main-d\u2019\u0153uvre des infrastructures critiques du Canada ont toujours d\u00e9pendu d\u2019un acc\u00e8s sur place \u00e0 des \u00e9quipements sp\u00e9cialis\u00e9s et \u00e0 des syst\u00e8mes complexes, impossibles \u00e0 reproduire dans une simple salle de classe. Lorsque la COVID-19 a contraint les \u00e9tablissements postsecondaires \u00e0 passer au mode virtuel, cette r\u00e9alit\u00e9 a pos\u00e9 un probl\u00e8me urgent pour les programmes ax\u00e9s sur l\u2019apprentissage exp\u00e9rientiel. Comment former le personnel sur des \u00e9quipements industriels lorsque l\u2019acc\u00e8s physique n\u2019est plus possible\u2009?<\/p>\n\n\n\n<p>Pour relever ce d\u00e9fi, le British Columbia Institute of Technology (BCIT) a explor\u00e9 le potentiel de la formation virtuelle en cr\u00e9ant la plateforme d\u2019apprentissage exp\u00e9rientiel virtualis\u00e9 (VELP) La plateforme offre aux apprenants, aux formateurs et aux chercheurs un acc\u00e8s \u00e0 distance \u00e0 un environnement de formation physique. Au lieu de remplacer les infrastructures physiques, la plateforme VELP en virtualise l\u2019acc\u00e8s, permettant ainsi aux apprenants d\u2019acqu\u00e9rir une exp\u00e9rience pratique sur de v\u00e9ritables syst\u00e8mes industriels, partout au Canada.<\/p>\n\n\n\n<p>Au cours des quatre phases du projet financ\u00e9es par le FSC entre 2021 et 2025, celui-ci a connu une croissance spectaculaire. Tout a commenc\u00e9 par la mise au point et les essais de la technologie. Par la suite, le projet a fait l\u2019objet d\u2019une analyse comparative avec les solutions du march\u00e9, a \u00e9t\u00e9 mis \u00e0 l\u2019essai aupr\u00e8s de partenaires du secteur, tandis que son utilisation potentielle par les communaut\u00e9s autochtones et \u00e9loign\u00e9es a \u00e9t\u00e9 explor\u00e9e. Dans l\u2019analyse comparative, VELP a obtenu un score de 88&nbsp;% sur 37&nbsp;crit\u00e8res, se situant globalement au m\u00eame niveau que ses principaux concurrents et les surpassant sur 12&nbsp;crit\u00e8res. Les projets pilotes men\u00e9s aupr\u00e8s de BC Hydro, Siemens et EdgeTune Power ont mobilis\u00e9 plus de 40&nbsp;professionnels, qui ont exprim\u00e9 le besoin d\u2019une formation mieux adapt\u00e9e \u00e0 leurs contextes op\u00e9rationnels sp\u00e9cifiques. La plateforme VELP est d\u00e9sormais int\u00e9gr\u00e9e \u00e0 deux programmes de microcertifications du BCIT. Bien que l\u2019apprentissage se d\u00e9roule de nouveau majoritairement en classe, la pertinence de l\u2019apprentissage exp\u00e9rientiel \u00e0 distance s\u2019est accentu\u00e9e, tout particuli\u00e8rement pour les communaut\u00e9s \u00e9loign\u00e9es et les secteurs touch\u00e9s par des p\u00e9nuries r\u00e9gionales de main-d\u2019\u0153uvre.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">En 2025, le BCIT s\u2019est pench\u00e9 sur les besoins des communaut\u00e9s autochtones et \u00e9loign\u00e9es, collaborant avec Johnston Research afin de mener des entretiens et des sondages aupr\u00e8s de membres des Premi\u00e8res Nations en Colombie-Britannique, en Alberta, en Saskatchewan et en Ontario. De nombreuses communaut\u00e9s sont pleinement d\u00e9termin\u00e9es \u00e0 s\u2019orienter vers les \u00e9nergies propres afin d\u2019assurer leur souverainet\u00e9 \u00e9nerg\u00e9tique et de pr\u00e9server leur patrimoine culturel. Ces communaut\u00e9s se heurtent toutefois \u00e0 divers obstacles, notamment des co\u00fbts \u00e9lev\u00e9s, des infrastructures peu fiables, un acc\u00e8s num\u00e9rique limit\u00e9 ainsi que des d\u00e9cennies d\u2019exclusion des processus d\u00e9cisionnels en mati\u00e8re d\u2019\u00e9nergie. Les membres des Premi\u00e8res Nations ont exprim\u00e9 le souhait de b\u00e9n\u00e9ficier de formations au sein m\u00eame de leurs communaut\u00e9s, qui int\u00e8grent leurs A\u00een\u00e9s et m\u00e8nent \u00e0 des certifications reconnues. La plateforme VELP a le potentiel de soutenir ces communaut\u00e9s, \u00e0 condition de s\u2019inscrire dans des programmes culturellement adapt\u00e9s et fond\u00e9s sur leurs traditions. Les communaut\u00e9s autochtones devront \u00eatre parties prenantes en tant que partenaires et titulaires de droits, et non de simples b\u00e9n\u00e9ficiaires d\u2019une solution technologique.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Les apprenants utilisant la plateforme VELP ont acquis un niveau de compr\u00e9hension comparable \u00e0 celui d\u2019un apprentissage en pr\u00e9sentiel. De plus, la plateforme s\u2019est montr\u00e9e performante face \u00e0 ses principaux concurrents canadiens sur 37\u00a0crit\u00e8res, les surpassant m\u00eame pour 12 d\u2019entre eux.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Le mod\u00e8le de la plateforme VELP, ax\u00e9 sur la virtualisation de l\u2019acc\u00e8s \u00e0 l\u2019apprentissage pratique, est adaptable \u00e0 tout secteur utilisant des \u00e9quipements physiques pour la formation. Son efficacit\u00e9 repose toutefois sur un cod\u00e9veloppement avec les organisations partenaires, plut\u00f4t que sur un d\u00e9ploiement standardis\u00e9.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Pour les communaut\u00e9s autochtones et \u00e9loign\u00e9es, il existe un foss\u00e9 entre les promesses de la formation \u00e0 distance et la r\u00e9alit\u00e9 de son accessibilit\u00e9. Pour combler ce foss\u00e9, le secteur doit d\u00e9velopper des comp\u00e9tences culturelles, des aptitudes relationnelles et de v\u00e9ritables mod\u00e8les de partenariat, des aspects qui ont largement fait d\u00e9faut jusqu\u2019\u00e0 pr\u00e9sent.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Les infrastructures critiques du Canada, telles que les r\u00e9seaux \u00e9lectriques, les syst\u00e8mes d\u2019\u00e9nergie propre et les r\u00e9seaux num\u00e9riques du quotidien, d\u00e9pendent d\u2019une main-d\u2019\u0153uvre qualifi\u00e9e et form\u00e9e en continu.&nbsp;<\/p>\n\n\n\n<p>Historiquement, la formation de cette main-d\u2019\u0153uvre exigeait un acc\u00e8s physique \u00e0 des \u00e9quipements de r\u00e9seau \u00e9lectrique, rendant son d\u00e9ploiement \u00e0 grande \u00e9chelle complexe et sa prestation \u00e0 distance quasi impossible. La pand\u00e9mie de COVID-19 a mis en lumi\u00e8re un probl\u00e8me d\u2019acc\u00e8s pr\u00e9existant qu\u2019il est d\u00e9sormais impossible d\u2019ignorer. Elle a \u00e9galement r\u00e9v\u00e9l\u00e9 un d\u00e9fi structurel plus profond&nbsp;: bien avant la pand\u00e9mie, de nombreux Canadiens \u00e9taient priv\u00e9s d\u2019un acc\u00e8s r\u00e9el \u00e0 une formation sp\u00e9cialis\u00e9e en infrastructures critiques. Les communaut\u00e9s \u00e9loign\u00e9es et rurales, les peuples autochtones, les nouveaux arrivants ainsi que les personnes n\u2019ayant pas la possibilit\u00e9 de se d\u00e9placer pour se former ont longtemps \u00e9t\u00e9 laiss\u00e9s pour compte par un syst\u00e8me ax\u00e9 sur la pr\u00e9sence physique dans des installations urbaines.<\/p>\n\n\n\n<p>Cette lacune rev\u00eat une importance particuli\u00e8re pour les communaut\u00e9s autochtones et isol\u00e9es, qui jouent un r\u00f4le de plus en plus central dans la transition \u00e9nerg\u00e9tique du Canada. Beaucoup s\u2019engagent activement dans des projets li\u00e9s aux \u00e9nergies renouvelables, qu\u2019ils consid\u00e8rent comme un moyen d\u2019acc\u00e9der \u00e0 la souverainet\u00e9 \u00e9nerg\u00e9tique et de pr\u00e9server leur culture. Ces populations font pourtant face \u00e0 des obstacles cumulatifs, notamment des co\u00fbts \u00e9lev\u00e9s, des infrastructures num\u00e9riques peu fiables, de faibles comp\u00e9tences technologiques, ainsi que des d\u00e9cennies d\u2019exclusion des processus d\u00e9cisionnels en mati\u00e8re d\u2019\u00e9nergie. Les mod\u00e8les de formation existants n\u2019ont pas \u00e9t\u00e9 con\u00e7us en tenant compte de ces communaut\u00e9s.<\/p>\n\n\n\n<p>Le d\u00e9fi prend de l\u2019ampleur sur plusieurs fronts. Les infrastructures num\u00e9riques critiques sont confront\u00e9es \u00e0 des menaces croissantes li\u00e9es \u00e0 des cyberattaques sophistiqu\u00e9es. La transition du Canada vers les \u00e9nergies propres stimule la demande de main-d\u2019\u0153uvre capable de g\u00e9rer et d\u2019exploiter les nouvelles technologies durables. Les nations autochtones, dont l\u2019intendance des terres est ant\u00e9rieure \u00e0 la cr\u00e9ation de l\u2019\u00c9tat, devraient \u00eatre des partenaires \u00e0 part enti\u00e8re dans la d\u00e9finition des infrastructures et des syst\u00e8mes de formation qui soutiennent ces secteurs. Ce syst\u00e8me pr\u00e9voyait la migration des syst\u00e8mes de commande et de contr\u00f4le vers un environnement en ligne s\u00e9curis\u00e9, le d\u00e9veloppement de mod\u00e8les de jumeaux num\u00e9riques des infrastructures r\u00e9elles, ainsi que l\u2019\u00e9valuation de la capacit\u00e9 des \u00e9quipes \u00e0 collaborer efficacement \u00e0 partir de diff\u00e9rents sites physiques. Deux sessions pilotes men\u00e9es aupr\u00e8s d\u2019apprenants ont permis d\u2019\u00e9valuer si la plateforme offrait un r\u00e9el apprentissage pratique au cours de cette phase.<\/p>\n\n\n\n<p>Men\u00e9e en 2024, la deuxi\u00e8me phase du projet pr\u00e9voyait une analyse comparative de la plateforme VELP face \u00e0 deux solutions concurrentes (le CRIRN et le CIC) selon des indicateurs cl\u00e9s. Des formations pilotes ont \u00e9galement \u00e9t\u00e9 d\u00e9ploy\u00e9es aupr\u00e8s de BC Hydro, EdgeTune Power et Siemens afin d\u2019en \u00e9valuer la pertinence pour les professionnels du secteur et de recueillir leurs commentaires en vue de perfectionner la plateforme.<\/p>\n\n\n\n<p>La phase&nbsp;2 s\u2019articulait autour des questions directrices suivantes&nbsp;:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Comment la plateforme VELP se positionne-t-elle face aux solutions concurrentes en termes de co\u00fbts, d\u2019accessibilit\u00e9, de flexibilit\u00e9 et de cybers\u00e9curit\u00e9\u2009?<\/li>\n\n\n\n<li>Cette solution peut-elle s\u2019adapter \u00e0 d\u2019autres publics, en particulier les professionnels des secteurs industriels et des services de r\u00e9seau\u2009?<\/li>\n<\/ol>\n\n\n\n<p>Au cours de la troisi\u00e8me phase, en 2025, le BCIT s\u2019est associ\u00e9 \u00e0 Johnston Research Inc. Dans le respect des principes PCAP, l\u2019\u00e9tablissement a men\u00e9 15&nbsp;entretiens et 16&nbsp;sondages aupr\u00e8s de membres de communaut\u00e9s autochtones en Colombie-Britannique, en Alberta, en Saskatchewan et en Ontario, parall\u00e8lement \u00e0 des entretiens avec des employeurs des secteurs des services de r\u00e9seau et des \u00e9nergies propres. La majorit\u00e9 a indiqu\u00e9 que la plateforme offrait des exp\u00e9riences concr\u00e8tes reproduisant des situations de travail r\u00e9alistes. La plateforme est parvenue \u00e0 reproduire plus de 150&nbsp;signaux dans l\u2019infonuagique, tout en offrant un acc\u00e8s \u00e0 distance simultan\u00e9 \u00e0 plusieurs utilisateurs et en garantissant une communication fiable entre les infrastructures physiques et le cyberespace. La plateforme VELP est d\u00e9sormais int\u00e9gr\u00e9e \u00e0 deux programmes de micro-titres de comp\u00e9tences du BCIT, marquant une \u00e9tape importante vers l\u2019\u00e9tablissement de passerelles de diplomation officielles.<\/p>\n\n\n\n<p><strong>Une analyse comparative rigoureuse a confirm\u00e9 la position unique de VELP sur le march\u00e9 canadien<\/strong><strong><br><\/strong>La plateforme VELP a \u00e9t\u00e9 \u00e9valu\u00e9e face \u00e0 deux solutions canadiennes comparables, soit le CRIRN de RNCan et l\u2019Institut canadien de cybers\u00e9curit\u00e9 de l\u2019UNB, selon 37&nbsp;crit\u00e8res distincts. La plateforme VELP s\u2019est hiss\u00e9e au niveau de la concurrence pour 20&nbsp;crit\u00e8res, a surpass\u00e9 l\u2019une ou l\u2019autre des solutions (voire les deux) pour 12 d\u2019entre eux, et pr\u00e9sente 5&nbsp;axes d\u2019am\u00e9lioration, notamment en mati\u00e8re de disponibilit\u00e9, de flexibilit\u00e9 pour le corps professoral et de fonctionnalit\u00e9s de cybers\u00e9curit\u00e9. L\u2019analyse a \u00e9galement confirm\u00e9 que tr\u00e8s peu de plateformes regroupent l\u2019acc\u00e8s \u00e0 distance multiutilisateur, des applications d\u2019infonuagique avanc\u00e9es, la technologie des jumeaux num\u00e9riques ainsi que la formation en cybers\u00e9curit\u00e9 au sein d\u2019un m\u00eame environnement, ce qui r\u00e9affirme la valeur de la plateforme VELP en tant que solution rare et sp\u00e9cialis\u00e9e.&nbsp;<\/p>\n\n\n\n<p><strong>Le d\u00e9ploiement de projets pilotes aupr\u00e8s de partenaires du secteur a mis en lumi\u00e8re le potentiel et les limites de la plateforme VELP en mati\u00e8re de formation professionnelle<\/strong><strong><br><\/strong>Les sessions de formation d\u00e9ploy\u00e9es aupr\u00e8s de BC Hydro, EdgeTune Power et Siemens ont cibl\u00e9 plus de 40&nbsp;professionnels du secteur. Dans l\u2019ensemble, les apprenants ont accueilli favorablement l\u2019approche pratique et syst\u00e9mique de la plateforme en mati\u00e8re de formation sur les infrastructures critiques. Cependant, les professionnels des services publics, en particulier, ont estim\u00e9 que la formation n\u2019\u00e9tait pas suffisamment adapt\u00e9e \u00e0 leur contexte op\u00e9rationnel quotidien. Les participants de BC Hydro ont notamment soulign\u00e9 que la formation englobait plusieurs cadres de conformit\u00e9 r\u00e9glementaire en cybers\u00e9curit\u00e9, alors que leur organisation s\u2019appuie exclusivement sur les normes NERC CIP. Ainsi, les formations s\u2019appuyant sur la plateforme VELP gagnent en efficacit\u00e9 lorsqu\u2019elles sont co\u00e9valu\u00e9es et cod\u00e9velopp\u00e9es de concert avec le milieu partenaire. Cette approche permet de les adapter pr\u00e9cis\u00e9ment aux r\u00f4les, au niveau d\u2019exp\u00e9rience et aux r\u00e9alit\u00e9s op\u00e9rationnelles sp\u00e9cifiques, plut\u00f4t que de les dispenser sous forme de programme g\u00e9n\u00e9rique.<\/p>\n\n\n\n<p><strong>La capacit\u00e9 du secteur des services de r\u00e9seau \u00e0 soutenir les communaut\u00e9s autochtones dans la transition vers les \u00e9nergies propres ne repose pas uniquement sur l\u2019expertise technique<\/strong><strong><br><\/strong>Une \u00e9tude men\u00e9e aupr\u00e8s de 15&nbsp;membres de communaut\u00e9s autochtones et de 16&nbsp;r\u00e9pondants \u00e0 un sondage en Colombie-Britannique, en Alberta, en Saskatchewan et en Ontario a r\u00e9v\u00e9l\u00e9 que les communaut\u00e9s autochtones et \u00e9loign\u00e9es sont profond\u00e9ment motiv\u00e9es \u00e0 suivre une formation en mati\u00e8re d\u2019\u00e9nergies propres. Bon nombre d\u2019entre elles y voient une passerelle vers la souverainet\u00e9 \u00e9nerg\u00e9tique et la pr\u00e9servation culturelle. N\u00e9anmoins, l\u2019acc\u00e8s limit\u00e9 aux infrastructures Internet, la fracture num\u00e9rique variable et une profonde pr\u00e9f\u00e9rence culturelle pour un apprentissage de proximit\u00e9, ancr\u00e9 dans la communaut\u00e9 et guid\u00e9 par les A\u00een\u00e9s, font en sorte que la solution VELP ne saurait suffire \u00e0 elle seule en tant que plateforme autonome. Les participants ont \u00e9t\u00e9 cat\u00e9goriques&nbsp;: ils souhaitent une formation de proximit\u00e9, dispens\u00e9e dans leur propre langue, menant \u00e0 des titres de comp\u00e9tences reconnues et offerts par des partenaires qui les consid\u00e8rent comme de v\u00e9ritables titulaires de droits. Ces acquis ouvrent la voie au d\u00e9ploiement de l\u2019apprentissage exp\u00e9rientiel virtualis\u00e9 dans d\u2019autres secteurs n\u00e9vralgiques de l\u2019\u00e9conomie canadienne, des soins de sant\u00e9 aux ressources naturelles, jusqu\u2019\u00e0 l\u2019industrie manufacturi\u00e8re de pointe, tout en favorisant l\u2019inclusion d\u2019apprenants d\u2019un bout \u00e0 l\u2019autre du pays qui ont historiquement \u00e9t\u00e9 laiss\u00e9s pour compte.<\/p>\n\n\n\n<p>Les travaux men\u00e9s aupr\u00e8s des communaut\u00e9s autochtones et \u00e9loign\u00e9es ont r\u00e9v\u00e9l\u00e9 que les approches en mati\u00e8re de d\u00e9veloppement des comp\u00e9tences doivent honorer les droits des Autochtones, respecter les priorit\u00e9s des communaut\u00e9s et tracer des voies qui permettent aux travailleurs et aux collectivit\u00e9s autochtones d\u2019en b\u00e9n\u00e9ficier \u00e9quitablement.
