e9s sous-repr\u00e9sent\u00e9es ne subissent pas de plein fouet les changements du march\u00e9 et du monde du travail. Cependant, de nombreuses PME canadiennes ne sont pas au courant des nouvelles r\u00e9glementations et des innovations \u00e9cologiques, et ont du mal \u00e0 changer leurs pratiques habituelles. Les PME issues de la diversit\u00e9 ont \u00e9galement du mal \u00e0 acc\u00e9der \u00e0 la formation professionnelle.&nbsp;<\/p>\n\n\n\n<p>Ce cadre de comp\u00e9tences \u00e9cologiques est structur\u00e9 pour les effectifs existants et pour r\u00e9pondre au besoin croissant de comp\u00e9tences \u00e9cologiques sur le march\u00e9 du travail. Tirant parti de notre expertise sectorielle et de notre collaboration internationale, notre cadre de comp\u00e9tences vertes sert de guide sur les diff\u00e9rentes comp\u00e9tences techniques vertes et durables pour les PME, qui sont renforc\u00e9es par des connaissances fondamentales en mati\u00e8re de durabilit\u00e9 et d\u2019environnement. Nous avons d\u00e9termin\u00e9 les lacunes actuelles dans les cadres de comp\u00e9tences et d\u2019aptitudes \u00e9cologiques existants pour les PME canadiennes. Nous avons men\u00e9 une analyse comparative des cadres de comp\u00e9tences, bases de donn\u00e9es professionnelles, taxonomies et typologies de comp\u00e9tences existants afin d\u2019identifier les domaines de comp\u00e9tences cl\u00e9s en mati\u00e8re de comp\u00e9tences \u00e9cologiques, techniques, de leadership et d\u2019innovation. Le c\u0153ur de cette initiative consistait \u00e0 examiner en profondeur les cadres existants dans l\u2019\u00e9cosyst\u00e8me du d\u00e9veloppement de carri\u00e8re et \u00e0 appliquer les comp\u00e9tences aux pratiques de carboneutralit\u00e9 pour les PME canadiennes.&nbsp;<\/p>\n\n\n\n<p>Notre premi\u00e8re \u00e9tape a consist\u00e9 \u00e0 examiner en d\u00e9tail les recherches universitaires et industrielles sur les comp\u00e9tences vertes, ainsi que les besoins sp\u00e9cifiques des PME et leur parcours vers la carboneutralit\u00e9. Apr\u00e8s avoir examin\u00e9 les cadres et les typologies de comp\u00e9tences, nous avons cherch\u00e9 \u00e0 identifier les domaines de comp\u00e9tences communs, notamment les connaissances environnementales, les comp\u00e9tences g\u00e9n\u00e9rales essentielles, les comp\u00e9tences techniques essentielles et les qualit\u00e9s de leadership, ainsi qu\u2019\u00e0 comprendre l\u2019organisation structurelle et la port\u00e9e de ces cadres existants.<\/p>\n\n\n\n<p>Cette recherche pose les questions suivantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Quels sont les cadres de comp\u00e9tences et de qualifications vertes existants\u2009?&nbsp;<\/li>\n\n\n\n<li>Ces cadres peuvent-ils \u00eatre adapt\u00e9s au contexte commercial unique des PME canadiennes\u2009?&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Le cadre est con\u00e7u sp\u00e9cifiquement pour les PME canadiennes, en mettant l\u2019accent sur le perfectionnement des comp\u00e9tences de la main-d\u2019\u0153uvre existante, plut\u00f4t que sur l\u2019\u00e9laboration d\u2019un cadre pour une nouvelle main-d\u2019\u0153uvre. Le cadre des comp\u00e9tences vertes est une m\u00e9thode structur\u00e9e visant \u00e0 permettre aux effectifs existants d\u2019adopter les technologies et innovations vertes.&nbsp;<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>L\u2019examen des cadres de comp\u00e9tences existants a r\u00e9v\u00e9l\u00e9 le besoin critique d\u2019un cadre de comp\u00e9tences vertes ciblant les PME canadiennes.&nbsp;<\/p>\n\n\n\n<p>Premi\u00e8rement, les cadres actuels se concentrent souvent sur les comp\u00e9tences et les aptitudes des nouveaux participants au secteur, plut\u00f4t que sur le perfectionnement de la main-d\u2019\u0153uvre. Cela est particuli\u00e8rement pertinent, car les pertes d\u2019emplois dans les activit\u00e9s industrielles \u00e0 forte intensit\u00e9 carbone des PME touchent souvent de mani\u00e8re disproportionn\u00e9e les jeunes et les groupes m\u00e9ritant une \u00e9quit\u00e9.<\/p>\n\n\n\n<p>Deuxi\u00e8mement, les cadres de comp\u00e9tences se concentrent sur les grandes entreprises et ne refl\u00e8tent pas la situation dynamique des PME, o\u00f9 les employ\u00e9s remplissent souvent plusieurs fonctions au sein de l\u2019organisation et ont besoin d\u2019une formation couvrant un large \u00e9ventail de comp\u00e9tences.&nbsp;<\/p>\n\n\n\n<p>Troisi\u00e8mement, les cadres existants ne font pas r\u00e9f\u00e9rence \u00e0 des politiques climatiques ou environnementales sp\u00e9cifiques pour les PME, ce qui emp\u00eache les entreprises de bien comprendre les r\u00e9glementations et les exigences de conformit\u00e9.&nbsp;<\/p>\n\n\n\n<p>Au final, ce projet a permis de mettre en place un cadre structur\u00e9, accessible et progressif qui r\u00e9pond aux d\u00e9fis sp\u00e9cifiques auxquels sont confront\u00e9es les PME canadiennes dans leur transition vers la carboneutralit\u00e9.<\/p>\n\n\n\n<p>La transition des secteurs n\u00e9cessite d\u2019aider les travailleurs \u00e0 adopter les innovations et \u00e0 inventer des technologies vertes. Fondamentalement, il faut que toute la main-d\u2019\u0153uvre ait des connaissances de base sur l\u2019environnement et des comp\u00e9tences en mati\u00e8re de r\u00e9silience et de durabilit\u00e9. Par la suite, la main-d\u2019\u0153uvre peut d\u00e9velopper des comp\u00e9tences transformationnelles pour favoriser un changement durable dans les diff\u00e9rentes op\u00e9rations commerciales et fonctions organisationnelles. Quelques travailleurs auront besoin d\u2019une formation plus approfondie pour innover dans le domaine des nouvelles technologies capables de transformer le secteur. Ces comp\u00e9tences avanc\u00e9es sont n\u00e9cessaires \u00e0 l\u2019innovation (d\u00e9veloppement et mise en \u0153uvre de technologies de rupture) pour mener \u00e0 bien des initiatives majeures en mati\u00e8re de d\u00e9veloppement durable, et leur applicabilit\u00e9 d\u00e9pend des produits et services sp\u00e9cifiques propos\u00e9s par une PME.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Le cadre int\u00e8gre les comp\u00e9tences fondamentales adapt\u00e9es du cadre Comp\u00e9tences pour r\u00e9ussir d\u2019Emploi et D\u00e9veloppement social Canada, notamment la culture environnementale, la r\u00e9solution de probl\u00e8mes, la collaboration, la communication, la cr\u00e9ativit\u00e9 et l\u2019innovation, l\u2019\u00e9criture et la num\u00e9ratie, toutes essentielles \u00e0 \u00ab l\u2019\u00e9cologisation \u00bb des PME. Cette approche s\u00e9quentielle de la transition de la main-d\u2019\u0153uvre garantira la pr\u00e9paration du secteur et permettra d\u2019amplifier la diversit\u00e9 des voix gr\u00e2ce \u00e0 une transition \u00e9cologique de la main-d\u2019\u0153uvre. En mettant l\u2019accent sur les transitions existantes au sein de la main-d\u2019\u0153uvre, on s\u2019assure que les groupes m\u00e9ritant l\u2019\u00e9quit\u00e9 ne sont pas touch\u00e9s de mani\u00e8re disproportionn\u00e9e par ces transitions. Les PME devraient utiliser ce cadre pour comprendre comment elles peuvent int\u00e9grer les politiques et les valeurs de d\u00e9carbonisation dans leurs activit\u00e9s commerciales, garantir la conformit\u00e9 r\u00e9glementaire locale et mondiale, en particulier lorsque la cha\u00eene de valeur s\u2019\u00e9tend au-del\u00e0 du march\u00e9 canadien, et ainsi renforcer leur capacit\u00e9 \u00e0 cro\u00eetre et \u00e0 innover pour \u00eatre comp\u00e9titives sur le march\u00e9.&nbsp;<\/p>\n\n\n\n<p>Les cadres de comp\u00e9tences actuels se concentrent souvent sur les aptitudes et les comp\u00e9tences requises pour les nouveaux acteurs du secteur plut\u00f4t que sur le perfectionnement de la main-d\u2019\u0153uvre, sont adapt\u00e9s aux mod\u00e8les des grandes entreprises et ne comprennent pas de renseignements sur les politiques ou les r\u00e9glementations sp\u00e9cifiques visant \u00e0 aider les PME \u00e0 se conformer \u00e0 cette transition \u00e9cologique. Il existe un manque de strat\u00e9gies visant \u00e0 atteindre la carboneutralit\u00e9 gr\u00e2ce \u00e0 la transition d\u2019une main-d\u2019\u0153uvre diversifi\u00e9e au sein des PME. Il est n\u00e9cessaire de mettre davantage l\u2019accent sur les PME dans le cadre de la transition vers la carboneutralit\u00e9 afin de garantir que l\u2019\u00e9cosyst\u00e8me \u00e9tendu et diversifi\u00e9 des PME canadiennes b\u00e9n\u00e9ficie d\u2019un soutien ad\u00e9quat pour mener \u00e0 bien cette transition, tout en tenant compte des diff\u00e9rences r\u00e9gionales dans les activit\u00e9s commerciales. Les implications de ce cadre d\u00e9passent le cadre des PME pour s\u2019\u00e9tendre \u00e0 l\u2019ensemble de l\u2019\u00e9conomie canadienne.
