carri\u00e8re (CPDC) dirig\u00e9 par la Fondation canadienne de d\u00e9veloppement de carri\u00e8re (FCDC) \u00e9value l\u2019efficacit\u00e9 d\u2019un organisme national visant \u00e0 unifier le secteur du d\u00e9veloppement de carri\u00e8re au Canada en offrant une formation de base, en favorisant la professionnalisation et en encourageant la collaboration entre les professionnels en d\u00e9veloppement de carri\u00e8re (PDC). Le rapport d\u00e9crit en d\u00e9tail la mise en \u0153uvre r\u00e9ussie du programme de formation, le lancement de la certification nationale en d\u00e9veloppement de carri\u00e8re (NCDC) et la cr\u00e9ation d\u2019opportunit\u00e9s de r\u00e9seautage gr\u00e2ce aux sessions interactives \u00ab ChatCDP \u00bb. Les r\u00e9sultats sugg\u00e8rent que la formation de base est la composante la plus appr\u00e9ci\u00e9e du Centre et qu\u2019elle favorise la professionnalisation des participants, mais que des investissements plus importants sont n\u00e9cessaires pour accro\u00eetre sa port\u00e9e et son champ d\u2019action afin de rem\u00e9dier au sous-investissement actuel et \u00e0 la fragmentation du secteur.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Les participants ont salu\u00e9 la pertinence et la qualit\u00e9 de la formation de base&nbsp;: 94&nbsp;% d\u2019entre eux se sont d\u00e9clar\u00e9s satisfaits de ce qu\u2019ils ont appris et ont trouv\u00e9 que cela leur \u00e9tait utile dans leur travail, et 96&nbsp;% recommanderaient cette formation \u00e0 leurs coll\u00e8gues.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">La certification nationale en d\u00e9veloppement de carri\u00e8re (NCDC) renforce l\u2019identit\u00e9 professionnelle et la cr\u00e9dibilit\u00e9 des PDC \u00e0 travers le Canada. L\u2019int\u00e9r\u00eat suscit\u00e9 par le projet pilote a d\u00e9pass\u00e9 les attentes, soulignant ainsi son importance.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\"> 98&nbsp;% des anciens \u00e9l\u00e8ves ont d\u00e9clar\u00e9 avoir acquis des comp\u00e9tences pr\u00e9cieuses un an plus tard, et 90&nbsp;% ont continu\u00e9 \u00e0 appliquer des pratiques d\u2019apprentissage r\u00e9flexif et continu dans leur travail.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>De nombreux professionnels en d\u00e9veloppement de carri\u00e8re (PDC) n\u2019ont pas acc\u00e8s \u00e0 des possibilit\u00e9s de formation et de perfectionnement, ce qui limite leur capacit\u00e9 \u00e0 se tenir au courant de l\u2019\u00e9volution des exigences du march\u00e9 du travail et des meilleures pratiques en mati\u00e8re de d\u00e9veloppement de carri\u00e8re. Ce foss\u00e9 est encore aggrav\u00e9 par l\u2019absence d\u2019une certification nationale.<\/p>\n\n\n\n<p>Les certifications existantes ne sont pas encore reconnues par tous les gouvernements, ce qui r\u00e9duit leur valeur per\u00e7ue sur le march\u00e9 du travail. Sans certification ad\u00e9quate, les PDC peinent \u00e0 obtenir la reconnaissance et la cr\u00e9dibilit\u00e9 dans leur domaine. Les PDC exercent leurs activit\u00e9s dans divers contextes, notamment au sein d\u2019organismes \u00e0 but non lucratif, d\u2019\u00e9tablissements d\u2019enseignement et d\u2019organisations priv\u00e9es, avec des r\u00f4les, des qualifications et des ressources variables. Cette fragmentation affaiblit l\u2019identit\u00e9 professionnelle et limite les possibilit\u00e9s de r\u00e9seautage et de croissance collective. Les services d\u2019emplois sont r\u00e9gis par les provinces et les territoires, ce qui se traduit par jusqu\u2019\u00e0 13&nbsp;approches diff\u00e9rentes en mati\u00e8re de services d\u2019orientation professionnelle. Si cela permet d\u2019offrir des services adapt\u00e9s aux besoins locaux, cela complique toutefois le renforcement des capacit\u00e9s, la sensibilisation, la collecte de donn\u00e9es et la coordination des initiatives, ce qui rend difficile la mise en place d\u2019un engagement commun en faveur d\u2019une prestation de services fond\u00e9e sur des donn\u00e9es probantes.<\/p>\n\n\n\n<p>Le Centre des professionnels en d\u00e9veloppement de carri\u00e8re (CPDC) a \u00e9t\u00e9 cr\u00e9\u00e9 pour r\u00e9pondre aux enjeux cruciaux auxquels font face les professionnels en d\u00e9veloppement de carri\u00e8re (PDC) au Canada. \u00c0 ce jour, le CPDC comporte six \u00e9l\u00e9ments fondamentaux&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mise en place d\u2019une formation fondamentale pour une nouvelle \u00e8re&nbsp;: une formation abordable et accessible de quatre jours qui \u00e9tablit un langage commun et des comp\u00e9tences de base pour les PDC.<\/li>\n\n\n\n<li>Communaut\u00e9 d\u2019apprentissage social&nbsp;: un centre dynamique permettant aux PDC de partager leurs connaissances et d\u2019\u00e9changer via des groupes th\u00e9matiques, des forums de discussion et des annonces communautaires.<\/li>\n\n\n\n<li>Biblioth\u00e8que de ressources&nbsp;: donne acc\u00e8s \u00e0 des publications \u00e9valu\u00e9es par des pairs afin d\u2019informer les PDC des recherches pertinentes et opportunes et de mobiliser les nouvelles donn\u00e9es disponibles.<\/li>\n\n\n\n<li>Calendrier des \u00e9v\u00e9nements&nbsp;: r\u00e9pertoire des \u00e9v\u00e9nements et des possibilit\u00e9s de formation pancanadiens et internationaux.<\/li>\n\n\n\n<li>Certification nationale&nbsp;: le Centre contribue au maintien des normes et soutient le lancement de la Certification nationale en d\u00e9veloppement de carri\u00e8re (CNDC) du Canada en r\u00e9unissant les parties prenantes, en cr\u00e9ant le Comit\u00e9 consultatif national sur la certification (CCNC) et en \u00e9tablissant des partenariats avec la Nova Scotia Career Development Association (NSCDA) pour administrer le programme.<\/li>\n\n\n\n<li>Promotion&nbsp;: l\u2019\u00e9quipe de direction du Centre tire parti de ses relations avec les organismes gouvernementaux et les parties prenantes pour produire des notes d\u2019orientation et sensibiliser le public \u00e0 ce secteur.<\/li>\n<\/ul>\n\n\n\n<p>L\u2019\u00e9valuation de ces efforts a port\u00e9 sur la mise en \u0153uvre, l\u2019adoption, l\u2019exp\u00e9rience utilisateur, l\u2019efficacit\u00e9 et la durabilit\u00e9 des six composantes principales.<\/p>\n<\/div>\n\n\n\n<figure class=\"wp-block-image size-large img-gradient purple\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/09\/AdobeStock_238252796-1024x683.jpeg\" alt=\"Two people at a desk having a conversation\" class=\"wp-image-288807\" srcset=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/09\/AdobeStock_238252796-1024x683.jpeg 1024w, https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/09\/AdobeStock_238252796-300x200.jpeg 300w, https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/09\/AdobeStock_238252796-768x512.jpeg 768w, https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/09\/AdobeStock_238252796-1536x1024.jpeg 1536w, https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/09\/AdobeStock_238252796-2048x1365.jpeg 2048w, https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/09\/AdobeStock_238252796-10x7.jpeg 10w, https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/09\/AdobeStock_238252796-2000x1333.jpeg 2000w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div style=\"height:36px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div id=\"what-were-investigating\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"EnterIMM\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1.svg\" alt=\"\"> Ce que nous examinons<\/h3>\n\n\n\n<p>La premi\u00e8re phase d\u2019\u00e9valuation, qui s\u2019est d\u00e9roul\u00e9e d\u2019avril \u00e0 octobre 2023, a r\u00e9v\u00e9l\u00e9 que le CPDC renfor\u00e7ait efficacement les capacit\u00e9s du PDC et favorisait l\u2019identit\u00e9 professionnelle. Les participants \u00e0 la formation ont fait \u00e9tat de gains importants en termes de confiance et de connaissances, avec des am\u00e9liorations de ma\u00eetrise de 40&nbsp;% \u00e0 50&nbsp;% dans des domaines cl\u00e9s tels que les processus de d\u00e9veloppement de carri\u00e8re et la pratique tenant compte des traumatismes. La formation en personne a \u00e9t\u00e9 particuli\u00e8rement appr\u00e9ci\u00e9e pour cr\u00e9er des liens, tandis que la communaut\u00e9 d\u2019apprentissage social a favoris\u00e9 une collaboration continue. Parmi les d\u00e9fis rencontr\u00e9s figurait un engagement limit\u00e9 sur la plateforme, les utilisateurs invoquant des contraintes de temps et un manque de clart\u00e9 quant aux avantages de la plateforme. Les premi\u00e8res r\u00e9actions soulignent la n\u00e9cessit\u00e9 de rationaliser la navigation sur la plateforme et de communiquer plus clairement sur les ressources disponibles.&nbsp;<\/p>\n\n\n\n<p>La deuxi\u00e8me phase d\u2019\u00e9valuation, qui s\u2019est d\u00e9roul\u00e9e de novembre 2023 \u00e0 novembre 2024, a port\u00e9 sur les enseignements tir\u00e9s de 10&nbsp;cohortes de formation de base, la mise en \u0153uvre de la certification nationale en mati\u00e8re de d\u00e9veloppement de carri\u00e8re, ainsi que les efforts continus visant \u00e0 soutenir la communaut\u00e9 et les ressources en ligne.<\/p>\n\n\n\n<p>En 2024, la formation de base est pass\u00e9e d\u2019un format hybride \u00e0 un format enti\u00e8rement pr\u00e9sentiel ou en ligne avec facilitateur. Ce programme a mobilis\u00e9 un large \u00e9ventail de PDC, en accordant la priorit\u00e9 \u00e0 ceux qui, autrement, n\u2019auraient pas acc\u00e8s \u00e0 la formation, notamment les PDC autochtones et ceux vivant dans des communaut\u00e9s isol\u00e9es. Le Centre a dispens\u00e9 10&nbsp;cohortes de formation de base dans cinq provinces et territoires (13 cohortes suppl\u00e9mentaires ont \u00e9t\u00e9 form\u00e9es avant la fin octobre 2024)\u2009; 191 PDC ont suivi la formation et la majorit\u00e9 d\u2019entre eux l\u2019ont termin\u00e9e. La plupart des participants n\u2019ont rencontr\u00e9 aucune difficult\u00e9 pour participer. La majorit\u00e9 des r\u00e9pondants ont recommand\u00e9 la formation de base, se sont d\u00e9clar\u00e9s satisfaits des connaissances acquises, ont trouv\u00e9 celle-ci pertinente pour leur travail et ont estim\u00e9 \u00eatre davantage conscients de l\u2019importance de la recherche sur le d\u00e9veloppement de carri\u00e8re apr\u00e8s avoir suivi la formation. Les r\u00e9pondants ont appr\u00e9ci\u00e9 l\u2019approche ouverte et flexible des facilitateurs. Presque tous ont estim\u00e9 qu\u2019ils avaient pr\u00e9sent\u00e9 clairement les objectifs d\u2019apprentissage et qu\u2019ils avaient expliqu\u00e9 de mani\u00e8re ad\u00e9quate les approches et les concepts, r\u00e9pondu aux questions et apport\u00e9 leur soutien tout au long du cours. La formation semble avoir un impact \u00e0 long terme sur les PDC. La moiti\u00e9 ou plus des participants ont indiqu\u00e9 des am\u00e9liorations dans 10 des 12&nbsp;domaines de pratique. Les anciens participants ont fait \u00e9tat des avantages obtenus un an plus tard, la plupart d\u2019entre eux s\u2019accordant \u00e0 dire qu\u2019ils avaient acquis des comp\u00e9tences pr\u00e9cieuses et qu\u2019ils les utilisaient dans leur travail quotidien.<\/p>\n\n\n\n<p>De plus, la plupart se sont sentis plus proches du secteur, ont lu des articles sur les meilleures pratiques et\/ou les nouvelles donn\u00e9es probantes dans le secteur apr\u00e8s avoir particip\u00e9, et ont \u00e9largi leurs r\u00e9seaux professionnels (et presque tous ont attribu\u00e9 cela \u00e0 la formation).<\/p>\n\n\n\n<p>\u00c0 propos de la communaut\u00e9 et des ressources en ligne. Bien que le CPDC ait donn\u00e9 la priorit\u00e9 \u00e0 la formation plut\u00f4t qu\u2019\u00e0 la cr\u00e9ation d\u2019une communaut\u00e9 en ligne en 2024, il a multipli\u00e9 les occasions pour les PDC de se rencontrer gr\u00e2ce \u00e0 \u00ab ChatCDP \u00bb, des sessions de r\u00e9seautage en ligne qui leur ont permis d\u2019\u00e9changer leurs connaissances et de rompre leur isolement. Il y a eu 117&nbsp;inscriptions \u00e0 ChatCDP pour les 11&nbsp;sessions, dont six sessions g\u00e9n\u00e9rales \u00ab sans rendez-vous \u00bb et cinq sessions consacr\u00e9es \u00e0 des th\u00e8mes tels que la sant\u00e9 mentale, l\u2019\u00e9thique et l\u2019IA. Tous ceux qui ont r\u00e9pondu \u00e0 l\u2019enqu\u00eate post-ChatCDP se sont d\u00e9clar\u00e9s satisfaits des \u00e9v\u00e9nements auxquels ils ont particip\u00e9. La plupart ont d\u00e9clar\u00e9 avoir acquis de nouvelles connaissances qui leur seront utiles dans leur pratique et ont indiqu\u00e9 avoir d\u00e9couvert des ressources pertinentes, avoir eu l\u2019occasion de partager leurs connaissances et leurs exp\u00e9riences, et s\u2019\u00eatre sentis plus proches de leurs coll\u00e8gues PDC.<\/p>\n\n\n\n<p>Vingt-sept r\u00e9sum\u00e9s ont \u00e9t\u00e9 publi\u00e9s dans la biblioth\u00e8que de ressources depuis notre dernier rapport. Tous ceux qui ont utilis\u00e9 la biblioth\u00e8que de ressources se sont d\u00e9clar\u00e9s satisfaits de la qualit\u00e9 du contenu. En 2024, le CPDC a men\u00e9 une \u00e9tude cartographique aupr\u00e8s de 285&nbsp;gestionnaires et employeurs du secteur, avec l\u2019intention de cr\u00e9er un r\u00e9pertoire organis\u00e9 des principaux soutiens professionnels ciblant le large \u00e9ventail de besoins identifi\u00e9s par les gestionnaires.<\/p>\n\n\n\n<p>\u00c0 propos de la certification nationale en d\u00e9veloppement de carri\u00e8re (NCDC)&nbsp;: Apr\u00e8s des ann\u00e9es de dialogue \u00e0 l\u2019\u00e9chelle du secteur, de consultation des parties prenantes et d\u2019\u00e9laboration d\u2019une approche de certification fond\u00e9e sur les comp\u00e9tences, le Centre a cr\u00e9\u00e9 le Comit\u00e9 consultatif national sur la certification, conclu un partenariat avec la Nova Scotia Career Development Association afin de mettre sur pied une \u00e9quipe d\u00e9di\u00e9e \u00e0 la certification professionnelle charg\u00e9e d\u2019administrer le programme, et mis \u00e0 l\u2019essai l\u2019examen de certification. Le programme de certification nationale en d\u00e9veloppement de carri\u00e8re (NCDC) a \u00e9t\u00e9 officiellement lanc\u00e9 pour l\u2019ensemble du secteur en d\u00e9cembre 2024. Le Centre continue d\u2019appuyer la certification en h\u00e9bergeant et en tenant \u00e0 jour sur son site Web le Cadre pancanadien des comp\u00e9tences des professionnels en d\u00e9veloppement de carri\u00e8re, le Profil national des comp\u00e9tences, le Code de d\u00e9ontologie et l\u2019auto-\u00e9valuation \u00ab Taking Charge \u00bb (Prendre les choses en main). La formation en personne a \u00e9t\u00e9 particuli\u00e8rement appr\u00e9ci\u00e9e pour cr\u00e9er des liens, tandis que la communaut\u00e9 d\u2019apprentissage social a favoris\u00e9 une collaboration continue. L\u2019un des d\u00e9fis, cependant, a \u00e9t\u00e9 l\u2019engagement limit\u00e9 des participants \u00e0 l\u2019\u00e9gard de la plateforme\u2009; les utilisateurs ont invoqu\u00e9 des contraintes de temps et un manque de clart\u00e9 quant aux avantages de la plateforme. Son mod\u00e8le \u00e9volutif pourrait inspirer des initiatives plus larges visant \u00e0 am\u00e9liorer les syst\u00e8mes de d\u00e9veloppement de la main-d\u2019\u0153uvre \u00e0 travers le Canada. Les membres consultatifs et les parties prenantes du projet s\u2019accordent \u00e0 dire que le financement f\u00e9d\u00e9ral est essentiel \u00e0 la p\u00e9rennit\u00e9 du CPDC en 2026 et au-del\u00e0. Le gouvernement du Canada investit consid\u00e9rablement dans les services publics d\u2019orientation professionnelle et d\u2019aide \u00e0 l\u2019emploi. Le CPDC d\u00e9montre son potentiel \u00e0 optimiser le retour sur investissement du gouvernement.
