Sommaire<\/h3>\n\n\n\n<p class=\"has-black-color has-text-color\">Les administrations municipales sont des employeurs de premier plan qui fa\u00e7onnent les communaut\u00e9s qu\u2019elles desservent. Pourtant, peu de recherches ont examin\u00e9 la mani\u00e8re dont elles int\u00e8grent l\u2019\u00e9quit\u00e9, la diversit\u00e9, l\u2019inclusion et la r\u00e9conciliation (\u00c9DIR), ou les leviers qu\u2019elles utilisent pour influencer les pratiques locales. Les approches varient grandement selon la situation g\u00e9ographique, la taille de la population, le contexte socio\u00e9conomique et le profil d\u00e9mographique. Les grandes agglom\u00e9rations urbaines font face \u00e0 des enjeux diff\u00e9rents de ceux des petites localit\u00e9s, en particulier en milieu rural et \u00e9loign\u00e9. Dans ces r\u00e9gions, les municipalit\u00e9s sont souvent confront\u00e9es \u00e0 l\u2019exode des jeunes, \u00e0 des lacunes en mati\u00e8re d\u2019infrastructures et de services, \u00e0 un manque de ressources financi\u00e8res et humaines, ainsi qu\u2019\u00e0 des interactions limit\u00e9es entre les diff\u00e9rents groupes d\u2019identit\u00e9.&nbsp;<\/p>\n\n\n\n<p>Cr\u00e9\u00e9e sous l\u2019impulsion de la Ville de Kingston, en collaboration avec l\u2019Institut de la diversit\u00e9 et avec le soutien du Centre des Comp\u00e9tences futures, la Plateforme municipale d\u2019\u00e9change sur l\u2019\u00e9quit\u00e9, la diversit\u00e9, l\u2019inclusion et la r\u00e9conciliation (\u00c9DIR) a pour but d\u2019offrir aux municipalit\u00e9s un espace centralis\u00e9 afin de renforcer leur capacit\u00e9 locale \u00e0 faire progresser ces initiatives. En collaboration avec une communaut\u00e9 de pratique regroupant 66&nbsp;municipalit\u00e9s, ce projet a permis de cerner les besoins des utilisateurs et de concevoir un prototype de plateforme de ressources partag\u00e9es visant \u00e0 soutenir les strat\u00e9gies \u00c9DIR, ind\u00e9pendamment de la taille ou du stade de d\u00e9veloppement de ces collectivit\u00e9s.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Les consultations ont r\u00e9v\u00e9l\u00e9 que les municipalit\u00e9s se heurtent \u00e0 plusieurs d\u00e9fis persistants pour faire progresser l\u2019\u00c9DIR, notamment l\u2019insuffisance des donn\u00e9es, la raret\u00e9 des ressources, le manque d\u2019engagement et de priorisation de ces enjeux, ainsi que les difficult\u00e9s \u00e0 assurer une repr\u00e9sentation diversifi\u00e9e au sein de la direction et du personnel. Faisant \u00e9cho aux conclusions de l\u2019analyse documentaire, les participants ont \u00e9galement soulign\u00e9 le morcellement des ressources, dont bon nombre manquent d\u2019adaptabilit\u00e9 \u00e0 diff\u00e9rents contextes.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Ainsi, le choix du contenu tout comme la configuration de la plateforme ont \u00e9t\u00e9 dict\u00e9s par un imp\u00e9ratif de pertinence pour l\u2019ensemble des municipalit\u00e9s. Cette approche s\u2019est av\u00e9r\u00e9e fructueuse, les commentaires des municipalit\u00e9s et des parties prenantes t\u00e9moignant d\u2019un niveau de satisfaction \u00e9lev\u00e9 \u00e0 l\u2019\u00e9gard de la plateforme. En particulier, les petites municipalit\u00e9s y ont trouv\u00e9 des orientations pratiques pour surmonter leurs contraintes de ressources, tandis que les plus grandes ont salu\u00e9 les perspectives offertes sur la mani\u00e8re dont les petites collectivit\u00e9s font progresser l\u2019\u00c9DIR malgr\u00e9 des moyens limit\u00e9s.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">\u00c0 ce jour, 144\u00a0participants repr\u00e9sentant 66\u00a0municipalit\u00e9s ont pris part aux consultations, soulignant le besoin d\u2019un carrefour centralis\u00e9 de l\u2019\u00e9quit\u00e9, la diversit\u00e9, l\u2019inclusion et la r\u00e9conciliation. Un tel espace permettrait d\u2019offrir des ressources accessibles et adapt\u00e9es afin de mieux s\u2019orienter dans le paysage morcel\u00e9 des cadres de r\u00e9f\u00e9rence et des outils existants.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les municipalit\u00e9s ont fait \u00e9tat de d\u00e9fis persistants, notamment l\u2019insuffisance de donn\u00e9es propres aux administrations et aux organisations, des ressources et des financements limit\u00e9s, une adh\u00e9sion in\u00e9gale aux projets, le manque de priorisation de l\u2019\u00e9quit\u00e9 et la r\u00e9conciliation, ainsi que des difficult\u00e9s \u00e0 assurer une repr\u00e9sentation diversifi\u00e9e au sein de leur personnel et de leur direction.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">La mesure et le suivi d&#8217;\u00e9quit\u00e9 et d&#8217;inclusion se sont r\u00e9v\u00e9l\u00e9s \u00eatre l\u2019un des domaines o\u00f9 les municipalit\u00e9s ont besoin du plus grand soutien.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> &nbsp;L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Bien que les municipalit\u00e9s soient en premi\u00e8re ligne pour servir des communaut\u00e9s de plus en plus diversifi\u00e9es, la compr\u00e9hension de leurs approches en mati\u00e8re d\u2019\u00c9DIR, tant \u00e0 l\u2019interne qu\u2019\u00e0 l\u2019externe, demeure limit\u00e9e, et elle l\u2019est plus encore s\u2019agissant des leviers qu\u2019elles utilisent pour fa\u00e7onner les pratiques locales. Le contexte dans lequel \u00e9voluent les municipalit\u00e9s varie consid\u00e9rablement selon leur profil d\u00e9mographique, leurs imp\u00e9ratifs politiques, leurs priorit\u00e9s strat\u00e9giques et leur acc\u00e8s aux ressources.&nbsp;<\/p>\n\n\n\n<p>Par exemple, alors que la proportion de femmes demeure relativement stable d\u2019une municipalit\u00e9 \u00e0 l\u2019autre, la repr\u00e9sentation des peuples autochtones et des populations racis\u00e9es, tout comme la composition ethnique globale, varie grandement selon la collectivit\u00e9. La proportion de personnes en situation de handicap varie selon la r\u00e9partition par \u00e2ge de la population, tandis que le nombre de personnes s\u2019identifiant comme 2SLGBTQ+ d\u00e9pend en partie du degr\u00e9 d\u2019inclusion de la collectivit\u00e9. Alors que les grandes villes disposent parfois de services entiers consacr\u00e9s \u00e0 l\u2019\u00c9DIR, les petites municipalit\u00e9s manquent souvent de ressources pour se doter d\u2019une telle capacit\u00e9. Le niveau de connaissances ainsi que l\u2019acc\u00e8s aux talents et aux ressources varient \u00e9galement de fa\u00e7on consid\u00e9rable, les collectivit\u00e9s se situant \u00e0 des stades divers d\u2019\u00e9laboration et de mise en \u0153uvre de leurs initiatives \u00c9DIR.<\/p>\n\n\n\n<p>Une \u00e9tude r\u00e9cente de l\u2019Institut de la diversit\u00e9 a \u00e9galement mis en \u00e9vidence des disparit\u00e9s importantes dans la repr\u00e9sentation des diff\u00e9rents groupes en qu\u00eate d\u2019\u00e9quit\u00e9 au sein des postes de direction, et ce, selon les secteurs des grandes villes du Canada. Par exemple, alors que les femmes sont relativement bien repr\u00e9sent\u00e9es au sein des conseils municipaux dans la plupart des villes, les personnes noires, racis\u00e9es et autochtones demeurent quant \u00e0 elles nettement sous-repr\u00e9sent\u00e9es dans la majorit\u00e9 des postes de direction. Le degr\u00e9 de repr\u00e9sentation varie consid\u00e9rablement d\u2019une r\u00e9gion \u00e0 l\u2019autre, et il est rare que les instances dirigeantes refl\u00e8tent la r\u00e9alit\u00e9 d\u00e9mographique des collectivit\u00e9s qu\u2019elles desservent.<\/p>\n\n\n\n<p>La disparit\u00e9 des ressources, de la capacit\u00e9 institutionnelle et des priorit\u00e9s locales se traduit par des strat\u00e9gies et des niveaux d\u2019engagement in\u00e9gaux en mati\u00e8re d\u2019\u00c9DIR. Tandis que certaines municipalit\u00e9s ont d\u00e9j\u00e0 \u00e9tabli des cadres de r\u00e9f\u00e9rence complets en mati\u00e8re d\u2019\u00c9DIR, dot\u00e9s d\u2019un personnel d\u00e9di\u00e9 et d\u2019objectifs mesurables, d\u2019autres en sont encore aux balbutiements, se concentrant sur des mesures fondamentales telles que la r\u00e9alisation d\u2019\u00e9valuations pour cibler les lacunes en mati\u00e8re d\u2019\u00e9quit\u00e9 et la sensibilisation interservices. Certaines administrations peuvent se montrer r\u00e9ticentes \u00e0 adopter de nouvelles strat\u00e9gies en raison des co\u00fbts financiers appr\u00e9hend\u00e9s, de la raret\u00e9 de la main-d\u2019\u0153uvre ou de l\u2019incertitude du contexte politique.&nbsp;<\/p>\n\n\n\n<p>Bien que certaines municipalit\u00e9s aient mis en \u0153uvre des approches chevronn\u00e9es et novatrices pour faire progresser l\u2019\u00c9DIR, les renseignements demeurent morcel\u00e9s et leur partage s\u2019av\u00e8re limit\u00e9. La communaut\u00e9 de pratique municipale en mati\u00e8re d\u2019\u00c9DI a \u00e9t\u00e9 mise sur pied pour favoriser les \u00e9changes entre les villes, et elle regroupe aujourd\u2019hui 165&nbsp;municipalit\u00e9s. Il a permis de concevoir une plateforme de contenus cibl\u00e9s et accessibles, con\u00e7ue pour appuyer les municipalit\u00e9s de toutes tailles et \u00e0 divers stades de pr\u00e9paration dans l\u2019avancement de leurs efforts en mati\u00e8re d\u2019\u00c9DIR, gr\u00e2ce \u00e0 un acc\u00e8s \u00e0 des ressources partag\u00e9es et continuellement actualis\u00e9es. Ce projet s\u2019articule autour des questions suivantes&nbsp;:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Quels sont les d\u00e9fis et les besoins en mati\u00e8re d\u2019\u00c9DIR des collectivit\u00e9s canadiennes, selon leur taille, leur contexte et leur r\u00e9gion\u2009?<\/li>\n\n\n\n<li>Quels sont les moyens de renforcer l\u2019imputabilit\u00e9 et la transparence de la d\u00e9marche \u00c9DIR tout en favorisant une appropriation collective par les administrations locales\u2009?<\/li>\n\n\n\n<li>De quelle mani\u00e8re une plateforme partag\u00e9e peut-elle cibler les besoins uniques des diverses collectivit\u00e9s tout en demeurant \u00e9volutive selon leur niveau d\u2019avancement face \u00e0 l\u2019\u00c9DIR\u2009?&nbsp;&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>Men\u00e9e de fa\u00e7on it\u00e9rative, cette initiative a fait l\u2019objet de consultations et d\u2019optimisations constantes afin de garantir que la structure et le contenu de la plateforme commune r\u00e9pondent parfaitement aux besoins&nbsp;:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>\u00c9valuation des besoins&nbsp;: Cette \u00e9tape a permis de pr\u00e9ciser la vocation de la plateforme, sa structure, ses contenus et les profils d\u2019outils n\u00e9cessaires. Cette d\u00e9marche s\u2019est appuy\u00e9e sur une consultation \u00e9largie de la communaut\u00e9 de pratique municipale en \u00c9DI, sous la coordination de la Ville de Kingston, ainsi que sur un inventaire des ressources disponibles. Cette phase a notamment donn\u00e9 lieu \u00e0 des consultations avec des informateurs cl\u00e9s, r\u00e9alis\u00e9es en ao\u00fbt et septembre 2024.<\/li>\n\n\n\n<li>D\u00e9veloppement de prototypes&nbsp;: Fond\u00e9 sur l\u2019analyse des besoins, le d\u00e9ploiement de la structure et des fonctionnalit\u00e9s de la plateforme s\u2019est accompagn\u00e9 de l\u2019int\u00e9gration de pratiques exemplaires et de ressources cibl\u00e9es. La structure et le contenu de la plateforme ont \u00e9t\u00e9 guid\u00e9s par l\u2019Outil d\u2019\u00e9valuation de la diversit\u00e9 (DAT) de l\u2019Institut de la diversit\u00e9; cet outil a permis de r\u00e9pertorier plus de 260&nbsp;pratiques exemplaires en quatre piliers fondamentaux&nbsp;: l\u2019harmonisation de la strat\u00e9gie avec les objectifs organisationnels, les processus internes, les politiques et programmes, et la mobilisation communautaire. Ces quatre cat\u00e9gories ont \u00e9t\u00e9 subdivis\u00e9es en 14&nbsp;sous-cat\u00e9gories et 77&nbsp;th\u00e8mes. Les ressources ont \u00e9t\u00e9 recueillies gr\u00e2ce \u00e0 une analyse documentaire \u00e0 l\u2019\u00e9chelle nationale, aux contributions de partenaires communautaires et aux propositions municipales \u00e9valu\u00e9es par des pairs. La plateforme est con\u00e7ue pour permettre des mises \u00e0 jour r\u00e9guli\u00e8res et comprend une rubrique FAQ afin d\u2019en faciliter l\u2019utilisation. Le syst\u00e8me de navigation du site a \u00e9t\u00e9 con\u00e7u pour \u00eatre convivial, proposant des menus d\u00e9roulants ainsi que des filtres par sujet, type de ressource, taille de population et type de municipalit\u00e9. L\u2019accessibilit\u00e9 bilingue est \u00e9galement prise en charge, la priorit\u00e9 \u00e9tant donn\u00e9e aux ressources originales en fran\u00e7ais lorsqu\u2019elles sont disponibles.<\/li>\n\n\n\n<li>Validation du prototype&nbsp;: Afin de valider et d\u2019affiner cette structure, la Ville de Kingston a organis\u00e9 sept ateliers entre ao\u00fbt et septembre 2024, r\u00e9unissant 139&nbsp;participants en provenance de 62&nbsp;municipalit\u00e9s. La collecte des commentaires sur le prototype s\u2019est ensuite faite par l\u2019entremise de sondages, de groupes de discussion et de consultations, donnant lieu \u00e0 des ajustements continus jusqu\u2019au 30&nbsp;d\u00e9cembre 2024.<\/li>\n\n\n\n<li>Int\u00e9gration du prototype&nbsp;: Ces pr\u00e9cieux commentaires ont permis de perfectionner l\u2019outil et de mener un nouveau cycle de consultation, visant particuli\u00e8rement \u00e0 identifier les possibilit\u00e9s d\u2019enrichissement de la plateforme. Les commentaires recueillis lors d\u2019une s\u00e9ance de d\u00e9monstration (d\u00e9cembre 2024) et d\u2019un sondage de suivi (mars-avril 2025) ont guid\u00e9 les derniers perfectionnements de l\u2019outil. Ce sondage, qui combinait une \u00e9chelle de Likert et des questions ouvertes, a \u00e9t\u00e9 men\u00e9 aupr\u00e8s de 40&nbsp;participants issus de 32&nbsp;municipalit\u00e9s distinctes.<\/li>\n\n\n\n<li>L\u2019outil final a \u00e9t\u00e9 lanc\u00e9 lors d\u2019un \u00e9v\u00e9nement organis\u00e9 par la Ville de Kingston \u00e0 l\u2019Universit\u00e9 de l\u2019Ontario m\u00e9tropolitain, le 15&nbsp;mai 2025.<\/li>\n<\/ol>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>Les commentaires recueillis lors des consultations initiales ont mis en \u00e9vidence un besoin crucial de ressources centralis\u00e9es, pratiques et adapt\u00e9es au contexte. Ils ont \u00e9galement permis de cerner plusieurs d\u00e9fis syst\u00e9miques li\u00e9s \u00e0 l\u2019\u00c9DIR&nbsp;: un manque de donn\u00e9es \u00e0 l\u2019\u00e9chelle municipale et organisationnelle; des contraintes financi\u00e8res et un caract\u00e8re limit\u00e9 des ressources; une adh\u00e9sion in\u00e9gale de la part des diff\u00e9rents services; un manque de priorisation des efforts consacr\u00e9s \u00e0 l\u2019\u00c9DIR; des obstacles \u00e0 l\u2019inclusion pour assurer une repr\u00e9sentation diversifi\u00e9e au sein de la direction et de l\u2019effectif.&nbsp;<\/p>\n\n\n\n<p>Selon les r\u00e9sultats du sondage, les principaux volets de l\u2019\u00c9DIR n\u00e9cessitant un soutien accru de la part des municipalit\u00e9s incluent la mesure et le suivi de l\u2019\u00c9DIR (66,7&nbsp;%), suivis des ressources humaines (33,3&nbsp;%) et de la mobilisation d\u2019appuis pour l\u2019administration des strat\u00e9gies d\u2019\u00c9DIR (33,3&nbsp;%). Enfin, la gouvernance, le leadership et la strat\u00e9gie, les valeurs et cultures organisationnelles, ainsi que la sensibilisation et l\u2019engagement ferment la marche, recueillant chacun 25&nbsp;% des r\u00e9ponses.&nbsp;<\/p>\n\n\n\n<p>Les commentaires recueillis aupr\u00e8s des municipalit\u00e9s et des autres parties prenantes lors du d\u00e9ploiement de la plateforme t\u00e9moignent d\u2019un niveau de satisfaction \u00e9lev\u00e9, comme en atteste un score de recommandation de 8,6 sur 10. Une vaste majorit\u00e9 des r\u00e9pondants (92,5&nbsp;%) se sont dits d\u2019accord ou tout \u00e0 fait d\u2019accord quant \u00e0 la valeur et \u00e0 l\u2019exhaustivit\u00e9 de la plateforme, tandis que 87,5&nbsp;% la consid\u00e8rent comme une source d\u2019information unique et centralis\u00e9e. Un peu moins de r\u00e9pondants (77,5&nbsp;%) ont estim\u00e9 que ces ressources r\u00e9pondaient directement aux besoins de leur commune. Les personnes interrog\u00e9es ont trouv\u00e9 que le langage utilis\u00e9 \u00e9tait clair, que la mise en page facilitait la navigation et que le design \u00e9tait visuellement attrayant.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Une majorit\u00e9 des personnes interrog\u00e9es ont indiqu\u00e9 que la plateforme leur avait apport\u00e9 de nouvelles perspectives ou pratiques. Les r\u00e9pondants des petites municipalit\u00e9s ont soulign\u00e9 que le vaste \u00e9ventail de pratiques exemplaires proposait des orientations concr\u00e8tes pour int\u00e9grer l\u2019\u00c9DIR aux structures de gouvernance, en particulier au sein des collectivit\u00e9s aux ressources internes limit\u00e9es. De leur c\u00f4t\u00e9, les grandes municipalit\u00e9s ont soulign\u00e9 l\u2019int\u00e9r\u00eat de voir comment les petites collectivit\u00e9s abordent l\u2019\u00c9DIR malgr\u00e9 leurs ressources limit\u00e9es.&nbsp;<\/p>\n\n\n\n<p>Sur le plan du potentiel de mise en \u0153uvre, pr\u00e8s de la moiti\u00e9 des r\u00e9pondants (47,5&nbsp;%) ont indiqu\u00e9 que leur municipalit\u00e9 appliquait d\u00e9j\u00e0 activement des strat\u00e9gies et des politiques d\u2019\u00c9DIR, tandis que 37,5&nbsp;% d\u2019entre eux sont en voie de les \u00e9laborer. Il convient de noter qu\u2019aucun des participants n\u2019a indiqu\u00e9 qu\u2019il n\u2019utiliserait pas la plateforme, 87,5&nbsp;% d\u2019entre eux pr\u00e9voyant de l\u2019utiliser soit r\u00e9guli\u00e8rement (45&nbsp;%), soit occasionnellement (42,5&nbsp;%). Parmi les points cl\u00e9s \u00e0 retenir, on peut citer l\u2019int\u00e9r\u00eat de disposer de ressources compl\u00e8tes, l\u2019importance accord\u00e9e \u00e0 l\u2019apprentissage r\u00e9flexif, la n\u00e9cessit\u00e9 de mettre en place des plateformes ax\u00e9es sur l\u2019utilisateur qui favorisent l\u2019interaction en temps r\u00e9el, ainsi que l\u2019importance de promouvoir la collaboration interr\u00e9gionale.<\/p>\n\n\n\n<p>L\u2019implication active des repr\u00e9sentants municipaux constitue un indicateur cl\u00e9 de la r\u00e9ussite de ce projet. En s\u2019appuyant sur l\u2019Outil d\u2019\u00e9valuation de la diversit\u00e9 fond\u00e9 sur des donn\u00e9es probantes de l\u2019Institut de la diversit\u00e9 pour alimenter les discussions, cette approche cibl\u00e9e a permis d\u2019approfondir l\u2019examen des enjeux d\u2019\u00c9DIR propres aux municipalit\u00e9s, tout en g\u00e9n\u00e9rant des recommandations concr\u00e8tes. Ce projet a servi de cadre au partage des meilleures pratiques, en mettant l\u2019accent sur la responsabilit\u00e9 et l\u2019am\u00e9lioration continue.
