Winnipeg Newcomer Employment Hub (le carrefour), dans le cadre de son programme Commitment To Opportunity, Diversity &amp; Equity (CODE), un programme d\u2019engagement envers les opportunit\u00e9s, la diversit\u00e9 et l\u2019\u00e9quit\u00e9. Il vise \u00e0 \u00e9liminer les obstacles auxquels font face les personnes nouvellement arriv\u00e9es pour trouver un emploi. Cette initiative visait \u00e0 combler le foss\u00e9 entre les employeurs locaux ayant des besoins en main-d\u2019\u0153uvre et la communaut\u00e9 des personnes nouvellement arriv\u00e9es en facilitant des liens efficaces. Le carrefour, propuls\u00e9 par le partenaire technologique Magnet, a servi de portail en ligne o\u00f9 les personnes nouvellement arriv\u00e9es \u00e0 la recherche d\u2019un emploi et les employeurs de Winnipeg pouvaient se rencontrer, soutenus par des ressources de formation, y compris des s\u00e9ances sur l\u2019\u00e9quit\u00e9, la diversit\u00e9 et l\u2019inclusion (EDI).<\/p>\n\n\n\n<p>Fait important, le projet a offert des services gratuits de garde d\u2019enfants gr\u00e2ce \u00e0 un partenariat avec le gouvernement du Manitoba, \u00e9liminant ainsi un obstacle cl\u00e9 \u00e0 l\u2019emploi pour les personnes nouvellement arriv\u00e9es. Depuis la cr\u00e9ation du projet, 3\u2009973&nbsp;personnes \u00e0 la recherche d\u2019emploi et de nombreux employeurs ont cr\u00e9\u00e9 des comptes, et 15&nbsp;organismes d\u2019aide \u00e0 l\u2019\u00e9tablissement des personnes nouvellement arriv\u00e9es se sont joints \u00e0 la plateforme.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Le carrefour a jou\u00e9 un r\u00f4le d\u00e9terminant dans la simplification du processus d\u2019embauche pour les employeurs, leur permettant d\u2019afficher des offres d\u2019emploi et de les partager simultan\u00e9ment avec plusieurs organismes, ce qui permettait d\u2019\u00e9conomiser du temps et des ressources. Cela a amen\u00e9 les employeurs \u00e0 utiliser le carrefour \u00e0 plusieurs reprises, ce qui d\u00e9montre l\u2019int\u00e9r\u00eat croissant des personnes \u00e0 la recherche d\u2019emploi et des organismes d\u2019\u00e9tablissement, ainsi que l\u2019efficacit\u00e9 du carrefour.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Les objectifs des chambres de commerce, des associations d\u2019employeurs et des fournisseurs de services communautaires se chevauchent et sont compl\u00e9mentaires. Gr\u00e2ce \u00e0 la connectivit\u00e9 et \u00e0 la technologie int\u00e9gr\u00e9e, il est possible d\u2019avoir des impacts collectifs importants.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">La repr\u00e9sentation et la collaboration peuvent grandement appuyer la conception et l\u2019ex\u00e9cution des programmes\u2009; ce programme \u00e9tait appuy\u00e9 par un conseil consultatif compos\u00e9 d\u2019entreprises locales, d\u2019organismes d\u2019\u00e9tablissement et de personnes nouvellement arriv\u00e9es.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Les organismes participants ont d\u00e9montr\u00e9 un app\u00e9tit pour l\u2019innovation et une r\u00e9ceptivit\u00e9 aux approches novatrices ax\u00e9es sur la technologie\u2009; en offrant un soutien et une formation efficaces, les organismes ont pu tirer parti des fonctionnalit\u00e9s offertes sur la plateforme Magnet pour aider les personnes nouvellement arriv\u00e9es, rendant finalement les milieux de travail plus diversifi\u00e9s et inclusifs.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Les personnes nouvellement arriv\u00e9es au Canada font face \u00e0 de multiples obstacles pour trouver et conserver un emploi. \u00c0 Winnipeg, les employeurs locaux ont inform\u00e9 la Chambre de commerce de Winnipeg qu\u2019ils avaient des besoins en main-d\u2019\u0153uvre, mais qu\u2019ils avaient de la difficult\u00e9 \u00e0 \u00e9tablir des liens efficaces avec les organismes de soutien aux personnes nouvellement arriv\u00e9es.<\/p>\n\n\n\n<p>Pour relever ce d\u00e9fi, la Chambre de commerce de Winnipeg a lanc\u00e9 le Winnipeg Newcomer Employment Hub dans le cadre du programme Commitment to Opportunity, Diversity &amp; Equity (CODE) de la Chambre de commerce.<\/p>\n\n\n\n<p>Les objectifs du programme CODE sont les suivants&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Accroitre la sensibilisation aux possibilit\u00e9s et aux avantages d\u2019une plus grande diversit\u00e9 et inclusion en milieu de travail\u2009;<\/li>\n\n\n\n<li>Augmenter le nombre d\u2019organismes de Winnipeg qui s\u2019engagent \u00e0 am\u00e9liorer l\u2019inclusion et l\u2019\u00e9quit\u00e9 dans leur milieu de travail\u2009;<\/li>\n\n\n\n<li>Accroitre la mise en \u0153uvre d\u2019actions mesurables en milieu de travail pour atteindre ces objectifs.<\/li>\n<\/ul>\n\n\n\n<p>Comme partenaire technologique du projet, Magnet a soutenu la Chambre de commerce de Winnipeg en lui proposant des solutions visant \u00e0 rassembler le milieu des affaires et la communaut\u00e9 des personnes nouvellement arriv\u00e9es au Manitoba afin de relever les d\u00e9fis li\u00e9s au recrutement et \u00e0 la r\u00e9tention des talents.<\/p>\n\n\n\n<p>Dans le cadre d\u2019un partenariat avec le gouvernement du Manitoba, le projet a \u00e9galement pu offrir des services de garde d\u2019enfants gratuits aux personnes nouvellement arriv\u00e9es participantes, ce qui a permis d\u2019\u00e9liminer un obstacle commun et important \u00e0 l\u2019emploi.<\/p>\n<\/div>\n\n\n\n<figure class=\"wp-block-image size-large img-gradient purple\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"527\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2023\/08\/newcomer-worker-female-african-american-and-indian-2021-09-03-03-07-35-utc-1024x527.jpg\" alt=\"ceo holding employment contract job offer hiring welcoming female African American newcomer worker manager shaking hands in contemporary office. Les rencontres en personne ont permis de tisser des liens entre les employeurs et les organismes d\u2019\u00e9tablissement.<\/p>\n\n\n\n<p>De plus, une s\u00e9rie d\u2019\u00e9v\u00e8nements d\u2019embauche virtuels, baptis\u00e9s Engage and Employ \u2014 s\u2019engager et employer, a permis de faciliter les liens entre les personnes nouvellement arriv\u00e9es, celles cherchant un emploi et les employeurs.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>En date du 31&nbsp;mars 2024, 3\u2009973&nbsp;personnes cherchant un emploi et 301&nbsp;employeurs avaient cr\u00e9\u00e9 des comptes sur le Winnipeg Newcomer Employment Hub. \u00c0 la m\u00eame date, 15&nbsp;organismes d\u2019aide \u00e0 l\u2019\u00e9tablissement de personnes nouvellement arriv\u00e9es s\u2019\u00e9taient \u00e9galement joints au carrefour.<\/p>\n\n\n\n<p>La mise sur pied d\u2019un conseil consultatif compos\u00e9 de repr\u00e9sentants d\u2019employeurs locaux, d\u2019organismes d\u2019\u00e9tablissement et de personnes ayant une exp\u00e9rience v\u00e9cue a \u00e9galement renforc\u00e9 la pertinence du projet.&nbsp;<\/p>\n\n\n\n<p>Les organismes d\u2019\u00e9tablissement participants ont r\u00e9agi favorablement \u00e0 la technologie qui sous-tend la plateforme du Winnipegg Newcomer Employment Hub, laquelle leur a permis de consulter les donn\u00e9es de la client\u00e8le et de soutenir les parcours individuels. L\u2019impact du projet a \u00e9t\u00e9 renforc\u00e9 par les mesures de soutien connexes, notamment des partenariats pour la garde d\u2019enfants, des foires d\u2019emploi et des activit\u00e9s de formation virtuelles.<\/p>\n\n\n\n<p>Malgr\u00e9 ces r\u00e9sultats positifs, certains d\u00e9fis ont persist\u00e9, notamment les suivants&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Certaines des personnes nouvellement arriv\u00e9es avaient de la difficult\u00e9 \u00e0 utiliser la technologie dans les deux langues officielles et avaient besoin du soutien d\u2019un professionnel des organismes d\u2019\u00e9tablissement pour utiliser la technologie le plus efficacement possible.<\/li>\n\n\n\n<li>Les organismes d\u2019\u00e9tablissement n\u2019avaient pas la capacit\u00e9 de former les employeurs et la client\u00e8le sur les connaissances n\u00e9cessaires pour tirer le meilleur parti de l\u2019utilisation du carrefour.<\/li>\n\n\n\n<li>Le lancement de la plateforme concurrente Work in Manitoba a sem\u00e9 la confusion chez certains employeurs et organismes d\u2019\u00e9tablissement.<\/li>\n\n\n\n<li>Des probl\u00e8mes syst\u00e9miques, comme le renouvellement de la certification, la reconnaissance des titres de comp\u00e9tences et l\u2019inad\u00e9quation entre les comp\u00e9tences et l\u2019exp\u00e9rience, constituent des obstacles importants et constants pour les personnes nouvellement arriv\u00e9es.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Parmi les id\u00e9es pour relever ces d\u00e9fis, mentionnons l\u2019am\u00e9lioration de la convivialit\u00e9 de la plateforme pour les personnes ayant des comp\u00e9tences linguistiques et technologiques limit\u00e9es, l\u2019\u00e9largissement des options linguistiques, la clarification du r\u00f4le du projet pour toutes les parties prenantes et l\u2019\u00e9laboration de strat\u00e9gies pour surmonter les d\u00e9fis syst\u00e9miques auxquels les personnes nouvellement arriv\u00e9es sont confront\u00e9es.<\/p>\n\n\n\n<p><strong>Les r\u00e9sultats du projet<\/strong> :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Trois-cent-un employeurs se sont associ\u00e9s au Newcomer Employment Hub, dont 45 se sont joints au projet CODE Coalition, s\u2019engageant \u00e0 am\u00e9liorer les pratiques d\u2019EDI au sein de leur organisation.<\/li>\n\n\n\n<li>Quinze organismes d\u2019aide \u00e0 l\u2019\u00e9tablissement se sont connect\u00e9s au carrefour pour offrir un soutien continu aux personnes nouvellement arriv\u00e9es, aux personnes cherchant un emploi et aux employeurs.<\/li>\n\n\n\n<li>Au 31&nbsp;mars 2024, 3\u2009973&nbsp;personnes cherchant un emploi avaient adh\u00e9r\u00e9 au carrefour.<\/li>\n\n\n\n<li>Pendant la dur\u00e9e du projet, 1\u2009135&nbsp;offres d\u2019emploi ont \u00e9t\u00e9 affich\u00e9es, pour un total de&nbsp;3\u2009008&nbsp;postes.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div id=\"why-it-matters\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheImpact\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 22px;height: 22px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-2.svg\" alt=\"\"> Pourquoi c\u2019est important<\/h3>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column margin-bottom-0 is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:60%\">\n<p>Le Winnipeg Newcomer Employment Hub a permis aux employeurs de d\u00e9terminer plus facilement et plus facilement les comp\u00e9tences et d\u2019embaucher les talents dont ils avaient besoin. Les employeurs ont \u00e9conomis\u00e9 du temps en cr\u00e9ant une seule offre d\u2019emploi pour les postes vacants et en la partageant simultan\u00e9ment avec 15&nbsp;organismes d\u2019\u00e9tablissement.<\/p>\n\n\n\n<p>Apr\u00e8s une premi\u00e8re exp\u00e9rience positive, de nombreux employeurs sont revenus au carrefour pour afficher de nouveaux emplois. Au fil du temps, d\u2019autres organismes d\u2019\u00e9tablissement et des personnes nouvellement arriv\u00e9es \u00e0 la recherche d\u2019un emploi se sont joints au projet en pleine expansion.<\/p>\n\n\n\n<p>Contrairement \u00e0 la plupart des sites d\u2019emploi, le Winnipeg Newcomer Employment Hub a \u00e9t\u00e9 con\u00e7u exclusivement pour r\u00e9pondre aux besoins des personnes nouvellement arriv\u00e9es. Le personnel des organismes d\u2019aide aux personnes nouvellement arriv\u00e9es et les personnes nouvellement arriv\u00e9es ont re\u00e7u une formation sur l\u2019utilisation du portail et de ses fonctionnalit\u00e9s, y compris des renseignements pertinents sur le march\u00e9 du travail.<\/p>\n\n\n\n<p>Cette approche globale, ax\u00e9e sur l\u2019inclusion, la technologie et l\u2019apprentissage continu, a contribu\u00e9 au succ\u00e8s du projet en offrant une solution holistique aux multiples d\u00e9fis du march\u00e9 du travail auxquels font face de nombreuses personnes nouvellement arriv\u00e9es.<\/p>\n\n\n\n<p>Le projet appuyait le mandat des organismes d\u2019aider les personnes nouvellement arriv\u00e9es \u00e0 r\u00e9pondre \u00e0 leurs besoins en mati\u00e8re d\u2019\u00e9tablissement, ce qui comprend l\u2019emploi. Il a permis d\u2019accroitre les liens entre ces organismes et les employeurs, ce qui est un avantage \u00e0 long terme pour les organismes et les personnes nouvellement arriv\u00e9es qu\u2019ils servent.
