Dans ce rapport, Mme Shortt, M. Robson et Mme Sabat expliquent que le Canada n\u2019a pas vraiment de syst\u00e8me pour diff\u00e9rencier un emploi en technologie d\u2019un emploi ordinaire et explorent comment le fait d\u2019avoir des d\u00e9finitions communes des comp\u00e9tences num\u00e9riques et des carri\u00e8res en informatique serait, pour les d\u00e9cideurs politiques et les employeurs, la cl\u00e9 permettant de combler les lacunes relatives aux comp\u00e9tences num\u00e9riques.<\/p>\n\n\n\n<p class=\"has-text-align-right\"><a href=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2020\/01\/ComblerLeD\u00e9ficitDeComp\u00e9tencesNum\u00e9riques-FPP-JAN20.pdf\" class=\"btn\">T\u00e9l\u00e9chargez le rapport<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Points importants<\/h2>\n\n\n\n<p class=\"is-style-default\">Il est \u00e9vident que les lacunes en mati\u00e8re de comp\u00e9tences num\u00e9riques sont r\u00e9elles dans la mesure o\u00f9 il y a un v\u00e9ritable manque de candidats poss\u00e9dant les comp\u00e9tences dont certains employeurs ont besoin. Cela dit, il n\u2019existe gu\u00e8re de consensus sur les comp\u00e9tences et les connaissances dont le manque contribue \u00e0 ces lacunes ni sur la mani\u00e8re d\u2019am\u00e9liorer la situation. Pour \u00e9laborer de bonnes politiques visant \u00e0 r\u00e9gler ce probl\u00e8me, il est n\u00e9cessaire de d\u00e9finir les postes et les comp\u00e9tences de fa\u00e7on claire et uniforme ainsi que d\u2019innover en mati\u00e8re de programmes de perfectionnement, et de changer la mani\u00e8re dont les employeurs recrutent leur personnel, notamment en tenant davantage compte des femmes et des immigrants qualifi\u00e9s qu\u2019ils ne le font actuellement. <\/p>\n\n\n\n<div class=\"buttons-block bucket-block__items two-up\">\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">1<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>Le langage utilis\u00e9 par le Canada pour d\u00e9crire les professions sur le march\u00e9 du travail laisse de c\u00f4t\u00e9 ou confond de nombreux emplois, comp\u00e9tences et outils du domaine num\u00e9rique. Cela pourrait freiner la croissance \u00e9conomique et l\u2019innovation au pays. Il est difficile d\u2019embaucher les bonnes personnes sans convenir d\u2019une d\u00e9finition des comp\u00e9tences num\u00e9riques.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">2<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>Le sous-emploi des immigrants qualifi\u00e9s (sans parler de la sous-repr\u00e9sentation des femmes et d\u2019autres groupes) dans le secteur des TIC donne \u00e0 penser que les politiques et les pratiques de recrutement et de r\u00e9tention des m\u00eames entreprises qui d\u00e9plorent ces lacunes pourraient contribuer au probl\u00e8me.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div><div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">3<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>It&#8217;s difficult to agree on what the digital skills gaps mean and how to solve them, since everyone uses overlapping definitions of skills, competencies, and knowledge.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n\n\n\n<figure class=\"wp-block-image size-inline-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"512\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2020\/01\/skills4-add-1024x512.jpg\" alt=\"\" class=\"wp-image-11915\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">R\u00e9sum\u00e9<\/h2>\n\n\n\n<p>Les comp\u00e9tences num\u00e9riques sont de plus en plus recherch\u00e9es dans de nombreux secteurs. Selon de r\u00e9cents rapports sectoriels, une p\u00e9nurie de main-d\u2019\u0153uvre qualifi\u00e9e dans le domaine des technologies de l\u2019information et des communications (TIC) freine la croissance des entreprises innovatrices dans le monde entier. Certains soutiennent qu\u2019au Canada, ce d\u00e9fi mondial est exacerb\u00e9 par la tendance historique des entreprises canadiennes \u00e0 adopter les nouvelles technologies \u00e0 une vitesse plus lente que la moyenne \u2013 une h\u00e9sitation qui, selon plusieurs, r\u00e9sulte elle-m\u00eame de p\u00e9nuries ant\u00e9rieures de travailleurs qualifi\u00e9s en technologie.  <\/p>\n\n\n\n<p>Bien que les origines et l\u2019ampleur du \u00ab d\u00e9ficit de comp\u00e9tences num\u00e9riques \u00bb ne fassent pas l\u2019unanimit\u00e9, le pr\u00e9sent rapport soutient que ce d\u00e9ficit est bien r\u00e9el, dans la mesure o\u00f9 il d\u00e9signe un manque de candidats poss\u00e9dant les comp\u00e9tences requises par des employeurs pr\u00e9cis. Toutefois, il faut comprendre que ses causes peuvent \u00eatre plus complexes qu\u2019on ne le pense habituellement. Par exemple, le sous-emploi des immigrants qualifi\u00e9s et la sous-repr\u00e9sentation des femmes et d\u2019autres groupes dans l\u2019industrie des TIC donnent \u00e0 penser que les politiques et les pratiques de recrutement et de maintien en poste des entreprises m\u00eames qui se plaignent de ce d\u00e9ficit peuvent contribuer au probl\u00e8me. <\/p>\n\n\n\n<p>Bien que les voies qui d\u00e9bouchent sur les \u00ab carri\u00e8res num\u00e9riques \u00bb soient nombreuses, il faut, pour y acc\u00e9der et d\u00e9finir ces r\u00f4les, innover en mati\u00e8re de d\u00e9veloppement des comp\u00e9tences et d\u2019approches. Or, un examen des cadres de comp\u00e9tences num\u00e9riques les plus pertinents montre qu\u2019il existe peu de compr\u00e9hension globale des comp\u00e9tences ou des connaissances r\u00e9elles qui contribuent au d\u00e9ficit de comp\u00e9tences; peu de compr\u00e9hension globale des aspects de l\u2019apprentissage et de la formation n\u00e9cessaires pour le r\u00e9duire; des distinctions confuses entre les domaines de connaissances, les aptitudes, les comp\u00e9tences et les outils n\u00e9cessaires \u00e0 l\u2019apprentissage ou au travail du XXIe si\u00e8cle; et une tr\u00e8s faible d\u00e9termination des niveaux de comp\u00e9tences.<\/p>\n\n\n\n<p>Au Canada, le syst\u00e8me de la Classification nationale des professions (CNP) fournit une nomenclature normalis\u00e9e pour d\u00e9crire les professions sur le march\u00e9 du travail canadien. Mais dans ce syst\u00e8me, comme dans d\u2019autres, il y a souvent confusion entre un travail, les comp\u00e9tences et les aptitudes n\u00e9cessaires pour \u00eatre efficace dans ce travail, et les outils et techniques particuliers requis dans le cadre de ce travail. De plus, l\u2019utilit\u00e9 de la CNP est aussi quelque peu limit\u00e9e dans le contexte des comp\u00e9tences num\u00e9riques, car elle n\u2019a pas suivi le rythme de l\u2019\u00e9mergence des professions ax\u00e9es sur la technologie, comme celle d\u2019ing\u00e9nieur en infonuagique, et elle n\u2019a pas non plus \u00e9labor\u00e9 une fa\u00e7on claire d\u2019inclure les r\u00f4les hybrides.<\/p>\n\n\n\n<p>Pour ouvrir de nouvelles voies vers l\u2019acquisition de comp\u00e9tences num\u00e9riques, particuli\u00e8rement pour les personnes actuellement sous-repr\u00e9sent\u00e9es, il faudra mieux comprendre le d\u00e9ploiement, la surveillance et l\u2019\u00e9valuation des nouvelles approches en mati\u00e8re de d\u00e9termination et d\u2019acquisition des comp\u00e9tences num\u00e9riques, et en mati\u00e8re d\u2019emploi. Des d\u00e9finitions et des approches standard doivent \u00eatre \u00e9labor\u00e9es, \u00e9tablies et soutenues. Nous avons besoin de meilleures \u00e9tudes de cas pour appr\u00e9cier les effets des approches innovantes de d\u00e9veloppement et de recrutement des talents num\u00e9riques, y compris les pratiques de formation et de recrutement inclusives, le r\u00e9examen des dipl\u00f4mes et des m\u00e9thodes d\u2019\u00e9valuation et de nouvelles formes de formation et de perfectionnement.
