Alors que les d\u00e9cideurs.euses canadien.ne.s r\u00e9fl\u00e9chissent \u00e0 la reconstruction de l&#8217;\u00e9conomie apr\u00e8s la pand\u00e9mie, les probl\u00e8mes cr\u00e9\u00e9s par la polarisation des emplois devraient tenir une place importante.<\/p>\n\n\n<div id=\"buttons-block-block_60786badcfe7d\" class=\"buttons-block \">\n    <ul class=\"buttons-block__buttons\">\n                                    <li class=\"buttons-block__item button-item section-title button-item--button\">\n                    <a class=\"btn btn--download btn-dark\" href=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2021\/04\/PolarisationDesEmplois-PPF-Avril2021-French.pdf\" download>La polarisation de l\u2019emploi au Canada <span class=\"filesize\">PDF 3.82 MB<\/span><\/a>\n                <\/li>\n                        <\/ul>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Points importants<\/h2>\n\n\n\n<div class=\"buttons-block bucket-block__items two-up\">\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">1<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p> Les donn\u00e9es montrent que la proportion des emplois moyennement qualifi\u00e9s au Canada n\u2019a cess\u00e9 de diminuer au cours des 30 derni\u00e8res ann\u00e9es. Alors que la proportion des emplois hautement qualifi\u00e9s a augment\u00e9 au cours de cette p\u00e9riode, la proportion des emplois peu qualifi\u00e9s est demeur\u00e9e constante depuis l\u2019an 2000, atteignant en moyenne 10,8% les ann\u00e9es suivantes. La polarisation du march\u00e9 du travail canadien pourrait donc \u00eatre mieux d\u00e9crite comme la cr\u00e9ation d\u2019une \u00e9conomie en forme de \u00ab J \u00bb.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">2<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>Il semble que la polarisation des emplois ait des effets diff\u00e9rents sur les diff\u00e9rents segments de la population. L\u2019emploi des femmes \u00e0 des postes hautement qualifi\u00e9s a augment\u00e9 plus rapidement que pour les hommes. Les jeunes et les immigrant.e.s r\u00e9cent.e.s sont beaucoup plus susceptibles d\u2019occuper des emplois peu qualifi\u00e9s. Cependant, la limitation des donn\u00e9es rend difficile la compr\u00e9hension de la polarisation des emplois au fil du temps pour les Canadiens et Canadiennes racialis\u00e9.e.s, les Autochtones, les Canadiens et Canadiennes ayant une incapacit\u00e9 et les membres d\u2019autres groupes.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">R\u00e9sum\u00e9<\/h2>\n\n\n\n<p>Les changements consid\u00e9rables observ\u00e9s ces 30 derni\u00e8res ann\u00e9es dans l\u2019\u00e9conomie canadienne relativement \u00e0 la proportion d\u2019emplois hautement, moyennement et peu qualifi\u00e9s repr\u00e9sentent une tendance peu \u00e9tudi\u00e9e du march\u00e9 de l\u2019emploi. Durant cette p\u00e9riode, le Canada a vu un d\u00e9clin continu dans la proportion d\u2019emplois moyennement qualifi\u00e9s et une augmentation constante des emplois hautement qualifi\u00e9s. La proportion d\u2019emplois peu qualifi\u00e9s a connu des hauts et des bas, mais elle est essentiellement rest\u00e9e la m\u00eame depuis l\u2019an 2000.<\/p>\n\n\n\n<p>Ce constat n\u2019est pas tr\u00e8s diff\u00e9rent de ce qui a \u00e9t\u00e9 observ\u00e9 dans la plupart des autres \u00e9conomies avanc\u00e9es au cours de la m\u00eame p\u00e9riode. En effet, la majorit\u00e9 des pays semblables ont constat\u00e9 une hausse du c\u00f4t\u00e9 des emplois hautement qualifi\u00e9s et des emplois peu qualifi\u00e9s, et une baisse du c\u00f4t\u00e9 des emplois moyennement qualifi\u00e9s. Cette tendance est commun\u00e9ment appel\u00e9e \u00ab polarisation de l\u2019emploi \u00bb. Au moment o\u00f9 les d\u00e9cideurs.euses politiques cherchent \u00e0 relancer les \u00e9conomies apr\u00e8s la pand\u00e9mie, il est important de comprendre ces changements \u00e0 long terme et d\u2019en tenir compte, surtout parce que les emplois hautement qualifi\u00e9s offrent, en moyenne, quatre fois le salaire des emplois peu qualifi\u00e9s.<\/p>\n\n\n\n<p>Ce rapport se penche sur la polarisation de l\u2019emploi dans le but d\u2019aider les d\u00e9cideurs.euses politiques canadien.ne.s et le grand public \u00e0 mieux comprendre la tendance, y compris les causes, les effets et les diff\u00e9rences entre les provinces, les secteurs et les travailleurs.euses. Dans l\u2019ensemble, le Canada a observ\u00e9 une augmentation de 7,5 points de pourcentage dans les emplois hautement qualifi\u00e9s et des baisses du c\u00f4t\u00e9 des emplois peu et moyennement qualifi\u00e9s. Ces variations n\u2019ont pas \u00e9t\u00e9 uniformes dans toutes les provinces. L\u2019Ontario et le Qu\u00e9bec ont vu les emplois moyennement qualifi\u00e9s diminuer de plus de 7,5 points de pourcentage, alors qu\u2019en Colombie-Britannique et en Nouvelle\u00c9cosse, la baisse \u00e9tait de six et de cinq points de pourcentage respectivement. Le Manitoba, la Saskatchewan et l\u2019\u00cele-du-Prince-\u00c9douard ont plut\u00f4t constat\u00e9 une l\u00e9g\u00e8re hausse de la proportion des emplois moyennement qualifi\u00e9s dans leur \u00e9conomie, mais la moyenne nationale montre tout de m\u00eame une tendance vers la baisse dans la proportion de la population occupant ces types d\u2019emplois.<\/p>\n\n\n\n<p>La polarisation semble \u00e9galement avoir des effets diff\u00e9rents selon les groupes au sein de la population, mais des lacunes en mati\u00e8re de donn\u00e9es limitent les conclusions que l\u2019on peut en tirer. Par cons\u00e9quent, Statistique Canada a un r\u00f4le \u00e0 jouer en \u00e9largissant sa collecte de donn\u00e9es et en publiant davantage de donn\u00e9es ventil\u00e9es afin d\u2019am\u00e9liorer la compr\u00e9hension des diff\u00e9rentes fa\u00e7ons dont la polarisation touche les Canadien.ne.s racis\u00e9.e.s, les populations autochtones, les personnes en situation de handicap et les jeunes travailleurs.euses, par exemple. <\/p>\n\n\n\n<p>La n\u00e9cessit\u00e9 d\u2019une \u00e9tude plus pouss\u00e9e est mise en \u00e9vidence par la mani\u00e8re complexe dont la polarisation de l\u2019emploi se manifeste au Canada. En plus des diff\u00e9rences entre les provinces et les populations, elle est plus marqu\u00e9e dans certains secteurs que dans d\u2019autres.<\/p>\n\n\n\n<p>N\u00e9anmoins, un aspect ne fait aucun doute : les changements dans la r\u00e9partition des emplois repr\u00e9sentent une transformation \u00e9conomique, politique et sociale majeure, car il y a moins de demandes pour les travailleurs.euses moyennement qualifi\u00e9.e.s dans l\u2019\u00e9conomie actuelle. Les \u00e9conomistes David Green et Benjamin Sand ont pr\u00e9venu que \u00ab la disparition de bons emplois dont les salaires peuvent fournir une s\u00e9curit\u00e9 financi\u00e8re aux travailleurs.euses moins \u00e9duqu\u00e9.e.s fait planer le spectre d\u2019une soci\u00e9t\u00e9 de plus en plus in\u00e9galitaire \u00bb. Et une soci\u00e9te in\u00e9gale peut men\u00e9 \u00e0 des conflits \u2013 comme a \u00e9t\u00e9 le cas au \u00c9tas-Unis, o\u00f9 la situation semble avoir conduit \u00e0 l\u2019essor du populisme
