href=\"https:\/\/cowichantribes.com\/\">Cowichan Nation Alliance<\/a>, qui regroupe la Premi\u00e8re Nation Halalt, les tribus Cowichan, la tribu Penelakut et la Premi\u00e8re Nation Stz\u2019uminus en Colombie-Britannique, s\u2019efforcent de parvenir \u00e0 l\u2019autosuffisance gr\u00e2ce \u00e0 l\u2019emploi et \u00e0 l\u2019autonomie.Historiquement, les possibilit\u00e9s d\u2019emploi des peuples autochtones au Canada ne sont pas au niveau de celles qui s\u2019offrent aux personnes non-autochtones, un probl\u00e8me aggrav\u00e9 par des obstacles persistants, tels qu\u2019un manque de d\u00e9bouch\u00e9s, une exp\u00e9rience professionnelle insuffisante, une formation inadapt\u00e9e et le racisme. Il existe pourtant de la part de l\u2019industrie une demande de main-d\u2019\u0153uvre qualifi\u00e9e non satisfaite, \u00e0 laquelle la population autochtone croissante pourrait r\u00e9pondre. Dirig\u00e9 par la <a href=\"https:\/\/www.coastsalishgroup.com\/\">Coast Salish Development Corporation<\/a>, le Carrefour d\u2019emploi autochtone (Indigenous Employment Hub), conjointement anim\u00e9 par la <a href=\"https:\/\/stzuminus.education\/\">Stz\u2019uminus Education Society<\/a>, s\u2019est attaqu\u00e9 \u00e0 ces disparit\u00e9s par le biais d\u2019une initiative d\u2019emploi communautaire.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Le projet visait \u00e0 offrir une formation aux travailleurs autochtones au moyen d\u2019\u00e9valuations, de plans de formation, de stages et d\u2019une aide \u00e0 la transition vers l\u2019emploi. Des partenariats multiples ont \u00e9t\u00e9 nou\u00e9s avec la collectivit\u00e9, les employeurs locaux, les prestataires de formation et les repr\u00e9sentants gouvernementaux.<\/p>\n\n\n\n<p>Le Carrefour d\u2019emploi autochtone a effectu\u00e9 150&nbsp;\u00e9valuations des comp\u00e9tences, form\u00e9 100&nbsp;membres des communaut\u00e9s, avec une certification \u00e0 la cl\u00e9 pour 50 d\u2019entre eux, et plac\u00e9 80&nbsp;personnes en stage. Quelques difficult\u00e9s ont \u00e9merg\u00e9&nbsp;: r\u00e9pondre aux besoins des usagers au fil du temps, \u00e9tablir un r\u00e9seau (une entreprise chronophage) et maintenir l\u2019engagement des usagers apr\u00e8s la formation.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Le projet a mis en \u00e9vidence l\u2019importance des approches communautaires et de la sensibilisation dans le contexte d\u2019un solide r\u00e9seau d\u2019employeurs. L\u2019emploi et l\u2019autonomie sont essentiels \u00e0 la concr\u00e9tisation de cette vision.Toutefois, <a href=\"https:\/\/www.sac-isc.gc.ca\/fra\/1690909773300\/1690909797208\">les taux d\u2019emploi restent constamment inf\u00e9rieurs chez les<\/a><a href=\"https:\/\/www.sac-isc.gc.ca\/fra\/1690909773300\/1690909797208\">peuples autochtones comparativement \u00e0 la population canadienne g\u00e9n\u00e9rale<\/a>. Parmi les difficult\u00e9s et des obstacles \u00e0 l\u2019emploi auxquels les Autochtones font face figurent une formation inadapt\u00e9e aux emplois disponibles, une exp\u00e9rience professionnelle insuffisante, le racisme, les st\u00e9r\u00e9otypes de genre et des comp\u00e9tences limit\u00e9es en recherche d\u2019emploi.<\/p>\n\n\n\n<p>Cependant, le march\u00e9 du travail a besoin de travailleurs qualifi\u00e9s et la <a href=\"https:\/\/www150.statcan.gc.ca\/n1\/daily-quotidien\/220921\/dq220921a-fra.htm\">population autochtone est le segment qui conna\u00eet la croissance la plus rapide au Canada<\/a>. Puiser dans cette main-d\u2019\u0153uvre pourrait satisfaire ce besoin. L\u2019adoption d\u2019une approche communautaire pour r\u00e9pondre aux besoins et aux obstacles li\u00e9s \u00e0 l\u2019emploi auxquels les communaut\u00e9s autochtones font face en l\u2019alignant sur la demande de main-d\u2019\u0153uvre qualifi\u00e9e non satisfaite de l\u2019industrie constitue une nouvelle fa\u00e7on d\u2019aborder la formation professionnelle de ces communaut\u00e9s. Le projet a \u00e9t\u00e9 men\u00e9 par la Coast Salish Development Corporation en partenariat avec la Stz\u2019uminus Education Society.<\/p>\n\n\n\n<p>Le projet consistait \u00e0 tester si une approche communautaire en mati\u00e8re de formation, d\u2019emploi et de partenariats produirait de meilleurs r\u00e9sultats que les mod\u00e8les de programmes d\u2019emploi existants. Il s\u2019agissait \u00e9galement de voir si le fait de r\u00e9pondre aux besoins et aux obstacles identifi\u00e9s par les usagers pouvait conduire \u00e0 de meilleurs r\u00e9sultats et, en fin de compte, contribuer \u00e0 l\u2019autonomie des membres des communaut\u00e9s de la Cowichan Nation Alliance. Enfin, il visait \u00e0 cr\u00e9er un mod\u00e8le qui pourrait \u00eatre reproduit au sein d\u2019autres communaut\u00e9s autochtones.<\/p>\n\n\n\n<p>Les multiples parties prenantes au projet comprenaient des employeurs locaux, des prestataires de formation et des repr\u00e9sentants gouvernementaux aux niveaux municipal, provincial, f\u00e9d\u00e9ral et des Premi\u00e8res Nations. Les membres adultes de la Cowichan Nation Alliance en constituaient la population cible.<\/p>\n\n\n\n<p>Un des principaux volets du projet consistait \u00e0 offrir une formation dans la r\u00e9serve, \u00e0 proximit\u00e9 de la communaut\u00e9 et des entreprises. L\u2019aide \u00e0 l\u2019emploi a pris la forme d\u2019une approche holistique qui permettait d\u2019acqu\u00e9rir un ensemble de comp\u00e9tences de vie et de comp\u00e9tences techniques\/professionnelles. La vision de l\u2019apprentissage reposait de surcro\u00eet sur la culture des Premi\u00e8res Nations. En plus de consid\u00e9rer la participation en personne essentielle \u00e0 la prestation d\u2019un soutien adapt\u00e9, les planificateurs du projet ont prioris\u00e9 l\u2019\u00e9tablissement de relations actives avec les partenaires dans le but de cr\u00e9er un r\u00e9seau de formation et de soutien durable.<\/p>\n\n\n\n<p>Les questions de recherche qui ont guid\u00e9 ce projet \u00e9taient les suivantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Une approche communautaire en mati\u00e8re de formation, d\u2019emploi et de partenariats produira-t-elle de meilleurs r\u00e9sultats que les mod\u00e8les de programmes d\u2019emploi existants?<\/li>\n\n\n\n<li>Le fait de r\u00e9pondre aux besoins et aux obstacles identifi\u00e9s par les usagers conduira-t-il \u00e0 de meilleurs r\u00e9sultats en mati\u00e8re d\u2019emploi?<\/li>\n\n\n\n<li>Quels sont les types de partenariats n\u00e9cessaires pour \u00e9tablir et maintenir un r\u00e9seau de formation et de soutien qui permet d\u2019obtenir de meilleurs r\u00e9sultats en mati\u00e8re d\u2019emploi?<\/li>\n<\/ul>\n\n\n\n<p>La Stz\u2019uminus Education Society a \u00e9t\u00e9 choisie pour assurer la prestation du volet de sensibilisation et de formation en raison de son exp\u00e9rience dans le domaine de l\u2019\u00e9ducation et de ses liens communautaires. La Coast Salish Development Corporation avait tiss\u00e9 des liens avec des partenaires professionnels et provinciaux.<\/p>\n\n\n\n<p>Le projet a \u00e9t\u00e9 mis en \u0153uvre par \u00e9tapes, en commen\u00e7ant par l\u2019am\u00e9nagement du Carrefour d\u2019emploi autochtone, dont le centre de formation physique comprend des salles de classe, des bureaux et du mat\u00e9riel. L\u2019\u00e9tablissement des partenariats a aussi \u00e9t\u00e9 amorc\u00e9 au d\u00e9but du cycle de vie du projet. L\u2019\u00e9quipe a activement particip\u00e9 aux activit\u00e9s de mobilisation communautaire (lors de manifestations, de salons de l\u2019emploi et de c\u00e9r\u00e9monies) afin de tisser des liens, d\u2019apprendre \u00e0 conna\u00eetre son public cible et de recenser les possibilit\u00e9s existantes.<\/p>\n\n\n\n<p>Les personnes ayant pris part au programme ont b\u00e9n\u00e9fici\u00e9 d\u2019une \u00e9valuation des comp\u00e9tences, de l\u2019\u00e9laboration d\u2019un plan de formation et d\u2019une formation personnalis\u00e9e, de m\u00eame que d\u2019un stage et d\u2019une aide en cours d\u2019emploi et \u00e0 la transition vers l\u2019emploi. L\u2019\u00e9quipe du projet a plac\u00e9 80&nbsp;personnes en stage aupr\u00e8s de partenaires dans l\u2019industrie et de la province de Colombie-Britannique.<\/p>\n\n\n\n<p>L\u2019am\u00e9nagement des locaux physiques du Carrefour d\u2019emploi autochtone, dot\u00e9s de salles de classe, de bureaux, d\u2019ordinateurs et d\u2019autres \u00e9quipements, a fourni un lieu de r\u00e9union et un environnement d\u2019apprentissage propices.<\/p>\n\n\n\n<p>Le temps et les efforts investis dans l\u2019\u00e9tablissement de liens et la compr\u00e9hension de la dynamique communautaire singuli\u00e8re en ont valu la peine. Les interactions en personne avec les membres des communaut\u00e9s ont aid\u00e9 l\u2019\u00e9quipe \u00e0 d\u00e9terminer quels \u00e9taient leurs besoins, \u00e0 nouer des relations personnelles, \u00e0 d\u00e9celer les besoins cach\u00e9s et \u00e0 instaurer un climat de confiance.<\/p>\n\n\n\n<p>En fait, l\u2019\u00e9quipe a estim\u00e9 qu\u2019\u00e0 l\u2019avenir, il conviendrait d\u2019accentuer encore l\u2019\u00e9tablissement de liens et d\u2019une r\u00e9putation au sein des communaut\u00e9s en vue de r\u00e9pondre aux besoins des usagers, apr\u00e8s avoir fait face \u00e0 des difficult\u00e9s inattendues pour tisser des liens avec les usagers qui souhaitaient obtenir une aide \u00e0 l\u2019emploi. Il a fallu du temps pour forger ces liens et \u00e9tablir une relation de confiance avec les \u00e9ventuels usagers, et trouver des modes efficaces de prestation de l\u2019aide.<\/p>\n\n\n\n<p>Les approches personnalis\u00e9es se sont montr\u00e9es plus pr\u00e9cieuses que pr\u00e9vu, dans la mesure o\u00f9 le niveau de besoin des usagers s\u2019est av\u00e9r\u00e9 plus important et plus variable qu\u2019anticip\u00e9. Alors que quelques usagers avaient simplement besoin d\u2019une br\u00e8ve formation ou d\u2019\u00e9quipement pour d\u00e9crocher un emploi, d\u2019autres ont eu besoin de plus de temps pour acqu\u00e9rir des comp\u00e9tences et suivre une formation structur\u00e9e. L\u2019\u00e9tat de pr\u00e9paration \u00e0 l\u2019emploi des usagers variait consid\u00e9rablement, chaque personne ayant ses propres points forts, ses propres probl\u00e8mes complexes \u00e0 r\u00e9gler, par exemple en mati\u00e8re de bien-\u00eatre physique et \u00e9motionnel ou de pr\u00e9paration \u00e0 l\u2019emploi ou \u00e0 la formation, et ses propres besoins en formation.<\/p>\n\n\n\n<p>Deux autres obstacles se sont pr\u00e9sent\u00e9s pour certains usagers&nbsp;: le besoin d\u2019un \u00e9quipement professionnel de base et l\u2019absence de moyen de transport. L\u2019enthousiasme des usagers \u00e0 participer a augment\u00e9 lorsque l\u2019\u00e9quipe du Carrefour d\u2019emploi autochtone a commenc\u00e9 de fournir des v\u00eatements et des bottes de travail et d\u2019autres articles de base.<\/p>\n\n\n\n<p>Par ailleurs, il a \u00e9t\u00e9 difficile de maintenir l\u2019engagement des usagers une fois la formation termin\u00e9e.<\/p>\n\n\n\n<p>Le r\u00f4le de navigateur ou de navigatrice de carri\u00e8re a aid\u00e9 les usagers \u00e0 effectuer la transition vers l\u2019emploi, mais leur nombre croissant a entrav\u00e9 la constance du suivi.<\/p>\n\n\n\n<p>Dans l\u2019ensemble, la p\u00e9riode n\u00e9cessaire pour atteindre le r\u00e9sultat escompt\u00e9 de ce projet (emploi \u00e0 court et long terme) a \u00e9t\u00e9 plus longue que pr\u00e9vu. La cr\u00e9ation d\u2019un r\u00e9seau solide, le soutien des usagers dans l\u2019obtention d\u2019un emploi stable et l\u2019\u00e9tablissement d\u2019une r\u00e9putation au sein des communaut\u00e9s ont constitu\u00e9 des \u00e9tapes cruciales, mais ont pris des mois. Sur une note positive, les relations avec les entreprises et le r\u00e9seau d\u2019usagers, de prestataires de formation et de services, d\u2019employeurs et de responsables des politiques ont \u00e9t\u00e9 \u00e9tablis avec succ\u00e8s et maintenus au-del\u00e0 de la dur\u00e9e du projet.<\/p>\n\n\n\n<p>La plupart des usagers ayant interagi avec le Carrefour d\u2019emploi autochtone auraient besoin d\u2019une s\u00e9rie de mesures progressives pour sortir, en fonction de leur situation, du sous-emploi ou du ch\u00f4mage et trouver un emploi stable. En prenant le temps de tisser des liens avec les communaut\u00e9s et de placer les points de vue autochtones au c\u0153ur de la conception des programmes, le projet a permis d\u2019obtenir des r\u00e9sultats plus durables.<\/p>\n\n\n\n<p>Les responsables des politiques et les bailleurs de fonds devraient prendre note des avantages que pr\u00e9sentent les mod\u00e8les de financement pluriannuels et flexibles qui s\u2019adaptent \u00e0 l\u2019\u00e9volution des besoins et des circonstances. Il a fallu du temps pour nouer des partenariats solides avec les communaut\u00e9s autochtones, les \u00e9tablissements d\u2019enseignement et les employeurs locaux, mais ils ont \u00e9t\u00e9 essentiels \u00e0 la r\u00e9ussite du projet, en garantissant la pertinence des programmes de formation et leur alignement sur les besoins du march\u00e9 d\u2019une part, et sur les besoins des membres des communaut\u00e9s d\u2019autre part.
