Qu&#8217;est-ce que cela signifie pour le march\u00e9 du travail canadien et comment devons-nous r\u00e9agir? Comprendre comment les travailleurs entrent, naviguent et vivent l&#8217;\u00e9conomie \u00e0 la demande est un \u00e9l\u00e9ment essentiel pour mieux comprendre quelles politiques sont n\u00e9cessaires pour mieux les prot\u00e9ger et les soutenir. Cela sugg\u00e8re que si certains travailleurs \u00e0 la demande gagnent certainement beaucoup plus que les moyennes ou m\u00e9dianes nationales, le travailleur \u00e0 la demande moyen se tourne vers le travail \u00e0 la demande pour saisir l\u2019occasion d\u2019augmenter ou de remplacer un revenu insuffisant. <\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">2<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p> En se pr\u00e9sentant comme des interm\u00e9diaires plut\u00f4t que comme des prestataires de services, les op\u00e9rateurs de plateformes d\u2019emplois \u00e0 la demande peuvent transf\u00e9rer la quasi-totalit\u00e9 de leurs risques et co\u00fbts commerciaux \u00e0 d\u2019autres, dont les travailleurs, mais aussi les consommateurs et les contribuables. <\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div><div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">3<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p> Statistique Canada rapporte \u00e9galement que les travailleurs temporaires ind\u00e9pendants repr\u00e9sentent aujourd\u2019hui plus de 20 % de la main-d\u2019\u0153uvre et constituent de loin le groupe de travailleurs \u00e0 la croissance la plus rapide au Canada. Au fur et \u00e0 mesure que nous nous \u00e9loignons du mod\u00e8le traditionnel de la relation employeur-employ\u00e9 qui a domin\u00e9 l\u2019apr\u00e8s-Seconde Guerre mondiale, les formes alternatives de travail qui se sont d\u00e9velopp\u00e9es \u2013 particuli\u00e8rement celles rendues possibles par la technologie \u2013 demandent qu\u2019on s\u2019y int\u00e9resse davantage.<\/p>\n\n\n\n<p>Le pr\u00e9sent rapport t\u00e9moigne d\u2019une tentative de comprendre ce que nous savons, et ce que nous devons savoir, sur la nature de l\u2019\u00e9conomie \u00e0 la demande au Canada et les exp\u00e9riences de ses travailleurs. L\u2019objectif est de souligner les domaines qui doivent faire l\u2019objet d\u2019\u00e9tudes, de jeter les bases de ces \u00e9tudes et d\u2019aider \u00e0 fa\u00e7onner l\u2019\u00e9laboration d\u2019un programme de politiques fond\u00e9 sur des donn\u00e9es probantes qui soutienne toute la gamme des travailleurs \u00e0 la demande au Canada.<\/p>\n\n\n\n<p>Depuis un certain temps d\u00e9j\u00e0, la technologie a rendu possible le travail \u00e0 la demande dans, entre autres, les centres d\u2019appel et les industries des technologies de l\u2019information et des communications externalis\u00e9es. Cependant, des innovations plus r\u00e9centes bas\u00e9es sur les applications et le Web, telles que les plateformes de jumelage, ont chang\u00e9 le travail \u00e0 la demande moderne au point qu\u2019il doit \u00eatre repens\u00e9 sur le plan des politiques. La technologie moderne a tellement amplifi\u00e9 et modifi\u00e9 le fonctionnement du travail \u00e0 la demande qu\u2019elle a fondamentalement chang\u00e9 l\u2019activit\u00e9.<\/p>\n\n\n\n<p>Dans le pr\u00e9sent rapport, nous explorons diff\u00e9rents aspects, tels que l\u2019offre et la demande de travail, ainsi que la capacit\u00e9 d\u00e9sormais quasi universelle des gens \u00e0 acc\u00e9der \u00e0 des plateformes technologiques de travail \u00e0 la demande qui ont influenc\u00e9 et catalys\u00e9 la hausse de ce type de travail au Canada.<\/p>\n\n\n\n<p>Mais que signifient ces changements pour les exploitants des plateformes, les d\u00e9cideurs des politiques du travail et du commerce, et les travailleurs \u00e0 la demande eux-m\u00eames?<\/p>\n\n\n\n<p>Le travail \u00e0 la demande est souvent d\u00e9peint en noir et blanc : un travailleur \u00e0 la demande est consid\u00e9r\u00e9 soit comme un jeune de la g\u00e9n\u00e9ration Y qui gagne beaucoup d\u2019argent en misant sur ses comp\u00e9tences num\u00e9riques, soit comme une personne peu qualifi\u00e9e qui gagne un revenu irr\u00e9gulier en \u00e9tant exploit\u00e9e par des op\u00e9rateurs de plateforme invisibles et anonymes. Avant d\u2019avoir une conversation approfondie sur les avantages, les inconv\u00e9nients et les cadres r\u00e9glementaires qui devront r\u00e9gir le travail \u00e0 la demande et prot\u00e9ger les travailleurs, il est n\u00e9cessaire de clarifier ce qui distingue les diverses exp\u00e9riences de ces travailleurs.<\/p>\n\n\n\n<p>Que le travail \u00e0 la demande soit \u00ab bon ou non pour les travailleurs dans un sens g\u00e9n\u00e9ral, il gagne en popularit\u00e9. Par cons\u00e9quent, les d\u00e9cideurs politiques, les universitaires et les potentiels travailleurs \u00e0 la demande eux-m\u00eames doivent comprendre ce domaine de travail et ses cons\u00e9quences pour leur vie professionnelle et leur avenir (p. ex. la retraite). Du point de vue de l\u2019employeur, il faut \u00e9galement comprendre ce que le travail \u00e0 la demande signifie sur le plan de la disponibilit\u00e9 de la main-d\u2019\u0153uvre. L\u2019examen des diff\u00e9rents aspects qui influent sur le travail et les exp\u00e9riences des travailleurs \u00e0 la demande peut nous aider \u00e0 comprendre les circonstances et \u00e0 commencer \u00e0 cerner ce type d\u2019emploi.<\/p>\n\n\n\n<p>L\u2019incertitude, \u00e0 la vuln\u00e9rabilit\u00e9 et \u00e0 la pr\u00e9carit\u00e9 accrues que connaissent de nombreux travailleurs en raison de la pand\u00e9mie de la COVID-19 accentuent le besoin de telles connaissances. Les travailleurs \u00e0 la demande sont \u00e0 la fois particuli\u00e8rement vuln\u00e9rables et per\u00e7us comme des travailleurs essentiels.
