canadienne et des p\u00e9nuries croissantes de main-d\u2019\u0153uvre, l\u2019immigration est devenue essentielle au maintien de la main-d\u2019\u0153uvre du pays. Cependant, beaucoup d\u2019immigrantes et immigrants se heurtent \u00e0 des obstacles pour trouver un emploi int\u00e9ressant qui correspond \u00e0 leurs comp\u00e9tences et \u00e0 leur exp\u00e9rience, souvent en raison de titres de comp\u00e9tences non reconnus, d\u2019un manque de r\u00e9seaux professionnels et d\u2019une m\u00e9connaissance de la culture du milieu de travail canadien. Le programme Faciliter l\u2019acc\u00e8s aux talents qualifi\u00e9s (FAST) de l\u2019Immigrant Employment Council of British Columbia vise \u00e0 r\u00e9soudre ces difficult\u00e9s en proposant aux personnes nouvellement arriv\u00e9es au Canada une pr\u00e9paration \u00e0 l\u2019emploi en ligne gratuite et propre \u00e0 leur secteur. FAST aide les participantes et participants \u00e0 se pr\u00e9parer \u00e0 l\u2019emploi, \u00e0 s\u2019orienter dans la culture du milieu de travail canadien et \u00e0 \u00e9tablir des liens avec des ressources d\u2019accr\u00e9ditation. Le programme comprend six volets sectoriels allant de la technologie de l\u2019information (TI) aux soins aux personnes \u00e2g\u00e9es. Depuis son d\u00e9ploiement \u00e0 l\u2019\u00e9chelle du Canada, FAST s\u2019est associ\u00e9 \u00e0 des fournisseurs de services et \u00e0 des employeurs de partout au pays, inscrivant plus de 1\u2009500&nbsp;participantes et participants. Bien que les taux d\u2019ach\u00e8vement du programme demeurent un d\u00e9fi, les r\u00e9sultats en mati\u00e8re d\u2019emploi sont prometteurs, les taux d\u2019emploi passant de 45&nbsp;% \u00e0 la fin du programme \u00e0 72&nbsp;% neuf mois plus tard. Les participants ont indiqu\u00e9 que la formation sur la culture du milieu de travail \u00e9tait l\u2019\u00e9l\u00e9ment le plus pr\u00e9cieux du programme. \u00c0 l\u2019avenir, FAST s\u2019appuiera sur son succ\u00e8s en collaborant avec les employeurs, le monde de l\u2019\u00e9ducation et les responsables de politiques pour orienter les politiques qui permettent de mieux int\u00e9grer les immigrantes et immigrants qualifi\u00e9s dans la main-d\u2019\u0153uvre canadienne.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Les immigrantes et immigrants qui ont particip\u00e9 au programme FAST ont connu une augmentation de leurs taux d\u2019emploi. \u00c0 la fin du programme, 45&nbsp;% avaient un emploi. Le Canada est une des principales destinations au monde pour les immigrantes et immigrants. Cependant, une fois arriv\u00e9s, ils se heurtent \u00e0 des obstacles importants pour utiliser les comp\u00e9tences et les exp\u00e9riences qui leur ont permis d\u2019immigrer en premier lieu.Les personnes qui immigrent au Canada ont de la difficult\u00e9 \u00e0 trouver un emploi valorisant. <a href=\"https:\/\/knowledge.wes.org\/rs\/317-CTM-316\/images\/wes-paper-employment_outcome-full-vFINAL.pdf\">Les principaux obstacles<\/a>, cit\u00e9s par bon nombre d\u2019immigrantes et immigrants, comprennent le manque de relations professionnelles, les employeurs qui n\u2019acceptent pas les qualifications et l\u2019exp\u00e9rience, ou l\u2019\u00e9ducation internationale qui n\u2019est pas reconnue. Certains groupes font face \u00e0 plus d\u2019obstacles que d\u2019autres&nbsp;: les femmes, les personnes plus \u00e2g\u00e9es et celles qui n\u2019ont pas de scolarit\u00e9 ou d\u2019exp\u00e9rience de travail du Canada ont des <a href=\"https:\/\/knowledge.wes.org\/rs\/317-CTM-316\/images\/wes-paper-employment_outcome-full-vFINAL.pdf\">taux d\u2019emploi plus faibles<\/a>.<\/p>\n\n\n\n<p>Lorsque les personnes nouvellement arriv\u00e9es trouvent un emploi au Canada, il est fr\u00e9quent que cela ne corresponde pas \u00e0 leurs exp\u00e9rience, \u00e9ducation et expertise ant\u00e9rieures. Un sondage \u00e0 grande \u00e9chelle r\u00e9v\u00e8le que les taux d\u2019emploi des immigrantes et immigrants <a href=\"https:\/\/knowledge.wes.org\/rs\/317-CTM-316\/images\/wes-paper-employment_outcome-full-vFINAL.pdf\">ont en fait diminu\u00e9 \u00e0 mesure que le nombre d\u2019ann\u00e9es d\u2019exp\u00e9rience internationale augmentait<\/a>, et \u00e0 chaque niveau de dipl\u00f4me, les taux d\u2019emploi \u00e9tant plus \u00e9lev\u00e9s chez les titulaires d\u2019un dipl\u00f4me d\u2019\u00e9tudes coll\u00e9giales que chez les titulaires d\u2019un doctorat. <a href=\"https:\/\/knowledge.wes.org\/rs\/317-CTM-316\/images\/wes-paper-employment_outcome-full-vFINAL.pdf\">Beaucoup d\u2019immigrantes et immigrants changent de secteur d\u2019activit\u00e9 apr\u00e8s la migration<\/a>, moins de la moiti\u00e9 travaillant dans le m\u00eame secteur qu\u2019avant la migration (bien que la plupart auraient pr\u00e9f\u00e9r\u00e9 rester dans le m\u00eame secteur) et beaucoup moins occupent des postes de direction.<\/p>\n\n\n\n<p>La politique d\u2019immigration du Canada vise \u00e0 s\u2019assurer que le pays poss\u00e8de la main-d\u2019\u0153uvre dont il a besoin pour combler les lacunes critiques du march\u00e9 du travail et soutenir une \u00e9conomie forte. L\u2019objectif de FAST est d\u2019accroitre la pr\u00e9paration \u00e0 l\u2019emploi des personnes immigrantes et d\u2019am\u00e9liorer leur confiance pour entrer dans les industries qui les int\u00e9ressent.<\/p>\n\n\n\n<p>FAST est un programme de pr\u00e9paration \u00e0 l\u2019emploi en ligne autonome et sans frais qui aide les personnes immigrantes \u00e0 mieux comprendre leur profession et leur secteur d\u2019activit\u00e9 cibles, ainsi que la culture du milieu de travail en g\u00e9n\u00e9ral. Le programme FAST comporte six volets sectoriels&nbsp;: services informatiques et de donn\u00e9es\u2009; biotechnologie et sciences de la vie\u2009; m\u00e9tiers sp\u00e9cialis\u00e9s\u2009; comptabilit\u00e9 et finances\u2009; arts culinaires\u2009; et soins aux personnes \u00e2g\u00e9es.<\/p>\n\n\n\n<p>Chaque volet sectoriel comprend du contenu propre \u00e0 l\u2019industrie, sur la culture d\u2019entreprise et les \u00e9valuations de l\u2019\u00e9tat de pr\u00e9paration du milieu de travail\u2009; les comp\u00e9tences techniques\u2009; l\u2019aiguillage vers des services d\u2019accr\u00e9ditation et de titres professionnels, le cas \u00e9ch\u00e9ant\u2009; et un appui \u00e0 la recherche d\u2019emploi et \u00e0 l\u2019orientation professionnelle. La combinaison d\u2019\u00e9valuations propres \u00e0 l\u2019industrie et de modules en ligne qui orientent les usag\u00e8res et usagers vers les normes et la culture du milieu de travail canadien les engagent sur la voie de l\u2019obtention d\u2019une d\u00e9signation de l\u2019industrie ou d\u2019un apprentissage suppl\u00e9mentaire pour am\u00e9liorer leur employabilit\u00e9.<\/p>\n\n\n\n<p>L\u2019objectif initial de ce projet \u00e9tait d\u2019\u00e9tendre le portail en ligne FAST pr\u00e9existant aux provinces \u00e0 l\u2019ext\u00e9rieur de la Colombie-Britannique afin de l\u2019utiliser avec les personnes immigrantes avant leur arriv\u00e9e au Canada. Cependant, les restrictions de voyage impos\u00e9es par la pand\u00e9mie de COVID-19 ont fait en sorte que tr\u00e8s peu de personnes immigrantes \u00e9taient en route vers le Canada \u00e0 ce moment-l\u00e0. Le projet cherchait plut\u00f4t \u00e0 \u00e9tendre sa port\u00e9e en collaborant avec des organismes d\u2019aide aux immigrantes et immigrants ayant des valeurs similaires partout au Canada. Le projet a fourni de la formation, du mat\u00e9riel de communications et de marketing, pour aider ces fournisseurs de services \u00e0 inclure FAST dans les services qu\u2019ils offraient aux personnes immigrantes d\u00e9j\u00e0 arriv\u00e9es au Canada.<\/p>\n\n\n\n<p>La deuxi\u00e8me phase du programme FAST visait \u00e0 \u00e9valuer les exp\u00e9riences des participantes et participants, les r\u00e9sultats du programme et les domaines \u00e0 peaufiner afin d\u2019orienter les it\u00e9rations futures.<\/p>\n\n\n\n<p>Plus pr\u00e9cis\u00e9ment, cette phase du projet a permis d\u2019\u00e9valuer trois aspects. Nous avons examin\u00e9&nbsp;: 1) la fa\u00e7on dont le programme a soutenu les r\u00e9sultats en mati\u00e8re d\u2019emploi, 2) les variations de la satisfaction et des r\u00e9sultats entre les diff\u00e9rents volets et 3) les possibilit\u00e9s d\u2019am\u00e9liorer l\u2019engagement des participantes et participants ainsi que l\u2019ex\u00e9cution du programme. L\u2019\u00e9valuation a utilis\u00e9 une approche mixte, combinant des donn\u00e9es quantitatives provenant de dossiers administratifs et de sondages aupr\u00e8s des participantes et participants avec des renseignements qualitatifs provenant d\u2019entrevues avec eux, les partenaires de prestation de services et l\u2019industrie. Cette m\u00e9thodologie \u00e0 multiples facettes a permis de bien comprendre l\u2019incidence de FAST, tout en cernant les principaux d\u00e9fis \u00e0 relever au cours de la troisi\u00e8me phase.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>Dans le cadre de la premi\u00e8re offre du programme FAST, 81\u00a0partenaires de prestation de services, 17\u00a0employeurs partenaires et cinq associations industrielles de partout au Canada ont int\u00e9gr\u00e9 le programme FAST \u00e0 leur propre offre de services. \u00c0 la suite de cet engagement, 565\u00a0personnes se sont inscrites au programme FAST entre septembre 2021 et juin 2022 (en plus des 646 qui \u00e9taient dans la cohorte pr\u00e9c\u00e9dente, ce qui porte le total \u00e0 1\u2009211). La majorit\u00e9 des participantes et participants provenaient de l\u2019Ontario (34\u00a0%), de la Nouvelle-\u00c9cosse (26\u00a0%) et de la Colombie-Britannique (17\u00a0%).<\/p>\n\n\n\n<p>Seuls 4&nbsp;% des personnes ayant utilis\u00e9 le programme FAST n\u2019\u00e9taient pas au Canada, ce qui refl\u00e8te le virage vers l\u2019accent mis sur les immigrantes et immigrants re\u00e7us plut\u00f4t que sur le soutien avant l\u2019arriv\u00e9e. \u00c0 l\u2019instar des cohortes pr\u00e9c\u00e9dentes, la majorit\u00e9 des personnes participant au programme FAST au cours de cette p\u00e9riode \u00e9taient des immigrantes et immigrants re\u00e7us (86&nbsp;%), tr\u00e8s scolaris\u00e9s et racis\u00e9s (66&nbsp;%). La plupart \u00e9taient inscrits seulement dans deux des volets sectoriels&nbsp;: 50&nbsp;% dans les services informatiques et de donn\u00e9es et 29&nbsp;% dans les biotechnologies et les sciences de la vie. Les volets sectoriels relativement nouvelles ont connu une baisse des inscriptions&nbsp;: 14&nbsp;% en comptabilit\u00e9 et finances et seulement 1&nbsp;% en arts culinaires.<\/p>\n\n\n\n<p>Au cours de cette cohorte, seuls 23&nbsp;% des participantes et participants ont termin\u00e9 le programme FAST, la plupart ayant opt\u00e9 pour quelques modules du programme. Il s\u2019agit d\u2019une diminution des taux d\u2019ach\u00e8vement, en baisse par rapport \u00e0 37,9&nbsp;% de la cohorte pr\u00e9c\u00e9dente inscrite entre novembre 2019 et mars 2021. Les participantes et participants en biotechnologie et en sciences de la vie \u00e9taient plus susceptibles de terminer le programme FAST que ceux des autres volets sectoriels. Les volets des m\u00e9tiers sp\u00e9cialis\u00e9s et des soins aux personnes \u00e2g\u00e9es ont connu des taux de satisfaction et d\u2019ach\u00e8vement plus faibles en raison d\u2019attentes mal align\u00e9es ou d\u2019un contenu trop technique. Dans l\u2019ensemble des volets sectoriels, les r\u00e9pondantes et r\u00e9pondants ont indiqu\u00e9 que la formation sur la culture du milieu de travail \u00e9tait l\u2019\u00e9l\u00e9ment le plus utile du programme pour appuyer leur recherche d\u2019emploi. La formation comprenait des donn\u00e9es sur la communication non verbale, le choc culturel et le langage professionnel sp\u00e9cifique au secteur. Les participantes et participants ont soulign\u00e9 la n\u00e9cessit\u00e9 d\u2019une communication plus claire sur les offres de FAST et d\u2019un meilleur soutien pendant le programme.<\/p>\n\n\n\n<p>Au cours de la deuxi\u00e8me phase, le programme FAST a r\u00e9ussi \u00e0 rejoindre une cohorte de personnes nouvellement arriv\u00e9es tr\u00e8s instruites et diversifi\u00e9es, dont 83&nbsp;% se sont identifi\u00e9es comme racis\u00e9es et 85&nbsp;% conciliant leurs responsabilit\u00e9s de prestation de soins. Les r\u00e9sultats du programme en mati\u00e8re d\u2019emploi ont \u00e9t\u00e9 encourageants, le taux d\u2019emploi passant de 45&nbsp;% \u00e0 la fin du programme \u00e0 72&nbsp;% neuf mois plus tard. Les participantes et participants ont d\u00e9clar\u00e9 avoir une plus grande confiance dans leur pr\u00e9paration \u00e0 l\u2019emploi et ont trouv\u00e9 la formation sur la culture d\u2019entreprise particuli\u00e8rement utile, 77&nbsp;% la qualifiant de tr\u00e8s utile ou assez utile. Malgr\u00e9 ces r\u00e9ussites, le programme a \u00e9t\u00e9 confront\u00e9 \u00e0 des d\u00e9fis en mati\u00e8re d\u2019engagement et d\u2019ach\u00e8vement, avec un taux d\u2019ach\u00e8vement global de 21&nbsp;%.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"why-it-matters\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheImpact\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 22px;height: 22px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-2.svg\" alt=\"\"> Pourquoi c\u2019est important<\/h3>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column margin-bottom-0 is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:60%\">\n<p>Malgr\u00e9 les r\u00e9cents changements aux niveaux d\u2019immigration, le Canada continuera de compter sur l\u2019immigration pour rem\u00e9dier aux p\u00e9nuries de main-d\u2019\u0153uvre et de comp\u00e9tences dues au vieillissement de sa population et \u00e0 ses faibles taux de natalit\u00e9.<\/p>\n\n\n\n<p>Les r\u00e9sultats d\u00e9montrent que des programmes comme FAST sont essentiels pour rem\u00e9dier aux p\u00e9nuries de main-d\u2019\u0153uvre en aidant les personnes immigrantes qualifi\u00e9es \u00e0 s\u2019int\u00e9grer au march\u00e9 du travail et \u00e0 harmoniser leur expertise avec les normes canadiennes.<\/p>\n\n\n\n<p>Le succ\u00e8s du programme met en \u00e9vidence la valeur d\u2019interventions accessibles et comportant peu d\u2019obstacles, qui combinent des \u00e9valuations des comp\u00e9tences propres au secteur et une formation sur la culture du milieu de travail. La plupart des participantes et participants \u00e0 FAST ont appr\u00e9ci\u00e9 la formation sur la culture du milieu de travail canadien, la qualifiant d\u2019\u00e9l\u00e9ment le plus utile du programme. Cela renforce la n\u00e9cessit\u00e9 d\u2019inclure ce type d\u2019activit\u00e9 dans toutes les initiatives de main-d\u2019\u0153uvre ciblant les personnes nouvellement arriv\u00e9es, tant avant qu\u2019apr\u00e8s leur arriv\u00e9e.
