microcertifications d\u2019eCampusOntario s\u2019attaque \u00e0 l\u2019inad\u00e9quation des comp\u00e9tences sur le march\u00e9 du travail en offrant des programmes d\u2019apprentissage courts et pertinents pour l\u2019industrie. Il a attir\u00e9 plus de 40\u2009000&nbsp;usag\u00e8res et usagers individuels.<\/p>\n\n\n\n<p>Le portail cible les lacunes en mati\u00e8re de comp\u00e9tences dans des secteurs cl\u00e9s comme la fabrication, les soins de sant\u00e9 et les technologies de l\u2019information, en offrant des options d\u2019\u00e9ducation souples et accessibles soutenues par une aide financi\u00e8re par l\u2019interm\u00e9diaire du R\u00e9gime d\u2019aide financi\u00e8re aux \u00e9tudiantes et \u00e9tudiants de l\u2019Ontario. Cette initiative, qui refl\u00e8te une \u00e9volution vers les microcertifications en \u00e9ducation, vise \u00e0 d\u00e9velopper la main-d\u2019\u0153uvre en alignant les offres \u00e9ducatives sur la demande du march\u00e9.<\/p>\n\n\n\n<p>Gr\u00e2ce au financement du Centre des comp\u00e9tences futures et aux donn\u00e9es du Conference Board of Canada, eCampusOntario a \u00e9t\u00e9 en mesure d\u2019\u00e9tiqueter plusieurs de ses cours, avec les comp\u00e9tences qu\u2019il voulait d\u00e9velopper, puis d\u2019associer ces cours aux professions auxquelles ils convenaient le mieux. Le portail eCampusOntario a par la suite \u00e9t\u00e9 am\u00e9lior\u00e9 pour permettre aux usag\u00e8res et usagers d\u2019entrer un titre de poste et de recevoir des recommandations de programme personnalis\u00e9es, ainsi que des donn\u00e9es sur le march\u00e9 du travail sur le poste concern\u00e9. D\u2019autres phases ont \u00e9t\u00e9 ax\u00e9es sur la mobilisation des connaissances, l\u2019expansion et l\u2019am\u00e9lioration des fonctionnalit\u00e9s pour les usag\u00e8res et usagers.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Les am\u00e9liorations apport\u00e9es au portail ont permis d\u2019obtenir de meilleures recommandations de programmes, d\u2019accroitre l\u2019engagement des usag\u00e8res et usagers et d\u2019am\u00e9liorer l\u2019inclusion et l\u2019accessibilit\u00e9. Apr\u00e8s ces am\u00e9liorations, le portail a \u00e9galement connu une augmentation du nombre de r\u00e9f\u00e9rences vers des \u00e9tablissements d\u2019enseignement postsecondaire et une augmentation du nombre de clics.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Au cours des quatre premiers mois d\u2019activit\u00e9 du nouveau portail, eCampusOntario a connu une augmentation de 32\u00a0% du nombre de demandes de renseignements adress\u00e9es aux \u00e9tablissements d\u2019enseignement postsecondaire et de 4\u00a0% du nombre de clics vers les \u00e9tablissements d\u2019enseignement postsecondaire.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">\u00c0 ce jour, un total de 2\u2009181\u00a0programmes ont \u00e9t\u00e9 \u00e9tiquet\u00e9s selon des donn\u00e9es d\u2019information sur le march\u00e9 du travail, ce qui repr\u00e9sente 85\u00a0% des inscriptions sur les portails.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Le portail a g\u00e9n\u00e9r\u00e9 14\u2009843\u00a0recommandations personnalis\u00e9es, d\u00e9passant ainsi son objectif de 10\u2009000.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Les domaines sp\u00e9cialis\u00e9s et recherch\u00e9s ont besoin de se perfectionner pour r\u00e9pondre aux besoins en constante \u00e9volution du march\u00e9 du travail et aux exigences en mati\u00e8re de comp\u00e9tences afin d\u2019assurer une productivit\u00e9 \u00e9conomique soutenue. Les microcertifications sont un moyen novateur pour les travailleuses et travailleurs de montrer leur maitrise des aptitudes et des comp\u00e9tences. Elles proposent une strat\u00e9gie visant \u00e0 combler les lacunes en mati\u00e8re de comp\u00e9tences sur le march\u00e9 du travail canadien et les besoins futurs en comp\u00e9tences pour assurer une productivit\u00e9 \u00e9conomique soutenue. Lier les donn\u00e9es sur le march\u00e9 du travail et les programmes de microcertification peut aider les employeurs et la main-d\u2019\u0153uvre \u00e0 prendre des d\u00e9cisions \u00e9clair\u00e9es en mati\u00e8re d\u2019apprentissage et de formation pour r\u00e9pondre aux besoins et \u00e0 la demande de l\u2019industrie en mati\u00e8re de main-d\u2019\u0153uvre qualifi\u00e9e.<\/p>\n\n\n\n<p>En 2020, l\u2019Ontario a mis en \u0153uvre une strat\u00e9gie de microcertification pour aider les Ontariennes et Ontariens \u00e0 se recycler et \u00e0 perfectionner leurs comp\u00e9tences, contribuer \u00e0 l\u2019avancement professionnel des gens dans leurs emplois actuels ou am\u00e9liorer leur r\u00e9int\u00e9gration sur le march\u00e9 du travail. La strat\u00e9gie encourageait les \u00e9tablissements d\u2019enseignement postsecondaire \u00e0 \u00e9laborer des programmes de formation rapide con\u00e7us pour enseigner des comp\u00e9tences qui correspondent aux besoins des employeurs. Le Fonds d\u2019aide pour la microcertification de l\u2019Ontario a fourni des fonds suppl\u00e9mentaires afin d\u2019acc\u00e9l\u00e9rer le d\u00e9veloppement des microcertifications et d\u2019augmenter le nombre de programmes offerts dans la province. La premi\u00e8re ronde a \u00e9t\u00e9 annonc\u00e9e en avril 2021 et la deuxi\u00e8me ronde en novembre 2023.<\/p>\n\n\n\n<p>L\u2019Ontario Online Learning Consortium (eCampusOntario) a \u00e9t\u00e9 charg\u00e9 par le gouvernement de l\u2019Ontario d\u2019\u00e9laborer le Portail des micro-titres de comp\u00e9tences, qui a \u00e9t\u00e9 lanc\u00e9 en d\u00e9cembre 2021. Le projet pilote s\u2019est concentr\u00e9 sur trois secteurs, soit la fabrication, les soins de sant\u00e9 et les technologies de l\u2019information, et a \u0153uvr\u00e9 avec des \u00e9tablissements offrant des programmes dans ces domaines. Le projet pilote visait \u00e0 cr\u00e9er un nouveau flux de travail dans le Portail des micro-titres de comp\u00e9tences afin de formuler des recommandations personnalis\u00e9es de programme de microcertifications en fonction du titre de poste actuel ou ant\u00e9rieur d\u2019une personne. Une nouvelle interface devait \u00eatre \u00e9labor\u00e9e pour permettre aux \u00e9tablissements d\u2019enseignement postsecondaire d\u2019\u00e9tiqueter leurs offres de microcertifications avec des donn\u00e9es sur le march\u00e9 du travail.<\/p>\n\n\n\n<p>Le projet pilote visait \u00e0 combler un manque de connaissances identifi\u00e9 dans le comportement des utilisateurs, soit une navigation extensive et peu de suivi aupr\u00e8s des \u00e9tablissements d\u2019enseignement postsecondaire.<\/p>\n\n\n\n<p>Gr\u00e2ce \u00e0 des consultations avec des partenaires de l\u2019industrie et \u00e0 la collaboration avec des \u00e9tablissements d\u2019enseignement postsecondaire pour l\u2019\u00e9tiquetage des programmes, et \u00e0 l\u2019aide des donn\u00e9es professionnelles d\u2019<a href=\"https:\/\/www.opportunext.ca\/fr\/\">OpportuAvenir <\/a>, le projet pilote a \u00e9t\u00e9 con\u00e7u pour am\u00e9liorer la convivialit\u00e9 du portail, encourager une prise de d\u00e9cisions plus \u00e9clair\u00e9e de la part des usag\u00e8res et usagers et mieux harmoniser les offres de formation avec les besoins du march\u00e9 du travail. Cette expansion strat\u00e9gique visait non seulement \u00e0 augmenter l\u2019achalandage sur les sites Web des \u00e9tablissements d\u2019enseignement postsecondaire, mais aussi \u00e0 contribuer \u00e0 l\u2019objectif \u00e0 long terme de r\u00e9pondre aux besoins des employeurs en mati\u00e8re de main-d\u2019\u0153uvre qualifi\u00e9e.<\/p>\n\n\n\n<p>\u00c0 la suite de la phase pilote en 2023, le Centre des Comp\u00e9tences futures a fourni le financement pour une autre phase, pour&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Augmenter le nombre de programmes contenant des donn\u00e9es sur le march\u00e9 du travail et le nombre de recommandations aux apprenantes\u00a0et apprenants.<\/li>\n\n\n\n<li>Cr\u00e9er un moyen pour les employeurs de chercher des programmes li\u00e9s \u00e0 des comp\u00e9tences particuli\u00e8res et de les lier \u00e0 des \u00e9tablissements d\u2019enseignement postsecondaire.\u00a0<\/li>\n\n\n\n<li>Et, pour qu\u2019eCampusOntario organise une s\u00e9rie d\u2019\u00e9v\u00e8nements de mobilisation des connaissances afin de faire connaitre le Portail des micro-titres de comp\u00e9tences et les r\u00e9sultats du projet pilote de 2023.<\/li>\n<\/ul>\n\n\n\n<p>Les \u00e9v\u00e8nements de mobilisation des connaissances visaient \u00e9galement \u00e0 am\u00e9liorer la compr\u00e9hension des principales lacunes des employeurs en mati\u00e8re de comp\u00e9tences sur le march\u00e9 du travail et de leur exp\u00e9rience ant\u00e9rieure en mati\u00e8re de relations avec les institutions postsecondaires pour le perfectionnement du personnel et le recrutement de dipl\u00f4m\u00e9es et dipl\u00f4m\u00e9s.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p><strong>Les donn\u00e9es sur le march\u00e9 du travail du portail peuvent \u00eatre d\u2019une utilit\u00e9 limit\u00e9e si les travailleuses et travailleurs et les employeurs ne peuvent pas l\u2019interpr\u00e9ter<\/strong><br>La plateforme eCampusOntario a tir\u00e9 parti des donn\u00e9es sur le march\u00e9 du travail provenant d\u2019<a href=\"https:\/\/www.opportunext.ca\/fr\/\">OpportuAvenir<\/a>, y compris les perspectives d\u2019emploi sur cinq ans, les renseignements sur les salaires et la cartographie des titres d\u2019emploi, afin de cerner les liens essentiels entre les comp\u00e9tences, les professions et les programmes de microcertification. Cela a permis \u00e0 la plateforme de fournir des recommandations personnalis\u00e9es de microcertifications aux usag\u00e8res et usagers, en ciblant et en comblant efficacement des lacunes en mati\u00e8re de comp\u00e9tences sp\u00e9cifiques tout en minimisant le temps et les co\u00fbts. \u00c0 ce jour, un total de 2\u2009181\u00a0programmes ont \u00e9t\u00e9 \u00e9tiquet\u00e9s et comportent des donn\u00e9es sur le march\u00e9 du travail, ce qui repr\u00e9sente 85\u00a0% des inscriptions sur le portail. Cependant, les r\u00e9sultats sugg\u00e8rent que les usag\u00e8res et usagers du portail pourraient manquer d\u2019exp\u00e9rience en mati\u00e8re de donn\u00e9es du march\u00e9 du travail, ce qui pourrait limiter l\u2019utilit\u00e9 du portail pour les travailleuses et travailleurs et les employeurs. Aucune des personnes interrog\u00e9es dans le cadre du sondage sur le portail n\u2019a mentionn\u00e9 l\u2019intention de s\u2019inscrire \u00e0 un programme recommand\u00e9 ni de le faire en raison des donn\u00e9es sur le march\u00e9 du travail offertes. Il faut s\u2019assurer que les employeurs et les apprenantes et apprenants comprennent comment tirer parti des donn\u00e9es sur le march\u00e9 du travail pour prendre des d\u00e9cisions \u00e9clair\u00e9es.<\/p>\n\n\n\n<p><strong>Les am\u00e9liorations apport\u00e9es au portail favorisent la participation<\/strong><br>Apr\u00e8s avoir d\u00e9ploy\u00e9 le portail mis \u00e0 jour en 2023 et int\u00e9gr\u00e9 les am\u00e9liorations apport\u00e9es aux m\u00e9tadonn\u00e9es, la plateforme a constat\u00e9 une augmentation significative de l\u2019engagement des usag\u00e8res et usagers. Plus pr\u00e9cis\u00e9ment, apr\u00e8s le lancement du portail mis \u00e0 jour le 5\u00a0septembre 2023, il y a eu une augmentation de 32\u00a0% des demandes de renseignements aux \u00e9tablissements d\u2019enseignement postsecondaire et de 4\u00a0%, d\u2019une ann\u00e9e \u00e0 l\u2019autre, du nombre de clics vers les \u00e9tablissements d\u2019enseignement postsecondaire.<\/p>\n\n\n\n<p><strong>Environ la moiti\u00e9 des recommandations personnalis\u00e9es du portail correspondaient aux besoins des apprenantes et apprenants<\/strong><br>Pour les guider, le portail fournit des recommandations de programmes bas\u00e9es sur des titres d\u2019emploi actuels ou pass\u00e9s. Au total, le portail a g\u00e9n\u00e9r\u00e9 14\u2009843\u00a0recommandations personnalis\u00e9es, d\u00e9passant ainsi l\u2019objectif de 10\u2009000 fix\u00e9 pour la derni\u00e8re phase du projet. En g\u00e9n\u00e9ral, les apprenantes et apprenants ont utilis\u00e9 le portail pour am\u00e9liorer leurs comp\u00e9tences, explorer de nouveaux cheminements de carri\u00e8re, \u00e9largir leur apprentissage et en apprendre davantage sur les programmes de microcertification. La moiti\u00e9 des apprenantes et apprenants qui ont r\u00e9pondu au sondage du portail \u00e9taient d\u2019accord pour dire que les recommandations du programme de microcertification personnalis\u00e9 correspondaient \u00e0 leurs besoins, et 46\u00a0% ont d\u00e9clar\u00e9 \u00eatre susceptibles de s\u2019inscrire aux programmes recommand\u00e9s.<\/p>\n\n\n\n<p><strong>L\u2019augmentation de la notori\u00e9t\u00e9 demeure un d\u00e9fi<\/strong><br>En plus de l\u2019am\u00e9lioration de la plateforme, augmenter la notori\u00e9t\u00e9 des programmes de microcertification est essentiel \u00e0 leur succ\u00e8s\u2009; il faut aussi d\u00e9ployer des efforts pour mobiliser les parties prenantes, comme les employeurs, les associations des industries, les \u00e9tablissements d\u2019enseignement et les personnes qui ont le potentiel de les utiliser. ECampusOntario a organis\u00e9 huit \u00e9v\u00e8nements de mobilisation des connaissances, quatre en ligne et quatre en personne, auxquels 230\u00a0personnes ont particip\u00e9. Le sondage sur l\u2019\u00e9v\u00e8nement de mobilisation des connaissances sugg\u00e8re que cela a permis d\u2019am\u00e9liorer les connaissances des employeurs sur la fa\u00e7on d\u2019\u00e9tablir des liens avec les \u00e9tablissements d\u2019enseignement postsecondaire. Cependant, la faible connaissance des employeurs sur les microcertifications et leur valeur ajout\u00e9e, le portail, le manque de transparence sur le fonctionnement de l\u2019interface et la r\u00e9sistance des employeurs \u00e0 s\u2019engager limitent la mesure dans laquelle ceux-ci utilisent le portail pour \u00eatre en relation avec les institutions afin de perfectionner le personnel existant ou recruter du nouveau personnel. Bien que les personnes interrog\u00e9es dans les \u00e9tablissements d\u2019enseignement postsecondaire soient d\u2019accord avec le personnel pour dire que le portail offre aux employeurs un outil pour am\u00e9liorer les comp\u00e9tences de leurs employ\u00e9es et employ\u00e9s. En comblant l\u2019\u00e9cart entre la demande de l\u2019industrie et les comp\u00e9tences individuelles, les programmes de microcertification promettent de faciliter l\u2019avancement professionnel et les possibilit\u00e9s d\u2019apprentissage tout au long de la vie, avec un engagement limit\u00e9 en termes de temps et d\u2019argent.<\/p>\n\n\n\n<p>Malheureusement, trop peu d\u2019employeurs sont au courant des microcertifications et de la n\u00e9cessit\u00e9 d\u2019inclure des strat\u00e9gies de mobilisation des connaissances dans les efforts existants et nouveaux en mati\u00e8re de microcertifications.<\/p>\n\n\n\n<p>Le succ\u00e8s du portail, le premier du genre en Ontario, a inspir\u00e9 des initiatives similaires en Colombie-Britannique et dans le Canada atlantique, mettant en \u00e9vidence la tendance nationale et mondiale \u00e0 valoriser les microcertifications pour le d\u00e9veloppement de la main-d\u2019\u0153uvre. Cependant, la cr\u00e9ation d\u2019un outil comme le portail est un processus sans fin, car l\u2019\u00e9volution des priorit\u00e9s de l\u2019industrie exige que le portail soit red\u00e9fini et affin\u00e9 pour r\u00e9pondre \u00e0 ces priorit\u00e9s changeantes.
