responsable de la cr\u00e9ation d&#8217;opportunit\u00e9s \u00e9conomiques, y compris du march\u00e9 du travail et de la formation des capacit\u00e9s, dans la<a href=\"https:\/\/irc.inuvialuit.com\/wp-content\/uploads\/2023\/10\/Inuvialuit_Settlement_Region_Map_0.pdf\">R\u00e9gion d\u00e9sign\u00e9e des Inuvialuit<\/a>. Ces possibilit\u00e9s \u00ab permettent aux Inuvialuit de participer de mani\u00e8re \u00e9gale et utile \u00e0 l\u2019\u00e9conomie et \u00e0 la soci\u00e9t\u00e9 nordiques et nationales \u00bb, comme le prescrit la&nbsp; <a href=\"https:\/\/irc.inuvialuit.com\/wp-content\/uploads\/2023\/10\/Inuvialuit_Final_Agreement_2005.pdf\"><em>&nbsp;Convention d\u00e9finitive des Inuvialuit<\/em><\/a>.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Afin d\u2019am\u00e9liorer le syst\u00e8me de base de donn\u00e9es des b\u00e9n\u00e9ficiaires de la R\u00e9gion d\u00e9sign\u00e9e des Inuvialuit et de mieux g\u00e9rer l\u2019aide apport\u00e9e \u00e0 quelque 7 000&nbsp;Inuvialuit dans toute la r\u00e9gion et au-del\u00e0, l\u2019IRC a entrepris d\u2019interroger les membres de la communaut\u00e9 sur leurs ant\u00e9c\u00e9dents, leurs connaissances, leurs comp\u00e9tences et leurs aptitudes, leurs sp\u00e9cialit\u00e9s \u00e9ducatives et professionnelles, ainsi que sur leurs comp\u00e9tences culturelles et linguistiques. L\u2019IRC a \u00e9galement invit\u00e9 chaque b\u00e9n\u00e9ficiaire \u00e0 soumettre une copie de son curriculum vitae. L\u2019IRC esp\u00e9rait que cet effort permettrait \u00e0 la soci\u00e9t\u00e9 r\u00e9gionale de remplir des r\u00f4les et de d\u00e9terminer les lacunes qui pourraient \u00eatre combl\u00e9es par leur offre d\u2019\u00e9ducation et de formation.&nbsp;<\/p>\n\n\n\n<p>\u00c0 ce jour, 600&nbsp;personnes d\u2019Aklavik, d\u2019Inuvik, de Paulatuk, de Sachs Harbour, de Tuktoyaktuk et d\u2019Ulukhaktok ont particip\u00e9 au sondage. Malgr\u00e9 les retards dans le d\u00e9marrage des enqu\u00eates, le personnel du projet a b\u00e9n\u00e9fici\u00e9 des engagements en face \u00e0 face avec les membres de la communaut\u00e9, ce qui a permis \u00e0 l\u2019IRC d\u2019int\u00e9grer les priorit\u00e9s r\u00e9gionales dans ses programmes et sa planification.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Des initiatives comme le projet de s\u00e9curit\u00e9 \u00e9nerg\u00e9tique des Inuvialuit offrent des possibilit\u00e9s d\u2019emploi pendant la construction et les op\u00e9rations \u00e0 long terme. Aujourd\u2019hui, la plupart des Inuvialuit vivent dans la <a href=\"https:\/\/irc.inuvialuit.com\/wp-content\/uploads\/2023\/10\/Inuvialuit_Settlement_Region_Map_0.pdf\">R\u00e9gion d\u00e9sign\u00e9e des Inuvialuit,<\/a> dans l\u2019ouest de l\u2019Arctique canadien, dans les communaut\u00e9s d\u2019Aklavik, d\u2019Inuvik, de Paulatuk, de Sachs Harbour, de Tuktoyaktuk et d\u2019Ulukhaktok, dans les Territoires du Nord-Ouest.&nbsp;<\/p>\n\n\n\n<p>L\u2019<a href=\"https:\/\/irc.inuvialuit.com\/\">IRC<\/a> a \u00e9t\u00e9 cr\u00e9\u00e9e en 1984 pour repr\u00e9senter le bien-\u00eatre \u00e9conomique, social et culturel des Inuvialuit par l\u2019application de l\u2019un des plus anciens trait\u00e9s de revendication territoriale du Canada : <a href=\"https:\/\/irc.inuvialuit.com\/wp-content\/uploads\/2023\/10\/Inuvialuit_Final_Agreement_2005.pdf\"><em>&nbsp;la Convention d\u00e9finitive des Inuvialuit<\/em><\/a>. Les priorit\u00e9s strat\u00e9giques de l\u2019IRC comprennent la protection des terres et de la culture, la fourniture de services et la cr\u00e9ation d\u2019opportunit\u00e9s \u00e9conomiques, y compris le march\u00e9 du travail et la formation des capacit\u00e9s dans les communaut\u00e9s. L\u2019un des principes fondamentaux de la <em>Convention d\u00e9finitive des Inuvialuit<\/em> est de \u00ab permettre aux Inuvialuit de participer de mani\u00e8re \u00e9gale et utile \u00e0 l\u2019\u00e9conomie et \u00e0 la soci\u00e9t\u00e9 nordiques et nationales \u00bb.<\/p>\n\n\n\n<p>Les communaut\u00e9s autochtones sont confront\u00e9es \u00e0 des obstacles majeurs en mati\u00e8re d\u2019\u00e9ducation, de formation et d\u2019emploi, et l\u2019exp\u00e9rience unique des Inuvialuit dans la R\u00e9gion d\u00e9sign\u00e9e des Inuvialuit est encore compliqu\u00e9e par la g\u00e9ographie, l\u2019\u00e9loignement des prestataires de services, l\u2019ins\u00e9curit\u00e9 alimentaire et les probl\u00e8mes de t\u00e9l\u00e9communication. Pour ces raisons, l\u2019IRC accorde la priorit\u00e9 aux possibilit\u00e9s offertes aux Inuvialuit de rester dans la R\u00e9gion d\u00e9sign\u00e9e des Inuvialuit pour l\u2019\u00e9ducation, la formation et l\u2019emploi, refl\u00e9tant ainsi les souhaits des Inuvialuit eux-m\u00eames. Le fait de quitter la communaut\u00e9 et la r\u00e9gion en qu\u00eate d\u2019\u00e9ducation, de formation et d\u2019emploi peut conduire \u00e0 l\u2019ins\u00e9curit\u00e9 en mati\u00e8re de logement, car les personnes sont oblig\u00e9es de renoncer \u00e0 un logement public pendant leur absence et sont plac\u00e9es sur une liste d\u2019attente lorsqu\u2019elles souhaitent revenir. Cela peut \u00e9galement entra\u00eener des fractures au sein des unit\u00e9s familiales, ce qui nuit au bien-\u00eatre des m\u00e9nages et des communaut\u00e9s.&nbsp;<\/p>\n\n\n\n<p>En 2021, l\u2019IRC a commenc\u00e9 \u00e0 cr\u00e9er un syst\u00e8me de base de donn\u00e9es sur les b\u00e9n\u00e9ficiaires afin de mieux g\u00e9rer le soutien qu\u2019elle apporte \u00e0 quelque 7 000&nbsp;Inuvialuit dans la r\u00e9gion de la Convention Inuvialuit et au-del\u00e0. Au fur et \u00e0 mesure de l\u2019avancement de ces travaux, l\u2019IRC a constat\u00e9 une lacune importante dans les donn\u00e9es relatives aux comp\u00e9tences, \u00e0 l\u2019emploi et \u00e0 l\u2019\u00e9ducation des b\u00e9n\u00e9ficiaires. Sans ces donn\u00e9es, l\u2019IRC a rencontr\u00e9 des difficult\u00e9s \u00e0 la fois dans ses propres pratiques d\u2019embauche, qui donnent la priorit\u00e9 \u00e0 l\u2019emploi des participants, et dans la mise en place d\u2019un soutien personnalis\u00e9 \u00e0 l\u2019\u00e9ducation et \u00e0 la formation qui pourrait aider les Inuvialuit \u00e0 trouver un emploi ailleurs dans la r\u00e9gion.<\/p>\n\n\n\n<p>Le fait que de nombreux Inuvialuit n\u2019aient pas de certificats, de licences ou de titres professionnels attestant de leurs comp\u00e9tences, de leur exp\u00e9rience et de leurs connaissances complique la t\u00e2che pour combler cette lacune. Baptis\u00e9 \u00ab matrice des comp\u00e9tences des Inuvialuit \u00bb, cet inventaire permettrait \u00e0 l\u2019IRC de remplir des r\u00f4les et de d\u00e9terminer les lacunes li\u00e9es \u00e0 des professions, \u00e0 des donn\u00e9es d\u00e9mographiques et \u00e0 des communaut\u00e9s sp\u00e9cifiques, qui pourraient \u00eatre combl\u00e9es gr\u00e2ce \u00e0 l\u2019\u00e9ducation et \u00e0 la formation qu\u2019elle dispense.&nbsp;<\/p>\n\n\n\n<p>Dirig\u00e9e par Inuvialuit for Inuvialuit, l\u2019unit\u00e9 charg\u00e9e des capacit\u00e9s au sein du d\u00e9partement de l\u2019\u00e9ducation, de la formation et des capacit\u00e9s de l\u2019IRC a organis\u00e9 des consultations internes et externes afin de cr\u00e9er un outil d\u2019enqu\u00eate ainsi que les processus et protocoles associ\u00e9s. L\u2019enqu\u00eate sera men\u00e9e aupr\u00e8s des membres des communaut\u00e9s d\u2019Aklavik, d\u2019Inuvik, de Paulatuk, de Sachs Harbour, de Tuktoyaktuk et d\u2019Ulukhaktok. Les coordinateurs ont \u00e9galement invit\u00e9 chaque b\u00e9n\u00e9ficiaire \u00e0 soumettre une copie de son curriculum vitae.&nbsp;<\/p>\n\n\n\n<p>Le projet s\u2019est appuy\u00e9 sur les relations existantes avec chaque communaut\u00e9, en tirant parti des liens existants pour apporter un soutien au travail. L\u2019\u00e9quipe de l\u2019IRC a men\u00e9 des actions de sensibilisation pour informer les communaut\u00e9s sur l\u2019enqu\u00eate et les objectifs de la matrice des comp\u00e9tences des Inuvialuit de mani\u00e8re plus g\u00e9n\u00e9rale, et a offert une carte-cadeau \u00e0 chaque participant pour l\u2019inciter \u00e0 participer. La collecte d\u2019enqu\u00eates se poursuit dans le cadre de ce projet, et le personnel de l\u2019IRC a rencontr\u00e9 les entreprises communautaires de chacune des six communaut\u00e9s pour \u00e9laborer des plans de collaboration en vue de recueillir davantage de r\u00e9ponses, notamment en recrutant des personnes locales capables de mener d\u2019autres enqu\u00eates. \u00c0 ce jour, la matrice des comp\u00e9tences des Inuvialuit comprend 600&nbsp;r\u00e9ponses, ce qui repr\u00e9sente environ 1 200&nbsp;heures d\u2019interactions en face \u00e0 face.&nbsp;<\/p>\n\n\n\n<p><strong>Les Inuvialuit \u00e9taient g\u00e9n\u00e9ralement heureux de participer, appr\u00e9ciaient les incitations et s\u2019investissaient<\/strong><br>L\u2019\u00e9quipe a accord\u00e9 la priorit\u00e9 \u00e0 la sensibilisation des communaut\u00e9s, en rencontrant diff\u00e9rents groupes, en publiant l\u2019enqu\u00eate sur des d\u00e9pliants destin\u00e9s aux tableaux d\u2019affichage et en diffusant des messages publicitaires sur les cha\u00eenes c\u00e2bl\u00e9es locales et les stations de radio communautaires. Si certaines personnes \u00e9taient encore r\u00e9ticentes \u00e0 l\u2019id\u00e9e de se rencontrer en personne apr\u00e8s la longue p\u00e9riode d\u2019isolement qui a suivi la pand\u00e9mie, de nombreux membres de la communaut\u00e9 \u00e9taient d\u00e9sireux de participer. La nouvelle s\u2019est rapidement r\u00e9pandue \u00e0 propos du projet et des incitations, qu\u2019il s\u2019agisse de la carte-cadeau offerte pour r\u00e9pondre \u00e0 l\u2019enqu\u00eate ou de la perspective de b\u00e9n\u00e9ficier des objectifs g\u00e9n\u00e9raux du projet. L\u2019int\u00e9r\u00eat pour la participation \u00e9tait particuli\u00e8rement \u00e9lev\u00e9 dans les petites communaut\u00e9s qui ont moins d\u2019opportunit\u00e9s. Pour susciter la confiance, le personnel a soulign\u00e9 l\u2019importance d\u2019\u00eatre clair sur l\u2019utilisation des renseignements recueillis et sur les prochaines \u00e9tapes. Le personnel a estim\u00e9 que la grande majorit\u00e9 des participants souhaitaient fournir les meilleures informations possibles, s\u2019int\u00e9ressaient \u00e0 la mani\u00e8re dont la matrice des comp\u00e9tences des Inuvialuit allait \u00eatre \u00e9labor\u00e9e et voulaient se tenir au courant de l\u2019\u00e9volution du projet.&nbsp;<\/p>\n\n\n\n<p><strong>Les participants se sont empress\u00e9s de parler d\u2019\u00e9ducation, de comp\u00e9tences et de formation, mais aussi de bien-\u00eatre g\u00e9n\u00e9ral<\/strong><br>Les participants \u00e9taient impatients de partager leurs exp\u00e9riences et leurs commentaires sur la vie dans la R\u00e9gion d\u00e9sign\u00e9e des Inuvialuit, y compris et au-del\u00e0 de l\u2019\u00e9ducation, des comp\u00e9tences et de la formation. Le personnel du projet a estim\u00e9 que la possibilit\u00e9 d\u2019\u00e9tablir un contact direct avec les membres de la communaut\u00e9 tout en recueillant les r\u00e9ponses \u00e0 l\u2019enqu\u00eate leur a permis de mieux comprendre les priorit\u00e9s r\u00e9gionales. De nombreuses personnes interrog\u00e9es ont parl\u00e9 de l\u2019impact durable du syst\u00e8me des pensionnats, reliant le traumatisme multig\u00e9n\u00e9rationnel aux probl\u00e8mes sociaux, de sant\u00e9 et de bien-\u00eatre dans chaque communaut\u00e9. De nombreux participants ont exprim\u00e9 le souhait de voir davantage de programmes et de possibilit\u00e9s pour les jeunes d\u2019acqu\u00e9rir les comp\u00e9tences n\u00e9cessaires pour obtenir un emploi et rester dans la R\u00e9gion d\u00e9sign\u00e9e des Inuvialuit.&nbsp;<\/p>\n\n\n\n<p><strong>Les communaut\u00e9s inuvialuites veulent pr\u00e9server leur langue<\/strong><br>Toutes les communaut\u00e9s interrog\u00e9es ont soulev\u00e9 la question de la pr\u00e9servation de la langue, nombre d\u2019entre elles d\u00e9plorant qu\u2019il ne leur reste que quelques personnes parlant couramment la langue, la plupart d\u2019entre elles \u00e9tant des anciens. Bien que le personnel ait d\u00e9j\u00e0 la certitude de savoir o\u00f9 les comp\u00e9tences linguistiques sont fortes dans les communaut\u00e9s (c\u2019est-\u00e0-dire dans les endroits o\u00f9 les membres de la communaut\u00e9 leur parlent en inuvialuktun), il a \u00e9t\u00e9 int\u00e9ressant d\u2019entrer en contact avec d\u2019autres membres de la communaut\u00e9 ayant des comp\u00e9tences linguistiques plus rudimentaires, comme ceux qui comprennent assez bien, mais ne conversent qu\u2019un peu. De nombreux membres de la communaut\u00e9 ont exprim\u00e9 le souhait d\u2019en savoir plus.&nbsp;<br><\/p>\n\n\n\n<p><strong>Les difficult\u00e9s de recrutement ont entra\u00een\u00e9 des retards, mais ont permis d\u2019obtenir des renseignements utiles<\/strong><br>Le projet a d\u2019abord tent\u00e9 de recruter un chef de projet pour coordonner la mise en \u0153uvre de l\u2019enqu\u00eate; cependant, apr\u00e8s deux tentatives de recrutement infructueuses, l\u2019IRC a d\u00e9cid\u00e9 d\u2019envoyer deux membres du personnel dans les communaut\u00e9s pour administrer l\u2019enqu\u00eate en face-\u00e0-face. Cela a retard\u00e9 la mise en \u0153uvre du projet, mais a permis au personnel de l\u2019IRC d\u2019acqu\u00e9rir des connaissances utiles \u00e0 int\u00e9grer dans leurs propres d\u00e9cisions de programmation.
