Alors que pour beaucoup, la transition a \u00e9t\u00e9 positive et qu\u2019un nombre important de travailleurs.euses et d\u2019employeurs.euses expriment le souhait de poursuivre le t\u00e9l\u00e9travail apr\u00e8s la pand\u00e9mie, il existe des in\u00e9galit\u00e9s en mati\u00e8re d\u2019acc\u00e8s et de capacit\u00e9 au t\u00e9l\u00e9travail. <\/p>\n\n\n\n<p class=\"is-style-default\">Vu que le t\u00e9l\u00e9travail se poursuivra vraisemblablement pour de nombreux.euses travailleurs.euses apr\u00e8s la pand\u00e9mie, il sera important que la reprise \u00e9conomique du Canada inclue des mesures pour r\u00e9soudre ces in\u00e9galit\u00e9s et veille \u00e0 ce que tous les Canadien.ne.s puissent acc\u00e9der aux comp\u00e9tences et \u00e0 la formation dont ils\/elles ont besoin pour r\u00e9ussir dans ces nouvelles organisations du travail.<\/p>\n\n\n<div id=\"buttons-block-block_609bfd4980881\" class=\"buttons-block \">\n    <ul class=\"buttons-block__buttons\">\n                                                        <li class=\"buttons-block__item button-item section-title button-item--button\">\n                        <a  href=\"http:\/\/files.fsc-ccf.ca\/Research%20Reports\/New%20Working%20Arrangements%20Report%20May%202021\/New%20Working%20Arrangements%20Report%20-%20May2021-FR.pdf\" class=\"btn \" target=\"_blank\"><span>T\u00e9l\u00e9chargez le rapport<\/span><\/a>\n                    <\/li>\n                                        <\/ul>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Points importants<\/h2>\n\n\n\n<div class=\"buttons-block bucket-block__items three-up\">\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">1<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>Une part importante des entreprises pr\u00e9voient qu\u2019elles conserveront les modalit\u00e9s de travail \u00e0 distance m\u00eame une fois la pand\u00e9mie termin\u00e9e.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">2<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p> Le fait que le degr\u00e9 de t\u00e9l\u00e9travail varie selon le niveau de scolarit\u00e9 et la profession et que les exigences en mati\u00e8re d\u2019infrastructures favorisent les r\u00e9gions urbaines plut\u00f4t que rurales signifie que les Canadiens et les Canadiennes sont entr\u00e9.e.s dans l\u2019\u00e8re de la pand\u00e9mie avec un potentiel in\u00e9gal de t\u00e9l\u00e9travail. Cela pourrait aggraver les in\u00e9galit\u00e9s de revenu existantes.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div><div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">3<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>Bien qu\u2019il y ait une discussion sur l\u2019acc\u00e8s des travailleurs.euses \u00e0 l\u2019\u00e9quipement n\u00e9cessaire, \u00e0 l\u2019espace physique et \u00e0 l\u2019infrastructure technique de soutien pour le travail \u00e0 distance, il faut accorder plus d\u2019attention aux comp\u00e9tences requises pour effectuer la transition et \u00eatre efficace en travaillant \u00e0 distance.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">R\u00e9sum\u00e9<\/h2>\n\n\n\n<p>\u00c0 la suite de l\u2019une des crises sanitaires les plus difficiles depuis un si\u00e8cle, un grand nombre d\u2019employeurs.euses et d\u2019entreprises au Canada se sont tourn\u00e9s vers le t\u00e9l\u00e9travail au d\u00e9but du printemps 2020. Alors qu\u2019avant la pand\u00e9mie, seulement 13 % des effectifs faisaient du t\u00e9l\u00e9travail, \u00e0 la fin de mars 2020, c\u2019\u00e9tait le cas de quatre travailleurs.euses canadien.ne.s sur dix. De m\u00eame, la part des entreprises dont au moins la moiti\u00e9 de la main-d\u2019\u0153uvre travaillait \u00e0 distance est pass\u00e9e de 12 % au d\u00e9but du mois de f\u00e9vrier \u00e0 51 % en ao\u00fbt 2020.<\/p>\n\n\n\n<p>Le pr\u00e9sent rapport explore le t\u00e9l\u00e9travail en tant que nouvelle modalit\u00e9 de travail au Canada. Nous discutons de la pr\u00e9valence du t\u00e9l\u00e9travail, de la mani\u00e8re dont les travailleurs.euses et les gestionnaires s\u2019adaptent \u00e0 cette \u00e9volution rapide, et de l\u2019in\u00e9galit\u00e9 dans l\u2019acc\u00e8s et dans les capacit\u00e9s en mati\u00e8re de t\u00e9l\u00e9travail. Ces discussions permettent de mettre en \u00e9vidence le d\u00e9veloppement des comp\u00e9tences n\u00e9cessaires \u00e0 la transition vers des modalit\u00e9s de t\u00e9l\u00e9travail efficaces au Canada.<\/p>\n\n\n\n<p>Par rapport aux ann\u00e9es pr\u00e9c\u00e9dentes, de nombreux.ses Canadien.ne. font du t\u00e9l\u00e9travail pendant la pand\u00e9mie, et plus du quart d\u00e9clarent qu\u2019ils\/elles le feront tout au long de 2020. Le taux le plus \u00e9lev\u00e9 a \u00e9t\u00e9 signal\u00e9 au printemps 2020, lorsque quatre employ\u00e9.e.s sur dix pratiquaient le t\u00e9l\u00e9travail. La pr\u00e9valence du t\u00e9l\u00e9travail a \u00e9t\u00e9 la plus \u00e9lev\u00e9e en Ontario et au Qu\u00e9bec et la plus faible au Nunavut. Bien qu\u2019il y ait une certaine diff\u00e9rence entre ces r\u00e9gions avant la pand\u00e9mie, celle-ci a augment\u00e9 de fa\u00e7on spectaculaire pendant la pand\u00e9mie, et le Qu\u00e9bec a connu la plus forte augmentation du t\u00e9l\u00e9travail.<\/p>\n\n\n\n<p>Malgr\u00e9 la transition rapide vers le t\u00e9l\u00e9travail et le caract\u00e8re sans pr\u00e9c\u00e9dent de la pand\u00e9mie, la majorit\u00e9 des travailleurs.euses sont satisfait.e.s de leur exp\u00e9rience de t\u00e9l\u00e9travail. Les r\u00e9sultats d\u2019enqu\u00eates men\u00e9es aupr\u00e8s des t\u00e9l\u00e9travailleurs.euses montrent que la satisfaction augmente avec la temps pass\u00e9 en t\u00e9l\u00e9travail. Parmi les conditions qui ont conduit \u00e0 une meilleure adaptation au t\u00e9l\u00e9travail, on peut citer :<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>de bonnes conditions pour le t\u00e9l\u00e9travail \u00e0 domicile;<\/li><li>un acc\u00e8s satisfaisant aux outils professionnels;<\/li><li>l\u2019aisance avec les technologies de l\u2019information et des communications (TIC); et<\/li><li>le soutien des employeurs.euses.<\/li><\/ul>\n\n\n\n<p>Cependant, l\u2019isolement social d\u00fb au travail \u00e0 distance \u00e9tait associ\u00e9 n\u00e9gativement aux indicateurs mesurant l\u2019adaptation au t\u00e9l\u00e9travail.<\/p>\n\n\n\n<p>Une part importante des travailleurs.euses, ainsi que des employeurs.euses, disent vouloir poursuivre les modalit\u00e9s de t\u00e9l\u00e9travail apr\u00e8s la pand\u00e9mie. Plus de la moiti\u00e9 des travailleurs.euses disent qu\u2019ils\/elles opteraient pour le t\u00e9l\u00e9travail si on leur en donnait le choix. De m\u00eame, 30 % des entreprises pr\u00e9voient de permettre \u00e0 au moins la moiti\u00e9 de leur main d\u2019\u0153uvre de t\u00e9l\u00e9travailler apr\u00e8s la pand\u00e9mie.<\/p>\n\n\n\n<p>Il existe cependant des in\u00e9galit\u00e9s en mati\u00e8re d\u2019acc\u00e8s au travail \u00e0 distance et de capacit\u00e9 au Canada. Les travailleurs.euses des secteurs \u00e0 forte intensit\u00e9 de savoir sont plus susceptibles de travailler \u00e0 distance que ceux\/celles du secteur des services. Et les personnes qui ont un niveau de scolarit\u00e9 plus \u00e9lev\u00e9 sont plus susceptibles de pratiquer le t\u00e9l\u00e9travail que celles qui ont un niveau de scolarit\u00e9 secondaire ou inf\u00e9rieur. Les habitants de zones rurales sont moins susceptibles de t\u00e9l\u00e9travailler que les citadins. Dans l\u2019ensemble, le cumul des obstacles au t\u00e9l\u00e9travail a eu pour cons\u00e9quence que les travailleurs.euses les plus pauvres ont moins de possibilit\u00e9s de t\u00e9l\u00e9travail.<\/p>\n\n\n\n<p>\u00c9tant donn\u00e9 que la capacit\u00e9 \u00e0 t\u00e9l\u00e9travailler est \u00e9troitement li\u00e9e \u00e0 la s\u00e9curit\u00e9 d\u2019emploi des travailleurs.euses pendant la pand\u00e9mie, elle a des r\u00e9percussions sur l\u2019emploi et sur l\u2019in\u00e9galit\u00e9 des revenus. Le t\u00e9l\u00e9travail semble favoriser les femmes et les immigrant.e.s. Proportionnellement, plus de femmes que d\u2019hommes et plus d\u2019immigrant.e.s que de personnes n\u00e9es au Canada se sont tourn\u00e9s vers le t\u00e9l\u00e9travail pendant le confinement. D\u2019un autre c\u00f4t\u00e9, les Autochtones et les personnes handicap\u00e9es accusent un retard dans la transition vers le travail \u00e0 distance. Les Canadien.ne.s sont \u00e9galement confront\u00e9.e.s \u00e0 diff\u00e9rents niveaux d\u2019acc\u00e8s \u00e0 l\u2019Internet \u00e0 haut d\u00e9bit, ce qui aura une influence sur la capacit\u00e9 de t\u00e9l\u00e9travail dans les ann\u00e9es \u00e0 venir. Alors que 86 % des m\u00e9nages ont acc\u00e8s \u00e0 la vitesse Internet recommand\u00e9e, ce taux tombe \u00e0 40 % dans les r\u00e9gions rurales et \u00e0 30 % dans les collectivit\u00e9s des Premi\u00e8res Nations.<\/p>\n\n\n\n<p>Bien que l\u2019ampleur ne soit pas encore connue, il est \u00e9vident que le nombre de t\u00e9l\u00e9travailleurs.euses canadien.ne.s sera nettement plus \u00e9lev\u00e9 apr\u00e8s la pand\u00e9mie que ces derni\u00e8res ann\u00e9es. Au-del\u00e0 de l\u2019infrastructure physique et technique n\u00e9cessaire au t\u00e9l\u00e9travail, un large \u00e9ventail de comp\u00e9tences est \u00e9galement requis pour garantir que les travailleurs.euses puissent t\u00e9l\u00e9travailler de mani\u00e8re ad\u00e9quate.<\/p>\n\n\n\n<p>Nous devons investir dans le d\u00e9veloppement des comp\u00e9tences pour combler les d\u00e9ficits en mati\u00e8re de comp\u00e9tences essentielles et permettre \u00e0 la main-d\u2019\u0153uvre de pratiquer le t\u00e9l\u00e9travail efficacement. Les comp\u00e9tences num\u00e9riques sont les plus urgentes et les plus fondamentales pour travailler \u00e0 distance. Cependant, il faut \u00e9galement accorder plus d\u2019attention au soutien des travailleurs dans l\u2019acquisition et le renforcement des comp\u00e9tences non techniques, des comp\u00e9tences en mati\u00e8re de gestion du temps, des habitudes de travail saines et de la gestion des \u00e9motions afin de promouvoir le bien-\u00eatre g\u00e9n\u00e9ral au travail. Pour les gestionnaires, les comp\u00e9tences de gestion comme la direction d\u2019\u00e9quipes en cas de crise, la communication efficace avec une \u00e9quipe \u00e0 distance, l\u2019encadrement et le mentorat peuvent \u00eatre davantage privil\u00e9gi\u00e9es en cette \u00e8re de t\u00e9l\u00e9travail.<\/p>\n\n\n\n<p>Le d\u00e9veloppement des comp\u00e9tences est une responsabilit\u00e9 partag\u00e9e. Les travailleurs.euses doivent d\u00e9finir les lacunes dans leurs comp\u00e9tences et investir dans une formation et dans l\u2019am\u00e9lioration de leur qualifications. Les organisations doivent investir de mani\u00e8re significative dans la formation de leurs travailleurs.euses, tant les employ\u00e9.e.s que les cadres, afin de pr\u00e9server leur bien-\u00eatre et maintenir leur productivit\u00e9. Le gouvernement devrait rapidement s\u2019appuyer sur les initiatives existantes pour mettre \u00e0 la disposition des Canadien.ne.s une s\u00e9rie de programmes globaux afin de combler les d\u00e9ficits actuels et \u00e9mergents en mati\u00e8re de comp\u00e9tences. Le gouvernement peut \u00e9galement concevoir des politique incitant les employeurs.euses et les travailleurs.euses \u00e0 investir dans les comp\u00e9tences et la technologie qui peuvent les aider \u00e0 passer \u00e0 une plus grande productivit\u00e9. Par ailleurs, les fournisseurs de services peuvent jouer un r\u00f4le important en facilitant l\u2019acc\u00e8s aux programmes de d\u00e9veloppement des comp\u00e9tences.<\/p>\n\n\n<div
