comp\u00e9tences num\u00e9riques et professionnelles (Advanced Digital and Professional Training, ADaPT) est une initiative de formation sectorielle con\u00e7ue pour rem\u00e9dier au d\u00e9calage entre les comp\u00e9tences des dipl\u00f4m\u00e9s postsecondaires et les besoins du secteur des TI. Le programme, dont la prestation est assur\u00e9e par le Diversity Institute de l\u2019Universit\u00e9 m\u00e9tropolitaine de Toronto et TECHNATION, offre une formation ax\u00e9e sur les comp\u00e9tences intensive, ainsi que des soutiens complets pour les groupes ayant droit \u00e0 l\u2019\u00e9quit\u00e9, y compris les groupes racis\u00e9s, les femmes et les personnes sans formation dans les domaines des sciences, des technologies, de l\u2019ing\u00e9nierie et des math\u00e9matiques. Depuis 2019, de multiples cohortes ont suivi le programme dans quatre provinces\u00a0: l\u2019Ontario, la Nouvelle-\u00c9cosse, l\u2019Alberta et la Colombie-Britannique. Dans toutes ces r\u00e9gions, une proportion croissante de personnes participantes r\u00e9ussissent leur transition vers un emploi exigeant des comp\u00e9tences num\u00e9riques une fois le programme termin\u00e9. En 2021, Blueprint Inc. a r\u00e9alis\u00e9 un essai contr\u00f4l\u00e9 randomis\u00e9 dans le but d\u2019\u00e9valuer les progr\u00e8s du programme. Les conclusions de Blueprint ont r\u00e9v\u00e9l\u00e9 un fort potentiel de mise \u00e0 l\u2019\u00e9chelle, m\u00eame si la collecte de donn\u00e9es d\u2019enqu\u00eate et l\u2019affinement des volets restaient des domaines \u00e0 am\u00e9liorer.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Quatre-vingt-douze pour cent des personnes ayant particip\u00e9 au programme se sont d\u00e9finies comme des membres d\u2019un ou de plusieurs groupes en qu\u00eate d\u2019\u00e9quit\u00e9, un chiffre d\u00e9passant l\u2019objectif fix\u00e9 \u00e0 75\u00a0%.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Selon les d\u00e9clarations des personnes participantes, les progr\u00e8s les plus importants ont \u00e9t\u00e9 r\u00e9alis\u00e9s dans les comp\u00e9tences num\u00e9riques avanc\u00e9es, tandis que la communication orale faisait office de parent pauvre.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">La prestation dans quatre r\u00e9gions et selon plusieurs modes a d\u00e9montr\u00e9 la faisabilit\u00e9 de la mise \u00e0 l\u2019\u00e9chelle, bien que des probl\u00e8mes subsistent pour atteindre les objectifs en mati\u00e8re de r\u00e9ponse aux enqu\u00eates et de couplage des donn\u00e9es.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Les dipl\u00f4m\u00e9s postsecondaires, tout particuli\u00e8rement ceux issus de groupes ayant droit \u00e0 l\u2019\u00e9quit\u00e9, font souvent face \u00e0 des obstacles pour se r\u00e9orienter vers des carri\u00e8res num\u00e9riques en raison d\u2019un d\u00e9calage entre leurs comp\u00e9tences et les besoins de l\u2019industrie. Ce d\u00e9calage laisse un important bassin de talents inexploit\u00e9, exacerbant les p\u00e9nuries de main-d\u2019\u0153uvre dans le secteur des TI.<\/p>\n\n\n\n<p>Initialement financ\u00e9 par la province de l\u2019Ontario de 2014 \u00e0 2019, le programme ADaPT a collabor\u00e9 avec des partenaires sectoriels pour \u00e9pauler des chercheurs d\u2019emploi de moins de 30&nbsp;ans, notamment des jeunes confront\u00e9s \u00e0 des obstacles syst\u00e9miques \u00e0 l\u2019emploi. Durant cette p\u00e9riode, le programme a \u00e9t\u00e9 offert sous divers formats \u00e0 20&nbsp;cohortes. Le programme compte trois modes de prestation&nbsp;: classe virtuelle (synchrone), en ligne (asynchrone) et en personne. Il comporte neuf semaines (plus de 70&nbsp;heures) de formation intensive en litt\u00e9ratie num\u00e9rique, ainsi qu\u2019une formation en communication, en recherche et en finances des entreprises. Il offre en outre un soutien complet, notamment une aide \u00e0 la recherche d\u2019emploi.<\/p>\n\n\n\n<p>Le Diversity Institute et TECHNATION ont obtenu un premier financement de la part du Centre des Comp\u00e9tences futures (CCF) \u00e0 l\u2019\u00e9gard du programme ADaPT en 2019. Six cohortes y ont pris part \u00e0 Toronto, Calgary et Halifax entre septembre&nbsp;2020 et juin&nbsp;2021.<\/p>\n\n\n\n<p>En 2021, le Diversity Institute a re\u00e7u une subvention suppl\u00e9mentaire du CCF dans le cadre de l\u2019initiative Mise \u00e0 l\u2019\u00e9chelle du d\u00e9veloppement des comp\u00e9tences pour former davantage de personnes participantes issues des populations cibles, y compris des travailleurs d\u00e9plac\u00e9s en milieu de carri\u00e8re et des nouveaux arrivants, favorisant ainsi le d\u00e9veloppement des comp\u00e9tences num\u00e9riques et professionnelles. Vingt cohortes ont pris part au programme de base entre l\u2019automne&nbsp;2021 et l\u2019hiver&nbsp;2023.&nbsp;&nbsp;L\u2019\u00e9valuation de l\u2019impact, r\u00e9alis\u00e9e par le partenaire du consortium Blueprint, vise \u00e0 d\u00e9terminer si le programme ADaPT am\u00e9liore les r\u00e9sultats des personnes participantes en mati\u00e8re d\u2019emploi et comment en optimiser la conception et la prestation aux fins de la mise \u00e0 l\u2019\u00e9chelle. Plus sp\u00e9cifiquement, elle examine la mesure dans laquelle la prestation du programme se d\u00e9roule comme pr\u00e9vu (c.-\u00e0-d. la fid\u00e9lit\u00e9 de la mise en \u0153uvre), le rayonnement aupr\u00e8s des participants et leur satisfaction, les comp\u00e9tences acquises et les retomb\u00e9es \u00e0 long terme sur le march\u00e9 du travail. Au moyen d\u2019un mod\u00e8le d\u2019essai contr\u00f4l\u00e9 randomis\u00e9, l\u2019\u00e9tude compare les r\u00e9sultats de trois groupes&nbsp;: la classe virtuelle (groupe \u00e9tudi\u00e9 n<sup>o<\/sup>&nbsp;1), le volet asynchrone en ligne (groupe \u00e9tudi\u00e9 n<sup>o<\/sup>&nbsp;2) et un groupe t\u00e9moin ayant acc\u00e8s \u00e0 LinkedIn Learning. Des donn\u00e9es ont \u00e9t\u00e9 recueillies au moyen d\u2019enqu\u00eates, d\u2019entrevues et de dossiers administratifs, les r\u00e9sultats \u00e0 long terme provenant du couplage avec des ensembles de donn\u00e9es de Statistique Canada. Par ailleurs, 92&nbsp;% d\u2019entre elles se sont d\u00e9finies comme des membres d\u2019un ou de plusieurs groupes en qu\u00eate d\u2019\u00e9quit\u00e9, un chiffre d\u00e9passant l\u2019objectif fix\u00e9 \u00e0 75&nbsp;%.<\/p>\n\n\n\n<p>Dans l\u2019ensemble, le programme a eu une influence positive sur l\u2019emploi des personnes participantes. Pr\u00e8s de 70&nbsp;% d\u2019entre elles ont indiqu\u00e9 qu\u2019elles avaient trouv\u00e9 un emploi \u00e0 la fin du programme. L\u2019incidence de ce dernier en mati\u00e8re de placement ne s\u2019ach\u00e8ve pas avec l\u2019obtention du dipl\u00f4me&nbsp;: un certain nombre de personnes participantes suppl\u00e9mentaires trouvent un emploi au fil du temps, en particulier dans les domaines du num\u00e9rique. Soixante-dix-huit pour cent d\u2019entre elles ont d\u00e9clar\u00e9 avoir trouv\u00e9 un emploi \u00e0 un poste du num\u00e9rique dans les neuf mois ayant suivi la fin du programme. En outre, leur sentiment de s\u00e9curit\u00e9 d\u2019emploi et d\u2019avancement professionnel s\u2019est am\u00e9lior\u00e9.<\/p>\n\n\n\n<p>Les personnes participantes ont confi\u00e9 que les progr\u00e8s les plus significatifs avaient \u00e9t\u00e9 r\u00e9alis\u00e9s dans les comp\u00e9tences num\u00e9riques avanc\u00e9es, tandis que la communication orale \u00e9tait le domaine o\u00f9 elles en avaient per\u00e7u le moins. Les cohortes de Toronto ont affich\u00e9 les taux d\u2019emploi les plus \u00e9lev\u00e9s, ayant b\u00e9n\u00e9fici\u00e9 de r\u00e9seaux d\u2019employeurs solides et bien \u00e9tablis qui ont facilit\u00e9 la transition vers les postes du num\u00e9rique, ce qui met en lumi\u00e8re l\u2019importance que rev\u00eatent les partenariats durables avec les employeurs pour aligner la formation sur les besoins du march\u00e9 du travail.<\/p>\n\n\n\n<p>Les personnes ayant particip\u00e9 au programme \u00e0 Calgary, en revanche, \u00e9taient g\u00e9n\u00e9ralement plus \u00e2g\u00e9es et avaient quitt\u00e9 l\u2019\u00e9cole depuis plus longtemps. Le fait qu\u2019un coll\u00e8ge technique ait fait office de partenaire principal \u00e0 Calgary (plut\u00f4t qu\u2019une universit\u00e9, comme \u00e0 Toronto et Halifax) est susceptible d\u2019avoir influenc\u00e9 \u00e0 la fois le profil d\u00e9mographique des personnes participantes et leurs r\u00e9sultats en mati\u00e8re d\u2019emploi. Les personnes ayant particip\u00e9 au programme \u00e0 Halifax, d\u2019un autre c\u00f4t\u00e9, avaient plus de chances d\u2019\u00eatre nouvellement arriv\u00e9es et de d\u00e9tenir un dipl\u00f4me d\u2019\u00e9tudes sup\u00e9rieures, ce qui a pu avoir une incidence sur leur trajectoire d\u2019emploi.<\/p>\n\n\n\n<p>Les subventions salariales ont jou\u00e9 un r\u00f4le primordial pour favoriser la participation des employeurs et obtenir des places en stage pour les personnes ayant pris part au programme ADaPT. Le programme de subventions salariales Career Ready de TECHNATION, notamment, a \u00e9t\u00e9 un moteur cl\u00e9 de participation des employeurs, r\u00e9duisant le co\u00fbt de recrutement et encourageant les entreprises \u00e0 int\u00e9grer des dipl\u00f4m\u00e9s d\u2019ADaPT. L\u2019impact des subventions salariales \u00e9tait particuli\u00e8rement manifeste au sein des cohortes de nouveaux arrivants, o\u00f9 de nombreuses personnes participantes \u00e9taient des dipl\u00f4m\u00e9s internationaux titulaires d\u2019une autorisation d\u2019emploi confront\u00e9s \u00e0 des obstacles suppl\u00e9mentaires pour trouver du travail. En compensant les risques financiers, les subventions salariales ont contribu\u00e9 \u00e0 \u00e9largir l\u2019acc\u00e8s aux possibilit\u00e9s d\u2019apprentissage int\u00e9gr\u00e9 au travail et \u00e0 accro\u00eetre les taux de placement des personnes ayant particip\u00e9 au programme.<\/p>\n\n\n\n<p>L\u2019\u00e9valuation de l\u2019essai contr\u00f4l\u00e9 randomis\u00e9 men\u00e9e par Blueprint a d\u00e9pass\u00e9 les objectifs aussi bien en mati\u00e8re d\u2019inscription que de consentement \u00e0 l\u2019\u00e9tude, avec 1&nbsp;093&nbsp;personnes participantes randomis\u00e9es, dont 812&nbsp;ayant consenti \u00e0 participer \u00e0 l\u2019\u00e9tude. Ces personnes ont appr\u00e9ci\u00e9 la formation adapt\u00e9e et l\u2019accessibilit\u00e9 du programme, mais les taux de r\u00e9ponse aux enqu\u00eates ont \u00e9t\u00e9 inf\u00e9rieurs aux pr\u00e9visions, avec une moyenne situ\u00e9e entre 65&nbsp;%&nbsp;et 70&nbsp;% selon les cohortes. D\u2019autres essais contr\u00f4l\u00e9s randomis\u00e9s recourant \u00e0 un formulaire de consentement actualis\u00e9 pour am\u00e9liorer les taux de participation aux enqu\u00eates se d\u00e9roulent en 2024-2025. Un rapport final analysera les r\u00e9sultats \u00e0 long terme, notamment en mati\u00e8re d\u2019emploi et d\u2019acquisition de comp\u00e9tences, dont les conclusions devraient \u00e9clairer les strat\u00e9gies de mise \u00e0 l\u2019\u00e9chelle.
