Les PME sont l\u2019armature de l\u2019\u00e9conomie canadienne. Or, rares sont celles qui ont les ressources pour faire face aux p\u00e9nuries de main-d\u2019\u0153uvre et de travailleurs.euses qualifi\u00e9s, lesquelles n\u2019ont fait qu\u2019empirer en raison de la pand\u00e9mie. En combinant les donn\u00e9es provisoires d\u2019une enqu\u00eate en cours sur les PME, les conclusions de groupes de discussion connexes et les r\u00e9sultats des recherches existantes, ce rapport met en relief les possibilit\u00e9s qui s\u2019offrent au Canada afin de mieux soutenir les PME durant la p\u00e9riode de reprise pendant et apr\u00e8s la pand\u00e9mie. Une de ces possibilit\u00e9s serait de mettre l\u2019accent sur la diversit\u00e9 et l\u2019inclusion comme mesure cl\u00e9 pour r\u00e9pondre aux besoins de travailleurs.euses qualifi\u00e9s.<\/p>\n\n\n<div id=\"buttons-block-block_60cb94dec4d53\" class=\"buttons-block \">\n    <ul class=\"buttons-block__buttons\">\n                                    <li class=\"buttons-block__item button-item section-title button-item--button\">\n                    <a class=\"btn btn--download btn-dark\" href=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2021\/06\/Soutenir-lentrepreneuriat-et-les-PME-Skills-for-the-Post-Pandemic-World-Series-Juin2021-FR.pdf\" download>Soutenir l\u2019entrepreneuriat et les PME : Un Programme postpand\u00e9mie pour les comp\u00e9tences et la formation <span class=\"filesize\">PDF 2.65 MB<\/span><\/a>\n                <\/li>\n                        <\/ul>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Points importants<\/h2>\n\n\n\n<div class=\"buttons-block bucket-block__items three-up\">\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">1<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p> De nombreuses PME ont \u00e9t\u00e9 durement touch\u00e9es par la pand\u00e9mie, en particulier celles d\u00e9tenues par des personnes faisant partie de groupes en qu\u00eate d\u2019\u00e9quit\u00e9, comme les Noirs et les Autochtones, lesquels ont subi de mani\u00e8re disproportionn\u00e9e les r\u00e9percussions n\u00e9gatives de la pand\u00e9mie. <\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">2<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p> La capacit\u00e9 et l\u2019expertise limit\u00e9es en mati\u00e8re de ressources humaines des PME font en sorte qu\u2019il est difficile pour elles d\u2019\u00e9valuer leurs besoins en comp\u00e9tences, de trouver des fa\u00e7ons novatrices et inclusives de recruter, et d\u2019\u00e9laborer des plans de perfectionnement des comp\u00e9tences pour le personnel actuel. <\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div><div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">3<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>Dans les PME, la demande pour les comp\u00e9tences cognitives (comme l aptitude \u00e0 r\u00e9soudre des probl\u00e8mes) et les comp\u00e9tences techniques (soit la capacit\u00e9 d\u2019accomplir des actions et des t\u00e2ches et d\u2019appliquer des processus complexes li\u00e9s \u00e0 la technologie informatique et physique) est plus forte que pour tous les autres types de comp\u00e9tences. Embaucher des candidat.e.s d\u00e9montrant de fortes comp\u00e9tences sociales, comme l\u2019aptitude \u00e0 la collaboration, repr\u00e9sente \u00e9galement un d\u00e9fi. <\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">R\u00e9sum\u00e9<\/h2>\n\n\n\n<p>Soutenir l\u2019entrepreneuriat et les PME : Un programme postpand\u00e9mie pour les comp\u00e9tences et la formation sommairede  mani\u00e8re g\u00e9n\u00e9rale, les r\u00e9percussions de la pand\u00e9mie de COVID-19 ont pes\u00e9 beaucoup plus lourdement sur les entrepreneur.e.s et les petites et moyennes entreprises (PME), que sur les grandes organisations. Cette situation rev\u00eat d\u2019autant plus d\u2019importance que les PME forment l\u2019\u00e9pine dorsale de l\u2019\u00e9conomie canadienne, car elles emploient pr\u00e8s de 90 % de toute la population canadienne qui travaille dans le secteur priv\u00e9. Il n\u2019est pas exag\u00e9r\u00e9 de dire que les PME sont le moteur du d\u00e9veloppement \u00e9conomique, de la croissance et de l\u2019innovation au Canada. Or malgr\u00e9 leur importance, il appara\u00eet de plus en plus clairement que de nombreuses PME sont sur la pente descendante de ce que les expert.e.s appellent la reprise en \u00ab forme de K \u00bb de la crise \u00e9conomique provoqu\u00e9e par la pand\u00e9mie.<\/p>\n\n\n\n<p>Les PME \u00e9taient d\u00e9j\u00e0 confront\u00e9es \u00e0 des d\u00e9fis importants avant m\u00eame la pand\u00e9mie. Les \u00e9carts en mati\u00e8re de comp\u00e9tences et les p\u00e9nuries de main-d\u2019\u0153uvre constituent une caract\u00e9ristique de longue date de l\u2019\u00e9conomie canadienne et demeurent une pr\u00e9occupation majeure pour les PME. Si nous sommes conscient.e.s de ce d\u00e9fi, nous ne disposons toujours pas d\u2019un vocabulaire commun relatif aux aptitudes et aux comp\u00e9tences, et il r\u00e8gne encore un certain flou autour de celles dont les entreprises et leur main-d\u2019\u0153uvre ont r\u00e9ellement besoin.<\/p>\n\n\n\n<p>L\u2019objectif du pr\u00e9sent rapport est double : premi\u00e8rement, il recense l\u2019\u00e9tat de la recherche sur les besoins des PME et des entrepreneur.e.s en mati\u00e8re de comp\u00e9tences, de requalification et de formation et propose des options pour mieux les soutenir alors qu\u2019ils\/elles s\u2019efforcent de reprendre leurs activit\u00e9s et de pr\u00e9parer la postpand\u00e9mie. Plus pr\u00e9cis\u00e9ment, cette recension met en lumi\u00e8re les obstacles et les d\u00e9fis auxquels sont confront\u00e9s les entrepreneur.e.s qui sont membres de groupes en qu\u00eate d\u2019\u00e9quit\u00e9, notamment dans le contexte de la pand\u00e9mie de COVID-19. Deuxi\u00e8mement, ce rapport pr\u00e9sente les r\u00e9sultats pr\u00e9liminaires d\u2019un sondage portant sur les aptitudes et les comp\u00e9tences (sondage toujours en cours en juin 2021) et d\u2019une s\u00e9rie de groupes de discussion men\u00e9s dans le cadre du m\u00eame projet.<\/p>\n\n\n\n<p>En conjuguant ces nouvelles conclusions aux r\u00e9sultats des recherches existantes, ce rapport offre une perspective actualis\u00e9e sur :<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>le r\u00f4le des PME dans l\u2019\u00e9conomie canadienne;<\/li><li>les d\u00e9fis auxquels les PME sont confront\u00e9es en termes de p\u00e9nurie de main-d\u2019\u0153uvre, d\u2019\u00e9carts de comp\u00e9tences et de d\u00e9termination des comp\u00e9tences dont elles auront besoin \u00e0 l\u2019avenir;<\/li><li>les r\u00e9percussions de la COVID-19 sur les PME dans divers secteurs, ainsi que sur les demandes actuelles en mati\u00e8re de comp\u00e9tences dans les PME;<\/li><li>les pratiques actuelles en mati\u00e8re de ressources humaines dans les PME;<\/li><li>les voies \u00e0 suivre et les domaines de recherche suppl\u00e9mentaires.<\/li><\/ul>\n\n\n\n<p>L\u2019une des principales conclusions \u00e0 retenir, c\u2019est que les r\u00e9sultats pr\u00e9liminaires du sondage recoupent ce qui a d\u00e9j\u00e0 \u00e9t\u00e9 abord\u00e9 dans la litt\u00e9rature, c\u2019est-\u00e0-dire qu\u2019il reste encore beaucoup \u00e0 faire pour mieux aider les PME \u00e0 combler les \u00e9carts de comp\u00e9tences actuels et \u00e0 rem\u00e9dier aux p\u00e9nuries de main-d\u2019\u0153uvre. Si certaines organisations ont trouv\u00e9 de nouveaux d\u00e9bouch\u00e9s gr\u00e2ce \u00e0 la pand\u00e9mie (le commerce \u00e9lectronique ou un bassin de talents \u00e9largi rendu disponible par le passage au t\u00e9l\u00e9travail, par exemple), d\u2019autres ont encore du mal \u00e0 cerner les aptitudes et les comp\u00e9tences dont elles ont besoin. Et m\u00eame si elles parviennent \u00e0 trouver les bons talents, de nombreuses PME ont encore de la difficult\u00e9 \u00e0 trouver les ressources n\u00e9cessaires pour assurer leur encadrement et leur formation. De plus, bien que de nombreuses entreprises aient indiqu\u00e9 qu\u2019elles souhaitaient recruter des personnes d\u2019origines diverses, comme des Autochtones ou des personnes racis\u00e9es afin de trouver des sources de talents qualifi\u00e9s jusque-l\u00e0 inexploit\u00e9es, tr\u00e8s peu d\u2019entre elles se sont dot\u00e9es de plans concrets pour y parvenir.<\/p>\n\n\n\n<p>Un autre \u00e9l\u00e9ment cl\u00e9 \u00e0 retenir est que les PME ont souvent des capacit\u00e9s restreintes en ce qui a trait aux ressources humaines, au recrutement, \u00e0 la formation, au perfectionnement et \u00e0 d\u2019autres fonctions essentielles pour r\u00e9pondre \u00e0 leurs besoins en mati\u00e8re de comp\u00e9tences. Cela limite \u00e9galement leur capacit\u00e9 \u00e0 recourir \u00e0 de nouvelles formes de recrutement con\u00e7ues pour mieux attirer des bassins de talents plus larges et plus diversifi\u00e9s. Cette capacit\u00e9 restreinte souligne le fait que, pour \u00eatre efficace, voire \u00e9quitable, tout plan de reprise postpand\u00e9mique doit tenir compte des r\u00e9alit\u00e9s et des d\u00e9fis en mati\u00e8re de ressources propres aux PME. Et, \u00e9tant donn\u00e9 le r\u00f4le central des PME dans l\u2019\u00e9conomie canadienne, cette capacit\u00e9 restreinte montre pourquoi il est crucial de faire participer ces entreprises \u00e0 la planification de la reprise et de les soutenir \u00e0 cet \u00e9gard si n\u00e9cessaire.<\/p>\n\n\n\n<p>Le pr\u00e9sent rapport se termine par la d\u00e9termination des prochaines \u00e9tapes n\u00e9cessaires pour aider les PME \u00e0 combler les \u00e9carts en mati\u00e8re de comp\u00e9tences et \u00e0 surmonter les p\u00e9nuries de main-d\u2019\u0153uvre tout en b\u00e2tissant un monde postpand\u00e9mique plus \u00e9quitable. Les recommandations se concentrent sur les mesures \u00e0 prendre pour am\u00e9liorer les pratiques des ressources humaines au sein des PME, favoriser la diversit\u00e9 et l\u2019inclusion des groupes en qu\u00eate d\u2019\u00e9quit\u00e9, ainsi que sur les moyens concrets de mieux mesurer les retomb\u00e9es. Les recommandations pr\u00e9cises comprennent :<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>un soutien accru aux PME ayant des capacit\u00e9s restreintes de ressources humaines, et ce, de la part des diff\u00e9rents acteurs de l\u2019\u00e9cosyst\u00e8me, notamment les organisations professionnelles et les associations sectorielles;<\/li><li>l\u2019offre d\u2019options de formation plus flexibles et modulaires pour la main-d\u2019\u0153uvre;<\/li><li>l\u2019\u00e9laboration de plateformes partag\u00e9es dot\u00e9es de formations et d\u2019outils pour am\u00e9liorer l\u2019acc\u00e8s \u00e0 des bassins d\u2019emploi diversifi\u00e9s et pour soutenir le perfectionnement des comp\u00e9tences et des cheminements professionnels;<\/li><li>la collecte de donn\u00e9es plus d\u00e9sagr\u00e9g\u00e9es pour \u00e9valuer les exp\u00e9riences des diff\u00e9rents types de PME, en particulier celles appartenant \u00e0 des femmes et \u00e0 d\u2019autres groupes sous-repr\u00e9sent\u00e9s;
