gratuit\u00e9 des droits de scolarit\u00e9 \u00e0 Drayton Valley a \u00e9t\u00e9 mis en place pour faire face aux ralentissements \u00e9conomiques et au taux \u00e9lev\u00e9 de ch\u00f4mage dans la r\u00e9gion, deux tendances aggrav\u00e9es par les fluctuations de l\u2019activit\u00e9 dans l\u2019industrie du p\u00e9trole et du gaz. Ce projet avait pour but d\u2019offrir une formation gratuite aux populations d\u00e9favoris\u00e9es et de renforcer la r\u00e9silience de la main-d\u2019\u0153uvre au sein de la collectivit\u00e9 en l\u2019aidant \u00e0 acqu\u00e9rir des comp\u00e9tences dans une \u00e9conomie en mutation marqu\u00e9e par l\u2019incertitude. En particulier, le programme de gratuit\u00e9 des droits de scolarit\u00e9 visait \u00e0 lever les obstacles financiers entravant le perfectionnement ou le recyclage des comp\u00e9tences des habitants, tout en am\u00e9liorant la diversification \u00e9conomique et en ancrant l\u2019\u00e9ducation dans la culture locale.<\/p>\n\n\n\n<p>Si le projet \u00e9tait initialement destin\u00e9 \u00e0 offrir un soutien \u00e0 la formation aux travailleurs de l\u2019industrie du p\u00e9trole et du gaz pour favoriser leur r\u00e9orientation vers d\u2019autres secteurs, les participants n\u2019\u00e9taient pas issus de ce domaine d\u2019emploi. La plupart n\u2019avaient pas suivi d\u2019\u00e9tudes postsecondaires ou de formation. La cohorte se composait principalement de femmes (95&nbsp;%) qui ont \u00e9t\u00e9 nombreuses \u00e0 \u00e9voquer les difficult\u00e9s rencontr\u00e9es pour assumer le r\u00f4le d\u2019aidantes non r\u00e9mun\u00e9r\u00e9es tout en suivant des cours.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Bien qu\u2019un large \u00e9ventail de possibilit\u00e9s d\u2019\u00e9ducation soit propos\u00e9, la grande majorit\u00e9 des participants ont choisi de suivre une formation locale, \u00e0 savoir le programme d\u2019aide-soignant\/aide-soignante dispens\u00e9 en pr\u00e9sentiel \u00e0 Drayton Valley. Le comit\u00e9 d\u2019\u00e9ducation en place avait class\u00e9 ce programme parmi les formations prioritaires en raison d\u2019une p\u00e9nurie d\u2019aides-soignants agr\u00e9\u00e9s dans la r\u00e9gion. Tous les \u00e9tudiants ayant valid\u00e9 ce programme en particulier ont trouv\u00e9 un emploi dans leur domaine d\u2019\u00e9tudes. Bon nombre de participants ont d\u00e9clar\u00e9 nourrir le projet de poursuivre leurs \u00e9tudes et ont estim\u00e9 que ce programme de gratuit\u00e9 des droits de scolarit\u00e9 constituait un tremplin majeur vers leurs objectifs p\u00e9dagogiques et professionnels \u00e0 long terme.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong>Perspectives Cl\u00e9s<\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Le programme est parvenu \u00e0 lever les obstacles financiers entravant le recyclage des comp\u00e9tences et la formation des populations d\u00e9favoris\u00e9es. La quasi-totalit\u00e9 des participants (95\u00a0%) n\u2019avaient pas suivi d\u2019\u00e9tudes postsecondaires ou de formation; les participants ont d\u00e9clar\u00e9 qu\u2019ils n\u2019auraient pas eu les moyens de se former sans ce financement.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">En milieu rural, l\u2019acc\u00e8s aux occasions de formation et d\u2019emploi au niveau local joue un r\u00f4le cl\u00e9 dans la r\u00e9ussite des participants. De fait, 100\u00a0% des personnes ayant suivi une formation \u00e0 la demande dispens\u00e9e en pr\u00e9sentiel \u00e0 Drayton Valley ont trouv\u00e9 un emploi et bon nombre d\u2019entre elles ont estim\u00e9 que cette formation constituait un tremplin vers leurs futures aspirations sur le plan p\u00e9dagogique et professionnel.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">N\u00e9anmoins, lever les obstacles financiers n\u2019est pas une solution miracle\u00a0: les efforts visant \u00e0 accompagner la carri\u00e8re ou la r\u00e9orientation professionnelle des populations d\u00e9favoris\u00e9es doivent d\u00e9passer le cadre de simples mesures de soutien financier, car beaucoup de participants, dont une majorit\u00e9 de femmes, rencontrent d\u2019autres obstacles \u00e0 la formation, comme le fait de devoir s\u2019occuper des enfants.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> <strong>L\u2019enjeu<\/strong><\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Le projet mis en place \u00e0 Drayton Valley, en Alberta, avait vocation \u00e0 lutter contre la vuln\u00e9rabilit\u00e9 \u00e9conomique de cette collectivit\u00e9, grandement affect\u00e9e par les cycles de croissance et de ralentissement de l\u2019industrie du p\u00e9trole et du gaz. Depuis\u00a02014, la ville est en proie \u00e0 une grave r\u00e9cession, accompagn\u00e9e par une hausse de 80\u00a0% du taux de ch\u00f4mage. La situation a ensuite \u00e9t\u00e9 aggrav\u00e9e par la pand\u00e9mie de COVID-19, qui a mis sous pression les autres secteurs d\u2019emploi. En r\u00e9ponse, le conseil municipal a lanc\u00e9 une initiative de gratuit\u00e9 de l\u2019enseignement postsecondaire dans l\u2019optique de diversifier l\u2019\u00e9conomie locale et d\u2019offrir aux r\u00e9sidents des occasions d\u2019apprentissage accessibles pour perfectionner ou recycler leurs comp\u00e9tences. La part de la population ayant suivi des \u00e9tudes secondaires ou ayant un niveau d\u2019instruction inf\u00e9rieur s\u2019\u00e9levant \u00e0 41\u00a0%, l\u2019objectif consistait \u00e0 lever les obstacles financiers et \u00e0 cr\u00e9er des possibilit\u00e9s d\u2019\u00e9ducation sur mesure afin de redynamiser la ville et ses alentours.<\/p>\n<\/div>\n\n\n\n<figure class=\"wp-block-image size-large img-gradient purple\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2021\/03\/university-of-alberta-image-1024x683.jpg\" alt=\"Students in a computer lab with teacher pointing at screen.\" class=\"wp-image-166642\"\/><\/figure>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div style=\"height:36px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div id=\"what-were-investigating\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"EnterIMM\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1.svg\" alt=\"\"> <strong>Ce que nous examinons<\/strong><\/h3>\n\n\n\n<p>L\u2019\u00e9quipe du projet s\u2019est pench\u00e9e sur plusieurs questions afin de comprendre la faisabilit\u00e9 et l\u2019incidence d\u2019un mod\u00e8le de gratuit\u00e9 de l\u2019enseignement. Il s\u2019agissait principalement de cerner les facteurs propices et les obstacles \u00e0 la mise en place et \u00e0 la p\u00e9rennisation d\u2019un tel mod\u00e8le, de d\u00e9terminer comment favoriser la collaboration entre les diff\u00e9rentes parties prenantes, d\u2019\u00e9valuer les premiers r\u00e9sultats obtenus et de recenser les pratiques prometteuses \u00e0 faire conna\u00eetre aux autres municipalit\u00e9s. Les parties prenantes au titre de cette \u00e9tude allaient des fonctionnaires et des d\u00e9cideurs \u00e0 l\u2019\u00e9chelon local aux \u00e9tablissements d\u2019enseignement, en passant par les membres de la collectivit\u00e9 et les \u00e9tudiants eux-m\u00eames.<\/p>\n\n\n\n<p>Dans le cadre de ce projet, un partenariat a \u00e9t\u00e9 conclu avec cinq \u00e9tablissements d\u2019enseignement postsecondaire proposant des cours \u00e0 la demande dans diff\u00e9rents domaines&nbsp;: affaires et administration, \u00e9tudes environnementales, soins infirmiers, coiffure professionnelle et formation d\u2019aide-soignant\/aide-soignante. La m\u00e9thodologie int\u00e9grait des techniques de recherche \u00e0 la fois qualitatives et quantitatives. Les donn\u00e9es, dont la collecte a d\u00e9but\u00e9 au printemps-\u00e9t\u00e9&nbsp;2021, ont \u00e9t\u00e9 recueillies par le biais de groupes de discussion, d\u2019entretiens semi-structur\u00e9s avec les d\u00e9cideurs et de sondages aupr\u00e8s des \u00e9tudiants. Les coordonnateurs ont organis\u00e9 cinq groupes de discussion, men\u00e9 12&nbsp;entretiens individuels et r\u00e9alis\u00e9 42&nbsp;sondages aupr\u00e8s des participants au programme de gratuit\u00e9 des droits de scolarit\u00e9. Par ailleurs, ils ont interrog\u00e9 32&nbsp;jeunes de la r\u00e9gion pour jauger leur int\u00e9r\u00eat et conna\u00eetre leur point de vue concernant les possibilit\u00e9s d\u2019\u00e9ducation locales et le programme de gratuit\u00e9 des droits de scolarit\u00e9 en particulier.<\/p>\n\n\n\n<p>Cette approche a permis \u00e0 l\u2019\u00e9quipe de recherche de r\u00e9unir diff\u00e9rents points de vue et \u00e9clairages approfondis, garantissant ainsi une analyse robuste de l\u2019efficacit\u00e9 et de la viabilit\u00e9 potentielle du mod\u00e8le de gratuit\u00e9 de l\u2019enseignement.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> <strong>Ce que nous apprenons<\/strong><\/h3>\n\n\n\n<p>Le programme de gratuit\u00e9 des droits de scolarit\u00e9 \u00e0 Drayton Valley a r\u00e9uni 58&nbsp;\u00e9tudiants, dont 36 ont r\u00e9pondu aux questionnaires qui ont aid\u00e9 les coordonnateurs du projet \u00e0 \u00e9valuer l\u2019efficacit\u00e9 du programme et \u00e0 d\u00e9terminer les axes d\u2019am\u00e9lioration.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>La r\u00e9duction des contraintes financi\u00e8res aide les femmes \u00e0 faire des \u00e9tudes<\/strong><br>L\u2019un des principaux accomplissements de ce programme a r\u00e9sid\u00e9 dans sa capacit\u00e9 \u00e0 r\u00e9duire de mani\u00e8re significative les obstacles financiers rencontr\u00e9s par les participants\u00a0: un point crucial dans une collectivit\u00e9 o\u00f9 les fluctuations de la conjoncture \u00e9conomique, en particulier dans l\u2019industrie du p\u00e9trole et du gaz, ont laiss\u00e9 de nombreuses personnes sans emploi stable. Ce programme a non seulement facilit\u00e9 l\u2019acc\u00e8s \u00e0 l\u2019\u00e9ducation, mais a aussi permis aux participants de trouver du travail dans des secteurs en demande. Les mesures de soutien financier, certes n\u00e9cessaires, se sont toutefois r\u00e9v\u00e9l\u00e9es inadapt\u00e9es. En effet, la plupart des participants \u00e9taient des femmes aux prises avec des difficult\u00e9s suppl\u00e9mentaires, comme le partage du temps entre la formation (en particulier lorsqu\u2019elle doit \u00eatre suivie en pr\u00e9sentiel) et les responsabilit\u00e9s familiales. Les futures initiatives visant \u00e0 accompagner le recyclage des comp\u00e9tences chez les populations d\u00e9favoris\u00e9es doivent aller au-del\u00e0 des mesures de soutien financier et tenir compte d\u2019autres obstacles rencontr\u00e9s par les participants.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Certaines parties prenantes ont fait part de leurs pr\u00e9occupations quant \u00e0 la viabilit\u00e9 du programme<\/strong><br>Si ce programme a stimul\u00e9 sans conteste la participation \u00e0 la formation, certaines pr\u00e9occupations d\u2019ordre syst\u00e9mique ont \u00e9t\u00e9 soulev\u00e9es quant \u00e0 la possibilit\u00e9 de le financer sur le long terme.
