href=\"about:blank\">TalentED YYC<\/a>, visait \u00e0 revitaliser le march\u00e9 du travail r\u00e9gional de Calgary en concevant un mod\u00e8le plus inclusif et plus complet de coordination des possibilit\u00e9s d\u2019apprentissage int\u00e9gr\u00e9 au travail (AIT). Il consistait \u00e0 inciter les employeurs \u00e0 \u00e9largir leurs possibilit\u00e9s en mati\u00e8re d\u2019AIT et \u00e0 augmenter le nombre d\u2019\u00e9tudiants de niveau postsecondaire y prenant part. \u00c0 l\u2019origine, il s\u2019agissait d\u2019une r\u00e9ponse au ralentissement \u00e9conomique et aux difficult\u00e9s qui affectaient le march\u00e9 de l\u2019emploi en raison de la pand\u00e9mie de COVID-19 et des r\u00e9percussions du bouleversement soudain des prix du p\u00e9trole et du gaz.&nbsp;<\/p>\n\n\n\n<p>Une plateforme num\u00e9rique centralis\u00e9e a \u00e9t\u00e9 cr\u00e9\u00e9e pour relier les employeurs et les \u00e9tablissements d\u2019enseignement postsecondaire (EEPS) afin de favoriser les possibilit\u00e9s d\u2019AIT. Le secr\u00e9tariat r\u00e9gional de l\u2019AIT de Calgary, un bureau g\u00e9r\u00e9 par Calgary Economic Development (CED), a \u00e9t\u00e9 \u00e9tabli pour collaborer avec les employeurs et leur faciliter l\u2019acc\u00e8s au portail TalentED YYC. Le secr\u00e9tariat a \u00e9galement collabor\u00e9 avec les sept EEPS partenaires de la r\u00e9gion pour \u00e9tudier le fonctionnement de leurs programmes d\u2019AIT et r\u00e9pondre \u00e0 leurs besoins.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Il s\u2019agissait du premier projet du genre \u00e0 r\u00e9unir, au Canada, autant d\u2019universit\u00e9s et de coll\u00e8ges dans le but de connecter leurs syst\u00e8mes de gestion de l\u2019AIT \u00e0 une plateforme unique. Malgr\u00e9 la complexit\u00e9 \u00e9vidente et les difficult\u00e9s initiales de mise en place, l\u2019initiative a am\u00e9lior\u00e9 son infrastructure technologique et ses strat\u00e9gies op\u00e9rationnelles au cours du d\u00e9ploiement et le secr\u00e9tariat s\u2019est r\u00e9v\u00e9l\u00e9 apte \u00e0 r\u00e9pondre aux besoins des employeurs et \u00e0 les aider \u00e0 joindre les EEPS et les \u00e9tudiants int\u00e9ress\u00e9s par l\u2019AIT.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Le projet a mobilis\u00e9 48&nbsp;employeurs et donn\u00e9 lieu \u00e0 plus de 66&nbsp;stages d\u2019AIT, notamment pour un nombre important d\u2019\u00e9tudiants issus de groupes ayant droit \u00e0 l\u2019\u00e9quit\u00e9. Bien que le financement par le Centre des Comp\u00e9tences futures ait pris fin en mars&nbsp;2024, TalentED&nbsp;YYC peut compter sur un consortium d\u2019autres partenaires financiers et continue de fonctionner. Non seulement cette phase pr\u00e9liminaire d\u2019incubation financ\u00e9e par le Centre des Comp\u00e9tences futures a contribu\u00e9 \u00e0 \u00e9largir les possibilit\u00e9s d\u2019AIT offertes aux \u00e9tudiants en rapprochant les EEPS et les employeurs de mani\u00e8re collaborative et coh\u00e9rente, mais, d\u2019un point de vue structurel, les enseignements qu\u2019elle a livr\u00e9s ont \u00e9t\u00e9 essentiels \u00e0 l\u2019am\u00e9lioration continue de la plateforme d\u2019AIT et au fonctionnement du secr\u00e9tariat.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Le projet a mobilis\u00e9 48\u00a0employeurs et facilit\u00e9 66\u00a0stages, principalement pour des personnes appartenant \u00e0 des groupes ayant droit \u00e0 l\u2019\u00e9quit\u00e9.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Aider les PME en leur offrant un soutien personnalis\u00e9 et des conseils pour s\u2019orienter dans le processus g\u00e9n\u00e9ral a une incidence positive importante sur l\u2019\u00e9largissement des possibilit\u00e9s d\u2019AIT.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Il est n\u00e9cessaire de renforcer les relations et la confiance entre les organisations pour assurer une coordination efficace et coh\u00e9rente de programmes tr\u00e8s h\u00e9t\u00e9rog\u00e8nes et de technologies disparates.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Le projet pilote d\u2019AIT de Calgary, TalentED YYC, lanc\u00e9 par CED, visait \u00e0 rem\u00e9dier aux difficult\u00e9s majeures engendr\u00e9es par les changements au sein de l\u2019\u00e9conomie et du march\u00e9 de l\u2019emploi de Calgary. Ces perturbations ont \u00e9t\u00e9 provoqu\u00e9es par la pand\u00e9mie de COVID-19 et la chute des prix du p\u00e9trole. Le projet pilote initial s\u2019est d\u00e9roul\u00e9 d\u2019avril&nbsp;2023 \u00e0 mars&nbsp;2024, tandis que Calgary \u00e9tait durement touch\u00e9e par la pand\u00e9mie, le taux de ch\u00f4mage de la ville ayant bondi \u00e0 plus de 15&nbsp;% et plus de 75&nbsp;000&nbsp;emplois ayant \u00e9t\u00e9 perdus entre mars et juillet&nbsp;2020. Les jeunes Calgariens et Calgariennes, dont le taux d\u2019emploi \u00e9tait inf\u00e9rieur de 50&nbsp;% \u00e0 celui de la population des groupes d\u2019\u00e2ge d\u2019activit\u00e9 maximale, ont \u00e9t\u00e9 particuli\u00e8rement touch\u00e9s.<\/p>\n\n\n\n<p>Avant le projet, l\u2019AIT \u00e0 Calgary \u00e9tait principalement organis\u00e9 par les EEPS, comme les universit\u00e9s, les coll\u00e8ges et les \u00e9coles polytechniques, et servait \u00e0 combler l\u2019\u00e9cart entre les comp\u00e9tences scolaires acquises et les comp\u00e9tences recherch\u00e9es. Cependant, l\u2019\u00e9chelle de l\u2019AIT offert par les seuls EEPS semblait insuffisante pour r\u00e9pondre aux besoins \u00e9mergents et importants en mati\u00e8re de requalification de la main-d\u2019\u0153uvre. Issu du constat qu\u2019il \u00e9tait impossible de revenir aux strat\u00e9gies \u00e9conomiques pr\u00e9pand\u00e9miques, le projet proposait de cr\u00e9er un mod\u00e8le r\u00e9gional plus inclusif et plus complet. Il visait \u00e0 r\u00e9unir les industries, les groupes du secteur de l\u2019\u00e9ducation et les acteurs du d\u00e9veloppement \u00e9conomique afin d\u2019aider l\u2019\u00e9conomie \u00e0 se redresser plus rapidement et plus durablement.&nbsp;<\/p>\n\n\n\n<p>En parall\u00e8le, le gouvernement provincial avait introduit, en mati\u00e8re d\u2019AIT, des exigences de financement fond\u00e9es sur le rendement au niveau postsecondaire. L\u2019un des principaux objectifs des EEPS consistait \u00e0 \u00e9valuer la faisabilit\u00e9 et l\u2019efficacit\u00e9 de la synchronisation de leurs bases de donn\u00e9es existantes aux fins de la gestion des stages d\u2019AIT, et par l\u00e0 m\u00eame, de la mise en relation des employeurs et des \u00e9tudiants int\u00e9ress\u00e9s par un stage.<\/p>\n\n\n\n<p>L\u2019autre principal domaine d\u2019\u00e9tude consistait \u00e0 \u00e9valuer l\u2019efficacit\u00e9 d\u2019une entit\u00e9 de coordination. \u00c0 cette fin, le projet a \u00e9tabli le secr\u00e9tariat r\u00e9gional de l\u2019AIT de Calgary. G\u00e9r\u00e9 par Calgary Economic Development, le secr\u00e9tariat \u00e9tait charg\u00e9 de collaborer avec les employeurs afin de leur faciliter l\u2019acc\u00e8s au portail TalentED YYC d\u2019une part, et avec les sept EEPS partenaires de la r\u00e9gion afin d\u2019\u00e9tudier le fonctionnement de leurs programmes d\u2019AIT et de r\u00e9pondre \u00e0 leurs besoins d\u2019autre part.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>Le projet a livr\u00e9 quelques enseignements essentiels \u00e0 la prochaine phase des travaux et aux initiatives visant \u00e0 \u00e9largir l\u2019AIT ou \u00e0 mieux apparier les employeurs et les \u00e9tudiants&nbsp;:<\/p>\n\n\n\n<p><strong>Une conception ax\u00e9e sur l\u2019utilisateur pose des difficult\u00e9s\u00a0: allier technologie et soutien humain<\/strong><br>Il est important d\u2019int\u00e9grer des solutions technologiques avec une conception ax\u00e9e sur l\u2019utilisateur dans le but d\u2019am\u00e9liorer l\u2019accessibilit\u00e9 et la fonctionnalit\u00e9 pour toutes les parties prenantes. Ce projet a cependant mis en relief les difficult\u00e9s que pose le fait de servir des utilisateurs ayant des capacit\u00e9s et des besoins variables, qui a de surcro\u00eet rendu difficile la collecte de donn\u00e9es. En ce qui concerne TalentED YYC, le portail s\u2019est av\u00e9r\u00e9 tr\u00e8s utile pour les grands employeurs ayant davantage d\u2019exp\u00e9rience dans l\u2019offre de stages d\u2019AIT, mais les plus petits employeurs ne disposaient pas de l\u2019exp\u00e9rience, de la capacit\u00e9 ou de l\u2019information n\u00e9cessaires pour l\u2019utiliser efficacement. Heureusement, TalentED YYC a pu fournir un soutien personnalis\u00e9 \u00e0 ces employeurs, au prix de l\u2019utilisation impr\u00e9vue de ressources suppl\u00e9mentaires.\u00a0<\/p>\n\n\n\n<p><strong>Une relation de confiance peut contribuer \u00e0 surmonter la complexit\u00e9 de l\u2019int\u00e9gration de syst\u00e8mes technologiques disparates<\/strong><br>Il s\u2019est av\u00e9r\u00e9 difficile de rendre la plateforme TalentED YYC interexploitable avec les diff\u00e9rents syst\u00e8mes que chacun des sept EEPS utilisait pour g\u00e9rer ses programmes d\u2019AIT. Dans bon nombre de ces \u00e9tablissements, les programmes d\u2019AIT \u00e9taient d\u00e9centralis\u00e9s \u00e0 l\u2019\u00e9chelle des d\u00e9partements, ce qui a entra\u00een\u00e9 de nouvelles difficult\u00e9s pour int\u00e9grer les syst\u00e8mes. Le projet a donn\u00e9 une pr\u00e9cieuse le\u00e7on sur la complexit\u00e9 de l\u2019entreprise consistant \u00e0 rendre compatibles diff\u00e9rents syst\u00e8mes, tout particuli\u00e8rement entre plusieurs grands \u00e9tablissements dot\u00e9s de proc\u00e9dures, de politiques et d\u2019infrastructures vari\u00e9es. Toutefois, en investissant dans l\u2019\u00e9tablissement d\u2019une relation de confiance avec les partenaires et en pr\u00e9sentant les avantages d\u2019un syst\u00e8me int\u00e9gr\u00e9 et coh\u00e9rent, TalentED YYC est parvenu \u00e0 surmonter certains de ces obstacles. Une analyse approfondie des besoins et des capacit\u00e9s sur la base d\u2019une consultation \u00e9tendue des parties prenantes d\u00e8s le d\u00e9but du projet aurait grandement contribu\u00e9 \u00e0 une int\u00e9gration plus efficace et plus fluide des syst\u00e8mes.\u00a0<\/p>\n\n\n\n<p><strong>Une organisation d\u00e9di\u00e9e peut faciliter les gains d\u2019efficacit\u00e9 et les synergies<\/strong><br>Un secr\u00e9tariat de projet semblable \u00e0 celui de TalentED YYC peut en faire beaucoup pour exploiter le financement au maximum tout en r\u00e9pondant principalement aux objectifs communs des employeurs et des EEPS. Un tel secr\u00e9tariat pourrait par exemple compter des agents de liaison sp\u00e9cifiques avec les EEPS et les employeurs et \u00eatre centralis\u00e9 au sein d\u2019un organisme, d\u2019un \u00e9tablissement ou d\u2019une direction gouvernementale correspondant \u00e9troitement \u00e0 ses objectifs de base. Non seulement une telle int\u00e9gration am\u00e9liore leurs comp\u00e9tences sp\u00e9cialis\u00e9es, mais elle cultive \u00e9galement les savoir-\u00eatre essentiels comme la communication, le travail d\u2019\u00e9quipe et la r\u00e9solution de probl\u00e8mes, des comp\u00e9tences que les employeurs et les \u00e9tudiants sortants indiquent souvent comme devant \u00eatre am\u00e9lior\u00e9es.<\/p>\n\n\n\n<p>Pourtant, l\u2019AIT ne figure pas parmi les bases de la formation dans tous les EEPS ou toutes les disciplines professionnelles. \u00c0 Calgary, par exemple, le projet a r\u00e9v\u00e9l\u00e9 que les employeurs \u00e9taient peu sensibilis\u00e9s \u00e0 l\u2019AIT et \u00e0 ses avantages tant pour les \u00e9tudiants que pour leurs soci\u00e9t\u00e9s. Cependant, de nombreux employeurs font part de leurs difficult\u00e9s pour trouver des dipl\u00f4m\u00e9s disposant de l\u2019exp\u00e9rience pratique indispensable dans leur secteur et, paradoxalement, de nombreux postes au bas de l\u2019\u00e9chelle exigent une exp\u00e9rience de travail pr\u00e9alable consid\u00e9rable.&nbsp;<\/p>\n\n\n\n<p>En outre, le projet a permis de mettre en \u00e9vidence les obstacles auxquels les PME, qui contribuent massivement \u00e0 la cr\u00e9ation d\u2019emplois au Canada, font face pour adopter l\u2019AIT \u00e0 plus grande \u00e9chelle. TalentED YYC est une des premi\u00e8res tentatives de cr\u00e9ation d\u2019une plateforme de coordination des stages d\u2019AIT dans une r\u00e9gion comme Calgary, et ce, en incluant la plupart des \u00e9tablissements de cette r\u00e9gion.
