hypoth\u00e8se singuli\u00e8re&nbsp;: et si les employeurs prenaient davantage les commandes de la conception des microcertifications? Il visait ainsi \u00e0 r\u00e9pondre aux probl\u00e8mes de main-d\u2019\u0153uvre en concevant et en mettant \u00e0 l\u2019\u00e9chelle des microcertifications sectorielles afin d\u2019aider les employeurs \u00e0 faire face aux changements technologiques, aux p\u00e9nuries de main-d\u2019\u0153uvre et aux lacunes en mati\u00e8re de formation. Le projet a abouti \u00e0 la feuille de route des microcertifications sectorielles (Sectoral Micro-Credential Roadmap), une m\u00e9thode structur\u00e9e de conception de formations ax\u00e9es sur les comp\u00e9tences et dirig\u00e9es par l\u2019industrie. Il a \u00e9galement men\u00e9 \u00e0 la cr\u00e9ation de march\u00e9s d\u2019acquisition rapide de comp\u00e9tences (Rapid Skills Marketplaces). Les employeurs ont indiqu\u00e9 qu\u2019ils appr\u00e9ciaient les microcertifications car elles constituaient une solution rentable et flexible de perfectionnement professionnel. Cette approche diff\u00e8re de la structure habituelle de la plupart des programmes de microcertification g\u00e9n\u00e9ralement offerts par un \u00e9tablissement de formation (comme un coll\u00e8ge ou une universit\u00e9) avec des degr\u00e9s variables de participation des employeurs.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Le projet a confirm\u00e9 l\u2019int\u00e9r\u00eat de la collaboration intersectorielle qui permet aux partenaires sectoriels de partager des connaissances, de limiter la redondance des efforts de formation et d\u2019\u00e9largir l\u2019acc\u00e8s aux cours pertinents. Toutefois, des difficult\u00e9s subsistent, notamment une incoh\u00e9rence des d\u00e9finitions et un niveau de familiarit\u00e9 avec les microcertifications variable selon le secteur. Les savoir-\u00eatre essentiels, comme la r\u00e9solution de probl\u00e8mes, la communication, la collaboration, le leadership et la cr\u00e9ativit\u00e9, sont tr\u00e8s recherch\u00e9s, mais les syst\u00e8mes d\u2019enseignement postsecondaire (EPS) ont du mal \u00e0 suivre le rythme de l\u2019\u00e9volution de la demande en mati\u00e8re de comp\u00e9tences, en particulier dans les milieux industriels.&nbsp;<\/p>\n\n\n\n<p>Dans tous les secteurs, de nombreuses PME, contraintes par le temps et les ressources, recourent prioritairement \u00e0 la formation obligatoire et sont moins susceptibles d\u2019investir dans la formation en milieu de travail, \u00e0 moins d\u2019\u00eatre certaines de sa pertinence et de son impact imm\u00e9diats. Les employeurs cherchent une formation flexible, facile \u00e0 mettre en place et directement align\u00e9e sur les besoins actuels de l\u2019industrie. Cependant, beaucoup constatent une insuffisance des options de formation en milieu de travail de haute qualit\u00e9 pour r\u00e9pondre \u00e0 leurs besoins en comp\u00e9tences.&nbsp;<\/p>\n\n\n\n<p>Les microcertifications sont apparues comme une solution prometteuse pour un d\u00e9veloppement rapide des comp\u00e9tences. Toutefois, leur pr\u00e9sence \u00e9tant toujours relativement nouvelle au Canada, la confusion r\u00e8gne parmi les employeurs, les apprenants, les enseignants et les prestataires de formation quant \u00e0 leur conception, leur reconnaissance et leur int\u00e9r\u00eat global. Il a permis de concevoir et d\u2019\u00e9valuer des microcertifications adapt\u00e9es aux comp\u00e9tences recherch\u00e9es au sein de divers secteurs, notamment la fabrication, l\u2019aviation, la bio\u00e9conomie, l\u2019agriculture, le tourisme et la technologie de l\u2019information et des communications. L\u2019objectif \u00e9tait de combler l\u2019\u00e9cart entre les besoins en perfectionnement et recyclage professionnel des PME dans ces secteurs et la formation actuellement offerte par les syst\u00e8mes d\u2019EPS et d\u2019autres prestataires.&nbsp;<\/p>\n\n\n\n<p>Le d\u00e9veloppement de microcertifications ax\u00e9es sur l\u2019industrie se faisait selon une approche structur\u00e9e autour de cinq objectifs&nbsp;:&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Conception\u00a0:<\/strong> \u00c9laboration d\u2019un cadre de microcertification multisectoriel ax\u00e9 sur l\u2019industrie au moyen de consultations avec les employeurs, de groupes de discussion et de renseignements sur le march\u00e9 du travail.\u00a0<\/li>\n\n\n\n<li><strong>Preuve de concept\u00a0:<\/strong> Essais pilotes de microcertifications par les partenaires sectoriels dans les secteurs participants pour tester la faisabilit\u00e9 \u00e0 compter de mai\u00a02023.<\/li>\n\n\n\n<li><strong>Validation\u00a0:<\/strong> Collaboration avec les employeurs pour veiller \u00e0 ce que les microcertifications correspondent aux besoins de l\u2019industrie.\u00a0<\/li>\n\n\n\n<li><strong>\u00c9valuation\u00a0:<\/strong> \u00c9valuation de l\u2019efficacit\u00e9 de la mise en \u0153uvre en mettant l\u2019accent sur les r\u00e9sultats d\u2019apprentissage, le renforcement des capacit\u00e9s des parties prenantes et la collaboration intersectorielle.<\/li>\n\n\n\n<li><strong>Transmission et mobilisation des connaissances\u00a0:<\/strong> Communication des conclusions aux parties prenantes sectorielles afin de promouvoir l\u2019adoption des microcertifications. Cette \u00e9tape a eu lieu en fin d\u2019ann\u00e9e\u00a02023.<\/li>\n<\/ol>\n\n\n\n<p>Les microcertifications pilotes ont ensuite conduit \u00e0 l\u2019\u00e9laboration des march\u00e9s d\u2019acquisition rapide de comp\u00e9tences, des biblioth\u00e8ques sectorielles de programmes de formation r\u00e9pondant \u00e0 la fois aux lacunes communes et aux demandes ax\u00e9es sur l\u2019industrie en mati\u00e8re de comp\u00e9tences. Les partenaires sectoriels, \u00e0 savoir l\u2019Excellence in Manufacturing Consortium (EMC), BioTalent Canada, le Conseil canadien pour les ressources humaines en agriculture (CCRHA), le Conseil canadien de l\u2019aviation et de l\u2019a\u00e9rospatiale (CCAA) et Comp\u00e9tences Transformation Alimentaire Canada, h\u00e9bergent chacun un march\u00e9 d\u2019acquisition rapide de comp\u00e9tences qui compile les cours et les programmes de formation pertinents pour les employeurs du secteur.&nbsp;<\/p>\n\n\n\n<p>Voici les principales questions d\u2019\u00e9valuation qui ont \u00e9t\u00e9 pos\u00e9es tout au long de ce processus&nbsp;:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les apprenants ont-ils acquis les aptitudes et les comp\u00e9tences pr\u00e9vues?<\/li>\n\n\n\n<li>Les parties prenantes au projet ont-elles am\u00e9lior\u00e9 leur capacit\u00e9 de concevoir, d\u00e9velopper et assurer la prestation de microcertifications?<\/li>\n\n\n\n<li>Le projet a-t-il renforc\u00e9 la collaboration intersectorielle et quels en ont \u00e9t\u00e9 les r\u00e9sultats tangibles?<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>Pendant la mise en \u0153uvre des essais pilotes, le projet a mobilis\u00e9 943&nbsp;apprenants et 300&nbsp;employeurs, t\u00e9moignant d\u2019un vif int\u00e9r\u00eat et d\u2019un \u00e9lan \u00e0 l\u2019\u00e9gard des microcertifications dans l\u2019ensemble des secteurs. Cinq cent quarante-huit apprenants ont termin\u00e9 leur formation avec succ\u00e8s. La mise au point de la feuille de route des microcertifications sectorielles, une m\u00e9thode ax\u00e9e sur l\u2019industrie de conception, de mise en \u0153uvre et de p\u00e9rennisation des microcertifications, compte parmi les principaux r\u00e9sultats du projet. La confiance dans la cr\u00e9dibilit\u00e9 des prestataires de formation a \u00e9galement jou\u00e9 un r\u00f4le cl\u00e9 dans l\u2019adoption par les employeurs, les entreprises s\u2019\u00e9tant montr\u00e9es plus susceptibles de reconna\u00eetre et d\u2019accepter les microcertifications qu\u2019elles jugeaient r\u00e9put\u00e9es.\u00a0<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Collaboration intersectorielle<\/strong><br>Ce projet a permis de valider l\u2019impact de la collaboration intersectorielle, les partenaires sectoriels ayant constat\u00e9 des avantages importants associ\u00e9s au partage des connaissances, \u00e0 la discussion des probl\u00e8mes communs et \u00e0 l\u2019\u00e9laboration conjointe de solutions. Ce mod\u00e8le collaboratif a limit\u00e9 la redondance des efforts de formation, permettant aux organisations de mettre l\u2019accent sur des programmes plus sp\u00e9cialis\u00e9s \u00e0 fort impact.
