L\u2019incertitude \u00e9conomique, les pressions budg\u00e9taires et les attentes croissantes en mati\u00e8re de prestation de services poussent les gouvernements \u00e0 explorer l\u2019intelligence artificielle (IA) comme outil d\u2019efficacit\u00e9 et d\u2019innovation. Dans le m\u00eame temps, les technologies d\u2019IA g\u00e9n\u00e9rative telles que ChatGPT arrivent rapidement \u00e0 maturit\u00e9, soulevant des questions quant \u00e0 leur impact potentiel sur les 1,1&nbsp;million d\u2019employ\u00e9s du secteur public du pays.<\/p>\n\n\n\n<p>Ce projet a analys\u00e9 les donn\u00e9es professionnelles issues du Recensement de la population de 2021 et de la Classification nationale des professions (CNP) du Canada afin d\u2019\u00e9valuer l\u2019ampleur et la nature de l\u2019exposition du secteur public \u00e0 l\u2019IA. S\u2019appuyant sur une m\u00e9thodologie innovante d\u00e9velopp\u00e9e dans la litt\u00e9rature r\u00e9cente sur l\u2019IA et l\u2019automatisation des t\u00e2ches, le projet a mesur\u00e9 \u00e0 la fois l\u2019<strong>exposition<\/strong> \u00e0 l\u2019IA (probabilit\u00e9 d\u2019interagir avec des syst\u00e8mes d\u2019IA dans le travail quotidien) et la <strong>compl\u00e9mentarit\u00e9<\/strong> avec l\u2019IA (probabilit\u00e9 que l\u2019IA aide ou remplace les t\u00e2ches professionnelles courantes). L\u2019analyse a \u00e9t\u00e9 appliqu\u00e9e aux r\u00f4les des gouvernements f\u00e9d\u00e9raux, provinciaux et municipaux, afin d\u2019identifier les professions qui pourraient b\u00e9n\u00e9ficier de l\u2019augmentation de l\u2019IA et celles qui sont expos\u00e9es \u00e0 un risque plus \u00e9lev\u00e9 de substitution des t\u00e2ches.<\/p>\n\n\n\n<p>Les r\u00e9sultats r\u00e9v\u00e8lent que la main-d\u2019\u0153uvre du secteur public est plus susceptible que l\u2019ensemble de la main-d\u2019\u0153uvre canadienne d\u2019occuper des emplois expos\u00e9s \u00e0 l\u2019IA (74&nbsp;% contre 56&nbsp;%), pr\u00e8s de la moiti\u00e9 d\u2019entre elles occupant des postes \u00e0 faible compl\u00e9mentarit\u00e9 o\u00f9 l\u2019IA pourrait remplacer certaines t\u00e2ches. Certains groupes professionnels, notamment dans les domaines des affaires, de la finance et de l\u2019administration, sont concentr\u00e9s dans la cat\u00e9gorie \u00e0 forte exposition et faible compl\u00e9mentarit\u00e9. En revanche, la haute direction, les sciences naturelles et appliqu\u00e9es, l\u2019\u00e9ducation, le droit et les services sociaux, communautaires et gouvernementaux ont un potentiel plus \u00e9lev\u00e9 de b\u00e9n\u00e9ficier de l\u2019aide de l\u2019IA.<\/p>\n\n\n\n<p>L\u2019\u00e9tude a \u00e9galement identifi\u00e9 quatre domaines d\u2019application de l\u2019IA particuli\u00e8rement pertinents pour le secteur public&nbsp;: l\u2019interpr\u00e9tation et la reproduction du langage\u2009; la reconnaissance et l\u2019interpr\u00e9tation d\u2019images\u2009; l\u2019application de la reconnaissance de formes\u2009; et l\u2019interpr\u00e9tation d\u2019informations auditives. Cependant, le succ\u00e8s de cette adoption d\u00e9pendra autant de facteurs non techniques (supervision humaine, acc\u00e8s \u00e0 la formation et respect des valeurs du service public) que de la technologie elle-m\u00eame.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Ces r\u00e9sultats ont des implications claires pour la planification de la main-d\u2019\u0153uvre, les investissements dans la formation et la gouvernance de l\u2019IA dans la fonction publique canadienne. Pour exploiter le potentiel de l\u2019IA tout en prot\u00e9geant la qualit\u00e9 des services et le bien-\u00eatre des employ\u00e9s, les gouvernements devront mettre en place des strat\u00e9gies cibl\u00e9es, des \u00e9valuations des risques transparentes et un engagement fort aupr\u00e8s des travailleurs, en particulier ceux qui occupent des postes \u00e0 haut risque. Bien men\u00e9e, l\u2019adoption de l\u2019IA pourrait renforcer les capacit\u00e9s et la r\u00e9silience du secteur public\u2009; mal men\u00e9e, elle pourrait \u00e9roder la confiance et affaiblir la prestation de services.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">La main-d\u2019\u0153uvre du secteur public canadien est beaucoup plus susceptible d\u2019occuper des emplois expos\u00e9s aux applications de l\u2019IA que l\u2019ensemble de la main-d\u2019\u0153uvre canadienne.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Par rapport \u00e0 l\u2019ensemble de la main-d\u2019\u0153uvre canadienne, une proportion comparable d\u2019emplois du secteur public sont des professions fortement expos\u00e9es \u00e0 l\u2019IA, dont les t\u00e2ches sont plus susceptibles d\u2019\u00eatre assist\u00e9es ou am\u00e9lior\u00e9es par les technologies d\u2019IA actuelles.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Une proportion beaucoup plus importante d\u2019emplois dans le secteur public se trouve dans des professions \u00e0 faible compl\u00e9mentarit\u00e9, compos\u00e9es de t\u00e2ches qui sont plus susceptibles d\u2019\u00eatre substitu\u00e9es ou remplac\u00e9es, que dans l\u2019ensemble de la main-d\u2019\u0153uvre canadienne.<\/p>\n\n\n\n<p class=\"is-flex\"><img loading=\"lazy\" decoding=\"async\" width=\"40\" height=\"40\" class=\"wp-image-282070\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-3.svg\" alt=\"\"> Les applications d\u2019IA les plus utiles dans le secteur public comprennent les t\u00e2ches de lecture et d\u2019\u00e9criture, l\u2019interpr\u00e9tation d\u2019images, l\u2019analyse de donn\u00e9es, la reconnaissance de motifs et la reconnaissance vocale.<\/p>\n\n\n\n<p class=\"is-flex\"><img loading=\"lazy\" decoding=\"async\" width=\"40\" height=\"40\" class=\"wp-image-320241\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2025\/07\/No-5.svg\" alt=\"\"> Les facteurs non technologiques sont \u00e9galement des d\u00e9terminants importants de la r\u00e9ussite de l\u2019adoption de l\u2019IA. Il s\u2019agit notamment du r\u00f4le de la supervision humaine, de l\u2019acc\u00e8s aux outils d\u2019IA et \u00e0 la formation de la main-d\u2019\u0153uvre, ainsi que de l\u2019application coh\u00e9rente des valeurs fondamentales non technologiques et des principes \u00e9thiques afin de garantir un d\u00e9ploiement r\u00e9ussi et responsable de l\u2019IA dans le secteur public.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Compte tenu des incertitudes \u00e9conomiques actuelles, des relations tendues entre le Canada et les \u00c9tats-Unis et de la concurrence mondiale intense, le gouvernement f\u00e9d\u00e9ral canadien doit s\u2019adapter rapidement \u00e0 une r\u00e9alit\u00e9 \u00e9conomique en mutation. En 2025, il a annonc\u00e9 un examen complet des d\u00e9penses publiques, avec pour objectif de r\u00e9duire les co\u00fbts op\u00e9rationnels de 15&nbsp;% d\u2019ici 2028-2029. Parall\u00e8lement, la prolif\u00e9ration des outils d\u2019intelligence artificielle (IA) g\u00e9n\u00e9rative, comme ChatGPT, a renforc\u00e9 les attentes en mati\u00e8re de gains de productivit\u00e9, suscitant des discussions urgentes sur le r\u00f4le de l\u2019IA dans l\u2019efficacit\u00e9 gouvernementale.<\/p>\n\n\n\n<p>Comment l\u2019adoption de l\u2019IA pourrait-elle affecter les emplois et les comp\u00e9tences des 1,1&nbsp;million d\u2019employ\u00e9s du secteur public canadien\u2009? Centr\u00e9e sur environ 1,1&nbsp;million d\u2019employ\u00e9s des administrations f\u00e9d\u00e9rales, provinciales et municipales, cette \u00e9tude r\u00e9pond aux pressions croissantes en mati\u00e8re d\u2019efficacit\u00e9 et d\u2019adaptation de la main-d\u2019\u0153uvre face \u00e0 l\u2019\u00e9volution rapide des technologies.<\/p>\n\n\n\n<p>Nous avons appliqu\u00e9 une approche m\u00e9thodologique innovante aux donn\u00e9es du Recensement de la population de 2021 et de la Classification nationale des professions (CNP) du Canada afin d\u2019\u00e9valuer et de r\u00e9pertorier plus de 500&nbsp;professions du secteur public selon deux crit\u00e8res connexes&nbsp;: l\u2019<strong>exposition \u00e0 l\u2019IA<\/strong> (la probabilit\u00e9 qu\u2019une profession interagisse avec des syst\u00e8mes d\u2019IA dans le cadre du travail quotidien) et la <strong>compl\u00e9mentarit\u00e9 avec l\u2019IA<\/strong> (la probabilit\u00e9 que l\u2019utilisation de l\u2019IA soutienne ou remplace les t\u00e2ches professionnelles courantes). Par rapport \u00e0 l\u2019ensemble de la main-d\u2019\u0153uvre canadienne, une proportion comparable d\u2019emplois sont des professions \u00e0 haut risque (25&nbsp;% contre 27&nbsp;%), avec des t\u00e2ches plus susceptibles d\u2019\u00eatre assist\u00e9es ou am\u00e9lior\u00e9es par l\u2019IA.<\/p>\n\n\n\n<p><strong>Le risque de substitution des t\u00e2ches est plus \u00e9lev\u00e9 dans le secteur public f\u00e9d\u00e9ral<\/strong><\/p>\n\n\n\n<p>Une proportion beaucoup plus importante des emplois du secteur public se trouve dans des professions \u00e0 faible compl\u00e9mentarit\u00e9 (49&nbsp;% contre 29&nbsp;%), compos\u00e9es de t\u00e2ches <strong>plus susceptibles d\u2019\u00eatre substitu\u00e9es ou remplac\u00e9es.<\/strong> En particulier, le secteur <strong>public f\u00e9d\u00e9ral<\/strong> compte une concentration beaucoup plus \u00e9lev\u00e9e de travailleurs dans le quadrant \u00e0 forte exposition et faible compl\u00e9mentarit\u00e9 (58&nbsp;%), ce qui refl\u00e8te une proportion plus importante d\u2019emplois dans les domaines des affaires, de la finance et de l\u2019administration que dans l\u2019ensemble de la population active canadienne.<\/p>\n\n\n\n<p><strong>Les r\u00f4les hautement compl\u00e9mentaires offrent des opportunit\u00e9s pour l\u2019assistance par l\u2019IA<\/strong><\/p>\n\n\n\n<p>Dans le quadrant de compl\u00e9mentarit\u00e9 \u00e9lev\u00e9e, les employ\u00e9s du secteur public occupant des postes tels que cadres sup\u00e9rieurs, scientifiques, enseignants, juristes et fonctionnaires sont plus enclins \u00e0 consid\u00e9rer l\u2019IA comme un outil <strong>d\u2019aide <\/strong>plut\u00f4t que comme un substitut.<\/p>\n\n\n\n<p><strong>Applications d\u2019IA \u00e0 forte valeur ajout\u00e9e identifi\u00e9es<\/strong><\/p>\n\n\n\n<p>Notre \u00e9valuation des applications de l\u2019IA les plus utiles aux principaux groupes professionnels du secteur public identifie quatre cat\u00e9gories&nbsp;: l\u2019interpr\u00e9tation et la reproduction du langage (par exemple, les t\u00e2ches de lecture et d\u2019\u00e9criture)\u2009; la reconnaissance et l\u2019interpr\u00e9tation d\u2019images (analyse)\u2009; les applications dans les jeux de strat\u00e9gie abstraits (analyse de donn\u00e9es et reconnaissance de formes)\u2009; et l\u2019interpr\u00e9tation d\u2019informations auditives (reconnaissance vocale).<\/p>\n\n\n\n<p><strong>Les facteurs non techniques d\u00e9termineront le succ\u00e8s ou l\u2019\u00e9chec de l\u2019adoption de l\u2019IA<\/strong><\/p>\n\n\n\n<p>Les donn\u00e9es relatives \u00e0 l\u2019adoption des technologies dans le secteur public sugg\u00e8rent que les facteurs non technologiques sont essentiels \u00e0 la r\u00e9ussite.
