pancanadien d\u2019apprentissage et de garde des jeunes enfants) ne stimulent la demande, le milieu de la petite enfance exigeait d\u00e9j\u00e0 des qualifications accrues des \u00e9ducateurs. Or, ces attentes ne se sont pas traduites par des am\u00e9liorations \u00e9quivalentes des salaires, des avantages sociaux ou des conditions de travail. Si ces conditions ne s\u2019am\u00e9liorent pas, on craint de plus en plus que le secteur ne dispose pas de suffisamment d\u2019EPE qualifi\u00e9s pour doter en personnel le syst\u00e8me national mis en place par les accords du PAGJE (Programme pancanadien d\u2019apprentissage et de garde des jeunes enfants).<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\"><br>NouLAB, un laboratoire d\u2019innovation sociale bas\u00e9 au Centre Pond-Deshpande de l\u2019Universit\u00e9 du Nouveau-Brunswick, a organis\u00e9 deux cycles de laboratoires d\u2019innovation sociale afin de concevoir et de tester des prototypes r\u00e9pondant aux deux questions suivantes :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Comment pourrions-nous soutenir les \u00e9ducateurs et \u00e9ducatrices dans l\u2019obtention de leurs qualifications en EPE, tout en maintenant la prestation de services d\u2019apprentissage et de garde des jeunes enfants de qualit\u00e9 \u2009?<\/li>\n\n\n\n<li>Comment pourrions-nous cr\u00e9er les conditions propices \u00e0 des exp\u00e9riences professionnelles enrichissantes pour les op\u00e9rateurs et les formateurs\u2009 ?<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Des intervenants de tout le Canada atlantique ont co-cr\u00e9\u00e9 huit prototypes, lesquels ont \u00e9t\u00e9 test\u00e9s dans plusieurs centres de garde d\u2019enfants. Lors de la deuxi\u00e8me phase, les parties prenantes ont int\u00e9gr\u00e9 les pr\u00e9cieuses perspectives du <strong>Conseil tribal Mi\u2019kmaq North Shore<\/strong>. Ce dernier a \u00e9labor\u00e9 des approches d\u2019apprentissage en plein air dirig\u00e9es par les Autochtones au sein de neuf communaut\u00e9s des Premi\u00e8res Nations du Nouveau-Brunswick et de l\u2019\u00cele-du-Prince-\u00c9douard.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\"><\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Les r\u00e9sultats sont concluants et justifient une phase de d\u00e9veloppement suppl\u00e9mentaire. Ce processus de travail en laboratoire a permis de renforcer les relations intersectorielles et d\u2019approfondir la compr\u00e9hension commune des d\u00e9fis rencontr\u00e9s \u00e0 l\u2019\u00e9chelle du r\u00e9seau. \u00c0 l\u2019instar des donn\u00e9es issues d\u2019autres secteurs, ces r\u00e9sultats soulignent \u00e9galement le r\u00f4le essentiel que jouent les superviseurs et les responsables dans la possibilit\u00e9 pour les travailleurs d\u2019acc\u00e9der \u00e0 des formations professionnelles.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Forts de ces r\u00e9sultats, des fonds suppl\u00e9mentaires ont \u00e9t\u00e9 obtenus pour lancer le projet <em>Stimuler les perspectives<\/em> du <em>Laboratoire sur l\u2019\u00e9ducation de la petite enfance<\/em>. Cette phase, consacr\u00e9e \u00e0 la mobilisation des connaissances, a permis de transformer les acquis du laboratoire en ressources bilingues, accessibles et exploitables pour les EPE, les employeurs et les d\u00e9cideurs politiques de tout le Canada, touchant ainsi plus de 500 000&nbsp;personnes gr\u00e2ce \u00e0 des activit\u00e9s de sensibilisation cibl\u00e9es et \u00e0 un webinaire national.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Dans le Canada atlantique, moins de 10&nbsp;000&nbsp;\u00e9ducateurs assurent la prise en charge et l\u2019\u00e9ducation de plus de 60&nbsp;000&nbsp;enfants.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Moins de la moiti\u00e9 des \u00e9ducateurs de la petite enfance se d\u00e9clarent satisfaits de leurs perspectives de carri\u00e8re, et 60&nbsp;% d\u2019entre eux occupent le m\u00eame poste qu\u2019\u00e0 leurs d\u00e9buts.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Une campagne sur les r\u00e9seaux sociaux a g\u00e9n\u00e9r\u00e9 plus de 500&nbsp;000&nbsp;impressions, r\u00e9v\u00e9lant une forte demande pour des ressources pratiques et issues de l\u2019exp\u00e9rience des utilisateurs.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Les enjeux li\u00e9s \u00e0 la qualit\u00e9 de l\u2019environnement de travail ont donn\u00e9 lieu \u00e0 une p\u00e9nurie d\u2019\u00e9ducateurs et d\u2019\u00e9ducatrices de la petite enfance qualifi\u00e9s \u00e0 l\u2019\u00e9chelle du Canada. Cette situation se fait durement sentir dans le Canada atlantique, alors que les programmes de pr\u00e9maternelle prennent de l\u2019expansion et que les nouvelles dispositions l\u00e9gislatives exigent d\u00e9sormais des dipl\u00f4mes d\u2019\u00e9tudes postsecondaires pour les \u00e9ducateurs, ainsi qu\u2019un ratio personnel-enfants plus \u00e9lev\u00e9 par centre. La n\u00e9cessit\u00e9 d\u2019innover et de soutenir un personnel de qualit\u00e9 et r\u00e9silient dans le secteur de l\u2019\u00e9ducation et de l\u2019accueil des jeunes enfants est au c\u0153ur des pr\u00e9occupations alors que le Canada s\u2019att\u00e8le \u00e0 la mise en place d\u2019un plan national de garde d\u2019enfants \u00e0 10&nbsp;dollars par jour.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Au cours de la derni\u00e8re d\u00e9cennie, le travail des EPE est devenu plus exigeant sur le plan technique. Cependant, les salaires, les avantages sociaux, les pratiques de recrutement, le leadership et le soutien en mati\u00e8re de ressources humaines n\u2019ont pas \u00e9volu\u00e9 au m\u00eame rythme. Les mesures salariales mises en \u0153uvre ces derni\u00e8res ann\u00e9es et celles pr\u00e9vues dans le cadre des accords bilat\u00e9raux f\u00e9d\u00e9raux constituent des premi\u00e8res \u00e9tapes importantes pour rem\u00e9dier \u00e0 ce dysfonctionnement syst\u00e9mique, d\u2019autant plus que les salaires sont la principale pr\u00e9occupation des \u00e9ducateurs de la petite enfance; toutefois, elles ne suffisent pas \u00e0 elles seules.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Si les conditions de travail ne changent pas, le secteur risque de voir s\u2019aggraver l\u2019\u00e9puisement professionnel des EPE ainsi que les difficult\u00e9s de recrutement et de maintien en poste, avec des cons\u00e9quences n\u00e9fastes pour les enfants et les parents qui d\u00e9pendent du syst\u00e8me d\u2019apprentissage et de garde des jeunes enfants. Afin de pallier les perturbations de la main-d\u2019\u0153uvre dans le secteur, NouLab a organis\u00e9 un laboratoire d\u2019innovation sociale sur l\u2019EPE. L\u2019objectif&nbsp;: d\u00e9cloisonner les interventions des parties prenantes et concevoir des solutions prototypes qui refl\u00e8tent mieux la r\u00e9alit\u00e9 de l\u2019ensemble du syst\u00e8me. Chaque cycle du laboratoire d\u2019innovation sociale s\u2019articulait autour de plusieurs phases&nbsp;: travaux pr\u00e9paratoires, d\u00e9couverte, ateliers de conception (design sprints) et d\u2019id\u00e9ation, tests de concepts sur le terrain, et enfin, une phase d\u2019interpr\u00e9tation des r\u00e9sultats.&nbsp;<br><\/p>\n\n\n\n<p><strong><strong>1<sup>er<\/sup>&nbsp;cycle &#8211; juillet 2020-d\u00e9cembre 2021<\/strong><\/strong><br>Le premier cycle du laboratoire d\u2019innovation sociale visait \u00e0 r\u00e9pondre \u00e0 la question suivante&nbsp;: \u00ab&nbsp;Comment pourrions-nous accompagner les \u00e9ducateurs dans l\u2019obtention de leurs dipl\u00f4mes en EPE, tout en conciliant la prestation de services d\u2019apprentissage et de garde de qualit\u00e9\u2009? &nbsp;\u00bb<br><\/p>\n\n\n\n<p>Le premier cycle du laboratoire d\u2019innovation sociale a permis de concevoir quatre prototypes, test\u00e9s dans un ou deux services de garde du Canada atlantique&nbsp;:<\/p>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Cong\u00e9 d\u2019\u00e9tudes au Nouveau-Brunswick\u00a0:<\/strong> Ce programme a permis de financer une journ\u00e9e d\u2019\u00e9tude r\u00e9mun\u00e9r\u00e9e par semaine pendant 12\u00a0semaines pour le personnel \u00e9ducatif en poste inscrit \u00e0 un cours d\u2019EPE. Stimuler les perspectives \u00e9tait une initiative de mobilisation des connaissances visant \u00e0 traduire des ann\u00e9es d\u2019apprentissage en laboratoire en ressources bilingues, accessibles et concr\u00e8tes pour les EPE, les employeurs et les d\u00e9cideurs partout au Canada. S\u2019appuyant sur un processus de conception participative avec 15\u00a0partenaires du secteur, cette phase a permis de cr\u00e9er des trousses d\u2019action prototypes, de courtes vid\u00e9os, des outils visuels, une s\u00e9rie de blogues et un carrefour en ligne centralis\u00e9. Ces ressources ont rejoint plus de 500\u00a0000\u00a0personnes gr\u00e2ce \u00e0 des campagnes de sensibilisation cibl\u00e9es et \u00e0 un webinaire national de pr\u00e9sentation.<\/p>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p><strong>Des r\u00e9seaux \u00e9largis et une confiance accrue.<\/strong><br>Le laboratoire d\u2019innovation sociale a mobilis\u00e9 des minist\u00e8res, des \u00e9tablissements postsecondaires et des associations sectorielles du Nouveau-Brunswick, de l\u2019\u00cele-du-Prince-\u00c9douard et de Terre-Neuve-et-Labrador. Cette d\u00e9marche s\u2019est appuy\u00e9e sur plus de 50&nbsp;entretiens avec des parties prenantes et sur le travail de quatre \u00e9quipes provinciales multipartites au cours de deux cycles d\u2019innovation. Pour la majorit\u00e9 des participants, le laboratoire a permis d\u2019approfondir les liens existants plut\u00f4t que d\u2019en cr\u00e9er de nouveaux, renfor\u00e7ant ainsi la confiance et le vocabulaire commun n\u00e9cessaires \u00e0 l\u2019obtention d\u2019un consensus. L\u2019impact a \u00e9t\u00e9 significatif&nbsp;: 94&nbsp;% des participants ont fait \u00e9tat d\u2019une exp\u00e9rience de grande valeur, le laboratoire a obtenu un taux de recommandation (NPS) de 64, et environ la moiti\u00e9 des personnes sond\u00e9es ont d\u00e9clar\u00e9 avoir mis en \u0153uvre les approches du labo imm\u00e9diatement dans leur milieu de travail. Dans le cadre de la phase <em>Stimuler les perspectives<\/em>, un nouveau partenariat avec le Conseil tribal des Mi\u2019kmaq de North Shore a permis d\u2019int\u00e9grer les perspectives autochtones de neuf communaut\u00e9s des Premi\u00e8res Nations. Cette collaboration a abouti \u00e0 un mod\u00e8le de coop\u00e9ration \u00e9thique dont la port\u00e9e d\u00e9passe largement le seul secteur de l\u2019EPE.<\/p>\n\n\n\n<p><strong>Il n\u2019y a pas de solution unique&nbsp;: une strat\u00e9gie \u00e0 plusieurs volets s\u2019impose.<\/strong><br>Au cours de deux cycles d\u2019innovation, huit prototypes ont \u00e9t\u00e9 con\u00e7us et test\u00e9s, chacun s\u2019adaptant aux r\u00e9alit\u00e9s et aux besoins sp\u00e9cifiques de leur contexte r\u00e9gional. La plupart ont r\u00e9v\u00e9l\u00e9 un fort potentiel&nbsp;: au Nouveau-Brunswick, les cong\u00e9s d\u2019\u00e9tudes r\u00e9mun\u00e9r\u00e9s ont permis de hausser le niveau de qualification des \u00e9ducateurs et de r\u00e9duire l\u2019\u00e9puisement professionnel; \u00e0 l\u2019\u00cele-du-Prince-\u00c9douard, le mentorat int\u00e9gr\u00e9 a \u00e9t\u00e9 unanimement salu\u00e9; et \u00e0 Terre-Neuve-et-Labrador, les outils de cheminement ont \u00e9t\u00e9 imm\u00e9diatement adopt\u00e9s par les administrateurs. Cette diversit\u00e9 d\u2019approches confirme que pour relever les d\u00e9fis de la main-d\u2019\u0153uvre en EPE, il faut une strat\u00e9gie flexible et multidimensionnelle, plut\u00f4t qu\u2019une solution unique.<\/p>\n\n\n\n<p><strong>L\u2019innovation au sein d\u2019un secteur sous pression requiert un accompagnement sur mesure.<\/strong><br>Une participation significative ne se limite pas \u00e0 une simple invitation. Cela a n\u00e9cessit\u00e9 un \u00e9tayage actif. Un coach en conception exp\u00e9riment\u00e9 a \u00e9t\u00e9 int\u00e9gr\u00e9 \u00e0 chaque \u00e9quipe de prototypage, et ce mod\u00e8le a \u00e9t\u00e9 reconduit pour la phase <em>Stimuler les perspectives<\/em>. Des obstacles structurels ont persist\u00e9 tout au long des deux phases, renfor\u00e7ant un constat essentiel&nbsp;: la conception de processus \u00e9quitables exige une transformation des conditions, et non une simple offre d\u2019acc\u00e8s.<\/p>\n\n\n\n<p><strong>Des retomb\u00e9es inattendues n\u00e9es de la convergence.<\/strong><br>Lorsqu\u2019une \u00e9quipe francophone r\u00e9gionale s\u2019est r\u00e9unie dans le cadre du laboratoire, elle a mis en lumi\u00e8re un besoin qu\u2019aucun prototype ne pouvait combler \u00e0 lui seul&nbsp;: l\u2019absence d\u2019une association de l\u2019atlantique d\u00e9di\u00e9e \u00e0 l\u2019EPE francophone. \u00c0 partir d\u2019un financement initial de 18&nbsp;000&nbsp;$ pour leur prototype, ils ont g\u00e9n\u00e9r\u00e9 un **effet de levier** de 80&nbsp;000&nbsp;$ suppl\u00e9mentaires aupr\u00e8s du R\u00e9seau de d\u00e9veloppement \u00e9conomique et d\u2019employabilit\u00e9 (RD\u00c9E). Ce rendement de 4 pour 1 a permis d\u2019engager un consultant pour mod\u00e9liser l\u2019offre de services d\u2019une telle association. Ce r\u00e9sultat n\u2019\u00e9tait pas pr\u00e9vu. Ce succ\u00e8s repose enti\u00e8rement sur la mise en commun des bonnes expertises.<\/p>\n\n\n\n<p><strong>De l\u2019apprentissage \u00e0 l\u2019action&nbsp;: la mobilisation des connaissances comme strat\u00e9gie.<\/strong><br>Un processus de co-conception impliquant 15&nbsp;partenaires du secteur a permis de cr\u00e9er des trousses d\u2019action prototypes, sept vid\u00e9os bilingues, quatre articles de blogue et un carrefour en ligne centralis\u00e9. Un webinaire national a r\u00e9uni 90&nbsp;participants, les vid\u00e9os ont g\u00e9n\u00e9r\u00e9 plus de 5&nbsp;000&nbsp;vues, et une campagne sur les m\u00e9dias sociaux a r\u00e9colt\u00e9 plus de 500&nbsp;000&nbsp;impressions. La mobilisation intentionnelle des connaissances n\u2019est pas un simple accessoire de communication. Au c\u0153ur des n\u00e9gociations dans l\u2019ensemble des provinces et territoires se trouvait la valorisation de la qualit\u00e9 du travail, passant notamment par des augmentations salariales et un meilleur acc\u00e8s \u00e0 la formation continue pour le personnel de la petite enfance, compos\u00e9 en grande majorit\u00e9 de femmes. Ce projet offre des enseignements sur l\u2019am\u00e9lioration de l\u2019acquisition de comp\u00e9tences chez le personnel \u00e9ducateur, ainsi que sur le renforcement des capacit\u00e9s des gestionnaires et exploitants \u00e0 soutenir une culture d\u2019apprentissage et de perfectionnement professionnel.<\/p>\n\n\n\n<p>Au-del\u00e0 des salaires et des conditions de travail, ce projet a mis en lumi\u00e8re le fait que le fardeau administratif repr\u00e9sente un frein majeur au d\u00e9veloppement des comp\u00e9tences en petite enfance. Ces constats corroborent les donn\u00e9es d\u2019autres secteurs d\u2019activit\u00e9 soulignant le r\u00f4le crucial du personnel d\u2019encadrement dans l\u2019acc\u00e8s au d\u00e9veloppement des comp\u00e9tences, un facteur probablement pr\u00e9sent dans d\u2019autres milieux comme les soins de longue dur\u00e9e et la sant\u00e9. Les responsables des politiques gagneraient \u00e0 adopter une approche sectorielle int\u00e9gr\u00e9e pour d\u00e9finir les besoins et les exigences li\u00e9s aux fonctions administratives. L\u2019all\u00e9gement du fardeau administratif, soutenu par un cadre politique et r\u00e9glementaire coh\u00e9rent, cr\u00e9e un environnement plus favorable \u00e0 l\u2019am\u00e9lioration de la qualit\u00e9 des soins et de la productivit\u00e9.<\/p>\n\n\n\n<p>Il faudra mener d\u2019autres exp\u00e9riences pour d\u00e9terminer \u00e0 la fois la viabilit\u00e9 des solutions prototypes et les structures financi\u00e8res appropri\u00e9es permettant de les financer. Lors de la mise \u00e0 l\u2019essai des prototypes, NouLAB a assum\u00e9 la totalit\u00e9 des frais pour les centres et le personnel \u00e9ducateur; toutefois, la viabilit\u00e9 de ces solutions sans subventions semble compromise pour la plupart des milieux. Un projet pilote \u00e0 plus grande \u00e9chelle permettrait aux d\u00e9cideurs politiques de mieux \u00e9valuer le rapport co\u00fbts-avantages d\u2019investissements tels que les cong\u00e9s d\u2019\u00e9tudes r\u00e9mun\u00e9r\u00e9s. Cela confirme notre volont\u00e9 organisationnelle de placer le d\u00e9veloppement d\u2019une main-d\u2019\u0153uvre inclusive au c\u0153ur de nos actions dans les Maritimes et \u00e0 Terre-Neuve-et-Labrador. Il convient notamment de mentionner un nouveau partenariat avec la Dre Lucia Tramonte de l\u2019Universit\u00e9 du Nouveau-Brunswick.
