obstacles en mati\u00e8re d\u2019emploi, le Canada fait face \u00e0 des p\u00e9nuries de main-d\u2019\u0153uvre g\u00e9n\u00e9ralis\u00e9es.&nbsp;<\/p>\n\n\n\n<p>Afin d\u2019am\u00e9liorer l\u2019employabilit\u00e9 des demandeurs d\u2019emploi et de satisfaire les besoins en main-d\u2019\u0153uvre des employeurs, ce projet a tent\u00e9 de mettre au point une plateforme d\u2019apprentissage flexible (PAF) d\u00e9livrant des microcertifications en r\u00e9ponse aux besoins directs des employeurs. Le projet visait \u00e0 mettre en place un partenariat avec d\u2019autres coll\u00e8ges et employeurs, afin de recenser les emplois en demande et les comp\u00e9tences correspondantes, et d\u2019\u00e9tablir et de d\u00e9livrer des microcertifications pour les besoins sp\u00e9cifiques des demandeurs d\u2019emploi.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Pendant la mise en \u0153uvre du projet, il s\u2019est r\u00e9v\u00e9l\u00e9 difficile de mobiliser des employeurs et d\u2019\u00e9tablir les microcertifications recherch\u00e9es. En outre, le plan initial pr\u00e9voyant qu\u2019IBM d\u00e9veloppe une plateforme d\u2019apprentissage flexible s\u2019est av\u00e9r\u00e9 trop co\u00fbteux et trop complexe pour \u00eatre pleinement r\u00e9alis\u00e9. En cons\u00e9quence, l\u2019\u00e9quipe du projet n\u2019a pas \u00e9t\u00e9 en mesure d\u2019attribuer des microcertifications ou de documenter l\u2019am\u00e9lioration en mati\u00e8re de perspectives d\u2019emploi et de r\u00e9sultats des d\u00e9tenteurs de microcertifications. Dans l\u2019ensemble, ce projet souligne l\u2019importance d\u2019impliquer les employeurs partenaires d\u00e8s le d\u00e9but, en particulier dans la conception de microcertifications qui r\u00e9pondent r\u00e9ellement aux besoins existants. Par ailleurs, certains groupes se heurtent \u00e0 des obstacles pour faire reconna\u00eetre leurs comp\u00e9tences et leur exp\u00e9rience par les employeurs, notamment les nouveaux arrivants, les peuples autochtones, les jeunes et les femmes.&nbsp;<\/p>\n\n\n\n<p>Des coll\u00e8ges et des organismes de formation veulent relever ces d\u00e9fis, mais les solutions actuelles de validation des comp\u00e9tences et de recyclage s\u2019av\u00e8rent co\u00fbteuses, tant pour les employeurs que pour les travailleurs, et leur efficacit\u00e9 reste limit\u00e9e. Les partenaires du projet devaient ensuite \u00e9tablir des profils d\u2019emploi selon les comp\u00e9tences, en d\u00e9crivant les t\u00e2ches et les sous-t\u00e2ches sp\u00e9cifiques requises pour chaque poste, ainsi que des profils de comp\u00e9tences associ\u00e9s, tout en pr\u00e9cisant les aptitudes sous-jacentes n\u00e9cessaires pour effectuer ces t\u00e2ches de mani\u00e8re efficace. Une fois les profils compl\u00e9t\u00e9s, les coordonnateurs mettraient au point une \u00e9valuation en ligne afin d\u2019appr\u00e9cier les comp\u00e9tences existantes des demandeurs d\u2019emploi. Le personnel du coll\u00e8ge encouragerait un apprentissage susceptible d\u2019aider les demandeurs d\u2019emploi \u00e0 acqu\u00e9rir les comp\u00e9tences requises par leurs employeurs.<\/p>\n\n\n\n<p>Ensuite, les candidats int\u00e9ress\u00e9s par un poste seraient s\u00e9lectionn\u00e9s et \u00e9valu\u00e9s, et combleraient leurs lacunes en mati\u00e8re de comp\u00e9tences gr\u00e2ce \u00e0 des offres d\u2019apprentissage \u00e9labor\u00e9es et adapt\u00e9es. Le cycle d\u2019\u00e9valuation et d\u2019apprentissage se poursuivrait jusqu\u2019\u00e0 ce que le demandeur d\u2019emploi ait r\u00e9ussi toutes les composantes et qu\u2019il re\u00e7oive alors la microcertification. Si un candidat validait toutes les comp\u00e9tences lors de la premi\u00e8re \u00e9valuation, la microcertification lui serait d\u00e9livr\u00e9e sans aucune formation suppl\u00e9mentaire. Le projet visait \u00e0 documenter l\u2019am\u00e9lioration des perspectives d\u2019emploi et du rendement au travail des titulaires de microcertifications.<\/p>\n\n\n\n<p>Tel qu\u2019il a \u00e9t\u00e9 con\u00e7u, ce projet proposait une approche singuli\u00e8re de la mise au point et de l\u2019offre de modules d\u2019apprentissage individuels, \u00e9labor\u00e9s pour d\u00e9velopper les comp\u00e9tences pour chaque microcertification li\u00e9e \u00e0 l\u2019emploi. Chaque apprenant n\u2019aurait acc\u00e8s qu\u2019aux modules dont il aurait besoin pour combler ses lacunes en mati\u00e8re de comp\u00e9tences, une approche qui diff\u00e8re radicalement de la construction plus classique de cours et de programmes con\u00e7us pour enseigner toutes les disciplines requises.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>Malheureusement, ce projet n\u2019a pas \u00e9t\u00e9 en mesure d\u2019atteindre un grand nombre de ses objectifs, notamment celui d\u2019inciter les employeurs \u00e0 explorer leurs besoins en mati\u00e8re d\u2019apprentissage. Les employeurs n\u2019ayant pas \u00e9t\u00e9 largement associ\u00e9s \u00e0 la conception du projet, des hypoth\u00e8ses ont \u00e9t\u00e9 \u00e9mises quant \u00e0 leurs besoins et \u00e0 la capacit\u00e9 du projet \u00e0 r\u00e9pondre \u00e0 ces besoins. Les partenaires du coll\u00e8ge ont concentr\u00e9 leurs efforts sur les employeurs avec lesquels ils avaient des relations pr\u00e9existantes, mais ils se sont mobilis\u00e9s trop tard pour susciter de l\u2019int\u00e9r\u00eat dans les d\u00e9lais impartis par le financement. Les partenaires du projet ont fini par cr\u00e9er une solution de microcertification l\u00e0 o\u00f9 elle n\u2019\u00e9tait pas n\u00e9cessaire, en utilisant une technologie d\u2019\u00e9valuation qui ne permettait pas d\u2019appr\u00e9cier correctement les comp\u00e9tences. En d\u00e9finitive, au lieu de r\u00e9pondre aux besoins exprim\u00e9s par les employeurs, la rigidit\u00e9 de l\u2019outil d\u2019\u00e9valuation a conduit les coll\u00e8ges \u00e0 chercher des employeurs et des postes qui r\u00e9pondaient aux sp\u00e9cifications et aux limitations de leurs outils. Le partenaire d\u2019\u00e9valuation et d\u2019apprentissage du projet a mentionn\u00e9 que le projet essayait de fournir \u00ab&nbsp;une solution pour laquelle personne n\u2019avait de probl\u00e8me correspondant&nbsp;\u00bb.<\/p>\n\n\n\n<p>L\u2019id\u00e9e selon laquelle IBM devait d\u00e9velopper une plateforme d\u2019apprentissage flexible s\u2019est av\u00e9r\u00e9 trop co\u00fbteuse et trop complexe pour \u00eatre pleinement mise en \u0153uvre. Les coordonnateurs du projet ont choisi IBM comme partenaire en technologie lors de la phase de pr\u00e9sentation du projet sans bien comprendre leurs besoins technologiques. Cependant, sans la mobilisation ad\u00e9quate de bons partenaires et sans leur engagement dans le projet, une bonne id\u00e9e ne peut pas porter ses fruits.&nbsp;<\/p>\n\n\n\n<p>En ce qui concerne la politique, l\u2019id\u00e9e de fournir des microcertifications tr\u00e8s cibl\u00e9es, ax\u00e9es uniquement sur les comp\u00e9tences manquantes, m\u00e9rite d\u2019\u00eatre explor\u00e9e car elle pourrait \u00eatre plus \u00e9conomique et plus motivante pour la population cible.
