jouent un r\u00f4le essentiel en refl\u00e9tant et en fa\u00e7onnant les collectivit\u00e9s qu\u2019elles servent. La charte municipale du milieu de travail est l\u2019un des outils mis au point pour encourager les employeurs \u00e0 adopter des pratiques d\u2019\u00e9quit\u00e9, de diversit\u00e9 et d\u2019inclusion (EDI). Plusieurs chartes ont \u00e9t\u00e9 mises en \u0153uvre au pays dans des collectivit\u00e9s aussi diverses que Bow Valley (Alberta), Markham (Ontario), Saint John (Nouveau-Brunswick) et la r\u00e9gion de Peel (Ontario).&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Le pr\u00e9sent rapport d\u00e9crit la mise en \u0153uvre de la Charte d\u2019inclusion en milieu de travail de la ville de Kingston, qui a \u00e9t\u00e9 lanc\u00e9e en partenariat avec le centre d\u2019emploi KEYS en 2019. L\u2019objectif de la Charte d\u2019inclusion en milieu de travail de la ville de Kingston \u00e9tait de servir de syst\u00e8me qui guiderait les employeurs, les fournisseurs de services et les groupes en qu\u00eate d\u2019\u00e9quit\u00e9 sur le march\u00e9 du travail dans la cr\u00e9ation d\u2019environnements de travail plus inclusifs et la facilitation de l\u2019acc\u00e8s \u00e0 de nouveaux talents parmi les entreprises et les employeurs locaux. La premi\u00e8re phase du projet, ax\u00e9e sur les nouveaux arrivants au Canada, a \u00e9t\u00e9 lanc\u00e9e en 2019 et s\u2019est achev\u00e9e en avril&nbsp;2020. La deuxi\u00e8me phase du projet, appel\u00e9e \u00ab&nbsp;\u00c9largissement de la Charte de l\u2019inclusion en milieu de travail&nbsp;\u00bb, s\u2019est d\u00e9roul\u00e9e du 1<sup>er<\/sup>&nbsp;f\u00e9vrier&nbsp;2022 au 30&nbsp;septembre&nbsp;2023. Pendant cette p\u00e9riode, le mod\u00e8le \u00e9tabli pour les nouveaux arrivants a \u00e9t\u00e9 \u00e9largi pour soutenir trois nouveaux groupes en qu\u00eate d\u2019\u00e9quit\u00e9&nbsp;: les personnes racialis\u00e9es, les personnes handicap\u00e9es et les Autochtones. Le mod\u00e8le de charte a \u00e9t\u00e9 \u00e9tendu \u00e0 quelques collectivit\u00e9s petites ou rurales de la r\u00e9gion, dans le but de mettre \u00e0 l\u2019essai ce qui fonctionne pour r\u00e9pondre \u00e0 la demande dans ces collectivit\u00e9s.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong><strong>Perspectives Cl\u00e9s<\/strong><\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Les capacit\u00e9s d\u2019adoption des outils sont in\u00e9gales; il y a un manque important de ressources adapt\u00e9es aux municipalit\u00e9s qui \u00e9laborent et mettent en \u0153uvre des strat\u00e9gies li\u00e9es \u00e0 l\u2019EDI; et les grandes, moyennes et petites municipalit\u00e9s ont besoin de solutions adaptables et cibl\u00e9es.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Le recrutement et la mobilisation des municipalit\u00e9s ont \u00e9t\u00e9 plus difficiles que pr\u00e9vu. La ville de Kingston visait trois \u00e0 cinq municipalit\u00e9s, mais n\u2019a pu en mobiliser que deux avant la fin du projet. Une autre municipalit\u00e9 a approuv\u00e9 la charte.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Les municipalit\u00e9s en sont \u00e0 diff\u00e9rentes \u00e9tapes d\u2019\u00e9laboration dans leur parcours vers l\u2019EDI et ont donc besoin d\u2019un \u00e9ventail de mesures de soutien.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Les municipalit\u00e9s canadiennes sont tr\u00e8s diverses en ce qui concerne leur taille, leur g\u00e9ographie et leur composition d\u00e9mographique. Elles en sont \u00e0 des stades tr\u00e8s diff\u00e9rents de leur parcours vers l\u2019EDI. Les d\u00e9fis li\u00e9s \u00e0 l\u2019EDI varient consid\u00e9rablement en fonction des caract\u00e9ristiques d\u00e9mographiques d\u2019une collectivit\u00e9, comme la proportion de jeunes ou de personnes \u00e2g\u00e9es, de r\u00e9sidents racialis\u00e9s, immigr\u00e9s et noirs, d\u2019Autochtones, de personnes handicap\u00e9es et de personnes s\u2019identifiant comme membre de la communaut\u00e9&nbsp;2ELGBTQ+.<\/p>\n\n\n\n<p>Les municipalit\u00e9s sont des acteurs importants dans les \u00e9cosyst\u00e8mes locaux, et leurs strat\u00e9gies li\u00e9es \u00e0 l\u2019EDI n\u2019ont pas seulement une incidence sur leurs processus internes, comme les ressources humaines. Elles touchent \u00e9galement les collectivit\u00e9s locales par le biais de politiques, de programmes et d\u2019activit\u00e9s d\u2019approvisionnement. La Charte de l\u2019inclusion en milieu de travail a \u00e9t\u00e9 con\u00e7ue comme un outil pour aider les municipalit\u00e9s \u00e0 travailler avec les employeurs afin de cr\u00e9er des milieux de travail inclusifs et des possibilit\u00e9s d\u2019emploi et d\u2019avancement pour les groupes en qu\u00eate d\u2019\u00e9quit\u00e9. Une charte de la diversit\u00e9 est un code volontaire indiquant l\u2019engagement d\u2019une organisation \u00e0 promouvoir la diversit\u00e9 et l\u2019\u00e9galit\u00e9 des chances en milieu de travail. Ces derni\u00e8res ann\u00e9es, une plus grande attention a \u00e9t\u00e9 accord\u00e9e au r\u00f4le&nbsp;1)&nbsp;des codes volontaires dans la promotion de l\u2019EDI au sein des r\u00f4les de direction, et 2)&nbsp;de la l\u00e9gislation canadienne dans la promotion de l\u2019\u00e9quit\u00e9 en mati\u00e8re d\u2019emploi et de la repr\u00e9sentation des groupes en qu\u00eate d\u2019\u00e9quit\u00e9.&nbsp;<\/p>\n\n\n\n<p>Un exemple de charte r\u00e9ussie est la Charte d\u2019inclusion sur le milieu de travail de la vall\u00e9e de Bow. Huit employeurs de la vall\u00e9e de Bow l\u2019ont sign\u00e9e. Les r\u00e9sultats de ce projet d\u00e9montrent qu\u2019une charte qui comprend une vision et un groupe de signataires travaillant ensemble pour cr\u00e9er des milieux de travail plus inclusifs peut \u00eatre b\u00e9n\u00e9fique pour les municipalit\u00e9s et les collectivit\u00e9s.<\/p>\n\n\n\n<p>La Charte d\u2019inclusion en milieu de travail de la ville de Kingston a \u00e9t\u00e9 \u00e9labor\u00e9e par le groupe de travail sur les milieux de travail inclusifs de la ville de Kingston, qui \u00e9tait compos\u00e9 de repr\u00e9sentants municipaux, d\u2019employeurs du secteur priv\u00e9, de professionnels immigrants et d\u2019organismes sans but lucratif dans le cadre de la mise en \u0153uvre de sa strat\u00e9gie de perfectionnement de la main-d\u2019\u0153uvre et de l\u2019immigration. Au cours de la premi\u00e8re phase du projet, Kingston a mobilis\u00e9 les employeurs pour les encourager \u00e0 adopter des pratiques d\u2019embauche et d\u2019emploi plus inclusives, en mettant l\u2019accent sur les nouveaux arrivants.&nbsp;<\/p>\n\n\n\n<p>La deuxi\u00e8me phase, appel\u00e9e \u00ab&nbsp;\u00c9largissement de la Charte de l\u2019inclusion en milieu de travail&nbsp;\u00bb, a appliqu\u00e9 le mod\u00e8le \u00e9tabli pour les nouveaux arrivants et a \u00e9largi le mod\u00e8le pour soutenir trois groupes suppl\u00e9mentaires en qu\u00eate d\u2019\u00e9quit\u00e9, \u00e0 savoir les personnes racialis\u00e9es, les personnes handicap\u00e9es et les Autochtones. La premi\u00e8re phase du projet, ax\u00e9e sur les nouveaux arrivants au Canada, a \u00e9t\u00e9 lanc\u00e9e en 2019 et s\u2019est achev\u00e9e en avril&nbsp;2020. Les r\u00e9sultats ont r\u00e9v\u00e9l\u00e9 une demande importante pour la charte, et ses outils ont d\u00e9pass\u00e9 le public cible initial des petites et moyennes entreprises (PME).&nbsp;<\/p>\n\n\n\n<p>La deuxi\u00e8me phase du projet, appel\u00e9e \u00ab&nbsp;\u00c9largissement de la Charte de l\u2019inclusion en milieu de travail&nbsp;\u00bb, s\u2019est d\u00e9roul\u00e9e du 1<sup>er<\/sup>&nbsp;f\u00e9vrier&nbsp;2022 au 30&nbsp;septembre&nbsp;2023. Plus pr\u00e9cis\u00e9ment, le projet aborde et r\u00e9pond aux questions suivantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les municipalit\u00e9s sont-elles bien plac\u00e9es pour inspirer des avanc\u00e9es en mati\u00e8re d\u2019EDI dans la collectivit\u00e9?<\/li>\n\n\n\n<li>Y a-t-il un lien entre les mesures de la municipalit\u00e9 et celles des entreprises? Les entreprises adopteront-elles des initiatives en mati\u00e8re d\u2019EDI parce que la municipalit\u00e9 l\u2019a fait?<\/li>\n\n\n\n<li>La charte est-elle \u00e9volutive? Quels ajustements faut-il apporter pour qu\u2019elle soit efficace dans les collectivit\u00e9s petites ou rurales?<\/li>\n\n\n\n<li>Une \u00ab&nbsp;communaut\u00e9 de pratique&nbsp;\u00bb est-elle une solution durable et efficace pour un soutien continu?<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>L\u2019\u00e9largissement de la Charte d\u2019inclusion en milieu de travail s\u2019est d\u00e9roul\u00e9 du 1<sup>er<\/sup>&nbsp;f\u00e9vrier&nbsp;2022 au 30&nbsp;septembre&nbsp;2023. Aucune \u00e9valuation formelle n\u2019a \u00e9t\u00e9 con\u00e7ue au d\u00e9but du projet et aucune donn\u00e9e n\u2019a \u00e9t\u00e9 recueillie, mais des id\u00e9es cl\u00e9s ont \u00e9t\u00e9 tir\u00e9es d\u2019une discussion avec deux&nbsp;sujets interrog\u00e9s cl\u00e9s. Les sujets interrog\u00e9s ont indiqu\u00e9 que la ville de Kingston visait \u00e0 recruter de trois \u00e0 cinq municipalit\u00e9s. En f\u00e9vrier&nbsp;2024, deux municipalit\u00e9s avaient adopt\u00e9 la charte et une l\u2019avait approuv\u00e9e. La ville de Kingston a rencontr\u00e9 des difficult\u00e9s avec des municipalit\u00e9s telles que Brockville, Belleville, Peterborough et Gananoque, qui \u00e9taient int\u00e9ress\u00e9es par les initiatives li\u00e9es \u00e0 l\u2019EDI, mais n\u2019avaient pas le temps ou les ressources n\u00e9cessaires pour les mettre en place.&nbsp;<\/p>\n\n\n\n<p>Le projet a mis en \u00e9vidence ces principales d\u00e9couvertes concernant le processus de pr\u00e9sentation d\u2019initiatives li\u00e9es \u00e0 l\u2019EDI aux municipalit\u00e9s&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lors du travail avec des municipalit\u00e9s, il faut pr\u00e9voir du temps pour chaque \u00e9tape du processus. Les organisations publiques complexes dot\u00e9es de hi\u00e9rarchies strictes avancent \u00e0 un rythme plus lent.<\/li>\n\n\n\n<li>Lors du travail avec des PME dans les municipalit\u00e9s, l\u2019adaptation de documents tels que la charte peut faciliter leur participation.<\/li>\n\n\n\n<li>La participation \u00e0 des sondages peut constituer un obstacle pour certaines organisations. Il est important de disposer d\u2019autres moyens de collecte de renseignements pouvant leur permettre de franchir la premi\u00e8re \u00e9tape de la mise en \u0153uvre.<\/li>\n\n\n\n<li>La municipalit\u00e9 est un excellent interm\u00e9diaire pour mettre en relation les PME avec les associations d\u2019entreprises locales et les associations d\u2019am\u00e9lioration des affaires. Ces derni\u00e8res peuvent, \u00e0 leur tour, organiser des s\u00e9ances d\u2019information et mettre les PME en contact avec l\u2019\u00e9quipe de la charte.<\/li>\n<\/ul>\n\n\n\n<p>Les r\u00e9sultats pr\u00e9liminaires indiquent que les petites municipalit\u00e9s ont besoin d\u2019un soutien en mati\u00e8re d\u2019EDI et qu\u2019elles sont tr\u00e8s int\u00e9ress\u00e9es par ce type de soutien. Toutefois, compte tenu des difficult\u00e9s rencontr\u00e9es pour faire adopter la charte par les municipalit\u00e9s, ces r\u00e9sultats offrent l\u2019occasion de r\u00e9fl\u00e9chir aux besoins des municipalit\u00e9s et de d\u00e9terminer si elles sont au bon stade de maturit\u00e9 dans leur parcours vers l\u2019EDI.
