fabrication de produits biopharmaceutiques et la mise au point de vaccins, est l\u2019un de ceux qui connaissent la croissance la plus rapide au Canada. La pand\u00e9mie de la COVID-19 a fait ressortir la n\u00e9cessit\u00e9 urgente pour le Canada de devenir autosuffisant dans ce domaine. Malgr\u00e9 des investissements consid\u00e9rables, une importante p\u00e9nurie de main-d\u2019\u0153uvre se profile, les \u00e9tablissements d\u2019enseignement ne r\u00e9pondant souvent pas aux exigences de l\u2019industrie.<\/p>\n\n\n\n<p>Ce projet de l\u2019Alliance canadienne pour les comp\u00e9tences et la formation en sciences de la vie (CASTL) visait \u00e0 combler cette lacune en alignant les programmes de formation universitaire et industrielle. De mars 2020 \u00e0 septembre 2022, le CCF a soutenu le CASTL dans l\u2019\u00e9laboration d\u2019initiatives de nouvelle formation, de reconversion et de perfectionnement professionnels \u00e0 l\u2019\u00cele-du-Prince-\u00c9douard. Ces initiatives comprenaient l\u2019int\u00e9gration de l\u2019enseignement des biosciences dans les \u00e9tablissements d\u2019enseignement primaire et secondaire et dans les \u00e9tablissements d\u2019enseignement sup\u00e9rieur, le recyclage des personnes sans emploi et l\u2019offre d\u2019une formation avanc\u00e9e aux employ\u00e9s actuels.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Les efforts de CASTL ont donn\u00e9 des r\u00e9sultats positifs, avec des taux de satisfaction \u00e9lev\u00e9s parmi les participants, des placements professionnels r\u00e9ussis et la cr\u00e9ation de nouveaux centres de formation. Les principaux enseignements ont r\u00e9v\u00e9l\u00e9 l\u2019importance de partenariats universitaires adapt\u00e9s et de programmes d\u2019\u00e9tudes qui int\u00e8grent la formation th\u00e9orique et pratique pour r\u00e9pondre aux besoins de l\u2019industrie.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Plus r\u00e9cemment, le CASTL a \u00e9tendu ses activit\u00e9s au Qu\u00e9bec et en Colombie-Britannique. Gr\u00e2ce au soutien suppl\u00e9mentaire du Centre des Comp\u00e9tences futures (CCF), l\u2019organisme a men\u00e9 des \u00e9tudes de march\u00e9 ainsi que des consultations et des discussions avec les acteurs du secteur; il a \u00e9galement \u00e9labor\u00e9 une \u00e9tude de cas, en collaboration avec son partenaire de longue date BIOVECTRA, afin de d\u00e9montrer l\u2019efficacit\u00e9 de la formation pour le perfectionnement de la main-d\u2019\u0153uvre du secteur priv\u00e9.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">En se rapprochant des besoins de l\u2019industrie, CASTL a r\u00e9duit le temps d\u2019int\u00e9gration des employeurs, d\u00e9montrant ainsi l\u2019efficacit\u00e9 des programmes \u00e0 pr\u00e9parer les participants \u00e0 un emploi imm\u00e9diat.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">L\u2019initiative de perfectionnement, dispens\u00e9e par l\u2019Acad\u00e9mie en ligne CASTL, a enregistr\u00e9 907 inscriptions \u00e0 des cours, et les participants ont suivi plus de 700 modules.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Les bonnes pratiques de fabrication (80&nbsp;%) et les techniques de laboratoire (70&nbsp;%) sont cruciales pour la pr\u00e9paration de la main-d\u2019\u0153uvre et la conformit\u00e9 r\u00e9glementaire.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Le secteur des biosciences, qui englobe la fabrication de produits biopharmaceutiques et la mise au point de vaccins, est l\u2019un de ceux qui connaissent la croissance la plus rapide au Canada. En r\u00e9ponse, l\u2019accent a \u00e9t\u00e9 mis sur le renforcement et l\u2019investissement dans le secteur, comme en t\u00e9moignent les investissements gouvernementaux et l\u2019augmentation du capital-risque.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Pour r\u00e9pondre \u00e0 la demande du secteur, il est n\u00e9cessaire de disposer d\u2019une main-d\u2019\u0153uvre bien inform\u00e9e et poss\u00e9dant des comp\u00e9tences pratiques et sp\u00e9cifiques \u00e0 l\u2019industrie. Un <a href=\"https:\/\/www.biotalent.ca\/wp-content\/uploads\/BioTalent-Canada-LMI-National-Report-13OCT2021.pdf\">rapport national de BioTalent Canada<\/a> indique qu\u2019avec la croissance attendue du secteur d\u2019ici 2029, il n\u2019y aura pas assez de professionnels qualifi\u00e9s pour r\u00e9pondre aux besoins en main-d\u2019\u0153uvre.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Traditionnellement, il existe une inad\u00e9quation entre la formation dispens\u00e9e par les \u00e9tablissements d\u2019enseignement et les besoins r\u00e9els de l\u2019industrie des biosciences, ce qui entra\u00eene une p\u00e9nurie de dipl\u00f4m\u00e9s pr\u00eats \u00e0 occuper des postes techniques et professionnels. Dans le secteur des biosciences, les comp\u00e9tences techniques les plus recherch\u00e9es par les employeurs sont la ma\u00eetrise des bonnes pratiques de fabrication (BPF) ainsi que les comp\u00e9tences et techniques de laboratoire.&nbsp;<\/p>\n\n\n\n<p>Les programmes de formation existants ne pr\u00e9paraient pas ad\u00e9quatement les \u00e9tudiants \u00e0 int\u00e9grer le march\u00e9 du travail, ce qui a accentu\u00e9 la p\u00e9nurie de main-d\u2019\u0153uvre au moment m\u00eame o\u00f9 la demande pour ces professionnels augmentait \u00e0 l\u2019\u00e9chelle nationale et internationale. D\u2019une dur\u00e9e de deux ans (de mars 2020 \u00e0 septembre 2022), le projet s\u2019est d\u2019abord concentr\u00e9 sur le Canada atlantique, avant d\u2019\u00eatre d\u00e9ploy\u00e9 avec succ\u00e8s \u00e0 l\u2019\u00e9chelle nationale. Le CASTL a \u00e9t\u00e9 cr\u00e9\u00e9 pour constituer une solide r\u00e9serve de talents en renfor\u00e7ant la collaboration entre le monde universitaire et l\u2019industrie, notamment en incorporant des exp\u00e9riences d\u2019apprentissage int\u00e9gr\u00e9es au travail afin de doter les apprenants des comp\u00e9tences n\u00e9cessaires pour r\u00e9ussir dans la bio\u00e9conomie.&nbsp;<\/p>\n\n\n\n<p>Le projet visait \u00e0 am\u00e9liorer la programmation des biosciences en mettant en \u0153uvre des initiatives d\u2019\u00e9ducation et de formation dans trois domaines cl\u00e9s : les nouvelles comp\u00e9tences, la requalification et l\u2019am\u00e9lioration des comp\u00e9tences. Chaque fili\u00e8re s\u2019adresse \u00e0 des groupes d\u00e9mographiques diff\u00e9rents et vise \u00e0 les doter des connaissances th\u00e9oriques et des comp\u00e9tences pratiques n\u00e9cessaires \u00e0 l\u2019industrie des biosciences.<br><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Acquisition de nouvelles comp\u00e9tences. <\/strong>Le CASTL vise \u00e0 int\u00e9grer l\u2019enseignement des biosciences dans les \u00e9tablissements d\u2019enseignement primaire et secondaire et dans les \u00e9tablissements d\u2019enseignement sup\u00e9rieur. Dans le cadre de ce projet, il s\u2019agissait notamment de travailler avec des \u00e9tablissements d\u2019enseignement sup\u00e9rieur tels que l\u2019Universit\u00e9 de l\u2019\u00cele-du-Prince-\u00c9douard et l\u2019Universit\u00e9 d\u2019Acadia pour \u00e9laborer des programmes d\u2019\u00e9tudes et faciliter les stages d\u2019apprentissage int\u00e9gr\u00e9 au travail. Des activit\u00e9s pour les jeunes de la maternelle \u00e0 la 12e ann\u00e9e ont \u00e9t\u00e9 men\u00e9es dans les \u00e9coles primaires et secondaires, de m\u00eame que dans des camps de jour, pour animer des ateliers ax\u00e9s sur les math\u00e9matiques et les biosciences. CASTL a \u00e9galement mis en place un programme de bourses destin\u00e9 \u00e0 encourager la participation des minorit\u00e9s dans les domaines des sciences, de la technologie, de l\u2019ing\u00e9nierie et des math\u00e9matiques.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Requalification.<\/strong> Le CASTL a con\u00e7u un programme de 12 semaines visant la reconversion professionnelle des personnes sans emploi ou sous-employ\u00e9es. Offert en collaboration avec le <a href=\"https:\/\/www.hollandcollege.com\/\">Holland College<\/a> et <a href=\"https:\/\/www.princeedwardisland.ca\/en\/topic\/skillspei\">Skills PEI<\/a>, ce programme comprend 8 semaines d\u2019apprentissage en ligne et 4 semaines d\u2019apprentissage en milieu de travail.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Perfectionnement professionnel.<\/strong> Le programme pilote, CASTL Online Academy, propose une formation en ligne aux employ\u00e9s actuels du secteur des biosciences dont les besoins et les lacunes en mati\u00e8re de comp\u00e9tences ont \u00e9t\u00e9 identifi\u00e9s. Ce programme a \u00e9t\u00e9 \u00e9labor\u00e9 et mis en \u0153uvre en collaboration avec un partenaire du secteur priv\u00e9, <a href=\"https:\/\/www.biovectra.com\/\">BIOVECTRA<\/a>, et <a href=\"https:\/\/www.nibrt.ie\/\">l\u2019Institut national de recherche et de formation en bioproc\u00e9d\u00e9s<\/a> (NIBRT). En plus de l\u2019Acad\u00e9mie en ligne CASTL, CASTL a con\u00e7u, construit et lanc\u00e9 un centre de formation physique \u00e0 la biofabrication sur l\u2019\u00cele-du-Prince-\u00c9douard, qui a ouvert ses portes en octobre 2022.<\/li>\n<\/ul>\n\n\n\n<p>S\u2019appuyant sur les commentaires recueillis lors de la mise en \u0153uvre de ces programmes, le CASTL (en partenariat avec BioTalent Canada) a men\u00e9 en 2024 un sondage et des entretiens aupr\u00e8s des employeurs afin de relever les d\u00e9fis de main-d\u2019\u0153uvre dans le secteur canadien de la biofabrication. Les sondages et les entretiens portaient sur les comp\u00e9tences fondamentales et les besoins en formation cibl\u00e9s lors d\u2019une \u00e9tude men\u00e9e aupr\u00e8s de 50 employeurs de la biofabrication.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>La premi\u00e8re phase de ce projet a remport\u00e9 un immense succ\u00e8s gr\u00e2ce \u00e0 la collaboration avec des \u00e9tablissements universitaires, qui a permis d\u2019offrir des formations essentielles au secteur des sciences de la vie dans les trois fili\u00e8res de formation.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Requalification. <\/strong>Trois cohortes ont particip\u00e9 au programme de requalification. Les participants se sont d\u00e9clar\u00e9s tr\u00e8s satisfaits et ont indiqu\u00e9 que le programme les avait aid\u00e9s \u00e0 trouver un emploi dans le secteur. En outre, les employeurs du secteur ont \u00e9t\u00e9 impressionn\u00e9s par le programme, nombre d\u2019entre eux signalant une r\u00e9duction du temps d\u2019int\u00e9gration\/de formation des participants au programme, ce qui facilite l\u2019obtention de talents qualifi\u00e9s dans un secteur hautement sp\u00e9cialis\u00e9.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Acquisition de nouvelles comp\u00e9tences.<\/strong> Le projet a \u00e9tendu sa port\u00e9e \u00e0 des publics plus jeunes par le biais de programmes destin\u00e9s aux \u00e9l\u00e8ves de la maternelle \u00e0 la terminale, en faisant participer plus de 500&nbsp;\u00e9l\u00e8ves \u00e0 des ateliers scolaires et 117&nbsp;enfants \u00e0 des camps d\u2019\u00e9t\u00e9 sur les biosciences. Les enseignants et les parents ont exprim\u00e9 leur soutien sans r\u00e9serve, et tous les enseignants souhaitent organiser d\u2019autres ateliers \u00e0 l\u2019avenir. Le CASTL a \u00e9galement facilit\u00e9 l\u2019\u00e9laboration de programmes d\u2019\u00e9tudes et l\u2019organisation de stages d\u2019apprentissage en milieu de travail (AMT) avec des partenaires universitaires, favorisant ainsi un parcours sp\u00e9cialis\u00e9 pour les \u00e9tudiants et la cr\u00e9ation d\u2019un r\u00e9seau r\u00e9gional d\u2019AMT. Ils se sont associ\u00e9s \u00e0 <a href=\"https:\/\/www.upei.ca\/\">l\u2019universit\u00e9 de l\u2019\u00cele-du-Prince-\u00c9douard<\/a>, &nbsp;\u00e0 <a href=\"https:\/\/www2.acadiau.ca\/home.html\">l\u2019universit\u00e9 d\u2019Acadia <\/a>et \u00e0<a href=\"https:\/\/www.ubc.ca\/\"> l\u2019universit\u00e9 de la Colombie-Britannique<\/a> pour mettre au point des programmes et des cours de biotechnologie.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Perfectionnement professionnel.<\/strong> Le CASTL a r\u00e9ussi \u00e0 mettre en \u0153uvre le projet pilote de renforcement des comp\u00e9tences par le biais de <a href=\"https:\/\/www.castlcanada.ca\/en\/castl-online-academy\">l\u2019Acad\u00e9mie en ligne<\/a> et des centres de formation physique. Le projet pilote en ligne du CASTL a enregistr\u00e9 un total de 907 inscriptions pour l\u2019ensemble des cours et 700 modules ont \u00e9t\u00e9 compl\u00e9t\u00e9s. Les employ\u00e9s tout comme les gestionnaires ont exprim\u00e9 un haut niveau de satisfaction \u00e0 l\u2019\u00e9gard de la formation. Les superviseurs ont notamment soulign\u00e9 que cette formation constituait un investissement judicieux qui a grandement contribu\u00e9 \u00e0 optimiser le rendement professionnel des participants. Outre le centre de formation physique de l\u2019\u00cele-du-Prince-\u00c9douard, deux autres centres ont \u00e9t\u00e9 ouverts par la suite \u00e0 Montr\u00e9al et \u00e0 Vancouver, en partenariat avec plusieurs niveaux de gouvernement et des partenaires du secteur priv\u00e9.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>D\u00e9veloppement et mise en \u0153uvre de partenariats.<\/strong> L\u2019\u00e9tablissement de relations avec les institutions universitaires a \u00e9t\u00e9 la cl\u00e9 du succ\u00e8s des programmes. Toutefois, la collaboration avec les \u00e9tablissements universitaires a pos\u00e9 quelques probl\u00e8mes logistiques. Les institutions universitaires avaient des \u00e9ch\u00e9anciers de programmation plus longs qui n\u2019\u00e9taient souvent pas compatibles avec l\u2019\u00e9volution rapide des besoins du secteur. Certains \u00e9tablissements universitaires ont pu int\u00e9grer rapidement le contenu dans leur programme en quelques mois, tandis que d\u2019autres ont mis plus d\u2019un an \u00e0 le faire. La situation a pos\u00e9 un d\u00e9fi particulier pour les petits \u00e9tablissements. \u00c0 l\u2019origine, le CASTL \u00e9tait ax\u00e9 sur le d\u00e9veloppement d\u2019une approche unique du partenariat universitaire, mais il a pivot\u00e9 pour d\u00e9velopper des approches personnalis\u00e9es et individuelles qui servaient au mieux les diff\u00e9rents partenaires et leurs offres de programmes biotechnologiques. Il s\u2019agissait d\u2019un facteur essentiel pour garantir que chaque partenariat dispose de ressources suffisantes et suscite un r\u00e9el engagement envers le programme.<\/li>\n<\/ul>\n\n\n\n<p>Lors de la deuxi\u00e8me phase du projet en 2024, les employeurs canadiens de la biofabrication sond\u00e9s et interview\u00e9s ont mis l\u2019accent sur la n\u00e9cessit\u00e9 d\u2019accro\u00eetre l\u2019expertise technique et les comp\u00e9tences r\u00e9glementaires.
