atlantique fait face \u00e0 des d\u00e9fis persistants sur le march\u00e9 du travail, des secteurs comme la fabrication et la construction connaissant un nombre record de postes vacants malgr\u00e9 une demande croissante. Bien que les personnes en recherche d\u2019emploi de la Nouvelle-\u00c9cosse aient acc\u00e8s \u00e0 des mesures de soutien \u00e0 l\u2019emploi g\u00e9n\u00e9ralis\u00e9es, il y a un manque de services apr\u00e8s-emploi cibl\u00e9s sur le maintien en poste et l\u2019avancement professionnel. Cet \u00e9cart entrave \u00e0 la fois la capacit\u00e9 des travailleuses et travailleurs \u00e0 obtenir des carri\u00e8res stables et enrichissantes et la capacit\u00e9 des employeurs \u00e0 trouver des talents qualifi\u00e9s.<\/p>\n\n\n\n<p>Contrairement aux hypoth\u00e8ses initiales, le principal obstacle \u00e0 l\u2019emploi n\u2019a pas toujours \u00e9t\u00e9 le manque de comp\u00e9tences techniques. Plusieurs participantes et participants \u00e9taient tr\u00e8s instruits et exp\u00e9riment\u00e9s, mais avaient encore du mal \u00e0 trouver un emploi convenable, ce qui indique le besoin d\u2019un meilleur jumelage des emplois, de la formation en comp\u00e9tences g\u00e9n\u00e9rales et du soutien \u00e0 l\u2019orientation professionnelle.<\/p>\n\n\n\n<p>Pour rem\u00e9dier \u00e0 ce d\u00e9calage, le programme AspireAtlantic a mis \u00e0 l\u2019essai le mod\u00e8le WorkAdvance, une strat\u00e9gie \u00e9prouv\u00e9e de d\u00e9veloppement de la main-d\u2019\u0153uvre aux \u00c9tats-Unis qui utilise une approche sectorielle combinant la formation professionnelle, le placement et le soutien \u00e0 l\u2019avancement pour les personnes \u00e0 faible revenu. Le programme a permis aux participantes et participants d\u2019acqu\u00e9rir une formation de pr\u00e9paration \u00e0 la carri\u00e8re et des comp\u00e9tences professionnelles dans un des trois secteurs suivants&nbsp;: 1) construction domiciliaire\u2009; 2) construction industrielle, commerciale et institutionnelle\u2009; et 3) fabrication. \u00c0 la suite de la formation, les participantes et participants ont b\u00e9n\u00e9fici\u00e9 d\u2019un placement professionnel et d\u2019un soutien apr\u00e8s l\u2019emploi. L\u2019initiative visait \u00e0 jumeler les personnes en recherche d\u2019emploi avec des emplois moyennement qualifi\u00e9s dans des secteurs \u00e0 forte demande, comme la construction, les technologies propres et la fabrication, tout en aidant les employeurs \u00e0 pourvoir des postes essentiels.<\/p>\n\n\n\n<p>Le programme AspireAtlantic a \u00e9t\u00e9 con\u00e7u pour am\u00e9liorer la pr\u00e9paration \u00e0 la carri\u00e8re des personnes en ch\u00f4mage et des travailleuses et travailleurs \u00e0 faible revenu de la Nouvelle-\u00c9cosse, en particulier les personnes issues de groupes sous-repr\u00e9sent\u00e9s dans les secteurs de la fabrication et de la construction. Gr\u00e2ce \u00e0 une combinaison de formation en comp\u00e9tences num\u00e9riques, de soutien \u00e0 l\u2019orientation professionnelle et de possibilit\u00e9s d\u2019apprentissage int\u00e9gr\u00e9es au travail, le programme visait \u00e0 combler les \u00e9carts en mati\u00e8re d\u2019emploi et \u00e0 fournir aux participantes et participants les outils n\u00e9cessaires pour faire la transition vers un emploi valorisant ou poursuivre leurs \u00e9tudes.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">L\u2019approche WorkAdvance s\u2019est av\u00e9r\u00e9e efficace pour cr\u00e9er des parcours de carri\u00e8re en alignant la formation sur les besoins de l\u2019industrie. Les participantes et participants \u00e9taient plus engag\u00e9s lorsqu\u2019ils cherchaient des emplois dans les secteurs qui les passionnaient, ce qui a permis une meilleure r\u00e9tention. Le programme a r\u00e9ussi \u00e0 mobiliser des participantes et participants dans plusieurs endroits, et plusieurs ont d\u00e9clar\u00e9 avoir une confiance accrue dans leur cheminement de carri\u00e8re et avoir am\u00e9lior\u00e9 leurs comp\u00e9tences professionnelles. Malgr\u00e9 certains d\u00e9fis li\u00e9s \u00e0 l\u2019engagement des employeurs et \u00e0 l\u2019acc\u00e8s num\u00e9rique, le programme a donn\u00e9 d\u2019excellents r\u00e9sultats et a fourni des le\u00e7ons pr\u00e9cieuses pour les futures initiatives de d\u00e9veloppement de la main-d\u2019\u0153uvre dans la r\u00e9gion.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Les taux d\u2019emploi sont pass\u00e9s de 33&nbsp;% au moment de l\u2019admission au programme \u00e0 68&nbsp;% neuf mois apr\u00e8s la formation, et la proportion de participantes et participants travaillant dans les secteurs de la fabrication et de la construction est pass\u00e9e de 9&nbsp;% \u00e0 62&nbsp;%.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les participantes et participants ont appr\u00e9ci\u00e9 le soutien \u00e0 l\u2019orientation professionnelle du programme, qui les a aid\u00e9s \u00e0 se fixer des objectifs de carri\u00e8re r\u00e9alisables, mais beaucoup ont identifi\u00e9 des obstacles, comme l\u2019acc\u00e8s num\u00e9rique limit\u00e9 et le besoin d\u2019exp\u00e9riences d\u2019apprentissage plus pratiques et en milieu de travail.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Le programme a r\u00e9ussi \u00e0 mobiliser des personnes de toute la Nouvelle-\u00c9cosse. La r\u00e9gion est confront\u00e9e \u00e0 des taux de ch\u00f4mage \u00e9lev\u00e9s et \u00e0 un acc\u00e8s limit\u00e9 aux services d\u2019orientation professionnelle pour les groupes sous-repr\u00e9sent\u00e9s, ce qui contribue \u00e0 l\u2019instabilit\u00e9 de l\u2019emploi et \u00e0 l\u2019exode.<\/p>\n\n\n\n<p>AspireAtlantic a cherch\u00e9 \u00e0 relever ces d\u00e9fis en offrant une formation et un soutien professionnel sp\u00e9cifiques au secteur afin d\u2019am\u00e9liorer la participation au march\u00e9 du travail et la qualit\u00e9 de l\u2019emploi.<\/p>\n\n\n\n<p>Les mod\u00e8les de formation \u00e0 l\u2019emploi sectoriels, comme AspireAtlantic, sont tr\u00e8s complexes \u00e0 mettre en \u0153uvre et n\u00e9cessitent une expertise en mati\u00e8re de soutien aux personnes participantes, d\u2019engagement des employeurs, de connaissance de l\u2019industrie et de coordination multiorganisationnelle. M\u00eame les prestataires de services exp\u00e9riment\u00e9s sont confront\u00e9s \u00e0 des d\u00e9fis pour atteindre une pleine maturit\u00e9 pour la prestation.<\/p>\n\n\n\n<p>AspireAtlantic a lanc\u00e9 avec succ\u00e8s sa premi\u00e8re cohorte, ce qui lui a permis d\u2019apprendre et de se perfectionner en temps r\u00e9el. Cependant, elle est aujourd\u2019hui confront\u00e9e \u00e0 deux d\u00e9fis majeurs&nbsp;:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Les obstacles \u00e0 la mise en \u0153uvre.<\/strong> Le mod\u00e8le doit s\u2019attaquer aux probl\u00e8mes op\u00e9rationnels qui nuisent \u00e0 la r\u00e9ussite des participantes et participants, notamment servir les personnes en recherche d\u2019emploi ayant des besoins complexes et assurer de solides partenariats avec les employeurs.<\/li>\n\n\n\n<li><strong>Le climat \u00e9conomique.<\/strong> Les changements postpand\u00e9miques sur le march\u00e9 du travail ont r\u00e9duit la demande des employeurs pour ce mod\u00e8le, ce qui signifie que les responsables du programme doivent l\u2019adapter pour qu\u2019il demeure pertinent.<\/li>\n<\/ol>\n\n\n\n<p>Des donn\u00e9es probantes provenant de programmes similaires (p. ex., WorkAdvance) montrent que le succ\u00e8s du mod\u00e8le sectoriel d\u00e9pend de solides relations avec l\u2019industrie, de capacit\u00e9s de formation internes et de processus de certification efficaces, des facteurs qu\u2019AspireAtlantic doit optimiser.
