population la plus jeune et \u00e0 la croissance la plus rapide au Canada, offrant ainsi un potentiel essentiel pour combler les p\u00e9nuries de comp\u00e9tences. Pourtant, des in\u00e9galit\u00e9s syst\u00e9miques persistent dans l&#8217;acc\u00e8s \u00e0 l&#8217;\u00e9ducation et \u00e0 la formation, ce qui se traduit par des r\u00e9sultats moins bons en mati\u00e8re d&#8217;emploi et une vuln\u00e9rabilit\u00e9 accrue aux ralentissements \u00e9conomiques. Pour surmonter ces obstacles, l&#8217;Universit\u00e9 Royal Roads a travaill\u00e9 en partenariat avec les communaut\u00e9s autochtones afin de mettre au point conjointement des solutions de formation adapt\u00e9es \u00e0 la culture qui tiennent compte des perspectives, de la culture et des r\u00e9alit\u00e9s v\u00e9cues des Autochtones.<\/p>\n\n\n\n<p>La phase 1 (2020-2023) s&#8217;est concentr\u00e9e sur la collaboration avec la Nation m\u00e9tisse de Colombie-Britannique, ce qui a donn\u00e9 naissance au programme Professional Project Administrator, un m\u00e9lange novateur de cours cr\u00e9dit\u00e9s et non cr\u00e9dit\u00e9s assortis d&#8217;un soutien complet comprenant des conseils culturels, des services d&#8217;orientation et un accompagnement professionnel. Dispens\u00e9 en ligne pendant la pand\u00e9mie, le programme a enregistr\u00e9 des taux de r\u00e9ussite \u00e9lev\u00e9s (plus de 90 %) et d&#8217;excellents r\u00e9sultats en mati\u00e8re d&#8217;emploi, 74 % des dipl\u00f4m\u00e9s ayant trouv\u00e9 un emploi \u00e0 l&#8217;issue du programme.<\/p>\n\n\n\n<p>Fort de ce succ\u00e8s, la phase 2 (2023-2024) a \u00e9largi la participation aux communaut\u00e9s de la r\u00e9gion du Sahtu (dans les Territoires du Nord-Ouest), du nord du Manitoba et du Nunavut. Les visites sur place ont fait ressortir l&#8217;importance de la confiance, de l&#8217;harmonisation culturelle et des mod\u00e8les de prestation flexibles, les communaut\u00e9s manifestant un vif int\u00e9r\u00eat pour les programmes li\u00e9s aux parcours menant \u00e0 un dipl\u00f4me, \u00e0 la gestion des terres et \u00e0 l&#8217;apprentissage mixte.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">La phase 3 (2025) poursuit cette initiative en \u00e9largissant l&#8217;offre de services, en proposant des formations en assainissement environnemental et en ouvrant de nouvelles voies vers l&#8217;emploi et l&#8217;\u00e9ducation, renfor\u00e7ant ainsi l&#8217;engagement de Royal Road envers la v\u00e9rit\u00e9 et la r\u00e9conciliation et les partenariats durables.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Les trois premi\u00e8res cohortes du programme de formation professionnelle en administration de projets, dispens\u00e9 en ligne \u00e0 des \u00e9tudiants m\u00e9tis, ont affich\u00e9 un taux de r\u00e9ussite de 98 %.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Une communaut\u00e9 bienveillante, un soutien global, des connaissances et des comp\u00e9tences pertinentes, ainsi qu&#8217;un apprentissage culturel ont \u00e9t\u00e9 les \u00e9l\u00e9ments du programme qui ont contribu\u00e9 \u00e0 la r\u00e9tention et \u00e0 la r\u00e9ussite.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Les communaut\u00e9s de la r\u00e9gion du Sahtu (dans les Territoires du Nord-Ouest), du nord du Manitoba et du Nunavut \u00e9taient particuli\u00e8rement int\u00e9ress\u00e9es par les programmes d&#8217;\u00e9ducation et de formation menant \u00e0 un dipl\u00f4me, notamment dans les domaines des comp\u00e9tences administratives et de la gestion des terres et de l&#8217;eau.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>En tant que population la plus jeune et \u00e0 la croissance la plus rapide au Canada, les peuples autochtones constituent une ressource consid\u00e9rable pour rem\u00e9dier \u00e0 la p\u00e9nurie de main-d&#8217;\u0153uvre qualifi\u00e9e. Cependant, les Autochtones continuent de subir des in\u00e9galit\u00e9s en mati\u00e8re de comp\u00e9tences et de formation. Cela se traduit par des taux d&#8217;emploi et de participation plus faibles, des taux de ch\u00f4mage plus \u00e9lev\u00e9s et une plus grande vuln\u00e9rabilit\u00e9 aux ralentissements \u00e9conomiques par rapport \u00e0 leurs homologues non autochtones.<\/p>\n\n\n\n<p>Parmi les obstacles auxquels se heurtent les peuples autochtones dans leur qu\u00eate d&#8217;une formation professionnelle, on peut citer l&#8217;\u00e9loignement g\u00e9ographique des centres de formation ou d&#8217;enseignement, des taux de r\u00e9ussite au secondaire inf\u00e9rieurs \u00e0 la moyenne et des difficult\u00e9s financi\u00e8res pour payer les frais de scolarit\u00e9 et acheter le mat\u00e9riel et les fournitures n\u00e9cessaires \u00e0 la formation.<\/p>\n\n\n\n<p>De plus, de nombreux \u00e9tablissements d&#8217;enseignement n&#8217;int\u00e8grent pas les perspectives, les connaissances ou les modes d&#8217;apprentissage culturels autochtones. La plupart des programmes de formation professionnelle et des \u00e9tablissements d&#8217;enseignement postsecondaire ne tiennent pas compte des r\u00e9alit\u00e9s auxquelles sont confront\u00e9s les apprenants autochtones, ni n&#8217;int\u00e8grent la culture et l&#8217;\u00e9pist\u00e9mologie autochtones.&nbsp;<\/p>\n\n\n\n<p>Consciente de ces r\u00e9alit\u00e9s, l&#8217;Universit\u00e9 Royal Roads s&#8217;est donn\u00e9 pour objectif d&#8217;\u00e9tablir des relations solides entre les communaut\u00e9s autochtones et l&#8217;universit\u00e9. Il visait \u00e9galement \u00e0 permettre aux apprenants de s&#8217;\u00e9panouir dans des environnements d&#8217;apprentissage culturellement pertinents et riches de sens. Au cours de la phase 1 du projet (2020-2023), le personnel du d\u00e9partement des \u00e9tudes professionnelles et continues de l&#8217;universit\u00e9 Royal Roads a travaill\u00e9 en \u00e9troite collaboration avec le personnel responsable des initiatives de formation de la M\u00e9tis Nation British Columbia afin de mettre au point une solution de formation qui permettrait de relever ces d\u00e9fis.&nbsp;<\/p>\n\n\n\n<p>Fort de l&#8217;impact de cette collaboration, Royal Roads a cherch\u00e9, au cours de la phase 2 (2023-2024), \u00e0 \u00e9tablir des relations avec les communaut\u00e9s autochtones de la r\u00e9gion du Sahtu, du nord du Manitoba et du Nunavut. Le programme serait un m\u00e9lange innovant de cours cr\u00e9dit\u00e9s et non cr\u00e9dit\u00e9s visant \u00e0 pr\u00e9parer les dipl\u00f4m\u00e9s \u00e0 l&#8217;emploi gr\u00e2ce \u00e0 un large \u00e9ventail de comp\u00e9tences en administration de projets. Il offrirait des liens solides avec la culture m\u00e9tisse et un soutien global aux \u00e9l\u00e8ves. En raison de la pand\u00e9mie de COVID-19, le programme a d&#8217;abord \u00e9t\u00e9 offert enti\u00e8rement en ligne plut\u00f4t que selon le mod\u00e8le hybride initialement propos\u00e9 au Centre des Comp\u00e9tences futures.<\/p>\n\n\n\n<p>Le programme Professional Project Administrator est un programme de formation de 18 semaines qui compte six cohortes de participants et qui travaille en \u00e9troite collaboration avec la Nation m\u00e9tisse de Colombie-Britannique, d&#8217;autres Premi\u00e8res Nations de Colombie-Britannique et le gouvernement m\u00e9tis Otipemisiwak entre 2020 et 2023. Le programme comprenait trois cours universitaires cr\u00e9dit\u00e9s et quatre cours non cr\u00e9dit\u00e9s ax\u00e9s sur les comp\u00e9tences professionnelles, qui portaient sur les th\u00e8mes suivants :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>gestion de projet<\/li>\n\n\n\n<li>leadership collectif<\/li>\n\n\n\n<li>gestion des donn\u00e9es et rapports<\/li>\n\n\n\n<li>suite Microsoft Office<\/li>\n\n\n\n<li>r\u00e9daction de propositions<\/li>\n\n\n\n<li>culture num\u00e9rique&nbsp;<\/li>\n\n\n\n<li>communications<\/li>\n<\/ul>\n\n\n\n<p>Le programme comprenait des services complets disponibles pendant et apr\u00e8s les programmes d&#8217;\u00e9tudes des \u00e9tudiants. Les services int\u00e9gr\u00e9s comprenaient le soutien culturel d&#8217;un a\u00een\u00e9, des activit\u00e9s culturelles, une formation et un soutien professionnels, un accompagnement et l&#8217;acc\u00e8s \u00e0 un conseiller autochtone.&nbsp;<\/p>\n\n\n\n<p>Au cours de la phase 1, l&#8217;\u00e9valuation visait \u00e0 mieux comprendre l&#8217;impact du programme Professional Project Administrator sur la communaut\u00e9 d&#8217;apprentissage autochtone et \u00e0 identifier les caract\u00e9ristiques de conception du programme et les besoins en mati\u00e8re de soutien aux \u00e9tudiants qui pourraient servir de base \u00e0 des programmes \u00e9ducatifs similaires \u00e0 l&#8217;avenir. L&#8217;\u00e9valuation de la phase 1 a utilis\u00e9 une approche de recherche-action participative et a suivi une m\u00e9thodologie d&#8217;\u00e9tude de cas qualitative.<\/p>\n\n\n\n<p>Fort du succ\u00e8s des relations \u00e9tablies lors de la phase 1 avec la Nation m\u00e9tisse de Colombie-Britannique, d&#8217;autres Premi\u00e8res Nations de Colombie-Britannique et le gouvernement m\u00e9tis Otipemisiwak, la phase 2 (2023-2024), Royal Roads s&#8217;est engag\u00e9e aupr\u00e8s des communaut\u00e9s autochtones de la r\u00e9gion de Sahtu, dans le nord du Manitoba (en partenariat avec l&#8217;University College of the North) et du Nunavut afin d&#8217;\u00e9tablir des relations et de mieux comprendre les exigences, les besoins et les attentes des partenaires potentiels, ainsi que les possibilit\u00e9s de d\u00e9veloppement des comp\u00e9tences. Sur les trois premi\u00e8res cohortes pilotes, 98 % des \u00e9tudiants ont obtenu leur dipl\u00f4me \u00e0 l&#8217;issue du programme, et 91 % sur les trois suivantes. Les \u00e9tudiants ont d\u00e9clar\u00e9 avoir acquis des comp\u00e9tences utiles, de la confiance, des liens culturels et un emploi. Les entretiens men\u00e9s aupr\u00e8s des \u00e9tudiants ont r\u00e9v\u00e9l\u00e9 une forte satisfaction globale \u00e0 l&#8217;\u00e9gard du programme. 74 % des dipl\u00f4m\u00e9s ont trouv\u00e9 un emploi apr\u00e8s le programme, contre 51 % avant le programme. Dans le cadre d&#8217;un processus d&#8217;\u00e9valuation de suivi men\u00e9 \u00e0 l&#8217;automne 2022, 15 des 17 dipl\u00f4m\u00e9s interrog\u00e9s ont indiqu\u00e9 occuper un poste en rapport avec leur formation dans le cadre du programme de gestionnaire de projet professionnel.&nbsp;<\/p>\n\n\n\n<p>L&#8217;\u00e9valuation des trois premi\u00e8res cohortes du programme de formation des administrateurs de projets professionnels a permis d&#8217;identifier les \u00e9l\u00e9ments communs de la conception du programme qui devront \u00eatre int\u00e9gr\u00e9s dans les programmes de connaissances et de comp\u00e9tences pertinents \u00e0 l&#8217;avenir, notamment :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>une communaut\u00e9 bienveillante qui cultive un sentiment d&#8217;appartenance chez les \u00e9l\u00e8ves et favorise la confiance entre les \u00e9l\u00e8ves, leurs familles et le personnel;<\/li>\n\n\n\n<li>des mesures de soutien int\u00e9gr\u00e9es qui facilitent l&#8217;acc\u00e8s. Cela comprend des services d&#8217;orientation professionnelle, du coaching professionnel, des services de soutien en sant\u00e9 mentale, des bourses d&#8217;\u00e9tudes et des ordinateurs portables \u00e9quip\u00e9s de Microsoft Office. Au cours des trois premi\u00e8res cohortes, les mesures de soutien global ont contribu\u00e9 \u00e0 l&#8217;engagement des \u00e9l\u00e8ves et ont renforc\u00e9 leur confiance. De nombreux dipl\u00f4m\u00e9s ont soulign\u00e9 l&#8217;importance du financement qui leur a permis de b\u00e9n\u00e9ficier d&#8217;allocations de subsistance et d&#8217;avoir acc\u00e8s \u00e0 un ordinateur qu&#8217;ils ont pu conserver apr\u00e8s avoir termin\u00e9 le programme avec succ\u00e8s.<\/li>\n\n\n\n<li>apprentissage culturel. Les r\u00e9sultats indiquent un lien \u00e9vident entre la culture et le sentiment d&#8217;appartenance et d&#8217;engagement des \u00e9tudiants autochtones dans le programme. Par exemple, participer \u00e0 des activit\u00e9s culturelles avec une personne \u00e2g\u00e9e \u00e9tait l&#8217;un des volets du programme de formation des administrateurs de projets professionnels. L&#8217;\u00e9l\u00e9ment culturel a \u00e9t\u00e9 pr\u00e9cieux pour renforcer l&#8217;estime de soi des \u00e9l\u00e8ves quant \u00e0 leur identit\u00e9 m\u00e9tisse. Cela les a aid\u00e9s \u00e0 comprendre qu&#8217;ils m\u00e9ritaient le financement qu&#8217;ils recevaient pour participer au programme.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Au cours de la phase 2 du projet, qui s&#8217;\u00e9tend de 2023 \u00e0 2024, Royal Roads a tir\u00e9 d&#8217;importantes le\u00e7ons des visites sur place concernant les bonnes pratiques de partenariat avec les communaut\u00e9s autochtones, notamment l&#8217;importance de se pr\u00e9senter en personne pour \u00e9tablir des relations de confiance durables, de concevoir des programmes adapt\u00e9s \u00e0 la culture et \u00e0 l&#8217;histoire de la communaut\u00e9, et d&#8217;inviter les a\u00een\u00e9s \u00e0 donner des conseils sur les protocoles respectueux \u00e0 adopter, notamment en mati\u00e8re de cadeaux appropri\u00e9s en signe de respect pour la communaut\u00e9 d&#8217;accueil.&nbsp;<\/p>\n\n\n\n<p>Les communaut\u00e9s visit\u00e9es \u00e9taient particuli\u00e8rement int\u00e9ress\u00e9es par les programmes d&#8217;\u00e9ducation et de formation menant \u00e0 un dipl\u00f4me, notamment dans les domaines des comp\u00e9tences administratives et de la gestion des terres et de l&#8217;eau. C&#8217;est un d\u00e9fi qui doit \u00eatre pris en compte dans l&#8217;approche, les d\u00e9lais et le suivi.
