Elles ont eu, et continueront \u00e0 avoir, des cons\u00e9quencessur le bien-\u00eatre, la sant\u00e9 mentale, ainsi que le d\u00e9veloppement et l\u2019utilisation de comp\u00e9tences pendant la reprise etm\u00eame au-del\u00e0.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div><div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">3<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>Alors que certains secteurs resteront marqu\u00e9s \u00e0 jamais par les effets de la pand\u00e9mie, la reconversion sera cruciale.Mais des obstacles syst\u00e9miques pr\u00e9existants, exacerb\u00e9s par la pand\u00e9mie, pourraient emp\u00eacher plusieurs Canadienset Canadiennes d\u2019acqu\u00e9rir ou utiliser efficacement des comp\u00e9tences dont la demande est en hausse : comp\u00e9tencesnum\u00e9riques, comp\u00e9tences g\u00e9n\u00e9rales,et de nouvelles techniques de leadership et de gestion devenues plus pertinentesdans un monde de travail \u00e0 distance omnipr\u00e9sent.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">R\u00e9sum\u00e9<\/h2>\n\n\n\n<p>La COVID-19 a perturb\u00e9 de nombreux secteurs d\u2019activit\u00e9. Dans certains secteurs, des emplois ont disparu \u00e0 jamais, tandisque d\u2019autres secteurs ont connu des changements consid\u00e9rables avec l\u2019apparition de nouveaux emplois. Jusqu\u2019\u00e0 pr\u00e9sent,ce qui est ressorti de la pand\u00e9mie est une reprise en \u00ab forme de K \u00bb o\u00f9 certaines entreprises et industries se r\u00e9tablissentavec rapidit\u00e9 ou se sont d\u00e9j\u00e0 r\u00e9tablies, tandis que d\u2019autres sont encore en difficult\u00e9. Dans certains domaines, comme pourles petites et moyennes entreprises (PME) et en particulier celles des secteurs de l\u2019h\u00f4tellerie, de la vente au d\u00e9tail et dudivertissement, l\u2019incidence a \u00e9t\u00e9 profonde et risque de durer. Ce rapport explore les nombreux facteurs qui sous-tendentces r\u00e9alit\u00e9s divergentes, y compris les diff\u00e9rences sectorielles et industrielles, et accorde une attention particuli\u00e8re auxfacteurs qui ont fait que les membres de groupes issus de la diversit\u00e9 ont \u00e9t\u00e9 touch\u00e9s de mani\u00e8re disproportionn\u00e9e. Le butdu pr\u00e9sent rapport est d\u2019explorer comment la COVID-19 a accentu\u00e9 les obstacles au d\u00e9veloppement des comp\u00e9tences, \u00e0l\u2019am\u00e9lioration des comp\u00e9tences, \u00e0 la requalification et \u00e0 l\u2019utilisation des comp\u00e9tences auxquels sont confront\u00e9s les femmes,les Autochtones, les personnes racis\u00e9es, les jeunes et les personnes ayant un handicap.<\/p>\n\n\n\n<p>Alors que le discours dominant sur le d\u00e9ficit de comp\u00e9tences se concentre essentiellement sur les lacunes destravailleurs.euses, l\u2019\u00e9vidence, quant \u00e0 elle, d\u00e9montre que dans de nombreux cas les travailleurs.euses poss\u00e9dant lescomp\u00e9tences requises sont disponibles, mais la discrimination syst\u00e9mique ainsi que les politiques et pratiques d\u2019exclusionobscurcissent ces travailleurs.euses et font en sorte que les employeurs.euses recherchent les comp\u00e9tences aux mauvaisendroits. Il nous faut \u00e9tudier les leviers, soit les politiques, les programmes et les incitatifs disponibles, qui encouragerontles employeurs.euses \u00e0 fixer des objectifs et \u00e0 \u00e9laborer et mettre en \u0153uvre des strat\u00e9gies, des politiques et des pratiquesefficaces pour favoriser la diversit\u00e9 et l\u2019inclusion dans les lieux de travail. Nous devons \u00e9galement nous concentrer sur cesdomaines, surtout en prenant en consid\u00e9ration que les r\u00e9percussions \u00e9conomiques caus\u00e9es par la COVID-19 risquent deperdurer. Le pr\u00e9sent rapport met en \u00e9vidence les comp\u00e9tences n\u00e9cessaires et les obstacles existants pour avoir acc\u00e8s \u00e0 laformation professionnelle dans le contexte de la pand\u00e9mie.
