vieillissement de la population pose des probl\u00e8mes de main-d\u2019\u0153uvre partout au pays, de nombreux professionnels devant prendre leur retraite au cours de la prochaine d\u00e9cennie, tandis que les jeunes ne sont pas assez nombreux pour les remplacer. Les d\u00e9fis \u00e0 relever dans les Maritimes sont toutefois importants, et certains sont propres \u00e0 la r\u00e9gion. En particulier, la nature saisonni\u00e8re de nombreuses industries rurales dans les Maritimes fait qu\u2019il est plus difficile pour les employeurs de rivaliser avec les travailleurs qui cherchent un emploi \u00e0 l\u2019ann\u00e9e et des revenus plus \u00e9lev\u00e9s. Dans la mesure o\u00f9 le personnel occupant des emplois saisonniers est inactif pendant les saisons creuses, sa contribution \u00e0 l\u2019\u00e9conomie globale de la r\u00e9gion n\u2019est pas \u00e0 la hauteur de son potentiel.&nbsp;<\/p>\n\n\n\n<p>Ce projet a \u00e9valu\u00e9 la contribution potentielle d\u2019un pluralisme professionnel saisonnier \u00e9largi et modernis\u00e9 \u2013 o\u00f9 la main-d\u2019\u0153uvre combine diff\u00e9rents emplois \u00e0 diff\u00e9rentes p\u00e9riodes de l\u2019ann\u00e9e pour g\u00e9n\u00e9rer ses revenus annuels \u2013 pour relever les d\u00e9fis de l\u2019offre de main-d\u2019\u0153uvre auxquels sont confront\u00e9es les industries rurales saisonni\u00e8res dans les Maritimes. Comme dans d\u2019autres r\u00e9gions du pays, ces professionnels ont d\u00e9j\u00e0 commenc\u00e9 \u00e0 quitter le march\u00e9 du travail en grand nombre et il n\u2019y a pas assez de jeunes pour les remplacer, une tendance qui va continuer \u00e0 s\u2019aggraver.&nbsp;<\/p>\n\n\n\n<p>D\u00e9j\u00e0, les taux d\u2019emplois \u00e0 combler les plus \u00e9lev\u00e9s dans les Maritimes se trouvent dans les r\u00e9gions essentiellement rurales. Ces tendances sont particuli\u00e8rement pr\u00e9occupantes dans les industries rurales saisonni\u00e8res cl\u00e9s. La r\u00e9gion maritime dans son ensemble, et en particulier ses r\u00e9gions rurales, s\u2019est fortement appuy\u00e9e sur les industries de production primaire saisonni\u00e8res et leurs exportations de produits semi-transform\u00e9s, ainsi que sur le tourisme. Ces secteurs se caract\u00e9risaient par une offre exc\u00e9dentaire persistante de main-d\u2019\u0153uvre semi-qualifi\u00e9e et par des mod\u00e8les de production \u00e0 forte intensit\u00e9 de main-d\u2019\u0153uvre reposant sur cette main-d\u2019\u0153uvre bon march\u00e9 facilement disponible. La situation est toutefois en train de changer.&nbsp;<\/p>\n\n\n\n<p>Les politiques publiques, les r\u00e8glements, les programmes et les services doivent \u00eatre mis \u00e0 jour et innov\u00e9s pour r\u00e9pondre aux nouvelles demandes des industries rurales saisonni\u00e8res des Maritimes. La croissance de la population, la r\u00e9surgence de l\u2019agriculture et les tendances d\u00e9mographiques se combinent pour cr\u00e9er un environnement qui exige un changement radical des politiques publiques. Le projet a utilis\u00e9 plusieurs ensembles de donn\u00e9es de Statistique Canada et d\u2019enqu\u00eates par panel pour produire des estimations de l\u2019ampleur de l\u2019emploi saisonnier et du pluralisme professionnel saisonnier dans les Maritimes \u00e0 l\u2019heure actuelle, ainsi que des avantages potentiels d\u2019une augmentation de l\u2019emploi saisonnier \u00e0 l\u2019avenir.&nbsp;<\/p>\n\n\n\n<p>Le projet a \u00e9galement men\u00e9 des recherches politiques et des entretiens avec des experts afin d\u2019\u00e9tudier le pluralisme professionnel saisonnier comme moyen de rem\u00e9dier aux p\u00e9nuries de main-d\u2019\u0153uvre dans les industries saisonni\u00e8res essentielles et d\u2019augmenter l\u2019offre de main-d\u2019\u0153uvre dans les communaut\u00e9s rurales, en offrant des moyens de subsistance plus attrayants pour la main-d\u2019\u0153uvre locale et les immigr\u00e9s. Le projet a examin\u00e9 les options de politique et de programme concernant la qualit\u00e9 de l\u2019emploi saisonnier, l\u2019assurance-emploi, l\u2019\u00e9ducation et la formation, ainsi que l\u2019immigration, afin de mieux permettre et encourager le pluralisme des professions saisonni\u00e8res.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>Environ 12&nbsp;% de la main-d\u2019\u0153uvre au Canada atlantique occupait un emploi saisonnier en 2022, ce taux \u00e9tant \u00e0 peu pr\u00e8s stable depuis 2013.&nbsp;<\/p>\n\n\n\n<p>Le projet a permis de classer la main-d\u2019\u0153uvre saisonni\u00e8re des Maritimes en cinq groupes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La main-d\u2019\u0153uvre \u00e0 long terme et \u00e0 bas salaire qui tend \u00e0 \u00eatre plus \u00e2g\u00e9e et \u00e0 d\u00e9pendre depuis longtemps de l\u2019assurance-emploi.<\/li>\n\n\n\n<li>Les commer\u00e7ants et les artisans qui ont tendance \u00e0 avoir un niveau plus \u00e9lev\u00e9 de comp\u00e9tences transf\u00e9rables et \u00e0 \u00eatre ind\u00e9pendants.<\/li>\n\n\n\n<li>Les gestionnaires d\u2019entreprise non techniques qui ont tendance \u00e0 travailler dans des entreprises li\u00e9es au tourisme ou dans des fonctions de soutien telles que les ressources humaines et la comptabilit\u00e9 dans d\u2019autres secteurs.&nbsp;<\/li>\n\n\n\n<li>Les experts professionnels et techniques avanc\u00e9es qui ont tendance \u00e0 \u00eatre hautement qualifi\u00e9s, \u00e9duqu\u00e9s et \u00e0 gagner des revenus plus \u00e9lev\u00e9s.&nbsp;<\/li>\n\n\n\n<li>Les \u00e9tudiants qui ont tendance \u00e0 travailler dans des emplois d\u2019\u00e9t\u00e9, \u00e0 temps partiel, pendant leurs \u00e9tudes ou imm\u00e9diatement apr\u00e8s l\u2019obtention de leur dipl\u00f4me.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Au moins 6,5&nbsp;% de la main-d\u2019\u0153uvre du Canada atlantique pratique le pluralisme professionnel saisonnier, le taux le plus \u00e9lev\u00e9 \u00e9tant de 9,3&nbsp;% \u00e0 l\u2019\u00cele-du-Prince-\u00c9douard. Les paires pr\u00e9cises de professions plurielles sont particuli\u00e8rement fr\u00e9quentes dans les pays suivants&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Industrie manufacturi\u00e8re et agriculture, sylviculture, p\u00eache.&nbsp;<\/li>\n\n\n\n<li>Secteur minier, p\u00e9trolier, services publics, construction et agriculture, sylviculture et p\u00eache.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Loisirs, alimentation, commerce de gros, commerce de d\u00e9tail, commerce et transport.<\/li>\n\n\n\n<li>\u00c9ducation, sant\u00e9, assistance sociale et loisirs.<\/li>\n<\/ul>\n\n\n\n<p>Le projet a estim\u00e9 que l\u2019augmentation du pluralisme professionnel saisonnier pourrait ajouter quelque 1,1&nbsp;million de semaines de travail \u00e0 temps plein dans les Maritimes, soit l\u2019\u00e9quivalent de 20\u2009966&nbsp;travailleurs \u00e0 temps plein suppl\u00e9mentaires si l\u2019on tient compte d\u2019une ann\u00e9e de 52&nbsp;semaines. Le projet a identifi\u00e9 les secteurs de la construction et du camionnage comme des activit\u00e9s plus r\u00e9guli\u00e8res qui pourraient favoriser un pluralisme professionnel plus saisonnier, permettant aux travailleurs de continuer \u00e0 travailler dans des secteurs saisonniers pendant les saisons de pointe.<\/p>\n\n\n\n<p>Le projet a explor\u00e9 quatre domaines dans lesquels un changement de politique peut favoriser un pluralisme professionnel plus saisonnier&nbsp;:&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Am\u00e9liorer la qualit\u00e9 de l\u2019emploi saisonnier en \u00e9tablissant les droits de la main-d\u2019\u0153uvre saisonni\u00e8re par le biais de la l\u00e9gislation et de la r\u00e9glementation, en renfor\u00e7ant la coordination entre les employeurs pour partager leur main-d\u2019\u0153uvre, en offrant aux travailleurs saisonniers des avantages transf\u00e9rables et en am\u00e9liorant la gestion des ressources humaines dans les industries saisonni\u00e8res, en mettant l\u2019accent sur l\u2019\u00c9DI et la s\u00e9curit\u00e9.&nbsp;<\/li>\n\n\n\n<li>Adapter l\u2019assurance-emploi \u00e0 l\u2019\u00e9volution de l\u2019\u00e9conomie rurale en r\u00e9formant le programme existant afin de renforcer les incitations au pluralisme des professions saisonni\u00e8res sans compromettre les besoins des personnes les plus vuln\u00e9rables. Ou encore, en envisageant la cr\u00e9ation d\u2019un programme distinct de soutien \u00e0 l\u2019emploi de la main-d\u2019\u0153uvre saisonni\u00e8re, qui r\u00e9pondrait mieux aux besoins des travailleurs saisonniers.<\/li>\n\n\n\n<li>\u00c9duquer et former la main-d\u2019\u0153uvre sp\u00e9cifiquement pour le pluralisme professionnel saisonnier, qui exige souvent qu\u2019une personne acqui\u00e8re des comp\u00e9tences dans plus d\u2019un domaine de travail et qu\u2019elle dispose d\u2019une forte capacit\u00e9 d\u2019apprentissage et d\u2019adaptation. Les secteurs traditionnels des Maritimes reprennent de la vigueur, tandis que de nouveaux d\u00e9veloppements \u00e0 grande \u00e9chelle prennent rapidement forme dans le domaine de l\u2019\u00e9nergie et dans d\u2019autres secteurs. Les nouveaux march\u00e9s, en particulier en Asie, ont cr\u00e9\u00e9 de nouvelles opportunit\u00e9s pour les industries traditionnelles, notamment les secteurs de la p\u00eache et de l\u2019agriculture, alors m\u00eame que la crise climatique et la concurrence g\u00e9opolitique ont augment\u00e9 la valeur de ces actifs et d\u2019autres actifs r\u00e9gionaux en Am\u00e9rique du Nord.&nbsp;<\/p>\n\n\n\n<p>Ce projet fournit des donn\u00e9es d\u00e9taill\u00e9es sur le march\u00e9 du travail, sp\u00e9cifiques \u00e0 l\u2019industrie et \u00e0 la r\u00e9gion, afin d\u2019\u00e9clairer la prise de d\u00e9cision des parties prenantes dans les Maritimes. Les r\u00e9sultats de la recherche offrent aux d\u00e9cideurs politiques, \u00e0 l\u2019industrie et aux prestataires d\u2019\u00e9ducation et de formation concern\u00e9s par l\u2019offre de
