Mme Braham et M. Tobin expliquent quels changements fondamentaux sont requis dans le secteur public, le secteur priv\u00e9 et le milieu universitaire. Pour que leurs d\u00e9cisions soient bien \u00e9clair\u00e9es, une information exacte, opportune et pertinente est n\u00e9cessaire. Toutefois, les d\u00e9veloppements r\u00e9cents (y compris l\u2019\u00e9volution technologique) ont cr\u00e9\u00e9 des lacunes en mati\u00e8re d\u2019information dans le domaine des comp\u00e9tences et des exigences relatives aux comp\u00e9tences pour les emplois. M\u00eame les comp\u00e9tences exig\u00e9es pour de nombreux emplois traditionnels sont en train de changer, et les employeurs signalent des difficult\u00e9s \u00e0 trouver des travailleurs poss\u00e9dant les comp\u00e9tences requises pour occuper les postes vacants \u2013 tant dans les anciens secteurs que dans les nouveaux. De m\u00eame, les travailleurs ont du mal \u00e0 comprendre les comp\u00e9tences changeantes requises pour les emplois et souvent, ils ne poss\u00e8dent pas les outils ni les connaissances n\u00e9cessaires pour satisfaire \u00e0 ces nouvelles exigences. Comment les travailleurs et les employeurs comprennent-ils ce march\u00e9 du travail, qui est de plus en plus r\u00e9gi par la loi de l\u2019offre et de la demande de comp\u00e9tences plut\u00f4t que par la qualification des dipl\u00f4m\u00e9s?<\/p>\n\n\n\n<p>Selon la plupart des mesures, l\u2019\u00e9conomie et le march\u00e9 du travail du Canada se portent bien, mais pour continuer \u00e0 stimuler la prosp\u00e9rit\u00e9 et accro\u00eetre les possibilit\u00e9s \u00e9conomiques, les d\u00e9cideurs politiques et les employeurs devront d\u00e9terminer et mieux d\u00e9crire les comp\u00e9tences n\u00e9cessaires dans ce monde du travail dynamique. Bref, une architecture informationnelle plus robuste et plus perspicace autour des comp\u00e9tences s\u2019impose.<\/p>\n\n\n\n<p>Il faut am\u00e9liorer la clart\u00e9 des d\u00e9finitions et la mesure des comp\u00e9tences et faciliter l\u2019acc\u00e8s \u00e0 l\u2019information sur les comp\u00e9tences demand\u00e9es aujourd\u2019hui et celles qui devraient \u00eatre recherch\u00e9es demain. Autrement, les chercheurs, les d\u00e9cideurs politiques et d\u2019autres personnes ne peuvent pas d\u00e9finir ni mesurer les enjeux li\u00e9s aux comp\u00e9tences sur le march\u00e9 du travail.<\/p>\n\n\n\n<p>Pourtant, la taxonomie \u00e0 elle seule ne suffit pas. Pour que les travailleurs prosp\u00e8rent et que les employeurs trouvent des talents, la taxonomie des comp\u00e9tences doit \u00eatre reli\u00e9e aux professions par le biais de la classification nationale des professions. Si les comp\u00e9tences et les emplois peuvent \u00eatre mis en correspondance de cette fa\u00e7on, il sera possible de mieux comprendre les caract\u00e9ristiques des travailleurs et des emplois.<\/p>\n\n\n\n<p>\u00c0 partir de l\u00e0, toutes les approches possibles, y compris les nouvelles techniques de collecte des donn\u00e9es massives, devraient \u00eatre \u00e9valu\u00e9es et utilis\u00e9es pour mesurer les besoins en comp\u00e9tences du march\u00e9 du travail. Emploi et D\u00e9veloppement social Canada et Statistique Canada devraient g\u00e9rer cette taxonomie et cette mise en correspondance pour en assurer la cr\u00e9dibilit\u00e9, la rigueur et l\u2019int\u00e9grit\u00e9, car ces minist\u00e8res f\u00e9d\u00e9raux poss\u00e8dent les connaissances et l\u2019infrastructure statistique n\u00e9cessaires pour r\u00e9aliser ce travail.<\/p>\n\n\n\n<p>Le succ\u00e8s \u00e9conomique continu du Canada repose sur sa capacit\u00e9 \u00e0 am\u00e9liorer les politiques et les programmes li\u00e9s aux comp\u00e9tences. En particulier, il faut am\u00e9liorer l\u2019information sur les comp\u00e9tences et les besoins de formation des employeurs et des travailleurs, ce qui aidera notamment les \u00e9tablissements d\u2019enseignement et autres prestataires de services de formation \u00e0 se pr\u00e9parer et \u00e0 mieux aider les travailleurs \u00e0 naviguer dans le monde du travail changeant.
