Les comit\u00e9s r\u00e9gionaux se sont fix\u00e9 trois principaux buts&nbsp;: 1) cr\u00e9er et partager des donn\u00e9es sur le march\u00e9 du travail\u2009; 2) d\u00e9terminer les secteurs prioritaires pour l\u2019enseignement et le perfectionnement professionnel\u2009; 3) optimiser l\u2019utilisation des programmes d\u2019aide \u00e0 l\u2019emploi, incluant l\u2019appui \u00e0 l\u2019immigration.<\/p>\n\n\n\n<p>Dix comit\u00e9s r\u00e9gionaux ont particip\u00e9 \u00e0 un processus de planification en 11&nbsp;\u00e9tapes. L\u2019\u00e9valuation a r\u00e9v\u00e9l\u00e9 que ce mod\u00e8le et cette approche sont efficaces pour am\u00e9liorer la planification r\u00e9gionale de la main-d\u2019\u0153uvre et la collaboration des parties prenantes. Le projet a \u00e9galement produit une <a href=\"https:\/\/worksupportnl.ca\/\">carte de l\u2019\u00e9cosyst\u00e8me du d\u00e9veloppement de la main-d\u2019\u0153uvre et de l\u2019innovation<\/a>, num\u00e9rique et consultable, des infographies sur le march\u00e9 du travail r\u00e9gional et un livret sur les programmes et services.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Plusieurs recommandations cl\u00e9s du projet abordent les d\u00e9fis et mettent en lumi\u00e8re les succ\u00e8s. En 2023, le taux d\u2019activit\u00e9 de sa population active \u00e9tait de 57&nbsp;%, bien en dessous du ratio id\u00e9al de plus de 70&nbsp;%. Ce d\u00e9ficit a \u00e9t\u00e9 aggrav\u00e9 par le vieillissement de la population et l\u2019\u00e9migration des jeunes, ce qui a entrain\u00e9 des p\u00e9nuries de main-d\u2019\u0153uvre dans les industries cl\u00e9s. Cette situation a soulign\u00e9 le besoin d\u2019approches innovantes en mati\u00e8re de d\u00e9veloppement de la main-d\u2019\u0153uvre, en particulier pour attirer et retenir des immigrantes et immigrants pour favoriser la croissance \u00e9conomique et la vitalit\u00e9 culturelle.<\/p>\n\n\n\n<p>Le besoin d\u2019une nouvelle approche s\u2019est impos\u00e9, car les solutions efficaces \u00e0 ces probl\u00e8mes de main-d\u2019\u0153uvre sont demeur\u00e9es \u00e9lusives. Par le pass\u00e9, les initiatives provinciales visant \u00e0 renforcer la main-d\u2019\u0153uvre ont connu des succ\u00e8s variables. L\u2019immensit\u00e9 g\u00e9ographique de la province, la faible densit\u00e9 de peuplement et les disparit\u00e9s \u00e9conomiques r\u00e9gionales ont compliqu\u00e9 ces efforts, tout comme la diversit\u00e9 d\u00e9mographique et les infrastructures entre les r\u00e9gions.<\/p>\n\n\n\n<p>Une autre strat\u00e9gie consiste \u00e0 aborder le d\u00e9veloppement de la main-d\u2019\u0153uvre au niveau r\u00e9gional, pour relever les d\u00e9fis et tirer parti des opportunit\u00e9s dans chaque r\u00e9gion. En 2019, le gouvernement a mandat\u00e9 le NL Workforce Innovation Centre pour \u00e9laborer des plans d\u2019action de d\u00e9veloppement de la main-d\u2019\u0153uvre adapt\u00e9s \u00e0 la r\u00e9gion. On a propos\u00e9 que les comit\u00e9s r\u00e9gionaux de d\u00e9veloppement de la main-d\u2019\u0153uvre soutiennent la mise en \u0153uvre efficace de ces plans d\u2019action. Dirig\u00e9 par le College of the North Atlantic, le projet s\u2019intitulait \u00ab\u2009Tester et \u00e9valuer l\u2019impact d\u2019un nouveau mod\u00e8le d\u2019innovation pour le d\u00e9veloppement de la main-d\u2019\u0153uvre \u00e0 Terre-Neuve-et-Labrador&nbsp;: la voie vers un \u00e9cosyst\u00e8me de d\u00e9veloppement des comp\u00e9tences durable\u2009\u00bb.<\/p>\n\n\n\n<p>Les comit\u00e9s poursuivaient trois buts principaux&nbsp;: 1) cr\u00e9er et partager des ressources sur le march\u00e9 du travail\u2009; 2) d\u00e9terminer les secteurs prioritaires pour l\u2019apprentissage et le renforcement des comp\u00e9tences\u2009; 3) optimiser l\u2019exploitation des programmes d\u2019aide \u00e0 l\u2019emploi, y compris l\u2019aide \u00e0 l\u2019immigration. La population cible comprenait les parties prenantes du march\u00e9 du travail r\u00e9gional, comme les instances gouvernementales, les \u00e9tablissements d\u2019\u00e9ducation et les organisations communautaires.<\/p>\n\n\n\n<p>Un mod\u00e8le r\u00e9gional de d\u00e9veloppement de la main-d\u2019\u0153uvre a \u00e9t\u00e9 \u00e9labor\u00e9 \u00e0 l\u2019aide d\u2019un processus en 11&nbsp;\u00e9tapes afin que les comit\u00e9s puissent \u00eatre \u00e9valu\u00e9s sur la conception, la mise en \u0153uvre et leur efficacit\u00e9 \u00e0 r\u00e9pondre aux besoins du march\u00e9 du travail r\u00e9gional. Chaque comit\u00e9 a identifi\u00e9 les d\u00e9fis et les opportunit\u00e9s en mati\u00e8re de main-d\u2019\u0153uvre r\u00e9gionale. Le travail de chaque comit\u00e9 a abouti \u00e0 la cr\u00e9ation d\u2019une carte compl\u00e8te de l\u2019\u00e9cosyst\u00e8me et \u00e0 des plans d\u2019action adapt\u00e9s \u00e0 la r\u00e9gion.<\/p>\n\n\n\n<p>Selon les r\u00e9sultats de l\u2019\u00e9valuation, le mod\u00e8le de comit\u00e9 r\u00e9gional a \u00e9t\u00e9 jug\u00e9 efficace. L\u2019\u00e9valuation comprenait 75&nbsp;sondages aupr\u00e8s des membres des comit\u00e9s, 10&nbsp;entretiens avec des animatrices et animateurs et trois entretiens avec des membres de l\u2019organisation du projet, ainsi que des notes d\u2019observation sur toutes les r\u00e9unions.<\/p>\n\n\n\n<p><strong>Les comit\u00e9s ont produit des informations efficaces sur le march\u00e9 du travail<\/strong><br>Les informations sur le march\u00e9 du travail ont \u00e9t\u00e9 partag\u00e9es au moyen de graphiques. Quatre-vingt-dix pour cent des participantes et participants ont \u00e9valu\u00e9 les graphiques d\u2019information sur le march\u00e9 du travail comme des outils efficaces pour le processus de planification. Un livret sur les programmes et services a \u00e9t\u00e9 \u00e9labor\u00e9 pour documenter tous les programmes et services sur le march\u00e9 du travail offerts. Le livret a \u00e9t\u00e9 cit\u00e9 comme une ressource efficace par 90\u00a0% des participantes et participants. Dans l\u2019ensemble, 92\u00a0% des r\u00e9pondantes et r\u00e9pondants ont signal\u00e9 une plus grande sensibilisation au d\u00e9veloppement de la main-d\u2019\u0153uvre et une meilleure compr\u00e9hension des programmes et des services de leur r\u00e9gion.<\/p>\n\n\n\n<p><strong>Des r\u00e9sultats prometteurs pour les comit\u00e9s r\u00e9gionaux de d\u00e9veloppement de la main-d\u2019\u0153uvre<\/strong><br>Les membres de comit\u00e9s ont indiqu\u00e9 que leur participation a conduit \u00e0 des r\u00e9ponses plus coordonn\u00e9es aux besoins de d\u00e9veloppement de la main-d\u2019\u0153uvre. Au total, 98\u00a0% ont \u00e9valu\u00e9 le niveau de communication entre les membres du comit\u00e9 comme tr\u00e8s bon ou bon, et 69\u00a0% ont signal\u00e9 une am\u00e9lioration de l\u2019information et du partage de l\u2019information depuis la cr\u00e9ation des comit\u00e9s. Dans l\u2019ensemble, 59\u00a0% des participantes et participants ont not\u00e9 une am\u00e9lioration de leur capacit\u00e9 \u00e0 mener une planification r\u00e9gionale de la main-d\u2019\u0153uvre. Presque l\u2019ensemble des participantes et participants, soit (97\u00a0%), ont indiqu\u00e9 que le cadre de planification \u00e9tait un mod\u00e8le efficace pour r\u00e9soudre les probl\u00e8mes de main-d\u2019\u0153uvre. Le cadre a guid\u00e9 les comit\u00e9s \u00e0 travers un processus structur\u00e9, de la d\u00e9finition des objectifs \u00e0 la mise en \u0153uvre et au suivi des plans d\u2019action. Les participantes et participants ont indiqu\u00e9 \u00eatre capables de trouver de meilleures solutions aux probl\u00e8mes li\u00e9s au d\u00e9veloppement de la main-d\u2019\u0153uvre.<\/p>\n\n\n\n<p>L\u2019\u00e9quipe a formul\u00e9 les recommandations suivantes pour relever les d\u00e9fis&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>S\u00e9curiser de multiples de financement<\/strong>. Il faut du financement pour le fonctionnement et pour la mise en \u0153uvre, en particulier pour les grands projets, afin de faire face aux priorit\u00e9s de financement en constante \u00e9volution.<\/li>\n\n\n\n<li><strong>Cr\u00e9er une carte de l\u2019\u00e9cosyst\u00e8me et tenir \u00e0 jour les informations sur le march\u00e9 du travail.<\/strong> Une plateforme Web sur les programmes et services de d\u00e9veloppement de la main-d\u2019\u0153uvre profite aux organisations, aux personnes en recherche d\u2019emploi et aux autres parties prenantes du march\u00e9 du travail.<\/li>\n\n\n\n<li><strong>\u00c9largir la participation des parties prenantes.<\/strong> La participation d\u2019un plus grand nombre de parties prenantes aux r\u00e9unions des comit\u00e9s favorisera la mobilisation des connaissances. Dans de tels contextes, une approche r\u00e9gionale utilisant le mod\u00e8le des comit\u00e9s r\u00e9gionaux de d\u00e9veloppement de la main-d\u2019\u0153uvre pourrait \u00eatre utilis\u00e9e pour r\u00e9soudre les probl\u00e8mes de main-d\u2019\u0153uvre. Ce mod\u00e8le peut \u00e9galement \u00eatre adapt\u00e9 pour r\u00e9soudre des probl\u00e8mes li\u00e9s au d\u00e9veloppement \u00e9conomique ou industriel. Le manuel du projet sert de ressource sur la fa\u00e7on d\u2019\u00e9tablir ce mod\u00e8le.<\/p>\n\n\n\n<p>Parmi les autres outils jug\u00e9s efficaces, citons une carte de l\u2019\u00e9cosyst\u00e8me du d\u00e9veloppement de la main-d\u2019\u0153uvre et de l\u2019innovation et des informations sur le march\u00e9 du travail r\u00e9gional pr\u00e9sent\u00e9es \u00e0 l\u2019aide d\u2019infographies. Le projet souligne \u00e9galement l\u2019importance de s\u2019assurer qu\u2019il y a des fonds pour op\u00e9rationnaliser tous les plans d\u2019action.<\/p>\n<\/div>\n\n\n\n<div
