Le probl\u00e8me de ce qu\u2019on appelle le \u00ab&nbsp;d\u00e9ficit de comp\u00e9tences num\u00e9riques&nbsp;\u00bb est un ph\u00e9nom\u00e8ne mondial; cependant, il ne fait gu\u00e8re de doute que la pand\u00e9mie de COVID-19 a acc\u00e9l\u00e9r\u00e9 la transformation num\u00e9rique de nombreuses industries \u00e0 mesure que les produits et services se sont d\u00e9plac\u00e9s en ligne et que le travail de la maison est devenu plus courant. KPMG affirme que 80 % des entreprises affirment avoir besoin de plus de travailleurs ayant des comp\u00e9tences num\u00e9riques, mais les deux tiers ont du mal \u00e0 trouver et \u00e0 embaucher le talent appropri\u00e9. Parmi les chefs et cheffes de direction canadiens, 79&nbsp;% affirment que la pand\u00e9mie a chang\u00e9 leur fa\u00e7on de travailler et qu\u2019il faut plus de personnel ayant des comp\u00e9tences en TI. Les \u00e9valuations les plus r\u00e9centes de la main-d\u2019\u0153uvre des technologies de l\u2019information et des communications (TIC) sugg\u00e8rent qu\u2019il y a maintenant plus d\u2019emplois num\u00e9riques en dehors du secteur des TIC \u2013 qui comprend des entreprises qui fabriquent et vendent du mat\u00e9riel, des logiciels, des services et des r\u00e9seaux \u2013 qu\u2019au sein de celui-ci. La vente au d\u00e9tail, la fabrication, les institutions financi\u00e8res, les gouvernements, les organismes sans but lucratif, l\u2019agriculture et les ressources intensifient tous leur utilisation des technologies num\u00e9riques.<\/p>\n\n\n<div id=\"buttons-block-block_acf9f2b9d83c2ca5fd0d5eddd1c65df9\" class=\"buttons-block \">\n    <ul class=\"buttons-block__buttons\">\n                                    <li class=\"buttons-block__item button-item section-title button-item--button\">\n                    <a  target=\"_blank\" class=\"btn btn--download btn-dark\" href=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2023\/05\/Di-FSC-Les-competences-numeriques.pdf\" download>Les comp\u00e9tences num\u00e9riques et le d\u00e9ficit de comp\u00e9tences <span class=\"filesize\">PDF 2.32 MB<\/span><\/a>\n                <\/li>\n                        <\/ul>\n<\/div>\n\n\n\n<p>Malgr\u00e9 les all\u00e9gations de p\u00e9nurie de comp\u00e9tences, il est prouv\u00e9 que de nombreux segments de la population restent sous-employ\u00e9s dans le secteur. La sous-repr\u00e9sentation des femmes persiste depuis des d\u00e9cennies, mais il existe \u00e9galement des preuves d\u2019une situation de \u00ab tuyau perc\u00e9 \u00bb; les femmes qui travaillent dans les TIC quittent. Les professionnels form\u00e9s \u00e0 l\u2019\u00e9tranger \u2013 qui sont souvent racialis\u00e9s \u2013 ainsi que les Autochtones et certaines personnes racialis\u00e9es, y compris les personnes noires, sont particuli\u00e8rement sous-repr\u00e9sent\u00e9s. La fracture num\u00e9rique ne d\u00e9pend pas seulement de la g\u00e9ographie ou de l\u2019acc\u00e8s aux infrastructures, mais concerne \u00e9galement les comp\u00e9tences n\u00e9cessaires pour acc\u00e9der \u00e0 la technologie et l\u2019utiliser.<\/p>\n\n\n\n<p>Une partie du d\u00e9fi r\u00e9side dans le fait que le domaine \u00e9volue rapidement et qu\u2019il y a peu de coh\u00e9rence dans la d\u00e9finition des emplois num\u00e9riques ou des comp\u00e9tences num\u00e9riques et encore moins sur la fa\u00e7on de les d\u00e9velopper efficacement. Les comp\u00e9tences num\u00e9riques sont souvent consid\u00e9r\u00e9es comme synonymes d\u2019informatique et d\u2019ing\u00e9nierie, en mettant l\u2019accent sur le codage et les comp\u00e9tences n\u00e9cessaires pour d\u00e9velopper la technologie; toutefois, les comp\u00e9tences num\u00e9riques vont bien au-del\u00e0 du d\u00e9veloppement et de la fourniture de mat\u00e9riel, de logiciels et de services connexes. Certaines des lacunes les plus importantes concernent les personnes qui comprennent comment adapter la technologie aux besoins de l\u2019organisation et soutenir son adoption.<\/p>\n\n\n\n<p>Alors que de nombreux employeurs pr\u00e9conisent d\u2019accro\u00eetre le bassin et d\u2019encourager les jeunes \u00e9tudiants et \u00e9tudiantes \u00e0 acqu\u00e9rir des comp\u00e9tences technologiques afin d\u2019accro\u00eetre la proportion de personnes ayant des dipl\u00f4mes postsecondaires et poss\u00e9dant des titres de comp\u00e9tences pertinents, d\u2019autres employeurs ont commenc\u00e9 \u00e0 remettre en question la valeur des attestations d\u2019\u00e9tudes postsecondaires traditionnelles, plaidant plut\u00f4t en faveur de cadres de comp\u00e9tences plus solides et plus actuels et de parcours d\u2019acc\u00e8s alternatifs plus adapt\u00e9s. En r\u00e8gle g\u00e9n\u00e9rale, les \u00e9tablissements postsecondaires sont lents \u00e0 s\u2019adapter. Bien que les immigrants et les immigrantes et les personnes racialis\u00e9es soient surrepr\u00e9sent\u00e9s dans le secteur, il est prouv\u00e9 qu\u2019ils font face \u00e0 des obstacles pour acc\u00e9der au march\u00e9 du travail et qu\u2019ils sont souvent sous-utilis\u00e9s.<\/p>\n\n\n\n<p>Le Canada a obtenu un score \u00e9lev\u00e9 pour ce qui est des niveaux de jeunes qualifi\u00e9s et de l\u2019utilisation des comp\u00e9tences num\u00e9riques dans la vie quotidienne des gens lors de l\u2019\u00e9tude 2019 sur la pr\u00e9paration num\u00e9rique de l\u2019Organisation de coop\u00e9ration et de d\u00e9veloppement \u00e9conomiques (OCDE); cependant, le pays continue de se classer au milieu, comme pays moyennement performant, en ce qui concerne l\u2019exploitation de l\u2019innovation pour stimuler l\u2019utilisation des comp\u00e9tences. Nos scores globaux en mati\u00e8re d\u2019innovation et de productivit\u00e9 restent loin derri\u00e8re, ce qui sugg\u00e8re que nous risquons de perdre davantage de terrain si nous ne r\u00e9pondons pas aux besoins en comp\u00e9tences num\u00e9riques de mani\u00e8re innovante.<\/p>\n\n\n\n<p>Alors, quels sont les obstacles \u00e0 la planification et \u00e0 la formation pour l\u2019\u00e9conomie num\u00e9rique? Comment pouvons-nous nous assurer que le Canada prend les bonnes mesures fond\u00e9es sur des donn\u00e9es probantes pour b\u00e2tir une soci\u00e9t\u00e9 num\u00e9rique et un solide bassin de talents en TIC pour demain et qui inclut tous les talents du pays? Parmi les chefs et cheffes de direction canadiens, 79 % affirment que la pand\u00e9mie a chang\u00e9 leur fa\u00e7on de travailler et qu\u2019il faut plus de personnel ayant des comp\u00e9tences en TI. Les \u00e9valuations les plus r\u00e9centes de la main-d\u2019\u0153uvre des technologies de l\u2019information et des communications (TIC) sugg\u00e8rent qu\u2019il y a maintenant plus d\u2019emplois num\u00e9riques en dehors du secteur des TIC \u2013 qui comprend des entreprises qui fabriquent et vendent du mat\u00e9riel, des logiciels, des services et des r\u00e9seaux \u2013 qu\u2019au sein de celui-ci.
