Sommaire<\/h3>\n\n\n\n<p class=\"has-black-color has-text-color\">De nombreuses organisations, en particulier les petites et moyennes entreprises (PME), \u00e9prouvent des difficult\u00e9s \u00e0 mettre en \u0153uvre des strat\u00e9gies d\u2019\u00e9quit\u00e9, de diversit\u00e9 et d\u2019inclusion (\u00c9DI) efficaces et pertinentes. Ces organisations font face \u00e0 de nombreux d\u00e9fis qui peuvent freiner leur croissance et leur comp\u00e9titivit\u00e9, notamment des lacunes dans les pratiques de recrutement et de maintien en poste et dans les possibilit\u00e9s de perfectionnement professionnel. Les strat\u00e9gies relatives \u00e0 l\u2019EDI sont essentielles pour permettre aux PME de surmonter ces d\u00e9fis. L\u2019<a href=\"https:\/\/diplaybook.ca\/fr\/\">Outil de diagnostic de la diversit\u00e9<\/a> (ODD) du Diversity Institute offre aux PME un moyen concret d\u2019\u00e9valuer leurs pratiques, leurs politiques et leurs strat\u00e9gies en mati\u00e8re d\u2019EDI et de d\u00e9terminer les domaines \u00e0 am\u00e9liorer. L\u2019ODD examine six aspects cl\u00e9s de la strat\u00e9gie organisationnelle, \u00e0 savoir&nbsp;: la gouvernance, le leadership et la strat\u00e9gie; les processus de ressources humaines; les valeurs et la culture; la mesure et le suivi de l\u2019EDI; la diversit\u00e9 dans la cha\u00eene de valeur; et la sensibilisation et l\u2019\u00e9largissement du bassin de talents.<\/p>\n\n\n\n<p>\u00c0 l\u2019origine, l\u2019ODD avait pour objectif d\u2019accro\u00eetre la participation des femmes dans le secteur des technologies de l\u2019information et de la communication (TIC). Bien qu\u2019il ait \u00e9t\u00e9 affin\u00e9 gr\u00e2ce \u00e0 des recherches approfondies pour \u00eatre appliqu\u00e9 dans divers contextes et secteurs, l\u2019ODD pr\u00e9sentait un co\u00fbt d\u2019administration \u00e9lev\u00e9 qui constituait un obstacle pour les PME. Sachant que les PME manquent souvent de ressources, de temps et de capacit\u00e9, le Diversity Institute a lanc\u00e9 en&nbsp;2022&nbsp;l\u2019Application&nbsp;ODD, un outil num\u00e9rique \u00e9volutif et gratuit con\u00e7u pour permettre aux PME d\u2019\u00e9valuer leurs pratiques d\u2019EDI et de recevoir des recommandations personnalis\u00e9es.&nbsp;<\/p>\n\n\n\n<p>Dans l\u2019Application&nbsp;ODD, les organisations sont invit\u00e9es \u00e0 fournir des renseignements sur leurs pratiques d\u2019EDI selon les six dimensions susmentionn\u00e9es. Une fois le questionnaire rempli, elles re\u00e7oivent un rapport personnalis\u00e9 comportant des recommandations et des strat\u00e9gies concr\u00e8tes.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Utilis\u00e9e par pr\u00e8s de&nbsp;400&nbsp;organisations dans divers secteurs et industries, l\u2019Application&nbsp;ODD s\u2019est r\u00e9v\u00e9l\u00e9e \u00eatre une ressource inestimable afin d\u2019\u00e9valuer et d\u2019am\u00e9liorer les pratiques d\u2019EDI, en particulier pour les PME. L\u2019ODD continue d\u2019\u00e9voluer et des am\u00e9liorations sont apport\u00e9es au niveau des plateformes, des langues disponibles, de l\u2019accessibilit\u00e9 et de la conception Web. Ce rapport couvre la p\u00e9riode allant de novembre&nbsp;2023&nbsp;\u00e0 ao\u00fbt&nbsp;2024, pendant laquelle&nbsp;209 organisations, dont&nbsp;160&nbsp;PME, ont utilis\u00e9 l\u2019Application&nbsp;ODD en fran\u00e7ais et en anglais.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Parmi les\u00a0160\u00a0PME analys\u00e9es,\u00a048,1\u00a0p.\u00a0100\u00a0exer\u00e7aient leurs activit\u00e9s dans le secteur sans but lucratif,\u00a038,1\u00a0p.\u00a0100\u00a0dans le secteur priv\u00e9 et\u00a09,3\u00a0p.\u00a0100\u00a0dans le secteur public, tandis que les\u00a04,5\u00a0p.\u00a0100\u00a0restants relevaient d\u2019autres cat\u00e9gories.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les organisations peuvent encore am\u00e9liorer leurs pratiques d\u2019EDI\u00a0: en moyenne, elles ont obtenu un score de respect de l\u2019EDI compris entre deux (conformit\u00e9 r\u00e9glementaire) et trois (application de base) sur une \u00e9chelle de cinq.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Pr\u00e8s de\u00a039\u00a0p.\u00a0100\u00a0des organisations ne disposaient pas d\u2019indicateurs cl\u00e9s de performance li\u00e9s \u00e0 l\u2019EDI, n\u2019avaient pas d\u2019indicateurs cl\u00e9s de performance ou n\u2019affichaient pas de buts ou d\u2019objectifs d\u2019EDI explicites en mati\u00e8re de diversit\u00e9 de la direction.<\/p>\n\n\n\n<p class=\"is-flex\"><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Les initiatives et les processus en mati\u00e8re d\u2019\u00e9quit\u00e9, de diversit\u00e9 et d\u2019inclusion offrent des avantages strat\u00e9giques qui stimulent l\u2019innovation, tout en am\u00e9liorant la satisfaction des employ\u00e9s et la performance organisationnelle ainsi qu\u2019en r\u00e9duisant les risques. Les <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=4392136\">avantages consid\u00e9rables de l\u2019EDI en milieu de travail<\/a> sont les suivants&nbsp;:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La diversit\u00e9 au sein de la direction <a href=\"https:\/\/www.ced.org\/pdf\/Deloitte_-_Only_Skin_Deep.pdf\">permet aux organisations d\u2019am\u00e9liorer leurs r\u00e9sultats<\/a>.\u00a0<\/li>\n\n\n\n<li>Les conseils d\u2019administration diversifi\u00e9s <a href=\"https:\/\/doi.org\/10.1108\/EDI-11-2021-0283\">sont plus susceptibles d\u2019att\u00e9nuer les risques financiers<\/a>, <a href=\"https:\/\/doi.org\/10.1002\/csr.2432\">d\u2019afficher une performance plus durable<\/a> ainsi que <a href=\"https:\/\/doi.org\/10.1002\/jsc.2534\">d\u2019adopter et d\u2019\u00e9laborer de nouvelles strat\u00e9gies<\/a>.<\/li>\n\n\n\n<li>Les cultures organisationnelles diversifi\u00e9es et inclusives <a href=\"https:\/\/doi.org\/10.1108\/EDI-12-2012-0119\">jouent un r\u00f4le crucial dans le soutien des employ\u00e9s tout en r\u00e9duisant le roulement du personnel et les co\u00fbts associ\u00e9s<\/a>.<\/li>\n<\/ul>\n\n\n\n<p>Les PME repr\u00e9sentent la majorit\u00e9 des emplois du secteur priv\u00e9 au Canada, mais elles manquent souvent des comp\u00e9tences et des outils n\u00e9cessaires pour <a href=\"https:\/\/interactiveontario.com\/wp-content\/uploads\/2019\/11\/io_diversity_inclusion_toolkit_2017_FRENCH_optimized_web.pdf\">mettre en \u0153uvre des strat\u00e9gies d\u2019EDI efficaces et pertinentes<\/a>. En outre, l\u2019acc\u00e8s aux ressources et \u00e0 l\u2019expertise varie d\u2019une organisation \u00e0 l\u2019autre, ce qui peut influencer la conception, la cr\u00e9ation et la mise en \u0153uvre des strat\u00e9gies, des pratiques et des politiques en mati\u00e8re d\u2019EDI. Les PME manquent parfois de professionnels en ressources humaines qui soient capables d\u2019\u00e9laborer des strat\u00e9gies visant \u00e0 attirer, \u00e0 recruter et \u00e0 maintenir en poste des talents diversifi\u00e9s. Cela peut entra\u00eener des r\u00e9sultats in\u00e9gaux en mati\u00e8re d\u2019adoption et de mise en \u0153uvre de ces strat\u00e9gies. Les strat\u00e9gies et les mesures relatives \u00e0 l\u2019EDI sont donc essentielles pour permettre aux PME de favoriser un lieu de travail inclusif, d\u2019attirer des talents diversifi\u00e9s et de rester comp\u00e9titives.&nbsp;<\/p>\n\n\n\n<p>Sur la base de recherches approfondies, l\u2019ODD a \u00e9t\u00e9 con\u00e7u pour \u00e9valuer les politiques, les pratiques et les proc\u00e9dures d\u2019EDI des organisations afin de r\u00e9pondre aux d\u00e9fis croissants auxquels elles font face en la mati\u00e8re. Le co\u00fbt de l\u2019administration d\u2019un ODD personnalis\u00e9 est \u00e9lev\u00e9, les projets de consultation pouvant aller de&nbsp;25&nbsp;000&nbsp;\u00e0 plus de&nbsp;300&nbsp;000&nbsp;dollars, selon l\u2019\u00e9chelle et la complexit\u00e9. Elle a \u00e9t\u00e9 traduite en fran\u00e7ais et d\u00e9ploy\u00e9e dans divers contextes aupr\u00e8s de quelque&nbsp;400&nbsp;organisations de diff\u00e9rents secteurs et tailles, dont plus de&nbsp;100&nbsp;ont utilis\u00e9 la version fran\u00e7aise. L\u2019\u00e9valuation pr\u00e9liminaire de l\u2019Application&nbsp;ODD con\u00e7ue pour les PME reste disponible gratuitement sur le <a href=\"https:\/\/50-30tools.ca\/\">site Web du D\u00e9fi&nbsp;50-30<\/a>&nbsp;du Diversity Institute.&nbsp;<\/p>\n\n\n\n<p>L\u2019\u00e9valuation de l\u2019Application&nbsp;ODD portait sur les questions suivantes :&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Quelles sont les caract\u00e9ristiques des organisations utilisant l\u2019Application\u00a0ODD? Y a-t-il des diff\u00e9rences dans les r\u00e9sultats entre elles?<\/li>\n\n\n\n<li>Quel est l\u2019impact de l\u2019Application\u00a0ODD sur les organisations qui l\u2019utilisent?\u00a0<\/li>\n\n\n\n<li>Quels sont les domaines \u00e0 am\u00e9liorer et les modifications \u00e0 apporter \u00e0 l\u2019Application\u00a0ODD?<\/li>\n<\/ul>\n\n\n\n<p>Ce rapport se concentrait sur les organisations ayant rempli le questionnaire de l\u2019Application&nbsp;ODD lors de la phase&nbsp;4&nbsp;du projet&nbsp;ODD, entre novembre&nbsp;2023 et ao\u00fbt&nbsp;2024. Le niveau d\u2019acc\u00e8s aux ressources et \u00e0 l\u2019expertise varie d\u2019une organisation \u00e0 l\u2019autre, ce qui peut influencer la conception, la cr\u00e9ation et la mise en \u0153uvre des strat\u00e9gies, des pratiques et des politiques en mati\u00e8re d\u2019EDI. Cela peut entra\u00eener des r\u00e9sultats in\u00e9gaux en mati\u00e8re d\u2019adoption et de mise en \u0153uvre des strat\u00e9gies visant \u00e0 attirer, \u00e0 recruter et \u00e0 maintenir en poste des talents diversifi\u00e9s. Les organisations interrog\u00e9es pr\u00e9sentaient diff\u00e9rents niveaux d\u2019engagement et de pratiques en mati\u00e8re d\u2019EDI dans l\u2019ensemble de leurs processus organisationnels&nbsp;:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Un peu plus de la moiti\u00e9 (51,2\u00a0p.\u00a0100) des organisations ont indiqu\u00e9 avoir certains ou plusieurs objectifs li\u00e9s \u00e0 l\u2019EDI, dont\u00a012\u00a0p.\u00a0100\u00a0assortis d\u2019un plan d\u2019action ou de mesures de responsabilisation.\u00a0<\/li>\n\n\n\n<li>Plus de\u00a060\u00a0p.\u00a0100\u00a0des organisations ont d\u00e9clar\u00e9 ne pas avoir de strat\u00e9gie pour recruter des candidats et des candidates ayant droit \u00e0 l\u2019\u00e9quit\u00e9.\u00a0<\/li>\n\n\n\n<li>Parmi les PME participantes,\u00a030,6\u00a0p.\u00a0100\u00a0ont pr\u00e9cis\u00e9 qu\u2019elles n\u2019avaient pas encore de strat\u00e9gie pour recruter des personnes ayant droit \u00e0 l\u2019\u00e9quit\u00e9. Seules 1,9\u00a0p.\u00a0100 disposent d\u2019un programme formel de mentorat dot\u00e9 d\u2019un budget et d\u2019une action de sensibilisation pour les employ\u00e9s issus de groupes ayant droit \u00e0 l\u2019\u00e9quit\u00e9.\u00a0<\/li>\n\n\n\n<li>La plupart des organisations offrent un certain assouplissement des conditions d\u2019emploi et fixent des attentes claires en mati\u00e8re de charge de travail.\u00a0<\/li>\n\n\n\n<li>La plupart des organisations ont indiqu\u00e9 ne pas avoir d\u2019indicateurs cl\u00e9s de performance (28,2\u00a0p.\u00a0100) ou disposer d\u2019indicateurs qui n\u2019\u00e9taient pas li\u00e9s \u00e0 l\u2019EDI (34,4\u00a0p.\u00a0100).\u00a0<\/li>\n\n\n\n<li>Plus d\u2019un quart (27,8\u00a0p.\u00a0100) des organisations ont indiqu\u00e9 int\u00e9grer l\u2019exp\u00e9rience d\u2019utilisatrices et d\u2019utilisateurs diversifi\u00e9s dans la conception des produits. Toutefois, plus des deux cinqui\u00e8mes (41,1\u00a0p.\u00a0100) des organisations consid\u00e9raient la diversit\u00e9 comme un \u00e9l\u00e9ment cl\u00e9 de leurs programmes de marketing.\u00a0<\/li>\n\n\n\n<li>Les PME sont\u00a070\u00a0p. 100 \u00e0 ignorer l\u2019existence des fournisseurs diversifi\u00e9s et les strat\u00e9gies permettant d\u2019y faire appel.<\/li>\n<\/ul>\n\n\n\n<p>En moyenne, les organisations ont obtenu un score de respect de l\u2019EDI compris entre deux (conformit\u00e9 r\u00e9glementaire) et trois (application de base) sur une \u00e9chelle de cinq. En d\u00e9cembre&nbsp;2022, <a href=\"https:\/\/ised-isde.canada.ca\/site\/recherche-statistique-pme\/fr\/principales-statistiques-relatives-aux-petites-entreprises\/principales-statistiques-relatives-aux-petites-entreprises-2023#s1\">le Canada comptait&nbsp;1,22&nbsp;million d\u2019entreprises avec employ\u00e9s<\/a><sup>8<\/sup>. L\u2019\u00e9quit\u00e9, la diversit\u00e9 et l\u2019inclusion ne sont pas seulement des imp\u00e9ratifs \u00e9thiques et moraux. Elles offrent \u00e9galement des avantages strat\u00e9giques qui peuvent am\u00e9liorer la performance organisationnelle, ce qui permet de stimuler l\u2019innovation et d\u2019accro\u00eetre la satisfaction des employ\u00e9s tout en r\u00e9duisant les risques.
