			{"id":135364,"date":"2020-09-16T07:50:17","date_gmt":"2020-09-16T11:50:17","guid":{"rendered":"https:\/\/fsc-ccf.ca\/?post_type=research&#038;p=135364"},"modified":"2022-07-29T12:25:04","modified_gmt":"2022-07-29T16:25:04","slug":"sadapter-au-monde-du-travail-en-pleine-evolution-rapport-final-du-sondage-2020-sur-lemploi-et-les-competences","status":"publish","type":"research","link":"https:\/\/fsc-ccf.ca\/fr\/recherche\/sadapter-au-monde-du-travail-en-pleine-evolution-rapport-final-du-sondage-2020-sur-lemploi-et-les-competences\/","title":{"rendered":"S\u2019adapter au monde du travail en pleine \u00e9volution"},"content":{"rendered":"\n<p class=\"is-style-large-paragraph\">Le Sondage 2020 sur l\u2019emploi et les comp\u00e9tences examine les perspectives et les exp\u00e9riences de Canadiens et de Canadiennes en ce qui a trait \u00e0 l\u2019\u00e9ducation, aux comp\u00e9tences et \u00e0 l\u2019emploi, y compris leurs perceptions de la s\u00e9curit\u00e9 d\u2019emploi, l\u2019incidence des changements technologiques et l\u2019utilit\u00e9 de diff\u00e9rentes formes d\u2019acquisition de nouvelles comp\u00e9tences.<\/p>\n\n\n\n<p>Initiative d\u2019Environics Institute for Survey Research en partenariat avec le Centre des Comp\u00e9tences futures et le Diversity Institute de l\u2019Universit\u00e9 Ryerson, le sondage a \u00e9t\u00e9 r\u00e9alis\u00e9 aupr\u00e8s de 5 000 Canadiens et Canadiennes \u00e2g\u00e9s de 18 ans et plus dans toutes les r\u00e9gions du Canada entre le 28 f\u00e9vrier et le 4 avril 2020.&nbsp;<\/p>\n\n\n\n<p>Le sondage a commenc\u00e9 avant l\u2019\u00e9closion de la pand\u00e9mie de COVID-19 au Canada, \u00e0 un moment o\u00f9 le taux de ch\u00f4mage \u00e9tait relativement faible, mais pourtant dans un contexte de pr\u00e9occupations croissantes quant \u00e0 la nature changeante du travail, attribuable notamment \u00e0 des interruptions \u00e0 caract\u00e8re technologique, \u00e0 une ins\u00e9curit\u00e9 de travail grandissante et \u00e0 l\u2019\u00e9volution des exigences en mati\u00e8re de comp\u00e9tences. Le sondage r\u00e9v\u00e8le que les Canadiens et les Canadiennes tendent \u00e0 \u00e9valuer sous un jour favorable l\u2019incidence des changements technologiques ainsi que l\u2019utilit\u00e9 de la formation postsecondaire et de la formation ax\u00e9e sur des comp\u00e9tences qu\u2019ils ont re\u00e7ues. M\u00eame si moins d\u2019une personne sur dix \u00e9tait au ch\u00f4mage au moment du sondage, un taux suppl\u00e9mentaire de huit pour cent de la population active \u00e9tait en sous-emploi, \u00e0 savoir que ces personnes ne travaillaient qu\u2019\u00e0 temps partiel, car elles ne parvenaient pas \u00e0 trouver le travail \u00e0 temps plein qu\u2019elles pr\u00e9f\u00e9raient. Par ailleurs, 17 pour cent de la population active occupait des emplois temporaires, saisonniers ou occasionnels. Les personnes racialis\u00e9es sont deux fois plus enclines que celles qui s\u2019identifient comme blanches \u00e0 occuper un emploi temporaire plut\u00f4t qu\u2019un emploi permanent. Il en est de m\u00eame pour les immigrants nouvellement arriv\u00e9s comparativement aux personnes n\u00e9es au Canada de parents n\u00e9s au Canada. Une personne sur quatre a connu une p\u00e9riode de ch\u00f4mage au cours des douze derniers mois chez les personnes qui occupent un emploi; cette proportion est plus \u00e9lev\u00e9e chez les jeunes Canadiens et Canadiennes, les immigrants et les Canadiens et Canadiennes racialis\u00e9s.&nbsp;<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#ff00e4\"><em><strong>Incidence des nouvelles technologies de l\u2019information et informatiques<\/strong><\/em><\/p>\n\n\n\n<p>La plupart des Canadiens et des Canadiennes soutiennent que les nouvelles technologies de l\u2019information et informatiques ont eu pour effet de modifier leur fa\u00e7on de travailler. Dans son ensemble, cette \u00e9volution est per\u00e7ue comme plus positive que n\u00e9gative : la majorit\u00e9 des gens constatent que ces changements ont eu pour effet de rendre leur emploi plus agr\u00e9able et plus facile; et trois personnes sur dix d\u00e9clarent \u00eatre mieux r\u00e9mun\u00e9r\u00e9es et b\u00e9n\u00e9ficier d\u2019une plus grande s\u00e9curit\u00e9 en raison de ces changements. La minorit\u00e9 des gens sont les seuls \u00e0 dire que ces changements ont eu pour effet de rendre leur emploi mois agr\u00e9able, plus difficile, moins bien r\u00e9mun\u00e9r\u00e9 et moins s\u00e9curitaire. Malgr\u00e9 cette \u00e9valuation positive dans son ensemble, certaines donn\u00e9es montrent que les nouvelles technologies en milieu de travail peuvent avoir pour cons\u00e9quence l\u2019\u00e9largissement des \u00e9carts d\u00e9j\u00e0 existants. Par exemple, les hommes sont plus enclins que les femmes \u00e0 d\u00e9clarer que les changements issus des nouvelles technologies de l\u2019information et informatiques ont eu pour effet de rendre leur emploi mieux r\u00e9mun\u00e9r\u00e9; il en est de m\u00eame pour les personnes qui occupent des postes de direction comparativement aux personnes qui travaillent dans le secteur des ventes et de la vente au d\u00e9tail. En revanche, les Canadiens et les Canadiennes racialis\u00e9s sont plus enclins \u00e0 signaler des changements \u00e0 la fois positifs et n\u00e9gatifs attribuables aux nouvelles technologies de l\u2019information et informatiques en milieu de travail (et moins enclins \u00e0 ne constater aucun changement du tout). Cela souligne l\u2019importance de ne pas surg\u00e9n\u00e9raliser les exp\u00e9riences de diff\u00e9rents types de travailleurs, y compris les travailleurs qui appartiennent \u00e0 des groupes racialis\u00e9s, au Canada.<\/p>\n\n\n\n<p>Bien que les Canadiens et les Canadiennes soient peu nombreux \u00e0 estimer que les changements technologiques ont eu une incidence n\u00e9gative sur leur fa\u00e7on de travailler, la plupart d\u2019entre eux reconnaissent n\u00e9anmoins le lien \u00e9ventuel entre les changements technologiques et le ch\u00f4mage lorsqu\u2019ils sont interrog\u00e9s directement \u00e0 ce sujet. Cependant, les r\u00e9sultats tir\u00e9s d\u2019un sondage semblable effectu\u00e9 il y a 35 ans r\u00e9v\u00e8lent que cette association entre les nouvelles technologies et le ch\u00f4mage n\u2019a rien de nouveau. Lorsqu\u2019il est question des avantages plus larges associ\u00e9s aux nouvelles technologies, les Canadiens et les Canadiennes se sont montr\u00e9s plus sceptiques : depuis 1985, on a observ\u00e9 une baisse consid\u00e9rable du pourcentage de personnes qui font valoir que l\u2019int\u00e9gration de davantage d\u2019automatisation et de nouvelles technologies en milieu de travail se traduira par une \u00e9conomie canadienne plus vigoureuse, ou encore par des prix plus bas pour les consommateurs.<\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#ff00e4\"><em><strong>\u00c9ducation et formation<\/strong><\/em><\/p>\n\n\n\n<p>La majorit\u00e9 des dipl\u00f4m\u00e9s coll\u00e9giaux et universitaires des grands domaines d\u2019\u00e9tudes signalent que leur programme les avait bien pr\u00e9par\u00e9s aux emplois qu\u2019ils ont occup\u00e9s apr\u00e8s l\u2019obtention de leur dipl\u00f4me, quoique le pourcentage de dipl\u00f4m\u00e9s qui d\u00e9clarent avoir \u00e9t\u00e9 tr\u00e8s bien pr\u00e9par\u00e9s \u00e0 leurs emplois soit plus \u00e9lev\u00e9 chez les personnes ayant obtenu leur dipl\u00f4me avant 2000, plut\u00f4t qu\u2019\u00e0 partir de cette ann\u00e9e-l\u00e0. Les raisons les plus couramment cit\u00e9es par les personnes qui d\u00e9clarent ne pas avoir \u00e9t\u00e9 bien pr\u00e9par\u00e9es ou \u00e9t\u00e9 pr\u00e9par\u00e9es du tout au march\u00e9 du travail se rapportent \u00e0 l\u2019absence de concordance entre le programme et leur parcours professionnel, ou encore \u00e0 la p\u00e9nurie d\u2019emplois ou de possibilit\u00e9s dans leur domaine choisi; la deuxi\u00e8me s\u00e9rie de raisons les plus couramment cit\u00e9es concernent le manque d\u2019exp\u00e9rience pratique ou le fait que le programme soit trop acad\u00e9mique ou trop th\u00e9orique. Les \u00e9valuations des dipl\u00f4m\u00e9s quant \u00e0 la mesure dans laquelle leur programme d\u2019\u00e9tudes les avait bien pr\u00e9par\u00e9s au march\u00e9 du travail ont trait \u00e0 des r\u00e9sultats li\u00e9s \u00e0 l\u2019emploi plus positifs.&nbsp;<\/p>\n\n\n\n<p>Les membres de la population active qui ont termin\u00e9 leurs \u00e9tudes officielles sont nombreux \u00e0 avoir acc\u00e8s \u00e0 diff\u00e9rentes formes d\u2019acquisition de nouvelles comp\u00e9tences. Un cours d\u2019acquisition de nouvelles comp\u00e9tences offert par l\u2019employeur en est la forme la plus couramment observ\u00e9e : au cours des cinq derni\u00e8res ann\u00e9es, une personne sur deux a particip\u00e9 \u00e0 cette forme d\u2019acquisition de nouvelles comp\u00e9tences. Les personnes qui acc\u00e8dent \u00e0 des cours d\u2019acquisition de nouvelles comp\u00e9tences ont une perception tr\u00e8s positive de leur utilit\u00e9. Par la m\u00eame occasion, il existe des preuves laissant entendre que les travailleurs qui ont peut-\u00eatre le plus besoin de possibilit\u00e9s d\u2019acquisition de nouvelles comp\u00e9tences ou qui peuvent en b\u00e9n\u00e9ficier le plus sont en g\u00e9n\u00e9ral moins enclins \u00e0 y acc\u00e9der \u2013 il s\u2019agit notamment des personnes dont la s\u00e9curit\u00e9 d\u2019emploi est pr\u00e9caire ou qui sont au ch\u00f4mage.<\/p>\n\n\n\n<p>La d\u00e9marche d\u2019acquisition de nouvelles comp\u00e9tences professionnelles la plus couramment utilis\u00e9e par les Canadiens et les Canadiennes qui font partie de la population active consiste \u00e0 apprendre aupr\u00e8s de leurs coll\u00e8gues de travail sur le terrain. Cela sous-entend que le co\u00fbt de renonciation \u2013 en particulier la perte de revenus attribuable au temps pass\u00e9 hors de la population active \u2013 constitue un obstacle \u00e9ventuel \u00e0 une plus grande participation \u00e0 l\u2019acquisition de nouvelles comp\u00e9tences. Les gouvernements ont tent\u00e9 de s\u2019attaquer \u00e0 cet obstacle en accordant des subventions et des cr\u00e9dits d\u2019imp\u00f4t au titre de l\u2019acquisition de nouvelles comp\u00e9tences. Le sondage montre qu\u2019\u00e0 l\u2019heure actuelle, seuls deux Canadiens ou Canadiennes sur cinq (\u00e0 l\u2019exclusion des personnes retrait\u00e9es) croient avoir des chances de b\u00e9n\u00e9ficier d\u2019une subvention aupr\u00e8s du gouvernement comme moyen d\u2019aider \u00e0 d\u00e9frayer les frais de formation, de sorte \u00e0 leur permettre de rehausser leurs comp\u00e9tences professionnelles; un pourcentage l\u00e9g\u00e8rement plus \u00e9lev\u00e9 de Canadiens et de Canadiennes estiment qu\u2019il est peu probable que cela se concr\u00e9tise.&nbsp;<\/p>\n\n\n\n<p>Enfin, lorsque les Canadiens et les Canadiennes pensent \u00e0 ce qu\u2019il faut pour r\u00e9ussir dans le milieu de travail moderne, ils ont en t\u00eate un grand \u00e9ventail de comp\u00e9tences qui vont au-del\u00e0 du savoir-faire technique. Cela t\u00e9moigne de la nature contemporaine du travail, qui demande \u2013 quelle que soit la profession \u2013 du travail d\u2019\u00e9quipe ainsi que l\u2019application de comp\u00e9tences de
