Il nous faut reconna\u00eetre l&#8217;incidence des pr\u00e9jug\u00e9s, de la discrimination, et des obstacles syst\u00e9miques dans le syst\u00e8me d&#8217;emploi. Les d\u00e9cideurs politiques canadiens se sont efforc\u00e9s d\u2019instaurer l&#8217;\u00e9galit\u00e9 des chances, mais les programmes accusent un progr\u00e8s tr\u00e8s restreint, notamment pour les immigrants, les personnes racialis\u00e9es, et tout particuli\u00e8rement les femmes issues de ces deux groupes, qui sont les plus exclues des salaires \u00e9lev\u00e9s et des postes de pouvoir. Dans ce cinqui\u00e8me rapport sur les Comp\u00e9tences de l&#8217;avenir, Ng et Gagnon mettent en lumi\u00e8re certaines contradictions apparentes des pratiques d&#8217;embauche au Canada et r\u00e9v\u00e8lent des possibilit\u00e9s prometteuses d\u00e9coulant de recherches sur le march\u00e9 du travail.<\/p>\n\n\n\n<div class=\"buttons-block bucket-block__items three-up\">\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">1<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>La p\u00e9nalit\u00e9 en termes de pouvoir et de revenus est plus \u00e9lev\u00e9e pour les femmes racialis\u00e9es. Une \u00e9tude indique que, dans les r\u00f4les de leadership g\u00e9n\u00e9ral de l&#8217;agglom\u00e9ration du Grand Toronto, les femmes blanches sont 17 fois plus nombreuses que les femmes racialis\u00e9es. Globalement, les femmes racialis\u00e9es repr\u00e9sentent seulement 6,4 pour cent des effectifs de direction, bien qu&#8217;elles repr\u00e9sentent 10,5 pour cent de l&#8217;ensemble des effectifs.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">2<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>Le gouvernement canadien accepte de plus en plus d&#8217;immigrants dipl\u00f4m\u00e9s. Toutefois, certaines \u00e9tudes indiquent qu&#8217;au Canada, de nombreux employeurs recherchent des travailleurs moins comp\u00e9tents, et que ce sont les politiques ax\u00e9es sur les immigrants comp\u00e9tents et exp\u00e9riment\u00e9s elles-m\u00eames qui ont entra\u00een\u00e9 une sous-utilisation des comp\u00e9tences des immigrants hautement qualifi\u00e9s.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div><div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">3<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>L&#8217;entrepreneuriat semble attirer les immigrants et leur taux de r\u00e9ussite y est plus \u00e9lev\u00e9 \u2013 cette solution ne convient cependant pas \u00e0 tout le monde.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n\n\n\n<figure class=\"wp-block-image size-inline-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"512\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2020\/01\/skills-next-5-1024x512.jpg\" alt=\"teamwork: technician explains a work tool to a young woman in a workshop\" class=\"wp-image-12020\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">R\u00e9sum\u00e9<strong> <\/strong>:<\/h2>\n\n\n\n<p>Le Canada fait face \u00e0 une p\u00e9nurie de main-d\u2019\u0153uvre en raison de la baisse du taux de natalit\u00e9 et du vieillissement de la population, pourtant de nombreux Canadiens et Canadiennes peinent \u00e0 trouver un emploi et sont sous-employ\u00e9s par rapport \u00e0 leur niveau de scolarit\u00e9 et \u00e0 leur exp\u00e9rience professionnelle. Le pr\u00e9sent rapport r\u00e9sume les donn\u00e9es actuelles sur les r\u00e9sultats en mati\u00e8re d\u2019emploi des Canadiens et Canadiennes racialis\u00e9s et des immigrants r\u00e9cemment arriv\u00e9s au Canada, examine les \u00e9crits qui cherchent \u00e0 expliquer ces \u00e9carts et analyse les \u00e9tudes sur les programmes et les politiques con\u00e7us pour combler ces \u00e9carts \u2013 notamment dans les domaines de l\u2019\u00e9tablissement et de la transition. Bien que l\u2019on en sache beaucoup sur le probl\u00e8me lui-m\u00eame, les solutions apport\u00e9es jusqu\u2019\u00e0 pr\u00e9sent sont fragmentaires.&nbsp;<\/p>\n\n\n\n<p>Malgr\u00e9 des ann\u00e9es d\u2019initiatives en mati\u00e8re de politiques et de programmes des gouvernements et d\u2019autres fournisseurs de services, les r\u00e9sultats en mati\u00e8re d\u2019emploi des Canadiens et Canadiennes racialis\u00e9s, y compris les immigrants racialis\u00e9s, continuent d\u2019\u00eatre inf\u00e9rieurs \u00e0 ceux des travailleurs non racialis\u00e9s. Selon les donn\u00e9es du Recensement de 2016 et du Programme l\u00e9gif\u00e9r\u00e9 d\u2019\u00e9quit\u00e9 en mati\u00e8re d\u2019emploi (PL\u00c9ME), nous constatons que les minorit\u00e9s racialis\u00e9es et les immigrants connaissent collectivement un taux de ch\u00f4mage et de sous-emploi plus \u00e9lev\u00e9, et que les r\u00e9sultats des immigrantes sont moins bons que ceux des immigrants.&nbsp;<\/p>\n\n\n\n<p>G\u00e9n\u00e9ralement, les travailleurs racialis\u00e9s et les immigrants sont employ\u00e9s dans des secteurs et des professions moins bien r\u00e9mun\u00e9r\u00e9s. Les immigrants d\u2019Asie, d\u2019Afrique, d\u2019Am\u00e9rique latine et du Moyen-Orient s\u2019en sortent moins bien que les travailleurs n\u00e9s au Canada, tandis que les immigrants d\u2019Europe s\u2019en sortent mieux que les immigrants non europ\u00e9ens. La d\u00e9valuation des dipl\u00f4mes \u00e9trangers, les comp\u00e9tences linguistiques et la perception de l\u2019ad\u00e9quation avec le milieu de travail canadien continuent d\u2019\u00eatre des obstacles \u00e0 l\u2019int\u00e9gration des immigrants dans le march\u00e9 du travail. Les probl\u00e8mes auxquels font face les immigrants sont aggrav\u00e9s lorsque l\u2019on tient compte des influences des technologies perturbatrices sur le travail.&nbsp;<\/p>\n\n\n\n<p>On s\u2019attend \u00e0 ce que l\u2019automatisation transforme bon nombre des secteurs d\u2019activit\u00e9 \u00e0 forte concentration de minorit\u00e9s raciales et de travailleurs immigrants. Par cons\u00e9quent, ces personnes sont plus vuln\u00e9rables au d\u00e9placement dans l\u2019avenir. De plus, le sous-emploi persistant laisse entrevoir une d\u00e9connexion potentielle importante : les employeurs \u00e9valuent incorrectement les dipl\u00f4mes \u00e9trangers, ou il est n\u00e9cessaire de mettre \u00e0 niveau les comp\u00e9tences pour qu\u2019elles correspondent mieux \u00e0 celles exig\u00e9es par les employeurs canadiens.<\/p>\n\n\n\n<p>Bien qu\u2019il soit probable que les immigrants et les minorit\u00e9s racialis\u00e9es continuent \u00e0 se heurter \u00e0 des barri\u00e8res, les facteurs associ\u00e9s \u00e0 la nature changeante du travail accentueront la n\u00e9cessit\u00e9 de rem\u00e9dier \u00e0 l\u2019inad\u00e9quation des comp\u00e9tences entre les membres de ces groupes de population et les professions qu\u2019ils exercent. Notre examen montre qu\u2019une \u00e9valuation plus importante et de meilleure qualit\u00e9, ainsi qu\u2019une attention renouvel\u00e9e et une action concert\u00e9e entre les parties prenantes, sont n\u00e9cessaires pour rem\u00e9dier \u00e0 l\u2019inad\u00e9quation des qualifications professionnelles, pour mieux faire conna\u00eetre les mesures de soutien existantes et pour \u00e9viter le d\u00e9placement et d\u2019autres in\u00e9galit\u00e9s parmi ces groupes. Le travail ind\u00e9pendant et l\u2019entrepreneuriat, par exemple, repr\u00e9sentent des voies de rechange pour accro\u00eetre la mobilit\u00e9 socio\u00e9conomique des immigrants et des minorit\u00e9s racialis\u00e9es. Toutefois, il faut sensibiliser davantage les immigrants \u00e0 l\u2019existence des mesures de soutien \u00e0 l\u2019entrepreneuriat. De m\u00eame, les politiques d\u2019\u00e9quit\u00e9 en mati\u00e8re d\u2019emploi sont actuellement trop limit\u00e9es pour entra\u00eener des changements syst\u00e9miques plus vastes, bien qu\u2019elles aient \u00e9t\u00e9 utiles pour la sensibilisation et pour l\u2019\u00e9limination de certaines barri\u00e8res auxquelles se heurtaient les femmes et les minorit\u00e9s racialis\u00e9es dans certains secteurs r\u00e9glement\u00e9s.
