lanc\u00e9 \u00e0 Toronto, visait \u00e0 rem\u00e9dier au sous-emploi important de professionnelles immigrantes et professionnels immigrants qualifi\u00e9s dans la r\u00e9gion du Grand Toronto et au-del\u00e0. Ce sous-emploi limite non seulement la progression de carri\u00e8re et le potentiel de revenus individuels, mais a \u00e9galement un impact significatif sur l\u2019\u00e9conomie dans son ensemble.<\/p>\n\n\n\n<p>Le DCPI, y compris sa deuxi\u00e8me version (DCPI&nbsp;2.0) et sa troisi\u00e8me version (DCPI pour les PME), visait \u00e0 \u00e9liminer les lacunes et les obstacles auxquels les immigrantes et immigrants sont souvent confront\u00e9s lorsque leur progression de carri\u00e8re les am\u00e8ne \u00e0 travailler avec du personnel et des gestionnaires issus de l\u2019immigration et leurs organisations pour apporter des changements \u00e0 plusieurs niveaux.<\/p>\n\n\n\n<p>Afin d\u2019am\u00e9liorer la viabilit\u00e9 du programme et ses r\u00e9sultats, le programme DCPI&nbsp;2.0 comprenait \u00e9galement un volet de formation des formateurs (T3) qui pr\u00e9parait les participantes et participants \u00e0 offir le programme de mani\u00e8re ind\u00e9pendante.<\/p>\n\n\n\n<p>Dans l\u2019ensemble, 100&nbsp;% des participantes et participants ont d\u00e9clar\u00e9 avoir adopt\u00e9 de nouvelles mesures en fonction de ce qu\u2019ils avaient appris pendant le programme. Dans les trois mois qui ont suivi le programme DCPI, les nouvelles arrivantes et nouveaux arrivants participant au programme ont eu acc\u00e8s \u00e0 de nouvelles possibilit\u00e9s de perfectionnement professionnel et les gestionnaires ont d\u00e9clar\u00e9 se sentir mieux pr\u00e9par\u00e9s \u00e0 soutenir les personnes nouvellement arriv\u00e9es membres de leur \u00e9quipe.<\/p>\n\n\n\n<p>L\u2019importance du projet r\u00e9side dans son approche globale visant \u00e0 favoriser le changement syst\u00e9mique au sein des organisations, \u00e0 aider les professionnelles immigrantes et professionnels immigrants \u00e0 am\u00e9liorer leurs comp\u00e9tences et leurs connaissances en mati\u00e8re d\u2019avancement professionnel, et \u00e0 doter les gestionnaires des comp\u00e9tences n\u00e9cessaires pour soutenir des \u00e9quipes diversifi\u00e9es. Cela a permis d\u2019accroitre la capacit\u00e9 des immigrantes et immigrants ayant particip\u00e9 \u00e0 naviguer dans l\u2019avancement professionnel et \u00e0 acc\u00e9der aux possibilit\u00e9s d\u2019avancement. Ces efforts sont cruciaux pour les responsables de politiques et les sp\u00e9cialistes qui se concentrent sur l\u2019int\u00e9gration de la main-d\u2019\u0153uvre et les strat\u00e9gies de diversit\u00e9, d\u2019\u00e9quit\u00e9 et d\u2019inclusion. Les perspectives du DCPI soulignent l\u2019importance de mobiliser plusieurs niveaux organisationnels pour favoriser des pratiques inclusives, d\u00e9montrant ainsi un mod\u00e8le solide qui peut \u00eatre reproduit dans tous les secteurs pour mieux utiliser les comp\u00e9tences des professionnels immigrants dans l\u2019\u00e9conomie canadienne.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Dans l\u2019ann\u00e9e qui a suivi le premier programme DCPI, les participants membres de l\u2019\u00e9quipe des personnes nouvellement arriv\u00e9es ont progress\u00e9 dans leur carri\u00e8re.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les gestionnaires qui ont particip\u00e9 au programme DCPI&nbsp;2.0 ont d\u00e9clar\u00e9 se sentir mieux pr\u00e9par\u00e9s \u00e0 soutenir les personnes nouvellement arriv\u00e9es membres de leur \u00e9quipe.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">En travaillant avec les PME, les personnes nouvellement arriv\u00e9es membres de l\u2019\u00e9quipe ont d\u00e9clar\u00e9 avoir une meilleure compr\u00e9hension des attentes li\u00e9es \u00e0 l\u2019avancement professionnel au sein de leur organisation, et les gestionnaires ont d\u00e9clar\u00e9 communiquer de mani\u00e8re plus ouverte avec les membres de l\u2019\u00e9quipe au sujet de leur progression de carri\u00e8re.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Le Canada est confront\u00e9 depuis longtemps \u00e0 un probl\u00e8me de sous-emploi des professionnelles et professionnels issus de l\u2019immigration. Bien qu\u2019ils poss\u00e8dent un niveau de scolarit\u00e9 \u00e9lev\u00e9 et une exp\u00e9rience pertinente, plusieurs se retrouvent dans des emplois qui ne correspondent pas \u00e0 leurs qualifications ou qui n\u2019utilisent pas pleinement leurs comp\u00e9tences. De plus, ces personnes ont de la difficult\u00e9 \u00e0 s\u2019y retrouver dans les pratiques internes du milieu de travail en ce qui concerne les possibilit\u00e9s et les programmes de perfectionnement, ainsi que dans les pratiques informelles en mati\u00e8re d\u2019avancement en milieu de travail. Les obstacles \u00e0 l\u2019avancement professionnel des immigrantes et immigrants touchent non seulement l\u2019individu, mais aussi les entreprises, la productivit\u00e9 et l\u2019\u00e9conomie en g\u00e9n\u00e9ral.<\/p>\n\n\n\n<p><a href=\"https:\/\/thoughtleadership.rbc.com\/wp-content\/uploads\/untapped-potential.pdf\">Des recherches<\/a> indiquent que la r\u00e9duction des \u00e9carts salariaux et d\u2019emploi entre les immigrantes et les immigrants et les travailleuses et travailleurs n\u00e9s au Canada pourraient ajouter environ 50&nbsp;milliards de dollars au PIB du Canada.<\/p>\n\n\n\n<p>Historiquement, la r\u00e9ponse au sous-emploi s\u2019est principalement concentr\u00e9e sur la transition des immigrantes et immigrants du ch\u00f4mage \u00e0 l\u2019emploi, n\u00e9gligeant souvent les questions li\u00e9es \u00e0 l\u2019avancement professionnel et \u00e0 la qualit\u00e9 de l\u2019emploi par rapport \u00e0 leurs comp\u00e9tences. En effet, les programmes se sont g\u00e9n\u00e9ralement concentr\u00e9s sur l\u2019emploi initial plut\u00f4t que sur l\u2019avancement professionnel, laissant de nombreuses personnes immigrantes qualifi\u00e9es dans des emplois bien en de\u00e7\u00e0 de leurs comp\u00e9tences et de leurs habilet\u00e9s. Cette approche globale a \u00e9t\u00e9 mise \u00e0 l\u2019essai au moyen d\u2019une s\u00e9rie d\u2019interventions, notamment des s\u00e9ances d\u2019apprentissage et des ateliers destin\u00e9s aux gestionnaires et aux employ\u00e9es et employ\u00e9s issus de l\u2019immigration, ce qui a permis d\u2019accroitre les comp\u00e9tences et les connaissances ainsi que de r\u00e9seauter. Le groupe d\u00e9mographique cible de ce projet \u00e9tait constitu\u00e9 d\u2019immigrantes professionnelles et d\u2019immigrants professionnels qualifi\u00e9s, qui se sont identifi\u00e9s comme sous-employ\u00e9s dans leurs secteurs respectifs ou qui occupaient des postes subalternes, et qui ont reconnu la n\u00e9cessit\u00e9 d\u2019un soutien suppl\u00e9mentaire pour naviguer dans leur avancement, aux c\u00f4t\u00e9s de gestionnaires qui influencent directement les possibilit\u00e9s d\u2019avancement professionnel au sein de leur organisation. Le projet comprenait \u00e9galement des interventions aupr\u00e8s des RH et de la haute direction pour influencer le changement au niveau organisationnel.<\/p>\n\n\n\n<p>Le projet a eu recours \u00e0 une approche en plusieurs phases. Au d\u00e9part, l\u2019\u00e9quipe de projet a effectu\u00e9 des \u00e9valuations des besoins aupr\u00e8s des entreprises afin de cerner les lacunes en mati\u00e8re de comp\u00e9tences et les points \u00e0 am\u00e9liorer dans les pratiques de gestion des talents. Au cours des deux premi\u00e8res it\u00e9rations (DCPI et DCPI&nbsp;2.0), le programme a \u00e9t\u00e9 adapt\u00e9 \u00e0 des organisations sp\u00e9cifiques et offert \u00e0 leur personnel. Les immigrantes et immigrants qualifi\u00e9s membres de l\u2019\u00e9quipe ont particip\u00e9 \u00e0 des ateliers afin d\u2019am\u00e9liorer leurs connaissances et leurs comp\u00e9tences pour naviguer dans leur avancement au sein de leur organisation. Parall\u00e8lement, les gestionnaires ont particip\u00e9 \u00e0 des s\u00e9ances de formation pour am\u00e9liorer leurs comp\u00e9tences en leadership inclusif, afin de s\u2019assurer de pouvoir soutenir efficacement leurs \u00e9quipes diversifi\u00e9es dans leur avancement professionnel.<\/p>\n\n\n\n<p>\u00c0 sa troisi\u00e8me it\u00e9ration, le programme DCPI a \u00e9t\u00e9 modifi\u00e9 pour les petites et moyennes entreprises et condens\u00e9 en quatre s\u00e9ances afin de devenir moins chronophage et plus accessible. De juin \u00e0 septembre 2024, le TRIEC a offert cette version du DCPI \u00e0 deux entreprises de taille moyenne.<\/p>\n\n\n\n<p>Gr\u00e2ce \u00e0 des s\u00e9ances virtuelles, au cours de la m\u00eame s\u00e9ance, les nouvelles arrivantes et nouveaux arrivants ainsi que les gestionnaires ont am\u00e9lior\u00e9 leurs comp\u00e9tences et leurs connaissances pour faire progresser leur carri\u00e8re au Canada et soutenir les personnes nouvellement arriv\u00e9es membres de l\u2019\u00e9quipe, en mati\u00e8re de comp\u00e9tence interculturelle et sur les processus d\u2019embauche formels et informels.<\/p>\n\n\n\n<p>Tout au long de chaque it\u00e9ration du projet, l\u2019\u00e9quipe du programme DCPI a \u00e9galement exp\u00e9riment\u00e9 diverses interventions aupr\u00e8s des ressources humaines et des cadres sup\u00e9rieurs des entreprises. Cela inclut des entretiens de d\u00e9part, un rapport final pr\u00e9sentant des donn\u00e9es sur les \u00e9carts de carri\u00e8re des personnes immigrantes et des recommandations pour y rem\u00e9dier, ainsi qu\u2019une discussion anim\u00e9e avec les cadres sur leur engagement en faveur du changement en mati\u00e8re d\u2019inclusion.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>Le premier programme DCPI a fait \u00e9tat d\u2019un taux de satisfaction de<br>100&nbsp;%, l\u2019ensemble des personnes participantes ayant not\u00e9 une augmentation des connaissances et des id\u00e9es exploitables. Bon nombre des nouvelles arrivantes et nouveaux arrivants ayant particip\u00e9 en ont profit\u00e9 directement, obtenant des promotions, des augmentations de salaire et des occasions d\u2019assumer de nouveaux r\u00f4les.<\/p>\n\n\n\n<p>Non seulement le DCPI&nbsp;2.0 a maintenu des taux de satisfaction \u00e9lev\u00e9s par rapport au programme initial du DCPI, mais il a \u00e9galement offert des possibilit\u00e9s de perfectionnement professionnel imm\u00e9diates aux personnes nouvellement arriv\u00e9es. Par exemple, dans les trois mois suivants la fin du programme, les nouvelles arrivantes et nouveaux arrivants se sont vu offrir de nouvelles possibilit\u00e9s de perfectionnement professionnel, comme des projets de grande envergure et de nouvelles affectations. Avec l\u2019introduction du volet de formation des formatrices et des formateurs, toutes les entreprises ont exprim\u00e9 leur intention de poursuivre le programme DCPI de mani\u00e8re ind\u00e9pendante d\u2019ici 2024, d\u00e9montrant ainsi leur engagement envers la durabilit\u00e9.<\/p>\n\n\n\n<p>Les taux de satisfaction du DCPI pour les PME sont \u00e9quivalents \u00e0 ceux du DCPI&nbsp;2.0. La plupart des nouvelles arrivantes et des nouveaux arrivants ont am\u00e9lior\u00e9 leurs connaissances (94&nbsp;%), et les gestionnaires ont am\u00e9lior\u00e9 leur pr\u00e9paration \u00e0 soutenir les nouvelles arrivantes et les nouveaux arrivants apr\u00e8s le programme. De plus, toutes les r\u00e9ponses des nouvelles arrivantes et des nouveaux arrivants au sondage indiquaient qu\u2019ils ont augment\u00e9 leur confiance dans l\u2019avancement de leur carri\u00e8re trois mois apr\u00e8s avoir termin\u00e9 le programme.<\/p>\n\n\n\n<p><strong>Avancement de carri\u00e8re<\/strong><\/p>\n\n\n\n<p>Les participantes et participants immigrants ont relev\u00e9 des diff\u00e9rences significatives dans les processus d\u2019avancement professionnel dans leur milieu de travail actuel par rapport \u00e0 leurs exp\u00e9riences ant\u00e9rieures, \u00e0 l\u2019\u00e9tranger ou au Canada. Le programme a mis en lumi\u00e8re les attentes de leurs organisations actuelles, leur a permis de se positionner plus efficacement au sein de leurs organisations actuelles et leur a donn\u00e9 les outils pour naviguer et progresser plus efficacement dans leurs milieux de travail.<\/p>\n\n\n\n<p><strong>Perspectives de gestion<\/strong><\/p>\n\n\n\n<p>Les gestionnaires ont appris l\u2019importance de conversations transparentes sur les objectifs de carri\u00e8re, lesquelles \u00e9taient auparavant n\u00e9glig\u00e9es ou sous-\u00e9valu\u00e9es. Ils et elles ont \u00e9galement fait \u00e9tat d\u2019une nouvelle prise de conscience de l\u2019incidence des diff\u00e9rences culturelles sur ces conversations et de l\u2019importance de poser des questions et de ne pas pr\u00e9sumer de l\u2019indiff\u00e9rence si les membres de l\u2019\u00e9quipe ne s\u2019expriment pas directement sur leurs objectifs. Ces prises de conscience, ainsi que les connaissances sur la fa\u00e7on dont les pratiques d\u2019avancement peuvent diff\u00e9rer consid\u00e9rablement autour du monde, ont aid\u00e9 les gestionnaires \u00e0 mieux comprendre et \u00e0 soutenir les employ\u00e9es et employ\u00e9s issus de l\u2019immigration, favorisant ainsi un environnement plus inclusif et un milieu de travail productif.<\/p>\n\n\n\n<p><strong>Impacts organisationnels<\/strong><\/p>\n\n\n\n<p>Quatre des cinq entreprises partenaires du projet ont mis en \u0153uvre des changements organisationnels fond\u00e9s sur les enseignements et les recommandations dans l\u2019ann\u00e9e suivant la fin du projet. Ces r\u00e9sultats sont essentiels pour les responsables de politiques, les chefs et cheffes d\u2019entreprises et les sp\u00e9cialistes qui se concentrent sur l\u2019int\u00e9gration de la main-d\u2019\u0153uvre et les strat\u00e9gies d\u2019\u00e9quit\u00e9, de diversit\u00e9 et d\u2019inclusion (EDI).<\/p>\n\n\n\n<p>L\u2019une des principales le\u00e7ons est l\u2019efficacit\u00e9 de mobiliser plusieurs niveaux d\u2019une organisation pour favoriser des pratiques inclusives. Cette approche profite non seulement aux employ\u00e9es et employ\u00e9s issus de l\u2019immigration cibl\u00e9s, mais renforce \u00e9galement la comp\u00e9tence interculturelle de leurs gestionnaires et cadres sup\u00e9rieurs. Le personnel a plus de chances de r\u00e9ussir si le syst\u00e8me et les mesures de soutien sont plus inclusifs et si le fardeau n\u2019incombe pas seulement \u00e0 l\u2019individu. Un tel engagement exhaustif peut servir de mod\u00e8le \u00e0 d\u2019autres secteurs qui cherchent \u00e0 am\u00e9liorer leurs r\u00e9sultats gr\u00e2ce \u00e0 une main-d\u2019\u0153uvre diversifi\u00e9e.<\/p>\n\n\n\n<p>Le projet a \u00e9galement soulign\u00e9 l\u2019importance des partenariats strat\u00e9giques pour accroitre l\u2019incidence.
