La production des comp\u00e9tences exig\u00e9es qu\u2019implique la transition de la maind\u2019oeuvre d\u2019un secteur traditionnel vers un secteur beaucoup plus ax\u00e9 sur l\u2019innovation et la technologie constitue le principal objet de ce rapport.<\/p>\n\n\n\n<p>L\u2019industrie des services automobiles illustre bien les r\u00e9percussions de l\u2019\u00e9volution technologique dans un secteur relativement traditionnel, dans lequel les comp\u00e9tences ne sont pas n\u00e9cessairement l\u00e0 o\u00f9 elles devraient \u00eatre et o\u00f9 les syst\u00e8mes de formation de base et de formation continue pr\u00e9sentent plusieurs lacunes. Cette \u00e9tude porte donc sur les services automobiles au Qu\u00e9bec en se concentrant plus particuli\u00e8rement sur les m\u00e9caniciens et m\u00e9caniciennes de v\u00e9hicules automobiles qui assurent l\u2019entretien et la r\u00e9paration de v\u00e9hicules chez les concessionnaires, de m\u00eame que les services d\u2019apr\u00e8s-vente de ces v\u00e9hicules.<\/p>\n\n\n\n<p>Ce rapport examine comment divers acteurs de l\u2019industrie des services automobiles qu\u00e9b\u00e9coise \u2014 notamment les grands fabricants et leurs cha\u00eenes de valeur, les petites et moyennes entreprises (PME), les syndicats, les comit\u00e9s paritaires patronaux-syndicaux, les organismes de formation et les organismes gouvernementaux \u2014 \u00e9laborent des pratiques afin de r\u00e9pondre au besoin de nouvelles comp\u00e9tences et d\u2019aborder les questions li\u00e9es aux emplois et au travail. Notre \u00e9tude montre que les strat\u00e9gies utilis\u00e9es pour r\u00e9pondre aux p\u00e9nuries de maind\u2019oeuvre qualifi\u00e9e, aux \u00e9carts de comp\u00e9tences et aux d\u00e9fis des comp\u00e9tences du futur refl\u00e8tent bien l\u2019architecture complexe du secteur. L\u2019\u00e9tude illustre \u00e9galement comment les diff\u00e9rentes parties prenantes peuvent \u00eatre amen\u00e9es \u00e0 participer \u00e0 la mise en oeuvre des politiques et des pratiques de d\u00e9veloppement des comp\u00e9tences et des innovations dans l\u2019\u00e9cosyst\u00e8me de la formation.<\/p>\n\n\n\n<p>Quasiment toutes les parties prenantes et les institutions cl\u00e9s du secteur participent \u00e0 plusieurs initiatives en mati\u00e8re de comp\u00e9tences et de formation. Ces parties prenantes vont des fabricants aux concessionnaires en passant par les consultants, les syndicats, les \u00e9tablissements d\u2019enseignement, les segments du march\u00e9 secondaire et les associations d\u2019employeurs et de consommateurs. Leurs solutions collectives, bien ancr\u00e9es dans les r\u00e9alit\u00e9s de l\u2019industrie des services automobiles, aident \u00e0 r\u00e9soudre divers probl\u00e8mes \u00e0 mesure qu\u2019ils se pr\u00e9sentent. En effet, il est particuli\u00e8rement remarquable de constater le nombre de parties prenantes diff\u00e9rentes qui tentent de relever, \u00e0 leur mani\u00e8re, des d\u00e9fis similaires. Par ailleurs, la plupart des intervenants \u2014 notamment les entreprises et les associations d\u2019employeurs \u2014 sont convaincus qu\u2019avec des strat\u00e9gies individuelles et d\u00e9pendant du march\u00e9, ils ne peuvent pas facilement surmonter les difficult\u00e9s auxquelles ils sont confront\u00e9s. Cette observation a partiellement confirm\u00e9 nos attentes initiales : pour \u00eatre utilis\u00e9s efficacement, les comp\u00e9tences et leur d\u00e9veloppement doivent \u00eatre analys\u00e9s dans leur contexte particulier (c.-\u00e0-d. qu\u2019il ne s\u2019agit pas d\u2019une strat\u00e9gie g\u00e9n\u00e9rique automatiquement pr\u00eate \u00e0 l\u2019emploi pour le d\u00e9veloppement des comp\u00e9tences \u00e0 l\u2019\u00e9chelle nationale).<\/p>\n\n\n\n<p>Les comp\u00e9tences qui sont g\u00e9n\u00e9r\u00e9es au fil du temps sont \u00e9galement des biens collectifs, ce qui donne lieu \u00e0 une \u00ab entente relative aux comp\u00e9tences \u00bb, celle-ci \u00e9tant le produit de l\u2019interaction entre les intervenants et les institutions du secteur pendant de nombreuses ann\u00e9es. M\u00eame si de nombreuses initiatives, par la force des choses, visent des groupes de travailleurs ou des professions sp\u00e9cifiques, il existe \u00e9galement une conviction partag\u00e9e voulant que l\u2019industrie ait besoin de strat\u00e9gies pan-sectorielles dans lesquelles de multiples acteurs et institutions vont dans la m\u00eame direction. Toutefois, il est difficile de savoir dans quelle mesure ces initiatives coordonn\u00e9es peuvent apporter des solutions \u00e0 long terme pour r\u00e9pondre aux d\u00e9fis auxquels le secteur est confront\u00e9.<\/p>\n\n\n\n<p>Certaines entreprises poursuivent des initiatives v\u00e9ritablement innovantes, mais les donn\u00e9es probantes et les analyses de leur efficacit\u00e9 dans le contexte d\u2019une strat\u00e9gie plus large font d\u00e9faut. Fruit d\u2019un dialogue social approfondi et d\u2019une collaboration entre les parties prenantes, les strat\u00e9gies institutionnelles poursuivies par les Comit\u00e9s paritaires de l\u2019industrie des services automobiles (CPA) et le Comit\u00e9 sectoriel de main-d\u2019oeuvre des services automobiles (CSMO-Auto)1 sont les plus riches en termes d\u2019adoption collective pour r\u00e9pondre \u00e0 certains des probl\u00e8mes de comp\u00e9tences les plus pressants. Pourtant, ces strat\u00e9gies sont \u00e9galement souvent disparates et sont le reflet d\u2019un syst\u00e8me complexe de subventions publiques sp\u00e9cifiques caract\u00e9ris\u00e9 par des contrats \u00e0 court terme et sont \u00e9troitement cibl\u00e9es sur certains segments ou r\u00e9gions de l\u2019industrie. Il nous semble que les nouvelles solutions doivent \u00eatre plus syst\u00e9matiques et s\u2019appliquer \u00e0 l\u2019\u00e9chelle de la province, tout en \u00e9tant \u00e9galement fond\u00e9es sur les initiatives des parties prenantes concern\u00e9es.<\/p>\n\n\n\n<p>Bien qu\u2019elles soient importantes, ces \u00e9tapes ne sont que le d\u00e9but de nouvelles avanc\u00e9es dans l\u2019industrie des services automobiles. Les exigences de comp\u00e9tences \u00e9voluent \u00e0 une telle vitesse que les parties prenantes se verront oblig\u00e9es de se livrer \u00e0 de nombreuses exp\u00e9rimentations afin que les travailleurs puissent suivre l\u2019\u00e9volution de la technologie. Parmi les principales exigences figureront une formation initiale plus compl\u00e8te et am\u00e9lior\u00e9e et un syst\u00e8me solide de formation continue accessible \u00e0 tous les travailleurs, ind\u00e9pendamment de leur formation initiale et de leur niveau de qualification.
