du Canada (IPFPC) a cr\u00e9\u00e9 une plateforme en ligne, appel\u00e9e Navigar, afin de mieux pr\u00e9parer ses plus de 70\u2009000\u00a0membres pour l\u2019avenir, en leur fournissant des donn\u00e9es sur les carri\u00e8res orient\u00e9es vers l\u2019avenir. Le besoin d\u2019information pertinente a \u00e9t\u00e9 clairement exprim\u00e9 par les membres de l\u2019IPFPC\u00a0: en 2019, plus de 70\u00a0% ont exprim\u00e9 un vif d\u00e9sir de voir l\u2019Institut \u00e9largir son offre de formation actuelle pour inclure \u00e0 la fois la planification de carri\u00e8re et la formation professionnelle. Le projet visait \u00e0 concevoir une ressource Web qui pourrait r\u00e9duire le temps consacr\u00e9 par les membres de l\u2019Institut \u00e0 la recherche de nouveaux contenus, en les orientant plut\u00f4t vers les donn\u00e9es dont ils ont r\u00e9ellement besoin. Le projet a cr\u00e9\u00e9 des plans de carri\u00e8re personnalis\u00e9s pour les usag\u00e8res et usagers, mettant en \u00e9vidence les informations dont ils auraient besoin pour obtenir un prochain emploi. Les usag\u00e8res et usagers peuvent s\u2019appuyer sur les capacit\u00e9s pr\u00e9dictives de l\u2019outil pour comprendre les comp\u00e9tences requises pour exercer les m\u00e9tiers de demain.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">L\u2019\u00e9quipe a con\u00e7u le portail en s\u2019associant \u00e0 des experts en informatique, pour rechercher et organiser du contenu provenant de centaines de sources, en extraire les comp\u00e9tences et t\u00e2ches essentielles et permettre d\u2019acc\u00e9der \u00e0 des r\u00e9sultats de recherche plus r\u00e9v\u00e9lateurs. La recherche a \u00e9galement port\u00e9 sur les cons\u00e9quences de l\u2019intelligence artificielle et la nature changeante du travail. Cela a amen\u00e9 l\u2019\u00e9quipe \u00e0 concevoir un outil qui permet une compr\u00e9hension des comp\u00e9tences n\u00e9cessaires pour les emplois de demain, plus pr\u00e9dictive, plut\u00f4t que r\u00e9active.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Ce projet s\u2019inscrit dans le cadre des efforts de l\u2019IPFPC pour red\u00e9finir le syndicat de l\u2019avenir. Souvent, les syndicats sont consid\u00e9r\u00e9s comme des organisations \u00ab\u2009r\u00e9actives\u2009\u00bb qui entravent le progr\u00e8s, plut\u00f4t que comme des parties prenantes \u00ab\u2009proactives\u2009\u00bb qui l\u2019encouragent. De cette fa\u00e7on, le syndicat de l\u2019avenir dispose d\u2019outils tourn\u00e9s vers l\u2019avenir qui lui permettent de voir de mani\u00e8re proactive ce qui l\u2019attend afin d\u2019\u00eatre en mesure de comprendre quelle est la meilleure option pour ses membres et les employeurs pour lesquels il travaille.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Plus de la moiti\u00e9 des usag\u00e8res et usagers (57&nbsp;%) de la plateforme Navigar ont d\u00e9clar\u00e9 qu\u2019elle les avait dot\u00e9s des connaissances n\u00e9cessaires pour amorcer des changements dans leur carri\u00e8re dans un avenir proche.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Gr\u00e2ce \u00e0 son partenariat avec Filtered (une entreprise de technologie d\u2019apprentissage), l\u2019\u00e9quipe du projet a pu optimiser la plateforme, permettant aux usag\u00e8res et usagers de r\u00e9duire de 50&nbsp;% le temps consacr\u00e9 \u00e0 la recherche d\u2019information.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">La conception IU\/EU doit \u00eatre prioris\u00e9e avant de d\u00e9velopper la plateforme finale\u2009; cette r\u00e8gle devrait s\u2019appliquer \u00e0 tous les projets cherchant \u00e0 construire des plateformes similaires.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>L\u2019IPFPC est un syndicat constitu\u00e9 en vertu de la <em>Loi canadienne sur les organisations \u00e0 but non lucratif<\/em>. Il repr\u00e9sente plus de 70\u2009000&nbsp;professionnelles et professionnels travaillant dans les secteurs publics provinciaux et f\u00e9d\u00e9raux partout au Canada. Ayant servi les sp\u00e9cialistes du secteur public pendant un si\u00e8cle \u00e0 titre d\u2019association professionnelle et d\u2019agent n\u00e9gociateur, l\u2019IPFPC peut tirer parti de ses forces actuelles pour s\u2019adapter aux nouvelles r\u00e9alit\u00e9s de l\u2019emploi.<\/p>\n\n\n\n<p>Cependant, la fonction publique canadienne ne dispose pas d\u2019une strat\u00e9gie centralis\u00e9e de formation et de perfectionnement, et elle est aux prises avec une atrophie des comp\u00e9tences, car les milieux de travail gouvernementaux favorisent de plus en plus la sous-traitance des comp\u00e9tences \u00e9mergentes plut\u00f4t que le perfectionnement de la main-d\u2019\u0153uvre actuelle.<\/p>\n\n\n\n<p>\u00c0 l\u2019\u00e9t\u00e9&nbsp;2019, l\u2019IPFPC a men\u00e9 une importante \u00e9tude aupr\u00e8s de ses membres pour connaitre leur niveau de soutien \u00e0 l\u2019\u00e9gard de l\u2019\u00e9largissement des services. Soixante-dix pour cent des membres de l\u2019IPFPC ont exprim\u00e9 un vif d\u00e9sir de voir l\u2019Institut \u00e9largir son offre de formation et de perfectionnement professionnel, pour y inclure la planification de carri\u00e8re et la formation professionnelle. Les membres \u00e9taient \u00e9galement int\u00e9ress\u00e9s par la formation visant \u00e0 acqu\u00e9rir des comp\u00e9tences professionnelles de base, qui am\u00e9lioreraient leurs capacit\u00e9s de communication dans leur vie professionnelle.<\/p>\n\n\n\n<p>L\u2019information sur la carri\u00e8re dans le march\u00e9 du travail d\u2019aujourd\u2019hui est en constante \u00e9volution. Les employ\u00e9es et employ\u00e9s ont souvent du mal \u00e0 trouver l\u2019information pertinente sur la fa\u00e7on dont ils peuvent se perfectionner et sur ce que devrait \u00eatre leur prochain changement de carri\u00e8re. En particulier, le projet a pos\u00e9 les questions suivantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00c0 mesure que l\u2019intelligence artificielle, l\u2019automatisation et les changements technologiques sont introduits dans une profession, comment les comp\u00e9tences requises des professionnelles et professionnels pour effectuer leur travail&nbsp;changeront-elles\u2009?<\/li>\n\n\n\n<li>Comment les t\u00e2ches de diff\u00e9rents postes professionnels changeront-elles \u00e0 la suite de l\u2019introduction de ces changements\u2009?<\/li>\n\n\n\n<li>Quelles t\u00e2ches pourraient \u00eatre \u00e9limin\u00e9es dans diff\u00e9rentes professions\u2009? Les testeurs-pilotes ont indiqu\u00e9 avoir eu une exp\u00e9rience relativement facile lors de la navigation dans Navigar.<\/p>\n\n\n\n<p><strong>La conception IU\/EU doit survenir avant le d\u00e9veloppement de la plateforme<\/strong><br>Le projet a connu plusieurs retards, car la plateforme elle-m\u00eame \u00e9tait d\u00e9velopp\u00e9e en m\u00eame temps que l\u2019\u00e9quipe IU\/EU concevait la fa\u00e7on dont les usag\u00e8res et usagers \u00e9taient cens\u00e9s interagir avec elle.<br>Cela posait des probl\u00e8mes, car le travail de l\u2019une ou l\u2019autre des \u00e9quipes ne pouvait pas orienter l\u2019autre. Lorsque l\u2019\u00e9quipe de Navigar a fait face \u00e0 des probl\u00e8mes de bogues, elle a pu les r\u00e9soudre rapidement parce qu\u2019elle avait effectu\u00e9 des tests coh\u00e9rents et avait pens\u00e9 \u00e0 cr\u00e9er des protocoles pour les moments o\u00f9 des probl\u00e8mes techniques sp\u00e9cifiques surviendraient. Cinquante-neuf pour cent des usag\u00e8res et usagers ont indiqu\u00e9 que le mat\u00e9riel de formation \u00e9tait pertinent, et 57&nbsp;% ont d\u00e9clar\u00e9 que Navigar les avait dot\u00e9s des connaissances n\u00e9cessaires pour transformer leur carri\u00e8re \u00e0 l\u2019avenir.
