Le Canada a besoin d\u2019un cadre pour les comp\u00e9tences essentielles qui comprend la litt\u00e9ratie et la num\u00e9ratie, mais qui va \u00e9galement au-del\u00e0. Il doit inclure les comp\u00e9tences g\u00e9n\u00e9rales que les chefs de file de l\u2019industrie consid\u00e8rent comme indispensables \u00e0 la r\u00e9ussite, tout comme d\u2019autres comp\u00e9tences essentielles qui aideront la population canadienne \u00e0 s\u2019adapter, quoiqu\u2019il arrive. Chacune de ces comp\u00e9tences doit \u00eatre mesur\u00e9e et faire l\u2019objet d\u2019un suivi pour veiller \u00e0 ce que les Canadiens et Canadiennes demeurent concurrentiels \u00e0 l\u2019\u00e9chelle mondiale. Et si les comp\u00e9tences et les aptitudes constituent la nouvelle \u00ab monnaie d\u2019\u00e9change \u00bb en milieu de travail, nous avons besoin d\u2019approches communes pour comprendre comment les d\u00e9finir, les \u00e9valuer et les acqu\u00e9rir.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">2<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>On estime que la moiti\u00e9 des adultes en \u00e2ge de travailler ne poss\u00e8dent pas le niveau de litt\u00e9ratie n\u00e9cessaire pour r\u00e9ussir dans la majorit\u00e9 des emplois sur le march\u00e9 ou pour acqu\u00e9rir les connaissances n\u00e9cessaires \u00e0 un nouvel emploi.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div><div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">3<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>En d\u00e9pit des preuves d\u00e9montrant les effets positifs et la rentabilit\u00e9 des investissements dans l\u2019am\u00e9lioration des comp\u00e9tences essentielles et du niveau de litt\u00e9ratie, le secteur priv\u00e9 n\u2019en fait pas suffisamment. Les Canadiens et Canadiennes accusent un retard par rapport \u00e0 de nombreux pays quant \u00e0 leur participation aux multiples possibilit\u00e9s d\u2019\u00e9ducation des adultes et d\u2019alphab\u00e9tisation. En parall\u00e8le, les Canadiens et Canadiennes doivent acqu\u00e9rir et conserver les comp\u00e9tences et aptitudes n\u00e9cessaires pour faire tourner et \u00e9voluer l\u2019\u00e9conomie nationale. Mais comment faire? L\u2019absence d\u2019uniformit\u00e9 dans la nomenclature utilis\u00e9e par les employeurs, les chercheurs d\u2019emploi et les fournisseurs de services en ce qui a trait aux comp\u00e9tences et aux aptitudes constitue un des d\u00e9fis.<\/p>\n\n\n\n<p>Le rapport met en \u00e9vidence la n\u00e9cessit\u00e9 de d\u00e9velopper des approches communes pour comprendre comment d\u00e9finir, \u00e9valuer et acqu\u00e9rir les comp\u00e9tences. Avant tout, nous recommandons l\u2019\u00e9laboration d\u2019un cadre actualis\u00e9 sur les comp\u00e9tences essentielles comme premi\u00e8re \u00e9tape indispensable. Cette approche aiderait les chercheurs \u00e0 \u00e9valuer qui, parmi le gouvernement, le secteur priv\u00e9, les \u00e9tablissements d\u2019enseignement et la soci\u00e9t\u00e9 civile, est le mieux plac\u00e9 pour piloter le perfectionnement des comp\u00e9tences et des aptitudes et pour veiller \u00e0 ce que le Canada demeure concurrentiel \u00e0 l\u2019\u00e9chelle mondiale.<\/p>\n\n\n\n<p>La demande augmente non seulement pour les comp\u00e9tences technologiques, mais \u00e9galement pour les comp\u00e9tences g\u00e9n\u00e9rales comme la r\u00e9silience, la stabilit\u00e9 \u00e9motionnelle, la flexibilit\u00e9 et l\u2019adaptabilit\u00e9. Et si les comp\u00e9tences et les aptitudes constituent la nouvelle \u00ab monnaie d\u2019\u00e9change \u00bb en milieu de travail, nous avons besoin d\u2019approches communes pour comprendre comment les d\u00e9finir, les \u00e9valuer et les acqu\u00e9rir.<\/p>\n\n\n\n<p>Le rapport passe en revue les m\u00e9thodes actuelles utilis\u00e9es pour d\u00e9velopper des cadres de comp\u00e9tences et d\u2019aptitudes, en portant une attention particuli\u00e8re au cadre canadien sur les comp\u00e9tences essentielles. Il r\u00e9sume la recherche sur les d\u00e9finitions et les cadres; \u00e9value les niveaux de comp\u00e9tences essentielles au Canada; examine les demandes de r\u00e9forme du cadre canadien sur les comp\u00e9tences essentielles et avance d\u2019autres pistes de recherche pour appuyer ces efforts.<\/p>\n\n\n\n<p><strong>Pourquoi avons-nous besoin d\u2019un cadre de comp\u00e9tences?<\/strong><\/p>\n\n\n\n<p>Un cadre de comp\u00e9tences est un outil servant \u00e0 acqu\u00e9rir, \u00e0 classifier et \u00e0 reconna\u00eetre les comp\u00e9tences, les connaissances et les aptitudes. Il permet aux employeurs de cerner leurs besoins en comp\u00e9tences et d\u2019\u00e9valuer correctement le classement des candidats lors du recrutement. Un cadre bien con\u00e7u peut \u00e9galement fournir des renseignements pour les programmes des \u00e9tablissements d\u2019enseignement et de formation.<\/p>\n\n\n\n<p>Emploi et D\u00e9veloppement social Canada (EDSC) a r\u00e9cemment \u00e9labor\u00e9 une taxonomie des comp\u00e9tences et des aptitudes pour faciliter le dialogue pancanadien sur les comp\u00e9tences. Il s\u2019agit des descriptions et des d\u00e9finitions de 47 comp\u00e9tences et de 46 domaines de connaissances, compl\u00e9t\u00e9es par des attributs physiques et personnels. Cependant, le Canada ne poss\u00e8de pas encore de source de donn\u00e9es cr\u00e9dible qui permettrait de comprendre la composition et la distribution des comp\u00e9tences dans les diff\u00e9rents emplois et chez les diff\u00e9rents travailleurs. Relier la taxonomie des comp\u00e9tences et des aptitudes aux professions existant au Canada contribuera \u00e0 combler ce manque d\u2019information cruciale.<\/p>\n\n\n\n<p>Les donn\u00e9es disponibles offrent un \u00e9clairage utile sur la situation. Par exemple, le Canada accuse un retard en mati\u00e8re d\u2019\u00e9ducation des adultes et d\u2019alphab\u00e9tisation. Les Canadiens et Canadiennes passent \u00e9galement moins de temps en formation que les travailleurs d\u2019autres pays, ce qui s\u2019explique en partie par le manque d\u2019investissements des employeurs dans la formation en comp\u00e9tences essentielles. Selon le portrait g\u00e9n\u00e9ral dress\u00e9 par une \u00e9tude, le Canada se classe dans la moyenne quant au niveau d\u2019alphab\u00e9tisation; en dessous de la moyenne pour la num\u00e9ratie; et au-dessus de la moyenne en r\u00e9solution de probl\u00e8mes dans des environnements \u00e0 forte composante technologique. Une autre \u00e9tude a r\u00e9v\u00e9l\u00e9 qu\u2019il y a six fois plus de Canadiens et de Canadiennes poss\u00e9dant un niveau 2 en alphab\u00e9tisation qu\u2019il y a d\u2019emplois n\u00e9cessitant ce niveau. Par cons\u00e9quent, il y a des postes occup\u00e9s par des travailleurs qui ne poss\u00e8dent pas le niveau d\u2019alphab\u00e9tisation n\u00e9cessaire.<\/p>\n\n\n\n<p>Le Canada aurait acc\u00e8s \u00e0 une mine de renseignements pr\u00e9cieux s\u2019il faisait le suivi des neuf comp\u00e9tences de base du cadre sur les comp\u00e9tences essentielles d\u2019EDSC.
