Plus pr\u00e9cis\u00e9ment, il est imp\u00e9ratif de remettre en cause les trois orthodoxies suivantes :<\/p>\n\n\n\n<p>1 \u2014 Les titres de comp\u00e9tences l\u2019emportent sur les comp\u00e9tences; les comp\u00e9tences l\u2019emportent sur le potentiel.<\/p>\n\n\n\n<p>Les exigences rigides \u00e0 l\u2019\u00e9gard des candidats excluent des personnes \u00e0 haut potentiel et entravent l\u2019acc\u00e8s aux talents.<\/p>\n\n\n\n<p>2 \u2014 Une formation traditionnelle est n\u00e9cessaire pour acqu\u00e9rir les comp\u00e9tences requises.<\/p>\n\n\n\n<p>La plupart des initiatives de requalification et d\u2019am\u00e9lioration des comp\u00e9tences suivent un mode d\u2019enseignement traditionnel. Or, cela emp\u00eache le gouvernement de proc\u00e9der rapidement et efficacement au renforcement des comp\u00e9tences et des capacit\u00e9s par le biais d\u2019itin\u00e9raires parall\u00e8les.<\/p>\n\n\n\n<p>3 \u2014 Certaines structures de gestion des talents sont extr\u00eamement r\u00e9sistantes au changement bien qu\u2019elles limitent l\u2019acc\u00e8s aux talents et la rapidit\u00e9 de l\u2019\u00e9volution.<\/p>\n\n\n\n<p>Les r\u00e8gles de classification des emplois et de mise en concurrence peuvent nuire \u00e0 l\u2019habilitation des talents existants, c\u2019est-\u00e0-dire que les personnes dot\u00e9es des comp\u00e9tences requises ne peuvent pas forc\u00e9ment les exploiter.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Le pr\u00e9sent rapport :<\/h3>\n\n\n\n<p>&#8211; propose un cadre de travail d\u00e9finissant trois grandes cat\u00e9gories de comp\u00e9tences dont le gouvernement du Canada a besoin : 1) les comp\u00e9tences num\u00e9riques; 2) les comp\u00e9tences li\u00e9es \u00e0 la transformation; et 3) les comp\u00e9tences socio\u00e9motionnelles<\/p>\n\n\n\n<p>&#8211; \u00e9tudie les trois orthodoxies qui entravent le progr\u00e8s et nuisent \u00e0 l\u2019innovation<\/p>\n\n\n\n<p>&#8211; formule des recommandations en vue de stimuler l\u2019esprit d\u2019innovation, de tirer profit de l\u2019apprentissage par l\u2019exp\u00e9rience et de l\u2019apprentissage int\u00e9gr\u00e9 au travail, d\u2019acc\u00e9l\u00e9rer la disponibilit\u00e9 sur le march\u00e9 du travail et de promouvoir l\u2019am\u00e9lioration continue tout en favorisant la diversit\u00e9 et l\u2019inclusion<\/p>\n\n\n\n<p>&#8211; recense un ensemble de principes \u00e0 mettre en \u0153uvre pour combler les lacunes en mati\u00e8re de comp\u00e9tences en faisant fond sur la collaboration entre les diff\u00e9rentes parties prenantes de l\u2019\u00e9cosyst\u00e8me de la formation et de l\u2019emploi : \u00e9ducateurs, organismes sans but lucratif, conseillers\/int\u00e9grateurs de syst\u00e8mes, \u00e9diteurs de solutions et influenceurs<\/p>\n\n\n\n<p>&#8211; sugg\u00e8re des pistes que le gouvernement du Canada peut suivre pour construire une solution durable de d\u00e9veloppement des comp\u00e9tences li\u00e9es \u00e0 la transformation num\u00e9rique permettant 1) de cerner et d\u2019\u00e9valuer le paysage actuel des comp\u00e9tences et des capacit\u00e9s disponibles au sein de l\u2019\u00e9cosyst\u00e8me;
