possibilit\u00e9s d\u2019emploi pour les personnes d\u00e9tentrices d\u2019une expertise dans le domaine num\u00e9rique. Malgr\u00e9 la demande accrue dans ce domaine et les rapports sur les p\u00e9nuries de main-d\u2019\u0153uvre qualifi\u00e9e, les femmes et d\u2019autres groupes m\u00e9ritant l\u2019\u00e9quit\u00e9 restent sous-repr\u00e9sent\u00e9s. La repr\u00e9sentation des femmes dans le secteur des technologies de l\u2019information et des communications (TIC) avoisine les 30&nbsp;p.&nbsp;100 depuis plus d\u2019une d\u00e9cennie, et chute \u00e0 21&nbsp;p.&nbsp;100 si l\u2019on tient uniquement compte des emplois techniques. En outre, les femmes font davantage l\u2019objet de microagressions et de discriminations dans le secteur des TIC que les hommes. Les femmes travaillant dans le domaine des sciences, de la technologie, de l\u2019ing\u00e9nierie et des math\u00e9matiques (STIM) ont presque deux fois plus de probabilit\u00e9 de d\u00e9part que celles exer\u00e7ant dans d\u2019autres secteurs d\u2019activit\u00e9.<\/p>\n\n\n\n<p>Le pr\u00e9sent rapport \u00e9tudie les obstacles rencontr\u00e9s par les femmes dans le secteur des TIC et les strat\u00e9gies permettant d\u2019am\u00e9liorer leur repr\u00e9sentation, leur promotion et leur inclusion dans le milieu professionnel. Cette analyse se fonde (1) sur l\u2019examen de publications scientifiques r\u00e9centes et des donn\u00e9es et rapports sectoriels de Statistique Canada; (2) sur 20&nbsp;entretiens approfondis s\u2019int\u00e9ressant aux pratiques en mati\u00e8re d\u2019\u00e9quit\u00e9, de diversit\u00e9 et d\u2019inclusion (EDI) en vigueur dans diverses entreprises du secteur des TIC; et (3) sur une r\u00e9vision sommaire des pratiques exemplaires en mati\u00e8re d\u2019EDI \u00e0 la lumi\u00e8re des politiques et des mesures rendues publiques par les entreprises, sur la base d\u2019informations existantes et facilement accessibles.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Le rapport propose des solutions qui peuvent \u00eatre appliqu\u00e9es au niveau de l\u2019organisation afin de changer la tendance actuelle, de r\u00e9pondre \u00e0 l\u2019imp\u00e9ratif moral de promouvoir l\u2019EDI et de r\u00e9aliser les avantages pour l\u2019entreprise li\u00e9s \u00e0 l\u2019am\u00e9lioration de la repr\u00e9sentation, de l\u2019\u00e9quit\u00e9 et de l\u2019inclusion.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Les femmes occupent 28\u00a0p.\u00a0100 des postes d\u2019encadrement dans l\u2019\u00e9conomie num\u00e9rique, mais seulement 15\u00a0p.\u00a0100 des postes de haute direction.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Diverses soci\u00e9t\u00e9s du secteur des TIC, comme Bell Canada, Telus Corp., Rogers Communications Inc. et CGI Inc., font valoir un \u00e9ventail \u00e9largi de points de vue en int\u00e9grant les questions d\u2019EDI dans leurs politiques administratives et leurs processus de s\u00e9lection, ainsi qu\u2019en fixant des objectifs de repr\u00e9sentation au sein du conseil d\u2019administration ou de l\u2019\u00e9quipe dirigeante.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Des entreprises de premier plan transforment leurs pratiques en mati\u00e8re de ressources humaines (RH), afin de constituer une main-d\u2019\u0153uvre diversifi\u00e9e et engag\u00e9e. Par exemple, Shopify revoit actuellement ses exigences en mati\u00e8re de titres de comp\u00e9tences, de mani\u00e8re \u00e0 privil\u00e9gier plut\u00f4t les comp\u00e9tences elles-m\u00eames et \u00e0 ouvrir ainsi des portes aux travailleurs et travailleuses autochtones ainsi qu\u2019\u00e0 d\u2019autres personnes comp\u00e9tentes qui n\u2019ont pas suivi d\u2019\u00e9tudes postsecondaires.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Malgr\u00e9 la demande accrue et les rapports sur les p\u00e9nuries de main-d\u2019\u0153uvre qualifi\u00e9e, les femmes et d\u2019autres groupes m\u00e9ritant l\u2019\u00e9quit\u00e9 restent sous-repr\u00e9sent\u00e9s dans le secteur des TIC. Ces groupes constituent un important vivier de talents, et de nombreuses donn\u00e9es probantes d\u00e9montrent que les entreprises am\u00e9liorant leur repr\u00e9sentation sont mieux \u00e0 m\u00eame de servir des march\u00e9s diversifi\u00e9s, d\u2019innover, de gagner en productivit\u00e9 et de r\u00e9duire les risques juridiques, financiers et d\u2019atteinte \u00e0 la r\u00e9putation.&nbsp;<\/p>\n\n\n\n<p>La sous-repr\u00e9sentation des femmes dans les TIC r\u00e9sulte de forces \u00e0 l\u2019\u0153uvre aux niveaux soci\u00e9tal, organisationnel et individuel. Sur le plan soci\u00e9tal, les politiques et programmes gouvernementaux, les textes l\u00e9gislatifs et les d\u00e9clarations aux m\u00e9dias peuvent faire na\u00eetre des st\u00e9r\u00e9otypes, forger certaines valeurs et d\u00e9terminer qui a acc\u00e8s aux emplois li\u00e9s aux TIC. Sur le plan organisationnel, les politiques et les pratiques d\u2019entreprise ont \u00e9galement une influence. Les entreprises peuvent cr\u00e9er ou saisir des possibilit\u00e9s notamment par leurs pratiques en mati\u00e8re de RH ou leurs activit\u00e9s de perfectionnement de la main-d\u2019\u0153uvre. Sur le plan individuel, les attitudes, les st\u00e9r\u00e9otypes et pr\u00e9jug\u00e9s fond\u00e9s sur le genre ou encore les obligations familiales constituent des freins potentiels. \u00c0 titre d\u2019exemple, la recherche a d\u00e9montr\u00e9 qu\u2019il y a plus de chances, \u00e0 poste \u00e9gal, que le jugement des femmes, comparativement aux hommes, soit remis en question, que leurs comp\u00e9tences techniques soient d\u00e9valoris\u00e9es, que leur prise de parole ne soit pas respect\u00e9e et qu\u2019elles soient consid\u00e9r\u00e9es comme des \u00e9l\u00e9ments \u00ab&nbsp;difficiles&nbsp;\u00bb lorsqu\u2019elles s\u2019imposent, comportement pourtant encourag\u00e9 chez les hommes. Plus sp\u00e9cifiquement, elle vise \u00e0 r\u00e9pondre aux questions suivantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Comment se porte la repr\u00e9sentation des femmes dans les TIC au Canada et quels sont les facteurs propices et les freins \u00e0 la participation des femmes et des groupes m\u00e9ritant l\u2019\u00e9quit\u00e9?<\/li>\n\n\n\n<li>Quelles strat\u00e9gies particuli\u00e8res sont mises en \u0153uvre par les entreprises pour am\u00e9liorer la parit\u00e9 et la diversit\u00e9 au sein de leurs \u00e9quipes de direction et \u00e0 tous les \u00e9chelons de leur structure?<\/li>\n\n\n\n<li>Existe-t-il des donn\u00e9es probantes attestant l\u2019incidence de ces pratiques?<\/li>\n<\/ul>\n\n\n\n<p>Entre septembre&nbsp;2022 et mars&nbsp;2023, vingt entretiens semi-structur\u00e9s d\u2019une heure avec les responsables des RH et d\u2019EDI ont eu lieu dans tout le Canada. En 2024, une r\u00e9vision sommaire des pratiques exemplaires en mati\u00e8re d\u2019EDI a \u00e9t\u00e9 r\u00e9alis\u00e9e, permettant d\u2019examiner les politiques et les mesures en place dans les entreprises, accessibles au public. Cette analyse s\u2019appuie sur un cadre de travail exhaustif \u00e9tabli sur la base de recherches et de normes internationales, y compris de lignes directrices canadiennes r\u00e9centes. Elles tiennent les cadres dirigeants pour responsables des r\u00e9sultats lorsqu\u2019elles prennent en consid\u00e9ration les questions d\u2019EDI dans les objectifs d\u2019entreprise, dans les comp\u00e9tences de la direction et dans leurs syst\u00e8mes de mesure du rendement et de r\u00e9mun\u00e9ration.<\/p>\n\n\n\n<p><strong>Pratiques en mati\u00e8re de ressources humaines. <\/strong>Il est indispensable de pr\u00eater attention \u00e0 la d\u00e9finition des fonctions d\u2019un poste, au recrutement, \u00e0 la s\u00e9lection, \u00e0 la promotion, au maintien en poste et \u00e0 l\u2019usure du personnel. Les entreprises privil\u00e9gient d\u00e9sormais les comp\u00e9tences plut\u00f4t que les dipl\u00f4mes; au lieu de d\u00e9pendre de mani\u00e8re excessive de la cooptation, elles ont adopt\u00e9 un sour\u00e7age libre&nbsp;des candidats; elles recherchent des candidatures issues de la diversit\u00e9; elles exigent une proc\u00e9dure d\u2019entretien transparente et normalis\u00e9e, en imposant la parit\u00e9 des genres dans la pr\u00e9s\u00e9lection des candidats et les \u00e9valuations des comp\u00e9tences (tests de programmation, par exemple), moins sensibles aux pr\u00e9jug\u00e9s. Il a \u00e9t\u00e9 jug\u00e9 que les programmes de perfectionnement du personnel, de mentorat et plus particuli\u00e8rement de parrainage jouent un r\u00f4le essentiel dans le renforcement du vivier de femmes dirigeantes.<\/p>\n\n\n\n<p><strong>Valeurs et culture.<\/strong> La plupart des grandes entreprises du secteur des TIC ont adopt\u00e9 un \u00e9ventail de politiques en milieu de travail qui normalisent les attentes et communiquent aux employ\u00e9s des directives concernant le comportement \u00e0 adopter. Les entreprises proposent de plus en plus de modalit\u00e9s de travail souples, de prestations adapt\u00e9es aux familles et davantage de prestations et de formations dans le domaine de la sant\u00e9 mentale.<\/p>\n\n\n\n<p><strong>Mesure et suivi des questions d\u2019EDI. <\/strong>Afin de s\u2019assurer que les entreprises prennent des mesures concr\u00e8tes pour transcrire leur engagement en faveur de la diversit\u00e9, la haute direction des entreprises aux meilleures pratiques dispose de donn\u00e9es ou de tableaux de bord relatifs \u00e0 la diversit\u00e9, qui permettent de suivre les indicateurs d\u2019EDI et de repr\u00e9sentation en vue d\u2019\u00e9clairer les actions \u00e0 mettre en \u0153uvre. Pour permettre ce suivi, les employ\u00e9s r\u00e9pondent aux enqu\u00eates de mani\u00e8re anonyme.<\/p>\n\n\n\n<p><strong>Encourager la diversit\u00e9 tout au long de la cha\u00eene de valeur. <\/strong>Les programmes de diversification des fournisseurs servent \u00e0 fixer des objectifs de passation de march\u00e9s avec des entreprises d\u00e9tenues majoritairement par des femmes, des membres de la communaut\u00e9 autochtone ou d\u2019autres groupes m\u00e9ritant l\u2019\u00e9quit\u00e9. Les progr\u00e8s r\u00e9alis\u00e9s en mati\u00e8re de conception inclusive et d\u2019accessibilit\u00e9 des produits ont \u00e9t\u00e9 \u00e9tendus \u00e0 l\u2019int\u00e9gration de l\u2019IA inclusive. L\u2019adoption d\u2019une optique de genre et de diversit\u00e9 lors de la conception des produits et services constitue aussi une d\u00e9marche importante pour garantir leur accessibilit\u00e9 et leur utilit\u00e9 pour toutes et tous.<strong>Sensibilisation et \u00e9largissement du vivier. <\/strong>Des entreprises de premier plan investissent pour b\u00e2tir une future main-d\u2019\u0153uvre diversifi\u00e9e et inclusive dans le domaine des TIC au moyen de programmes de partenariats avec des universit\u00e9s, de programmes scolaires visant \u00e0 inspirer les filles \u00e0 poursuivre les \u00e9tudes dans les STIM, et de hackathons (des marathons de programmation et de r\u00e9solution de probl\u00e8mes) organis\u00e9s exclusivement pour les femmes. Des recherches suppl\u00e9mentaires sont n\u00e9cessaires pour mieux comprendre les liens entre les strat\u00e9gies, les politiques et les pratiques, d\u2019une part, et leurs r\u00e9sultats, d\u2019autre part, comme la repr\u00e9sentation, la r\u00e9mun\u00e9ration, le maintien en poste, la promotion et l\u2019inclusion des femmes sur le lieu de travail.
