l\u2019\u00e9quit\u00e9 entre les sexes sur le march\u00e9 du travail canadien et \u00e0 relever les d\u00e9fis uniques auxquels les femmes et les groupes en qu\u00eate d\u2019\u00e9quit\u00e9 sont confront\u00e9s pour acc\u00e9der \u00e0 un emploi bien r\u00e9mun\u00e9r\u00e9.<\/p>\n\n\n\n<p>YWCA Canada et les associations membres participantes de neuf provinces et territoires ont formul\u00e9 et mis en \u0153uvre des strat\u00e9gies communautaires pour am\u00e9liorer la r\u00e9silience et l\u2019inclusion de la main- d\u2019\u0153uvre canadienne.<\/p>\n\n\n\n<p>Le projet a fourni des programmes de formation et de pr\u00e9embauche \u00e0 plus de 1&nbsp;200&nbsp;femmes et personnes de diverses identit\u00e9s de genre, plus de 75&nbsp;% des participantes ayant suivi des programmes de pr\u00e9paration \u00e0 l\u2019emploi et de stages.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Ce projet a formul\u00e9 des recommandations sur la conception des programmes afin d\u2019am\u00e9liorer les r\u00e9sultats sur le march\u00e9 du travail pour les femmes et les personnes de diverses identit\u00e9s de genre, notamment des horaires de travail ou des programmes, des \u00e9ch\u00e9anciers et des lieux de travail flexibles; de fournir des soutiens et des subventions pour la garde d\u2019enfants et le transport; de renforcer la formation et la reconnaissance des comp\u00e9tences et de l\u2019exp\u00e9rience; et des programmes par les pairs et des communaut\u00e9s de soutien. Ce projet d\u00e9montre l\u2019importance des organismes de services communautaires dans les efforts de collaboration pour r\u00e9duire les obstacles \u00e0 la main-d\u2019\u0153uvre pour les groupes en qu\u00eate d\u2019\u00e9quit\u00e9.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Plus de 1\u00a0200\u00a0participantes dans quatre centres pilotes.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Plus de 75\u00a0% des participantes ont suivi des programmes de pr\u00e9paration \u00e0 l\u2019emploi et de stages.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">La combinaison de soutiens compl\u00e9mentaires efficaces (garde d\u2019enfants, transport, etc.) et de formation asynchrone a augment\u00e9 l\u2019accessibilit\u00e9 pour les personnes ayant des enfants.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<p>Le travail consid\u00e9rable du YMCA aupr\u00e8s de plus de 300&nbsp;000&nbsp;femmes et familles dans l\u2019ensemble de ses 30&nbsp;associations membres dans neuf provinces et deux territoires, a soulign\u00e9 que les femmes et les personnes de diverses identit\u00e9s de genre sont confront\u00e9es \u00e0 des obstacles syst\u00e9miques qui les emp\u00eachent d\u2019acc\u00e9der au march\u00e9 du travail.<\/p>\n\n\n\n<p>Ce probl\u00e8me est particuli\u00e8rement grave pour les personnes des localit\u00e9s \u00e9loign\u00e9es et nordiques, les personnes noires, autochtones et racis\u00e9es, les personnes handicap\u00e9es, celles qui fuient ou subissent de la violence, les nouvelles immigrantes, les m\u00e8res c\u00e9libataires, les personnes 2SLGBTQIA+, les personnes \u00e0 faible revenu, les personnes qui ont un casier judiciaire ou qui ont d\u00e9j\u00e0 \u00e9t\u00e9 incarc\u00e9r\u00e9es, et celles qui se livrent au travail du sexe ou sont toxicomanes.<\/p>\n\n\n\n<p>Au cours de la p\u00e9riode&nbsp;2019-2020, le YWCA a men\u00e9 une&nbsp;<a href=\"https:\/\/ywcacanada.ca\/wp-content\/uploads\/2020\/06\/B2B-Interim-Findings-Report_MAY-2020.pdf\">recherche<\/a>&nbsp;avec ses associations membres afin de mieux comprendre les pratiques prometteuses pour inclure les femmes vuln\u00e9rables sur le march\u00e9 du travail. Cette recherche comprenait une analyse documentaire, des sondages, des discussions de groupe et des entrevues avec des femmes ayant acc\u00e8s aux programmes des YWCA de Calgary, Halifax, Moncton, Montr\u00e9al, Territoires du Nord-Ouest, Regina, Sudbury, Thompson, Toronto et Vancouver. Parmi les principaux commentaires re\u00e7us des participantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019acc\u00e8s actuel \u00e0 des\u00a0<strong>services de garde abordables, accessibles et flexibles<\/strong>\u00a0limite les heures de travail disponibles de la m\u00e8re. La majorit\u00e9 des participantes \u00e0 la recherche ont fait part d\u2019un besoin d\u2019options de garde d\u2019enfants gratuites ou plus abordables. Pour surmonter ces obstacles, les organismes de services sociaux doivent int\u00e9grer les services de garde d\u2019enfants \u00e0 la conception de tous les programmes destin\u00e9s aux femmes, tandis que les employeurs peuvent offrir des subventions pour la garde d\u2019enfants, des horaires de travail flexibles ou des services de garde d\u2019enfants sur place.<\/li>\n\n\n\n<li>La principale recommandation et demande des participantes pour am\u00e9liorer leur acc\u00e8s \u00e0 un emploi r\u00e9mun\u00e9r\u00e9 porte sur le besoin d\u2019<strong>horaires de travail et de lieux de travail flexibles.<\/strong>\u00a0Que ce soit pour des motifs de garde, d\u2019invalidit\u00e9, de traumatisme, de transport ou de s\u00e9curit\u00e9, des horaires de travail flexibles am\u00e9lioreront consid\u00e9rablement la capacit\u00e9 des femmes \u00e0 s\u2019int\u00e9grer \u00e0 un milieu de travail y et \u00e0 s\u2019\u00e9panouir. L\u2019option de travail \u00e0 distance, accompagn\u00e9e de la fourniture du mat\u00e9riel et des ressources n\u00e9cessaires, donnera \u00e0 de nombreuses femmes la possibilit\u00e9 de travailler tout en \u00e9tant en mesure de r\u00e9pondre aux besoins de leurs personnes \u00e0 charge, tout en r\u00e9duisant les co\u00fbts de transport, les besoins ou les obstacles.<\/li>\n\n\n\n<li>De nombreuses participantes ont d\u00e9clar\u00e9 que les exigences en mati\u00e8re d\u2019\u00e9ducation ou d\u2019exp\u00e9rience professionnelle dans les offres d\u2019emploi constituaient un obstacle \u00e0 l\u2019acc\u00e8s \u00e0 un emploi bien r\u00e9mun\u00e9r\u00e9, affirmant souvent que les employeurs se montraient inflexibles ou ne tenaient pas compte des exp\u00e9riences v\u00e9cues en remplacement des \u00e9tudes ou de l\u2019exp\u00e9rience professionnelle. De nombreuses participantes \u00e0 la recherche ont d\u00e9clar\u00e9 qu\u2019il \u00e9tait n\u00e9cessaire d\u2019accepter ou de reconna\u00eetre l\u2019exp\u00e9rience v\u00e9cue dans le cadre du recrutement, en particulier pour les m\u00e8res, les jeunes femmes et les nouvelles immigrantes.<\/li>\n\n\n\n<li>Plus de 50\u00a0% des participantes \u00e0 la recherche sont issues de m\u00e9nages dont le revenu est inf\u00e9rieur \u00e0 30\u00a0000\u00a0$ et ont tr\u00e8s souvent mentionn\u00e9 la s\u00e9curit\u00e9 du logement comme principale pr\u00e9occupation. Chaque emplacement s\u2019est efforc\u00e9 d\u2019int\u00e9grer une \u00e0 trois pratiques prometteuses dans les programmes existants et le personnel a re\u00e7u une formation en \u00e9valuation et en production de rapports pour appuyer l\u2019\u00e9change de connaissances entre les emplacements.<\/li>\n\n\n\n<li>La deuxi\u00e8me phase a int\u00e9gr\u00e9 les id\u00e9es cl\u00e9s de la premi\u00e8re phase \u00e0 la conception et la prestation du programme dans 10\u00a0emplacements au Canada.<\/li>\n\n\n\n<li>La troisi\u00e8me phase consistait \u00e0 mettre en \u0153uvre les id\u00e9es et suggestions de groupes comme les entreprises, les parties prenantes gouvernementales et les organisations communautaires. Elle comprenait la cr\u00e9ation de modules en ligne, la tenue de tables rondes avec des employeurs \u00e0 l\u2019\u00e9chelle nationale et l\u2019organisation de communaut\u00e9s de pratique entre pairs.<\/li>\n<\/ul>\n\n\n\n<p>Ce projet comprenait \u00e9galement un effort pour utiliser des approches communautaires et des rapports de r\u00e9sultats collaboratifs sur tous les emplacements pilotes afin d\u2019en comprendre l\u2019efficacit\u00e9 et l\u2019incidence. YWCA Canada a coordonn\u00e9 l\u2019\u00e9valuation au moyen de rapports d\u2019activit\u00e9 trimestriels, de sondages sur les indicateurs de rendement cl\u00e9s (IRC), de r\u00e9unions de la communaut\u00e9 de pratique (CdP) et de visites de recherche virtuelles. et\u00a0<a href=\"https:\/\/youtu.be\/JVfoFXj8in0\">Promotion d\u2019approches tenant compte des traumatismes en milieu de travail<\/a>\u00a0(vid\u00e9os en anglais seulement).<\/p>\n\n\n\n<p><strong>Produire des rapports collaboratifs des r\u00e9sultats n\u2019est pas chose facile<\/strong><br>Les efforts visant \u00e0 agr\u00e9ger les donn\u00e9es quantitatives sur l\u2019efficacit\u00e9 et l\u2019incidence des projets pilotes dans tous les emplacements se sont r\u00e9v\u00e9l\u00e9s ardus. La pand\u00e9mie ayant entra\u00een\u00e9 des restrictions sur les offres de services, la suspension des services en personne et le basculement vers les services virtuels, la r\u00e9affectation du personnel, toutes ces perturbations se sont r\u00e9percut\u00e9es n\u00e9gativement sur la capacit\u00e9 \u00e0 utiliser les outils d\u2019\u00e9valuation comme pr\u00e9vu. Par exemple, les coordinateurs de programme ont not\u00e9 qu\u2019avant la pand\u00e9mie, les \u00e9valuations des programmes \u00e9taient g\u00e9n\u00e9ralement effectu\u00e9es sur papier, en personne, apr\u00e8s chaque session, avec des taux de r\u00e9ponse constamment \u00e9lev\u00e9s. Cependant, lorsque les outils d\u2019\u00e9valuation \u00e9taient \u00e9chang\u00e9s sous forme de lien num\u00e9rique \u00e0 la fin de chaque session, les taux de r\u00e9ponse diminuaient, manquaient de coh\u00e9rence et de pr\u00e9cision \u2013\u00a0certaines participantes r\u00e9pondant aux sondages plusieurs fois. De telles interventions n\u00e9cessitent des approches holistiques et centr\u00e9es sur la personne pour la conception et la prestation des programmes adaptables \u00e0 l\u2019\u00e9volution des besoins et des situations. Les donn\u00e9es probantes issues de la recherche et de l\u2019\u00e9valuation, ainsi que la r\u00e9troaction directe des groupes en qu\u00eate d\u2019\u00e9quit\u00e9 et du secteur qui les sert, sont essentielles \u00e0 la conception de politiques et de programmes r\u00e9ussis.<\/p>\n\n\n\n<p>Les organisations communautaires ont la possibilit\u00e9 d\u2019\u00eatre des catalyseurs et des contributeurs cl\u00e9s aux changements plus larges du march\u00e9 du travail. L\u2019un des principaux enseignements du projet (et du travail plus large du YWCA avec les communaut\u00e9s en qu\u00eate d\u2019\u00e9quit\u00e9) est que la plupart des interventions en mati\u00e8re d\u2019emploi n\u2019ont pas pleinement pris en compte (ou n\u2019ont pas \u00e9t\u00e9 dot\u00e9es de ressources pour soutenir) les responsabilit\u00e9s \u00e9conomiques et sociales des participantes.<\/p>\n\n\n\n<p>Les organismes \u00e0 services multiples (OSM) comme YWCA Canada sont profond\u00e9ment li\u00e9s aux communaut\u00e9s qu\u2019ils servent et offrent un large \u00e9ventail de services en r\u00e9ponse aux priorit\u00e9s communautaires \u00e9mergentes. Les personnes confront\u00e9es \u00e0 des d\u00e9fis multiples, complexes et interd\u00e9pendants peuvent tirer parti d\u2019un soutien soutenu, complet et int\u00e9gr\u00e9 au fil du temps. Il a \u00e9galement offert des possibilit\u00e9s de formation, de soutien et de microcertifications au personnel de premi\u00e8re ligne et \u00e0 des fournisseurs de premi\u00e8re ligne afin de renforcer leur capacit\u00e9 de service et d\u2019int\u00e9grer un cadre d\u2019ACS+ tenant compte des traumatismes et intersectionnel dans leurs interventions.
