les personnes \u00e0 la recherche d\u2019un emploi confront\u00e9s \u00e0 des obstacles complexes \u00e0 reprendre un travail ou une formation avant que leurs besoins fondamentaux ne soient combl\u00e9s, cr\u00e9ant ainsi un cercle vicieux de pr\u00e9carit\u00e9 et une d\u00e9pendance r\u00e9currente aux services d\u2019accompagnement.&nbsp;<\/p>\n\n\n\n<p>Les donn\u00e9es pr\u00e9liminaires issues de plusieurs phases d\u2019\u00e9valuation, y compris un essai contr\u00f4l\u00e9 randomis\u00e9, montrent qu\u2019In Motion &amp; Momentum+ (<a href=\"https:\/\/immplus.ca\/\">IM&amp;M+<\/a>), un programme de pr\u00e9employabilit\u00e9 d\u00e9velopp\u00e9 par la Fondation canadienne pour le d\u00e9veloppement de carri\u00e8re, permettent d\u2019interrompre efficacement ce cycle. Le programme IM&amp;M+ s\u2019adresse \u00e0 des personnes \u00e9loign\u00e9es du march\u00e9 du travail, affiche un taux de satisfaction \u00e9lev\u00e9 chez les participants et est mis en \u0153uvre avec un strict respect du mod\u00e8le initial, malgr\u00e9 des d\u00e9fis en mati\u00e8re de recrutement et d\u2019accompagnement. Le programme d\u00e9montre une am\u00e9lioration causale des comp\u00e9tences essentielles de pr\u00e9employabilit\u00e9, telles que l\u2019espoir professionnel, la r\u00e9gulation \u00e9motionnelle et la sant\u00e9 mentale, et augmente le taux d\u2019emploi des participants \u00e0 un niveau sup\u00e9rieur \u00e0 celui de services comparables, mettant ainsi en \u00e9vidence les lacunes de l\u2019\u00e9cosyst\u00e8me public actuel de l\u2019emploi.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Ces conclusions soulignent l\u2019importance d\u2019investir dans les programmes de pr\u00e9paration \u00e0 l\u2019emploi, qui constituent un pilier essentiel d\u2019un syst\u00e8me d\u2019emploi inclusif et efficace. Le programme IM&amp;M+ propose un mod\u00e8le \u00e9volutif, fond\u00e9 sur des donn\u00e9es probantes, visant \u00e0 renforcer la pr\u00e9paration psychologique, les comp\u00e9tences de base et la motivation des personnes \u00e0 la recherche d\u2019un emploi qui ne sont pas encore \u00ab&nbsp;pr\u00eats \u00e0 l\u2019emploi&nbsp;\u00bb selon les crit\u00e8res traditionnels. Une \u00e9valuation continue permettra de mieux cerner les effets du programme sur les diff\u00e9rents groupes d\u00e9mographiques, sa rentabilit\u00e9 et les modalit\u00e9s d\u2019une mise en \u0153uvre \u00e0 grande \u00e9chelle. Gr\u00e2ce aux initiatives pr\u00e9vues pour tester le programme IM&amp;M+ dans de nouvelles provinces et nouveaux territoires et mettre au point une trousse de reproductibilit\u00e9, le programme est bien positionn\u00e9 pour renforcer la participation \u00e0 la population active, \u00e9largir le bassin de talents et orienter les r\u00e9formes politiques vers des services d\u2019emploi plus holistiques et centr\u00e9s sur la personne au Canada.<\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong>Perspectives cl\u00e9s<\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Douze mois apr\u00e8s la fin du programme, 46&nbsp;% des participants \u00e0 IM&amp;M+ avaient un emploi, contre 36&nbsp;% pour le groupe t\u00e9moin, soit un \u00e9cart de 10&nbsp;points de pourcentage.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Plus de 85&nbsp;% des participants ont \u00e9valu\u00e9 le programme et ses modules de mani\u00e8re positive. Les politiques et les ressources du syst\u00e8me sont ax\u00e9es sur la r\u00e9alisation de cet objectif, ce qui laisse peu de place \u00e0 l\u2019\u00e9valuation des besoins en mati\u00e8re d\u2019employabilit\u00e9 ou \u00e0 l\u2019\u00e9laboration de programmes adapt\u00e9s. Les demandeurs d\u2019emploi sont souvent orient\u00e9s trop t\u00f4t vers une formation ou un emploi, et doivent fr\u00e9quemment solliciter de nouveau les services lorsque leurs besoins non satisfaits entra\u00eenent un \u00e9chec.&nbsp;<\/p>\n\n\n\n<p>Une enqu\u00eate men\u00e9e aupr\u00e8s des professionnels du secteur sugg\u00e8re que 70&nbsp;% des usagers qui font appel \u00e0 ces services pourraient pr\u00e9senter au moins un besoin non satisfait en mati\u00e8re de pr\u00e9employabilit\u00e9. Cela inclut des situations telles que le ch\u00f4mage de longue dur\u00e9e ou pr\u00e9caire, un faible niveau de scolarit\u00e9 ou une exp\u00e9rience professionnelle limit\u00e9e, le fait de percevoir des prestations d\u2019aide sociale, des obstacles linguistiques ou num\u00e9riques, des exp\u00e9riences de discrimination, des probl\u00e8mes de sant\u00e9 ou d\u2019instabilit\u00e9 r\u00e9sidentielle, des responsabilit\u00e9s de prestation de soins, ainsi qu\u2019un manque de confiance en soi ou de clart\u00e9 quant \u00e0 son cheminement professionnel. Il aide les personnes \u00e9loign\u00e9es du march\u00e9 du travail \u00e0 surmonter les obstacles \u00e0 l\u2019emploi, \u00e0 acqu\u00e9rir des comp\u00e9tences essentielles et \u00e0 renforcer leur sentiment d\u2019espoir, de motivation et de fiert\u00e9, posant ainsi les jalons n\u00e9cessaires pour b\u00e2tir leur projet d\u2019avenir.<\/p>\n\n\n\n<p>IM&amp;M+ se compose de trois modules&nbsp;: In Motion, Momentum et Momentum+ \u2014 dispens\u00e9s sur une p\u00e9riode de 10&nbsp;semaines. Ce programme accompagne les personnes \u00e0 la recherche d\u2019un emploi gr\u00e2ce \u00e0 une approche centr\u00e9e sur la personne et ax\u00e9e sur les points forts, associ\u00e9s \u00e0 un apprentissage actif et \u00e0 des mises en pratique concr\u00e8tes. En fin de compte, le programme IM&amp;M+ aide les personnes ayant des besoins complexes \u00e0 s\u2019orienter vers une insertion durable sur le march\u00e9 du travail gr\u00e2ce \u00e0 une approche ax\u00e9e sur le d\u00e9veloppement de carri\u00e8re. Ce processus privil\u00e9gie la connaissance de soi, l\u2019identification et la mobilisation des forces individuelles, l\u2019acquisition de comp\u00e9tences cl\u00e9s, l\u2019accompagnement vers la r\u00e9alisation des objectifs ainsi que le tissage de liens communautaires, le tout visant \u00e0 insuffler un surcro\u00eet d\u2019espoir et de motivation. Le programme IM&amp;M+ est con\u00e7u pour compl\u00e9ter les programmes et les mesures existants en mati\u00e8re de d\u00e9veloppement des comp\u00e9tences, de d\u00e9veloppement de la main-d\u2019\u0153uvre et d\u2019int\u00e9gration en emploi propos\u00e9s au sein de l\u2019\u00e9cosyst\u00e8me public de l\u2019emploi. Il r\u00e9pond aux besoins en mati\u00e8re de pr\u00e9employabilit\u00e9 afin de pr\u00e9parer les participants \u00e0 b\u00e9n\u00e9ficier pleinement d\u2019autres interventions soutenant leurs objectifs professionnels.<\/p>\n\n\n\n<p>Le projet a connu plusieurs phases de mise en \u0153uvre et d\u2019\u00e9valuation.&nbsp;<\/p>\n\n\n\n<p>En 2020, la FCDC a re\u00e7u une subvention du Centre des Comp\u00e9tences futures (CCF) afin de d\u00e9ployer le programme dans plusieurs sites et d\u2019en \u00e9valuer l\u2019efficacit\u00e9 aupr\u00e8s de divers groupes de population. L\u2019\u00e9valuation du d\u00e9ploiement par Blueprint a r\u00e9v\u00e9l\u00e9 que les participants \u00e0 IM&amp;M+ ont enregistr\u00e9 une am\u00e9lioration de leurs comp\u00e9tences de pr\u00e9employabilit\u00e9, une hausse du taux d\u2019obtention d\u2019un emploi, ainsi qu\u2019une augmentation des inscriptions dans les syst\u00e8mes d\u2019\u00e9ducation et de formation.<\/p>\n\n\n\n<p>En 2021, la FCDC a obtenu une deuxi\u00e8me subvention du Centre des Comp\u00e9tences futures (CCF) afin de collaborer avec Blueprint \u00e0 la r\u00e9alisation d\u2019un essai contr\u00f4l\u00e9 randomis\u00e9 (ECR). Cette \u00e9tude vise \u00e0 mesurer l\u2019impact causal d\u2019IM&amp;M+ sur les r\u00e9sultats des participants&nbsp;: les comp\u00e9tences de pr\u00e9employabilit\u00e9 (soit l\u2019espoir face \u00e0 l\u2019emploi, l\u2019intelligence \u00e9motionnelle, la sant\u00e9 mentale, les comportements sains, le lieu de contr\u00f4le, la r\u00e9silience et l\u2019estime de soi), l\u2019emploi \u00e0 temps plein et \u00e0 temps partiel, la perception de l\u2019aide sociale ainsi que l\u2019inscription \u00e0 des programmes d\u2019\u00e9tudes (c\u2019est-\u00e0-dire une formation ou un parcours d\u2019enseignement distinct d\u2019IM&amp;M+).<\/p>\n\n\n\n<p>Les questions qui ont guid\u00e9 l\u2019\u00e9valuation d\u2019IM&amp;M+ \u00e9taient les suivantes&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Port\u00e9e du programme.<\/strong> Le programme atteint-il sa population cible\u2009?<\/li>\n\n\n\n<li><strong>Exp\u00e9rience des participants. <\/strong>Les participants pers\u00e9v\u00e8rent-ils au sein du programme et m\u00e8nent-ils les modules \u00e0 terme\u2009? Les participants sont-ils satisfaits de leur exp\u00e9rience dans le programme\u2009? Selon les participants, quels sont les points forts du programme et ses pistes d\u2019am\u00e9lioration\u2009?<\/li>\n\n\n\n<li><strong>Impact du programme.<\/strong> Quels sont les effets d\u2019IM&amp;M+ sur les comp\u00e9tences de pr\u00e9employabilit\u00e9, l\u2019emploi et l\u2019inscription \u00e0 des programmes d\u2019\u00e9tudes\u2009?<\/li>\n\n\n\n<li><strong>Mise en \u0153uvre du programme.<\/strong> Le programme est-il mis en \u0153uvre conform\u00e9ment au mod\u00e8le pr\u00e9vu\u2009? Quelles sont les adaptations contextuelles requises\u2009? Quels sont les succ\u00e8s obtenus et les d\u00e9fis rencontr\u00e9s lors de la mise en \u0153uvre\u2009?<\/li>\n<\/ul>\n\n\n\n<p>L\u2019essai contr\u00f4l\u00e9 randomis\u00e9 (ECR) compare deux groupes&nbsp;: le groupe du programme (constitu\u00e9 des personnes inscrites \u00e0 IM&amp;M+) et le groupe de comparaison (constitu\u00e9 de celles qui n\u2019y participent pas). Bien que les membres du groupe de comparaison n\u2019aient pas pu s\u2019inscrire \u00e0 IM&amp;M+, ils ont \u00e9t\u00e9 orient\u00e9s vers d\u2019autres programmes existants habituellement offerts aux clients pr\u00e9sentant ce profil. Ces services comprenaient notamment des cours d\u2019alphab\u00e9tisation, des formations sur les comp\u00e9tences de pr\u00e9employabilit\u00e9, des ateliers de r\u00e9daction de CV, des s\u00e9ances de pr\u00e9paration aux entretiens d\u2019embauche ainsi que de l\u2019accompagnement individuel.<\/p>\n\n\n\n<p>\u00c0 ce jour, l\u2019essai contr\u00f4l\u00e9 randomis\u00e9 (ECR) a port\u00e9 sur plusieurs cohortes IM&amp;M+&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Deux cohortes form\u00e9es en f\u00e9vrier 2022 et en septembre 2022.<\/li>\n\n\n\n<li>Trois cohortes ont \u00e9t\u00e9 mises en place en f\u00e9vrier 2023, en septembre 2023 et en avril 2024, chacune d\u2019entre elles \u00e9tant anim\u00e9e par un groupe de sept \u00e0 treize partenaires communautaires \u00e0 travers le Canada.&nbsp;<\/li>\n\n\n\n<li>En juillet 2023, une \u00ab cohorte partielle \u00bb a \u00e9t\u00e9 offerte par l\u2019un de nos partenaires communautaires, la Soci\u00e9t\u00e9 John Howard \u2013 Centre correctionnel de la C\u00f4te Ouest de Terre-Neuve (St. John\u2019s).&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Les r\u00e9sultats obtenus \u00e0 ce jour comprennent les donn\u00e9es issues des cinq cohortes compl\u00e8tes et de cette cohorte partielle. Les conclusions s\u2019appuient sur des donn\u00e9es administratives et issues d\u2019enqu\u00eates (donn\u00e9es initiales, de mi-parcours, de fin de programme, ainsi que de suivi \u00e0 3 et 12&nbsp;mois), sur des entretiens avec les participants, sur des fiches de travail et des groupes de discussion anim\u00e9s par les facilitateurs, ainsi que sur un groupe de discussion de la FCDC. Les donn\u00e9es ont \u00e9t\u00e9 recueillies par Blueprint, ses partenaires de prestation et la FCDC entre f\u00e9vrier 2022 et avril 2024.&nbsp;<\/p>\n\n\n\n<p>L\u2019\u00e9valuation comprenait une analyse longitudinale des enqu\u00eates visant \u00e0 \u00e9valuer l\u2019\u00e9volution du niveau de comp\u00e9tence des participants du d\u00e9but \u00e0 la fin du programme, en comparant les participants qui s\u2019\u00e9taient inscrits (le groupe du programme) \u00e0 ceux qui ne l\u2019avaient pas fait (le groupe de comparaison).<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> C<strong>e que nous apprenons<\/strong><\/h3>\n\n\n\n<p>Depuis le lancement de l\u2019essai contr\u00f4l\u00e9 randomis\u00e9, 82&nbsp;% (636 sur 772) des candidats ont accept\u00e9 de participer \u00e0 l\u2019\u00e9tude. Les conclusions montrent qu\u2019IM&amp;M+ atteint son public cible, enregistre des taux de satisfaction \u00e9lev\u00e9s et donne lieu \u00e0 des exp\u00e9riences de prestation positives.<\/p>\n\n\n\n<p><strong>IM&amp;M+ continue d\u2019atteindre son public cible<\/strong><strong><br><\/strong>Des personnes confront\u00e9es \u00e0 des difficult\u00e9s d\u2019insertion professionnelle de longue dur\u00e9e (plus de 80&nbsp;% d\u2019entre elles \u00e9taient au ch\u00f4mage, et beaucoup se trouvaient dans une situation de ch\u00f4mage de longue dur\u00e9e). La plupart des participants ayant un emploi occupaient des postes pr\u00e9caires et mal r\u00e9mun\u00e9r\u00e9s, offrant peu de perspectives de carri\u00e8re. Plus de 50&nbsp;% n\u2019avaient pas fait d\u2019\u00e9tudes postsecondaires et plus de 50&nbsp;% d\u00e9pendent de l\u2019aide sociale.<\/p>\n\n\n\n<p><strong>Un taux de satisfaction \u00e9lev\u00e9 chez les participants<\/strong><strong><br><\/strong>Les participants continuent d\u2019exprimer un vif int\u00e9r\u00eat et une grande satisfaction \u00e0 l\u2019\u00e9gard des trois modules. Ils estiment que le programme pr\u00e9sente une grande utilit\u00e9 pratique et indiquent qu\u2019ils ont d\u00e9j\u00e0 recommand\u00e9 IM&amp;M+ ou qu\u2019ils sont fortement susceptibles de le faire. Lors des entretiens, les participants ont soulign\u00e9 la valeur de l\u2019accompagnement de l\u2019animation, de la structure globale du programme et des \u00e9changes entre pairs, des \u00e9l\u00e9ments qui ont grandement contribu\u00e9 \u00e0 instaurer un climat de collaboration et \u00e0 favoriser l\u2019atteinte progressive de leurs objectifs. Les facilitateurs ont grandement contribu\u00e9 \u00e0 cr\u00e9er un espace s\u00fbr, bienveillant et propice au d\u00e9veloppement personnel.<\/p>\n\n\n\n<p><strong>Une mise en \u0153uvre conforme au mod\u00e8le pr\u00e9vu, malgr\u00e9 les d\u00e9fis rencontr\u00e9s en mati\u00e8re de recrutement et de soutien<\/strong><strong><br><\/strong>Les facilitateurs ont fait \u00e9tat d\u2019un niveau \u00e9lev\u00e9 de fid\u00e9lit\u00e9 au mod\u00e8le sur l\u2019ensemble des sites et ont exprim\u00e9 un sentiment d\u2019accomplissement dans la prestation du programme IM&amp;M+, gr\u00e2ce aux ressources, aux formations et au soutien de l\u2019organisme apport\u00e9s par la FCDC. Certains ont fait \u00e9tat de difficult\u00e9s li\u00e9es au recrutement, aux besoins de stabilisation de la vie quotidienne des participants ainsi qu\u2019\u00e0 leur transition au terme du programme. Les difficult\u00e9s de recrutement ont probablement \u00e9t\u00e9 accentu\u00e9es par la pand\u00e9mie. Les lacunes des services sociaux locaux ont accentu\u00e9 la pression li\u00e9e aux besoins de stabilisation de la vie quotidienne, ce qui a amen\u00e9 certains facilitateurs \u00e0 r\u00e9clamer une formation compl\u00e9mentaire en sant\u00e9 mentale et en approches ax\u00e9es sur les traumatismes.<\/p>\n\n\n\n<p><strong>Incidences positives sur les comp\u00e9tences de pr\u00e9employabilit\u00e9<br><\/strong>Le programme IM&amp;M+ a d\u00e9montr\u00e9 des impacts positifs sur quatre comp\u00e9tences, habitudes et attitudes de pr\u00e9employabilit\u00e9, l\u2019espoir de trouver un emploi, l\u2019intelligence \u00e9motionnelle, la sant\u00e9 mentale et les comportements sains, qui constituent des facteurs pr\u00e9curseurs essentiels \u00e0 la pr\u00e9paration \u00e0 l\u2019emploi. En effet, les conclusions r\u00e9v\u00e8lent une d\u00e9gradation des comp\u00e9tences, des habitudes et des attitudes de pr\u00e9employabilit\u00e9 au sein du groupe t\u00e9moin, un constat qui am\u00e8ne \u00e0 se demander si les services habituellement offerts apportent un soutien suffisant aux personnes \u00e0 la recherche d\u2019un emploi, en particulier \u00e0 ceux qui sont les plus \u00e9loign\u00e9s du march\u00e9 du travail.<\/p>\n\n\n\n<p><strong>Am\u00e9lioration des r\u00e9sultats en mati\u00e8re d\u2019emploi<\/strong><br>Le taux d\u2019emploi a augment\u00e9 de 34&nbsp;points de pourcentage chez les participants au programme IM&amp;M+ et de 22&nbsp;points de pourcentage dans le groupe t\u00e9moin. Cela signifie que les participants au programme IM&amp;M+ ont 28&nbsp;% plus de chances d\u2019avoir un emploi 12&nbsp;mois apr\u00e8s la fin du programme que leurs pairs orient\u00e9s vers d\u2019autres services disponibles.&nbsp;<\/p>\n\n\n\n<p><strong>Des r\u00e9sultats mitig\u00e9s en ce qui concerne les taux de recours \u00e0 l\u2019aide sociale<\/strong><strong><br><\/strong>Les participants au groupe d\u2019intervention \u00e9taient l\u00e9g\u00e8rement moins susceptibles que ceux du groupe t\u00e9moin de b\u00e9n\u00e9ficier d\u2019une aide sociale au bout de 12&nbsp;mois. Blueprint a fait remarquer que les personnes ayant trouv\u00e9 un emploi peuvent continuer \u00e0 percevoir des prestations sociales pendant plusieurs mois apr\u00e8s leur embauche, ce qui pourrait expliquer pourquoi on ne constate pas de changement plus notable et imm\u00e9diat. Bien que l\u2019\u00e9cart dans le recours \u00e0 l\u2019aide sociale entre le groupe d\u2019intervention et le groupe t\u00e9moin ne soit pas assez prononc\u00e9 pour \u00eatre directement imputable au programme IM&amp;M+ \u00e0 ce jour, la hausse des taux d\u2019emploi au sein du groupe de participants pourrait se traduire, \u00e0 plus long terme, par des effets plus significatifs sur la r\u00e9duction de la d\u00e9pendance \u00e0 l\u2019aide sociale.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"why-it-matters\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheImpact\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 22px;height: 22px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-2.svg\" alt=\"\"> <strong>Pourquoi c\u2019est important<\/strong><\/h3>\n\n\n\n<div style=\"height:38px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column margin-bottom-0 is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:60%\">\n<p>Il est essentiel d\u2019investir dans des programmes de pr\u00e9employabilit\u00e9 comme IM&amp;M+ et de les \u00e9valuer rigoureusement afin de b\u00e2tir un syst\u00e8me d\u2019aide \u00e0 l\u2019emploi plus inclusif, performant et fond\u00e9 sur des donn\u00e9es probantes.<\/p>\n\n\n\n<p>Il est urgent de mettre en place des politiques qui favorisent la mise en place de programmes solides de pr\u00e9paration \u00e0 l\u2019emploi partout au Canada. Comme indiqu\u00e9 plus haut, il arrive trop souvent que les personnes \u00e0 la recherche d\u2019un emploi soient orient\u00e9es vers des formations ou des placements sans que l\u2019on r\u00e9ponde d\u2019abord \u00e0 leurs besoins fondamentaux, tels que le bien-\u00eatre \u00e9motionnel, la confiance en soi, la d\u00e9finition d\u2019objectifs et les comp\u00e9tences de vie essentielles, ce qui engendre un \u00e9ternel recommencement au sein des services publics de l\u2019emploi. Le succ\u00e8s du programme IM&amp;M+ \u00e0 joindre et \u00e0 soutenir positivement des personnes confront\u00e9es \u00e0 des obstacles complexes \u00e0 l\u2019emploi d\u00e9montre \u00e0 quel point des interventions ax\u00e9es sur la personne et sur les forces peuvent briser ce cycle et jeter les bases d\u2019une int\u00e9gration durable au march\u00e9 du travail.<\/p>\n\n\n\n<p>Du point de vue du d\u00e9veloppement de la main-d\u2019\u0153uvre et de l\u2019\u00e9conomie, les programmes de pr\u00e9paration \u00e0 l\u2019emploi constituent un \u00e9l\u00e9ment essentiel, mais insuffisamment financ\u00e9, de l\u2019\u00e9cosyst\u00e8me de l\u2019emploi. \u00c0 une \u00e9poque caract\u00e9ris\u00e9e par la p\u00e9nurie de main-d\u2019\u0153uvre, l\u2019\u00e9volution rapide des comp\u00e9tences requises et le vieillissement de la population, le Canada ne peut se permettre de laisser de c\u00f4t\u00e9 les personnes sous-repr\u00e9sent\u00e9es sur le march\u00e9 du travail, sous le simple pr\u00e9texte qu\u2019elles ne sont pas \u00ab pr\u00eates \u00e0 l\u2019emploi \u00bb au sens traditionnel du terme. Cette rigueur m\u00e9thodologique permet d\u2019affirmer avec confiance que les r\u00e9sultats observ\u00e9s, soit le renforcement de l\u2019espoir face \u00e0 l\u2019emploi, l\u2019am\u00e9lioration de l\u2019intelligence \u00e9motionnelle et de la sant\u00e9 mentale, ainsi que la hausse des taux d\u2019emploi, sont imputables au programme IM&amp;M+ plut\u00f4t qu\u2019\u00e0 des facteurs externes. Il s\u2019agit d\u2019un moyen essentiel pour enrichir nos connaissances collectives sur l\u2019efficacit\u00e9 des interventions, leurs publics cibles et leurs conditions de r\u00e9ussite. Cette derni\u00e8re phase permettra de v\u00e9rifier davantage la faisabilit\u00e9 de la transposition et de d\u00e9terminer dans quelle mesure des r\u00e9sultats similaires ont \u00e9t\u00e9 obtenus pour les participants dans de nouveaux sites.
