prosp\u00e8res\u2009\u00bb, dirig\u00e9e par MixtMode Consulting, la Fondation canadienne pour le d\u00e9veloppement de carri\u00e8re et Blueprint, met \u00e0 l\u2019essai un mod\u00e8le novateur \u00ab\u2009\u00e0 double client\u00e8le\u2009\u00bb&nbsp;pour les services d\u2019orientation professionnelle en Nouvelle-\u00c9cosse. Le projet, mis en \u0153uvre par cinq fournisseurs de services d\u2019emploi de <a href=\"https:\/\/novascotiaworks.ca\/nsdc\/?lang=fr-CA\">Nouvelle-\u00c9cosse au Travail<\/a>, vise \u00e0 am\u00e9liorer les r\u00e9sultats en mati\u00e8re d\u2019emploi en faisant participer les personnes \u00e0 la recherche d\u2019un emploi et les employeurs \u00e0 des activit\u00e9s structur\u00e9es de navigation de carri\u00e8re.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Entre avril et novembre 2024, le projet a recrut\u00e9 44&nbsp;personnes \u00e0 la recherche d\u2019un emploi et 15&nbsp;employeurs. Les participantes et participants ont utilis\u00e9 le cadre Magnetic Factors \u2014 cadre des facteurs magn\u00e9tiques, un ensemble de variables bas\u00e9es sur la recherche qui attirent les employeurs et les personnes \u00e0 la recherche d\u2019un emploi les unes vers les autres, ou les repoussent. Les r\u00e9sultats sugg\u00e8rent que, m\u00eame si le mod\u00e8le am\u00e9liore la pr\u00e9paration \u00e0 la carri\u00e8re et l\u2019engagement des employeurs, il y a toujours des d\u00e9fis \u00e0 relever pour accroitre la participation et augmenter l\u2019implication des employeurs.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Quatre-vingt-cinq pour cent des sp\u00e9cialistes des services d\u2019emploi \u00e9taient d\u2019accord ou tout \u00e0 fait d\u2019accord pour dire qu\u2019ils avaient confiance en leur capacit\u00e9 de mettre en \u0153uvre le projet \u00ab\u2009Milieux de travail prosp\u00e8res\u2009\u00bb et d\u2019utiliser le cadre Magnetics Factors, et la m\u00eame proportion \u00e9tait d\u2019accord ou tout \u00e0 fait d\u2019accord pour dire qu\u2019ils avaient les connaissances n\u00e9cessaires pour le faire.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les personnes \u00e0 la recherche d\u2019emploi et les employeurs ont appr\u00e9ci\u00e9 le cadre des facteurs magn\u00e9tiques, faisant \u00e9tat d\u2019une confiance et d\u2019une clart\u00e9 accrues dans les recherches d\u2019emploi et les attentes en mati\u00e8re d\u2019embauche.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Les fournisseurs de services ont constat\u00e9 une am\u00e9lioration de la collaboration entre les sp\u00e9cialistes de l\u2019engagement des employeurs et les gestionnaires de cas, mais les d\u00e9fis caus\u00e9s par le recrutement initial ont ralenti la participation des employeurs.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>De plus en plus de Canadiennes et Canadiens changent d\u2019emploi ou d\u2019industrie pendant leur vie professionnelle. Ils et elles le font par choix, comme moyen d\u2019atteindre des carri\u00e8res dynamiques et \u00e9panouissantes, ainsi qu\u2019en r\u00e9action aux changements importants du march\u00e9 du travail&nbsp;: l\u2019automatisation accrue, l\u2019essor de l\u2019\u00e9conomie \u00e0 la demande, la pand\u00e9mie et les changements climatiques, pour n\u2019en nommer que quelques-uns. Pour prosp\u00e9rer dans ce paysage, beaucoup de travailleuses et travailleurs doivent se r\u00e9inventer dans leur secteur actuel ou se tourner vers de nouvelles opportunit\u00e9s dans les industries \u00e9mergentes. On doit \u00eatre pr\u00eat \u00e0 se perfectionner, \u00e0 se recycler et \u00e0 faire la transition vers de nouvelles carri\u00e8res si n\u00e9cessaire.<\/p>\n\n\n\n<p>Comparativement aux adultes d\u2019autres secteurs administratifs, les travailleuses et travailleurs canadiens n\u2019utilisent pas activement les services d\u2019orientation professionnelle, et les personnes qui connaissent ces services ont de la difficult\u00e9 \u00e0 y acc\u00e9der en raison des crit\u00e8res d\u2019admissibilit\u00e9 restrictifs de notre mod\u00e8le \u00ab\u2009\u00e9chouer d\u2019abord\u2009\u00bb. Du c\u00f4t\u00e9 des employeurs, les petites et moyennes entreprises (PME) n\u2019ont souvent pas l\u2019expertise requise en planification de la main-d\u2019\u0153uvre pour d\u00e9finir les comp\u00e9tences dont elles ont besoin, maintenant et \u00e0 l\u2019avenir, et ne re\u00e7oivent pas le soutien dont elles ont besoin de la part des services d\u2019emploi financ\u00e9s par le gouvernement.<\/p>\n\n\n\n<p>De nombreux mod\u00e8les de services d\u2019emploi privil\u00e9gient les placements rapides, mais ne s\u2019attaquent pas aux probl\u00e8mes plus profonds du maintien de l\u2019emploi et de l\u2019alignement entre l\u2019employeur et les personnes \u00e0 la recherche d\u2019un emploi. En Nouvelle-\u00c9cosse, les petites entreprises font face \u00e0 des d\u00e9fis persistants en mati\u00e8re d\u2019embauche et de maintien en poste, tandis que les personnes \u00e0 la recherche d\u2019un emploi vivent de l\u2019incertitude quant aux attentes et \u00e0 l\u2019harmonisation de leur carri\u00e8re. Ces d\u00e9fis sont particuli\u00e8rement prononc\u00e9s pour les personnes qui ont \u00e9t\u00e9 sans emploi pendant de longues p\u00e9riodes, y compris celles qui font partie des groupes m\u00e9ritant l\u2019\u00e9quit\u00e9.<\/p>\n\n\n\n<p>Des services d\u2019orientation professionnelle ad\u00e9quats peuvent faciliter les transitions en douceur pour les travailleuses et travailleurs\u2009; r\u00e9duire les obstacles \u00e0 l\u2019information, \u00e0 la formation et \u00e0 l\u2019emploi\u2009; et favoriser la confiance et la conscience de soi pour une meilleure prise de d\u00e9cision en mati\u00e8re de formation et de carri\u00e8re. Le projet vise \u00e0 aider les personnes \u00e0 la recherche d\u2019un emploi et les employeurs \u00e0 clarifier leurs besoins, ce qui augmente la probabilit\u00e9 d\u2019une meilleure ad\u00e9quation avec l\u2019emploi et du maintien d\u2019un emploi \u00e0 long terme.<\/p>\n\n\n\n<p>Soutenu par le partenaire d\u2019\u00e9valuation <a href=\"https:\/\/www.blueprint-ade.ca\/\">Blueprint,<\/a> le projet comprend \u00e9galement la <a href=\"https:\/\/ccdf.ca\/?lang=fr\">Fondation canadienne pour le d\u00e9veloppement de carri\u00e8re<\/a>, <a href=\"https:\/\/www.mixtmode.com\/\">MixtMode<\/a>, le <a href=\"https:\/\/mitt.ca\/\">Manitoba Institute of Trades and Technology<\/a>, le groupe de formation du <a href=\"https:\/\/www.douglascollege.ca\/programs-courses\/training-group\">Douglas College<\/a> ainsi que les minist\u00e8res <a href=\"https:\/\/beta.novascotia.ca\/government\/labour-skills-and-immigration\">Labour, Skills and Immigration et Economic De<\/a>velopment de la Nouvelle-\u00c9cosse.<\/p>\n\n\n\n<p>La phase initiale de d\u00e9couverte du projet s\u2019est concentr\u00e9e sur des recherches syst\u00e9matiques sur les besoins des petites entreprises et des travailleuses et travailleurs de Nouvelle-\u00c9cosse, ainsi qu\u2019\u00e0 mobiliser les parties prenantes du d\u00e9veloppement de la main-d\u2019\u0153uvre pour \u00e9valuer les forces et les possibilit\u00e9s d\u2019innovation dans l\u2019\u00e9cosyst\u00e8me de services existant. Cette phase comprenait des entrevues individuelles, des conversations pr\u00e9alables aux s\u00e9ances de travail et des entrevues en petits groupes avec des travailleuses et travailleurs, des PME et des fournisseurs de services, ainsi que des examens de la recherche sur les besoins des employeurs et des travailleuses et travailleurs.<\/p>\n\n\n\n<p>Au cours de la deuxi\u00e8me phase du projet, les partenaires du projet se sont r\u00e9unis pour une s\u00e9ance de travail de deux jours afin d\u2019examiner collectivement les donn\u00e9es cl\u00e9s et les r\u00e9sultats de la phase de d\u00e9couverte et de g\u00e9n\u00e9rer des id\u00e9es d\u2019innovation pour les services sur la base des r\u00e9sultats. Cette s\u00e9ance a produit une feuille de route des possibilit\u00e9s d\u2019innovation en mati\u00e8re de services interconnect\u00e9s, laquelle contribue \u00e0 la vision d\u2019un mod\u00e8le de service \u00e0 double client\u00e8le dans les services d\u2019emploi au Canada, mod\u00e8le qui fonctionne de mani\u00e8re int\u00e9gr\u00e9e pour les petites entreprises et les travailleuses et travailleurs afin de les aider \u00e0 prosp\u00e9rer. Cette feuille de route a guid\u00e9 la conception conjointe et la mise \u00e0 l\u2019essai d\u2019une intervention ax\u00e9e sur le renforcement de la \u00ab\u2009n\u00e9gociation en milieu de travail\u2009\u00bb, c\u2019est-\u00e0-dire la n\u00e9gociation active, continue et intentionnelle entre les petites entreprises et les travailleuses et travailleurs qui s\u2019efforcent d\u2019\u00e9tablir une exp\u00e9rience de travail prosp\u00e8re.<\/p>\n\n\n\n<p>Le mod\u00e8le d\u00e9velopp\u00e9 se concentre sur la clart\u00e9, la sensibilisation et l\u2019alignement des travailleuses et travailleurs et des employeurs autour des facteurs magn\u00e9tiques \u2014 signification et valeurs\u2009; aptitudes et comp\u00e9tences\u2009; culture d\u2019entreprise\u2009; croissance\u2009; modalit\u00e9s de travail\u2009; r\u00e9mun\u00e9ration et avantages sociaux\u2009; inclusion et appartenance\u2009; et conditions externes. La th\u00e9orie sous-jacente du mod\u00e8le est qu\u2019en aidant les personnes \u00e0 la recherche d\u2019un emploi et les employeurs \u00e0 clarifier leurs offres et leurs besoins li\u00e9s aux facteurs magn\u00e9tiques et \u00e0 appliquer cette clart\u00e9 \u00e0 leur main-d\u2019\u0153uvre et \u00e0 leur parcours professionnel, les deux parties peuvent obtenir des jumelages d\u2019emploi plus appropri\u00e9s, le maintien de l\u2019emploi et, en fin de compte, un milieu de travail prosp\u00e8re. Le mod\u00e8le \u00e9labor\u00e9 applique une approche commune pour explorer les besoins, les d\u00e9sirs et les offres des personnes \u00e0 la recherche d\u2019emploi et des employeurs au moyen d\u2019un cahier d\u2019exercices et d\u2019activit\u00e9s sur les facteurs magn\u00e9tiques. Il fournit un langage commun pour orienter les actions et les interactions par le biais de la recherche d\u2019emploi, de la strat\u00e9gie d\u2019embauche, du jumelage des emplois et des entrevues.&nbsp;&nbsp;<\/p>\n\n\n\n<p>La derni\u00e8re phase du projet comprend une \u00e9valuation visant \u00e0 comprendre dans quelle mesure le cadre des facteurs magn\u00e9tiques aide les personnes \u00e0 la recherche d\u2019emploi et les employeurs \u00e0 prendre des d\u00e9cisions \u00e9clair\u00e9es en mati\u00e8re de carri\u00e8re et d\u2019embauche. La recherche a utilis\u00e9 une approche mixte comprenant des sondages, des groupes de discussion, des visites de sites et des journaux de r\u00e9flexion pour les sp\u00e9cialistes. La recherche a permis de recueillir les exp\u00e9riences des participantes et participants et les r\u00e9sultats des programmes de cinq fournisseurs de services de la Nouvelle-\u00c9cosse. L\u2019\u00e9tude visait \u00e0 d\u00e9terminer si les personnes \u00e0 la recherche d\u2019emploi avaient clarifi\u00e9 leurs attentes en mati\u00e8re d\u2019emploi, comment les employeurs avaient affin\u00e9 leurs strat\u00e9gies d\u2019embauche et quels \u00e9taient les obstacles qui s\u2019opposaient \u00e0 une plus vaste participation au programme.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p><strong>Les travailleuses et travailleurs et les PME de la Nouvelle-\u00c9cosse continuent de faire face \u00e0 des d\u00e9fis<\/strong><br>Vingt-trois travailleuses et travailleurs de petites entreprises et 29&nbsp;employeurs de petites entreprises ont particip\u00e9 \u00e0 la phase de d\u00e9couverte, ainsi que des fournisseurs de services de Nouvelle-\u00c9cosse au Travail, la Nova Scotia Career Development Association, le Centre for Employment Innovation, l\u2019Association of Industry Sector Councils et des conseils sectoriels individuels. De nombreuses petites entreprises avaient du mal \u00e0 trouver et \u00e0 conserver la main-d\u2019\u0153uvre dont elles avaient besoin. Les travailleuses et travailleurs, en particulier ceux issus de groupes m\u00e9ritant l\u2019\u00e9quit\u00e9, continuent de faire face \u00e0 des d\u00e9fis pour trouver des possibilit\u00e9s de travail qui correspondent \u00e0 leurs besoins et \u00e0 leurs objectifs. Les autres parties prenantes et les fournisseurs de services d\u2019emploi sont impatients d\u2019aider \u00e0 r\u00e9soudre ce dilemme, mais ils ont besoin de plus d\u2019outils et de possibilit\u00e9s de renforcement des capacit\u00e9s pour faire ce travail efficacement.<\/p>\n\n\n\n<p><strong>La mise en \u0153uvre it\u00e9rative du mod\u00e8le sera la base du succ\u00e8s \u00e0 l\u2019avenir<\/strong><br>La premi\u00e8re \u00e9tape de la mise en \u0153uvre du mod\u00e8le consistait \u00e0 tester diff\u00e9rentes approches pour am\u00e9liorer la compr\u00e9hension et la sensibilisation des personnes \u00e0 la recherche d\u2019emploi et des employeurs, en faisant de ces \u00e9tapes une r\u00e9alit\u00e9 tangible dans leur cheminement professionnel et leur parcours sur le march\u00e9 du travail. Pour soutenir cette exp\u00e9rimentation, les partenaires ont mis sur pied un carrefour de ressources et un portail pour les praticiennes et praticiens, ont tenu une s\u00e9ance de quatre jours pour leur pr\u00e9senter le mod\u00e8le et le cadre, ont fait des v\u00e9rifications r\u00e9guli\u00e8res avec eux et ont effectu\u00e9 des visites sur place. Apr\u00e8s la formation, la plupart des praticiennes et praticiens avaient confiance d\u2019avoir la capacit\u00e9 \u00e0 mettre en \u0153uvre le mod\u00e8le. Cependant, certains se sont dits pr\u00e9occup\u00e9s par le fait de se souvenir de toutes les \u00e9tapes du mod\u00e8le et de maintenir l\u2019\u00e9lan du projet pendant les p\u00e9riodes de roulement du personnel. Des v\u00e9rifications et des visites r\u00e9guli\u00e8res sur place ont permis de r\u00e9pondre \u00e0 ces pr\u00e9occupations et d\u2019assurer un soutien continu. L\u2019accent mis d\u00e8s le d\u00e9but sur l\u2019exp\u00e9rimentation du cadre constitue une base solide \u00e0 partir de laquelle mesurer les r\u00e9sultats des participantes et participants \u00e0 l\u2019avenir.<\/p>\n\n\n\n<p><br><strong>Les premiers t\u00e9moignages d\u00e9montrent l\u2019utilit\u00e9 du cadre des facteurs magn\u00e9tiques<\/strong><br>Les participantes et participants ont fait \u00e9tat d\u2019une plus grande confiance et d\u2019une meilleure compr\u00e9hension des priorit\u00e9s de carri\u00e8re, en particulier pour ce qui est de la culture du milieu de travail, de l\u2019utilisation des comp\u00e9tences et de l\u2019\u00e9quilibre entre le travail et la vie personnelle. Les employeurs ont trouv\u00e9 le cadre des facteurs magn\u00e9tiques utile pour d\u00e9finir les attentes en mati\u00e8re d\u2019embauche, bien que bon nombre d\u2019entre eux aient besoin d\u2019un soutien suppl\u00e9mentaire pour d\u00e9finir leur culture d\u2019entreprise et leurs b\u00e9n\u00e9fices non financiers.<br>Un seul jumelage d\u2019emploi a \u00e9t\u00e9 enregistr\u00e9, car le projet en \u00e9tait encore aux premi\u00e8res phases d\u2019exp\u00e9rimentation. Aujourd\u2019hui plus que jamais, les travailleuses et travailleurs ont besoin d\u2019un soutien ad\u00e9quat pour naviguer dans les cheminements de carri\u00e8re et passer d\u2019un emploi et d\u2019un secteur \u00e0 l\u2019autre aussi facilement que possible. Compte tenu du vieillissement de la main-d\u2019\u0153uvre et de l\u2019\u00e9volution des politiques d\u2019immigration, les employeurs canadiens ne peuvent pas se permettre de laisser leur main-d\u2019\u0153uvre inactive.<\/p>\n\n\n\n<p>Ce projet met en \u00e9vidence les d\u00e9fis pos\u00e9s par la rationalisation de ces parcours. La rationalisation n\u00e9cessite une collaboration \u00e9troite entre les actrices et acteurs des projets, le temps et les ressources n\u00e9cessaires pour comprendre les besoins de ces parties prenantes\u2009; et l\u2019expertise technique n\u00e9cessaire pour it\u00e9rer une nouvelle approche dans plusieurs milieux.
