les personnes neurodivergentes peuvent \u00eatre des employ\u00e9s tr\u00e8s investis et productifs, les personnes autistes de la r\u00e9gion de l\u2019Atlantique sont nettement sous-repr\u00e9sent\u00e9es sur le march\u00e9 du travail. Pour rem\u00e9dier \u00e0 ce probl\u00e8me, Autism Nova Scotia a cr\u00e9\u00e9 le R\u00e9seau de soutien et d\u2019emploi pour les personnes autistes de l\u2019Atlantique (AASEN).<\/p>\n\n\n\n<p>En plus d\u2019organiser des r\u00e9unions bihebdomadaires entre les prestataires de services pour favoriser l\u2019\u00e9change de connaissances et la coordination, le r\u00e9seau a mis en place un groupe de recherche d\u2019emploi en ligne appel\u00e9 Career Quest (CQ) et un forum de discussion en ligne pour les employ\u00e9s\/personnes autistes \u00e0 la recherche d\u2019un emploi appel\u00e9 COVID-19 Employment Support Group (ESG).&nbsp;&nbsp;<\/p>\n\n\n\n<p>Les programmes CQ et ESG ont permis d\u2019accro\u00eetre la confiance et le soutien des participants, mais les personnes \u00e0 la recherche d\u2019un emploi ont encore eu du mal \u00e0 trouver un emploi en raison d\u2019obstacles syst\u00e9miques plus g\u00e9n\u00e9raux. Les pratiques actuelles des employeurs rendaient difficile pour les personnes neurodiverses d\u2019obtenir et de conserver un emploi, et l\u2019absence de services complets (p. ex. acc\u00e8s au transport, soutien en sant\u00e9 mentale) dans les provinces de l\u2019Atlantique cr\u00e9ait \u00e9galement des difficult\u00e9s.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">\u00c0 l\u2019avenir, l\u2019\u00e9quipe du projet recommande de renforcer la collaboration avec les employeurs et les agences locales pour l\u2019emploi afin de mettre en place les pratiques n\u00e9cessaires pour am\u00e9liorer l\u2019emploi des personnes autistes. M\u00eame avant la pand\u00e9mie, les partenaires du projet estimaient le taux de ch\u00f4mage au sein de cette communaut\u00e9 \u00e0 environ 80&nbsp;%, et la COVID-19 n\u2019a fait qu\u2019aggraver les in\u00e9galit\u00e9s pr\u00e9existantes en cr\u00e9ant de nouveaux obstacles.<\/p>\n\n\n\n<p>Chaque province de la r\u00e9gion de l\u2019Atlantique est confront\u00e9e \u00e0 des obstacles qui emp\u00eachent les adultes neurodivergents d\u2019acc\u00e9der au march\u00e9 du travail. Le Nouveau-Brunswick, par exemple, est confront\u00e9 \u00e0 des d\u00e9fis li\u00e9s au manque de coordination entre les prestataires de services, tandis que Terre-Neuve-et-Labrador est confront\u00e9e \u00e0 des d\u00e9fis li\u00e9s au caract\u00e8re rural et isol\u00e9 de sa population. Les organisations partenaires r\u00e9gionales du r\u00e9seau \u00e9taient les suivantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Autism Connections (Fredericton, N.-B.)<\/li>\n\n\n\n<li>Stars for Life (Charlottetown, \u00cele-du-Prince-\u00c9douard)<\/li>\n\n\n\n<li>Autism Nova Scotia \u2013 Section du Cap-Breton (Sydney, N.-\u00c9.)<\/li>\n\n\n\n<li>Soci\u00e9t\u00e9 de l\u2019autisme de Terre-Neuve (St. John\u2019s, Terre-Neuve)<\/li>\n<\/ul>\n\n\n\n<p>En plus d\u2019organiser des r\u00e9unions bihebdomadaires entre les prestataires de services pour favoriser l\u2019\u00e9change de connaissances et la coordination, le r\u00e9seau propose conjointement un groupe de recherche d\u2019emploi en ligne appel\u00e9 Career Quest et un forum de discussion en ligne pour les employ\u00e9s\/personnes autistes \u00e0 la recherche d\u2019un emploi appel\u00e9 COVID-19 Employment Support Group.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Afin de permettre aux animateurs d\u2019adapter leurs s\u00e9ances aux besoins particuliers des participants, le programme Career Quest n\u2019imposait pas de cours structur\u00e9s. Au lieu de cela, le programme pr\u00e9voyait initialement la recherche et la candidature \u00e0 deux emplois par semaine avec le soutien du facilitateur.<\/p>\n\n\n\n<p>Dans le cadre du programme du Groupe de soutien \u00e0 l\u2019emploi COVID-19, les s\u00e9ances r\u00e9guli\u00e8res \u00e9taient coanim\u00e9es par le personnel du programme et par des \u00ab leaders de premi\u00e8re ligne \u00bb, des participants qui se sont port\u00e9s volontaires pour aider \u00e0 l\u2019animation. Des discussions semi-structur\u00e9es ont \u00e9t\u00e9 organis\u00e9es pour permettre \u00e0 des pairs ayant v\u00e9cu cette exp\u00e9rience de parler de leur vie et de leurs difficult\u00e9s, et de partager des strat\u00e9gies pour s\u2019y retrouver dans le monde du travail.<\/p>\n\n\n\n<p>Dans le cadre du programme Accelerator du CCF, Autism Nova Scotia a men\u00e9 une enqu\u00eate aupr\u00e8s des prestataires de services et des participants vers la fin de son projet afin de d\u00e9terminer les possibilit\u00e9s d\u2019am\u00e9liorer encore son soutien. Des discussions de groupe ont \u00e9galement \u00e9t\u00e9 organis\u00e9es avec des personnes atteintes d\u2019autisme. Alors qu\u2019Autism Nova Scotia cherchait initialement \u00e0 cr\u00e9er une communaut\u00e9 de pratique permettant aux prestataires de services de faire \u00e9voluer leur travail, le programme d\u2019acc\u00e9l\u00e9ration a permis \u00e0 l\u2019\u00e9quipe du projet de s\u2019assurer que les voix des participants soient \u00e9galement prises en compte dans ce processus d\u2019am\u00e9lioration continue.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>Career Quest et le groupe de soutien \u00e0 l\u2019emploi COVID-19 ont aid\u00e9 58&nbsp;personnes atteintes d\u2019autisme dans la r\u00e9gion du Canada atlantique.&nbsp;<\/p>\n\n\n\n<p>Une enqu\u00eate en ligne men\u00e9e aupr\u00e8s de 10&nbsp;participants au programme Career Quest a r\u00e9v\u00e9l\u00e9 que tous avaient gagn\u00e9 en confiance pour parler ouvertement de leur handicap \u00e0 leurs employeurs et que la moiti\u00e9 des personnes interrog\u00e9es \u00e9taient dispos\u00e9es \u00e0 demander des am\u00e9nagements sur leur lieu de travail si n\u00e9cessaire. Toutes les personnes interrog\u00e9es ont d\u00e9clar\u00e9 que Career Quest les avait aid\u00e9es \u00e0 d\u00e9fendre leurs besoins et \u00e0 se sentir plus confiantes dans leur recherche d\u2019emploi ind\u00e9pendante.&nbsp;<\/p>\n\n\n\n<p>Les responsables du site et les participants ont estim\u00e9 que le groupe de soutien \u00e0 l\u2019emploi COVID-19 offrait un forum important pour renforcer la confiance et l\u2019autonomie sociale, car il existait peu d\u2019autres espaces anim\u00e9s par des pairs o\u00f9 les participants pouvaient discuter de questions relatives \u00e0 la divulgation de soi, au sentiment d\u2019isolement et aux strat\u00e9gies pour relever les d\u00e9fis.<\/p>\n\n\n\n<p><strong>Les programmes virtuels peuvent r\u00e9duire les disparit\u00e9s r\u00e9gionales en mati\u00e8re de services<\/strong><br>Career Quest et le groupe de soutien \u00e0 l\u2019emploi COVID-19 ont combl\u00e9 les lacunes dans le soutien offert aux personnes autistes \u00e0 la recherche d\u2019un emploi dans les provinces de l\u2019Atlantique. Les travaux ant\u00e9rieurs des partenaires du projet ont r\u00e9v\u00e9l\u00e9 que les agences locales pour l\u2019emploi manquaient souvent des comp\u00e9tences n\u00e9cessaires pour aider les personnes autistes dans leur recherche d\u2019emploi. La plupart des animateurs et des responsables de site interrog\u00e9s au cours du projet ont convenu que Career Quest et le groupe de soutien \u00e0 l\u2019emploi COVID-19 ont contribu\u00e9 \u00e0 r\u00e9pondre \u00e0 ces besoins.<\/p>\n\n\n\n<p><strong>Des services d\u2019accompagnement sur le lieu de travail sont n\u00e9cessaires pour maintenir l\u2019emploi<\/strong><br>Certains participants au programme Career Quest se sont d\u00e9courag\u00e9s apr\u00e8s avoir acquis des comp\u00e9tences et pris confiance en eux, mais se sont heurt\u00e9s \u00e0 des obstacles pour trouver et conserver un emploi. De m\u00eame, certains participants au groupe de soutien \u00e0 l\u2019emploi COVID-19 \u00e9taient frustr\u00e9s par le manque de soutien en dehors de ces deux programmes. Par exemple, les participants qui ont trouv\u00e9 un emploi avaient besoin d\u2019un soutien continu pour r\u00e9ussir dans leurs nouvelles fonctions, mais le manque de soutien sur le lieu de travail a conduit certains d\u2019entre eux \u00e0 r\u00e9int\u00e9grer les programmes. Les partenaires du projet ont estim\u00e9 qu\u2019un nombre \u00e9lev\u00e9 de participants \u00e9taient revenus au programme et les participants \u00e0 l\u2019enqu\u00eate en ligne ont \u00e9galement indiqu\u00e9 que, malgr\u00e9 le regain de confiance acquis gr\u00e2ce \u00e0 Career Quest, trouver et conserver un emploi restait difficile.\u00a0<\/p>\n\n\n\n<p><strong>Les r\u00e9seaux favorisent le partage des connaissances et les recommandations<\/strong><br>Les r\u00e9unions bihebdomadaires entre les animateurs et les coordonnateurs de programme dans diff\u00e9rentes provinces ont permis de promouvoir efficacement la collaboration. Les participants au r\u00e9seau interrog\u00e9s ont estim\u00e9 que les r\u00e9unions constituaient un excellent moyen de partager les ressources et les meilleures pratiques. La plupart des animateurs et des responsables de site ont estim\u00e9 que le r\u00e9seau leur fournissait les ressources, les comp\u00e9tences et les partenariats dont ils avaient besoin pour soutenir les participants. La croissance du r\u00e9seau et le renforcement des liens entre ses membres ont permis de diversifier les voies d\u2019orientation disponibles pour r\u00e9pondre \u00e0 des besoins complexes.<\/p>\n\n\n\n<p><strong>\u00c9couter, apprendre, s\u2019adapter, r\u00e9p\u00e9ter<\/strong><br>Le personnel du r\u00e9seau a soulign\u00e9 l\u2019importance de s\u2019adapter en permanence et d\u2019\u00eatre \u00e0 l\u2019\u00e9coute des participants afin de leur apporter le soutien dont ils ont r\u00e9ellement besoin, plut\u00f4t que celui sur lequel repose la logique du programme. Par exemple, les animateurs du programme ont d\u00e9couvert qu\u2019il n\u2019\u00e9tait pas r\u00e9aliste de demander aux participants de postuler \u00e0 deux emplois par semaine dans Career Quest et ont adapt\u00e9 leurs attentes aux objectifs de chaque personne. Le personnel du programme a appris que tous les participants ne sont pas bien servis par l\u2019attente que la r\u00e9ussite du programme se traduise par un emploi. Dans certains cas, les participants ne voulaient pas compromettre leur aide au revenu en travaillant plus qu\u2019un certain nombre d\u2019heures par semaine. Cependant, seuls 33&nbsp;% des adultes atteints d\u2019autisme avaient un emploi en 2017, et ceux qui en avaient un avaient tendance \u00e0 gagner des salaires moins \u00e9lev\u00e9s et \u00e0 subir de longues p\u00e9riodes de ch\u00f4mage. De nombreux secteurs et industries cherchent \u00e0 diversifier leur main-d\u2019\u0153uvre afin de rem\u00e9dier \u00e0 la p\u00e9nurie de main-d\u2019\u0153uvre et de comp\u00e9tences. Attirer et retenir de la main-d\u2019\u0153uvre neurodivergente devrait faire partie de ces strat\u00e9gies.&nbsp;<\/p>\n\n\n\n<p>Ce projet apporte une preuve suppl\u00e9mentaire que les employeurs manquent de connaissances sur l\u2019autisme et craignent souvent, \u00e0 tort, que des am\u00e9nagements importants soient n\u00e9cessaires. Une meilleure formation et une plus grande sensibilisation contribueront \u00e0 r\u00e9duire l\u2019incertitude et les h\u00e9sitations li\u00e9es \u00e0 l\u2019embauche de personnes atteintes d\u2019autisme. Ce projet illustre \u00e9galement la n\u00e9cessit\u00e9 d\u2019adopter une approche holistique et syst\u00e9mique de l\u2019inclusion, incluant notamment des changements de comportement chez les employeurs. Si les employeurs veulent tirer le meilleur parti des comp\u00e9tences et des talents des travailleurs autistes, les entreprises ne peuvent pas s\u2019attendre \u00e0 ce que les participants assument seuls la charge de l\u2019adaptation&nbsp;: les employeurs doivent adapter leurs pratiques au-del\u00e0 des am\u00e9nagements pr\u00e9vus par la loi. De m\u00eame, les organismes de soutien qui travaillent en partenariat avec les employeurs devraient essayer d\u2019influencer le changement chez les employeurs, et pas seulement chez les participants.<\/p>\n\n\n\n<p>Une \u00e9conomie inclusive offre des mesures de soutien globales pour surmonter les obstacles \u00e0 la r\u00e9ussite sur le march\u00e9 du travail, y compris pour les personnes autistes. Dans la plupart des r\u00e9gions des provinces de l\u2019Atlantique, il n\u2019y a pas d\u2019acc\u00e8s \u00e0 un soutien en milieu de travail, l\u2019acc\u00e8s aux transports est difficile (en particulier dans les zones rurales) et l\u2019acc\u00e8s aux services de sant\u00e9 mentale ax\u00e9s sur l\u2019autisme est limit\u00e9. De nombreux participants \u00e0 ce projet ont donn\u00e9 la priorit\u00e9 \u00e0 leur sant\u00e9 mentale avant de chercher un emploi, mais beaucoup ont eu du mal \u00e0 trouver des services d\u2019aide adapt\u00e9s.
