Le pr\u00e9sent rapport, de l&#8217;\u00e9conomiste Jim Stanford, examine les hypoth\u00e8ses qui sous-tendent ces discours populaires et trouve quelles rel\u00e8ve d&#8217;une mauvaise interpr\u00e9tation de l&#8217;\u00e9conomie, de l&#8217;histoire des relations du travail, la technologie et les relations entre employeurs et travailleurs. Il nous rappelle que notre temps de rupture refl\u00e8tent nos choix du pass\u00e9, plut\u00f4t que la marche en avant in\u00e9vitable de la technologie, et la cr\u00e9ation de meilleurs emplois est \u00e9galement entre nos mains.<\/p>\n\n\n\n<div class=\"buttons-block bucket-block__items two-up\">\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">1<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>Jim Stanford \u00e9tablit un lien entre la faiblesse de l\u2019investissement des entreprises en termes de mat\u00e9riel et de formation professionnelle, et la diminution de moiti\u00e9 de la croissance de la productivit\u00e9 dans les pays de l\u2019OCDE.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n\t<div class=\"bucket-block__item bucket-item \">\n\t\t<div class=\"bucket-item__number\">2<\/div>\n\t\t<div class=\"bucket-item__content\">\n\t\t\t<div class=\"bucket-item__text\">\n\t\t\t\t<p>Les perturbations de la relation entre employeurs et travailleurs \u2013 telles que l\u2019\u00e9conomie des petits boulots \u2013 refl\u00e8tent nos choix du pass\u00e9, plut\u00f4t que la marche en avant in\u00e9vitable de la technologie, et la cr\u00e9ation de meilleurs emplois est \u00e9galement entre nos mains.<\/p>\n\t\t\t<\/div>\n\t\t<\/div>\n\t<\/div>\n<\/div>\n\n\n\n<figure class=\"wp-block-image size-inline-image\"><img decoding=\"async\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2020\/01\/SN-Thinking-Twice-About-Technology.jpg\" alt=\"\" class=\"wp-image-11648\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">R\u00e9sum\u00e9<\/h2>\n\n\n\n<p>G\u00e9n\u00e9ralement, il est tenu pour acquis que le monde du travail est transform\u00e9 fondamentalement par la force irr\u00e9sistible et tectonique de la technologie. L\u2019automatisation et l\u2019intelligence artificielle feront dispara\u00eetre certains emplois, mais en cr\u00e9eront d\u2019autres. Les mod\u00e8les d\u2019entreprise num\u00e9ris\u00e9s et les plateformes de travail \u00e0 la demande rendront les emplois pr\u00e9caires. Les gains consid\u00e9rables en productivit\u00e9 pourraient g\u00e9n\u00e9rer une abondance de temps libre \u2013 ou engendrer un monde d\u2019ateliers de mis\u00e8re num\u00e9riques.<\/p>\n\n\n\n<p>Certains observateurs sont optimistes quant aux retomb\u00e9es \u00e9conomiques et sociales de ces changements. D\u2019autres craignent un monde plus effrayant et plus polaris\u00e9 dans lequel une petite \u00e9lite rafle les avantages de la nouvelle technologie pendant que le reste de la soci\u00e9t\u00e9 croupit dans le ch\u00f4mage et la pr\u00e9carit\u00e9 g\u00e9n\u00e9ralis\u00e9s. Mais de toute fa\u00e7on, on tient pour acquis que le moteur du changement est la technologie elle-m\u00eame. Et comme les luddites l\u2019ont appris il y a deux si\u00e8cles, on ne peut pas arr\u00eater la technologie.<\/p>\n\n\n\n<p>Le pr\u00e9sent rapport examine les hypoth\u00e8ses qui sous-tendent ces discours populaires sur la technologie et l\u2019avenir du travail, dans uneoptique historique compr\u00e9hensive s&#8217;int\u00e9ressantaux relations entre la technologie et le travail. Ces pressions et perturbations que subissent les march\u00e9s du travail sont-elles r\u00e9ellement sans pr\u00e9c\u00e9dent, ou les avons-nous d\u00e9j\u00e0 connues par le pass\u00e9? Mesur\u00e9 en termes \u00e9conomiques, le changement technologique s\u2019est-il d\u2019ailleurs acc\u00e9l\u00e9r\u00e9? Par-dessus tout, la technologie est-elle le moteur de ces changements \u2013 ou y a-t-il un facteur ou un choix humains souvent n\u00e9glig\u00e9s dans les visions utopique et dystopique de l\u2019avenir de la haute technologie?<\/p>\n\n\n\n<p>Le rapport conclut qu\u2019il est improductif pour les parties prenantes du march\u00e9 du travail \u2013 travailleurs, employeurs et d\u00e9cideurs politiques \u2013 d\u2019accepter que ces changements historiques sont d\u00e9termin\u00e9s par la technologie, et donc in\u00e9vitables. La technologie n\u2019est en soi ni exog\u00e8ne, ni neutre : les trajectoires de l\u2019innovation refl\u00e8tent toujours les priorit\u00e9s et les int\u00e9r\u00eats de ceux qui la financent. D\u2019ailleurs, le choix et le facteur humains sont encore plus \u00e0 l\u2019\u0153uvre lorsqu\u2019il s\u2019agit de d\u00e9terminer les lieux o\u00f9 la technologie est appliqu\u00e9e, la mani\u00e8re dont elle l\u2019est ainsi que la mani\u00e8re dont ses co\u00fbts et ses b\u00e9n\u00e9fices sont partag\u00e9s. Supposer que la technologie est le moteur de l\u2019ensemble du processus de changement et qu\u2019elle \u00e9chappe \u00e0 notre contr\u00f4le peut amener les parties prenantes et les d\u00e9cideurs politiques \u00e0 \u00eatre passifs et complaisants. Ainsi, le changement est improvis\u00e9, fragment\u00e9 et chaotique, les possibilit\u00e9s de pr\u00e9paration et de coordination efficaces sont abandonn\u00e9es, et les perspectives relatives \u00e0 un avenir de haute technologie plus inclusif et plus participatif sont g\u00e2ch\u00e9es.<\/p>\n\n\n\n<p>Pour remettre en question cette approche souvent fataliste, le pr\u00e9sent rapport soutient que ces hypoth\u00e8ses populaires sur l\u2019avenir du travail sont sans fondement. Plus pr\u00e9cis\u00e9ment :<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>La technologie ne remplace pas le travail, et ne saurait, en effet, remplacer le travail au sens g\u00e9n\u00e9ral. <\/li><li> L\u2019\u00ab \u00e9conomie des petits boulots \u00bb n\u2019est pas une nouveaut\u00e9 cr\u00e9\u00e9e par la technologie, mais plut\u00f4t une appellation nouvelle de relations de travail pr\u00e9caires qui existent depuis longtemps.<\/li><li> La technologie est utilis\u00e9e tant pour modifier les rapports de force dans les milieux de travail que pour changer la nature de la production elle-m\u00eame.<\/li><li> Les nouvelles technologies sont d\u00e9ploy\u00e9es dans l\u2019\u00e9conomie du monde r\u00e9el plus lentement qu&#8217;on ne le suppose souvent.<\/li><li> Des \u00e9tudes et une formation professionnelle suppl\u00e9mentaires, bien que souhaitables, ne suffiront pas pour s\u2019adapter efficacement au changement.<\/li><\/ul>\n\n\n\n<p>En fin de compte, les travailleurs font face \u00e0 des probl\u00e8mes plus urgents que les licenciements dus \u00e0 la technologie future. Ils sont d\u00e9j\u00e0 confront\u00e9s \u00e0 la pr\u00e9carit\u00e9 g\u00e9n\u00e9ralis\u00e9e ainsi qu\u2019aux revenus stagnants et de plus en plus in\u00e9gaux, et manquent d\u2019occasions de faire entendre leur voix dans leur vie professionnelle. Ces d\u00e9fis, qui ne peuvent pas \u00eatre relev\u00e9s par les forces du march\u00e9, exigent des r\u00e9ponses rapides et efficaces de la part des d\u00e9cideurs politiques et des autres parties prenantes du march\u00e9 de travail.
