ch\u00f4mage souhaite retourner travailler, mais se heurte \u00e0 des difficult\u00e9s sociales, \u00e9conomiques et de sant\u00e9 complexes qui entravent leur r\u00e9insertion professionnelle et alimentent ainsi le cycle de la pauvret\u00e9.\u00a0Pour apporter des solutions, la Fondation canadienne pour le d\u00e9veloppement de la carri\u00e8re (FCDC) a mis en place <a href=\"https:\/\/immplus.ca\/\" target=\"_blank\" rel=\"noreferrer noopener\">In Motion &amp; Momentum+ (IM&amp;M+)<\/a>. Ce programme de pr\u00e9paration \u00e0 l&#8217;emploi vise \u00e0 accompagner les personnes en difficult\u00e9 sur le march\u00e9 du travail. Il aide \u00e0 lever les freins \u00e0 l&#8217;emploi, \u00e0 acqu\u00e9rir des comp\u00e9tences de base et \u00e0 gagner en autonomie \u00e9conomique et sociale. Le programme se d\u00e9roule sur dix semaines et comprend trois modules. Il combine une approche ax\u00e9e sur la personne \u2013 qui met en valeur ses atouts \u2013 et un apprentissage par l\u2019exp\u00e9rience. Ce mode d\u2019apprentissage favorise les perspectives d\u2019emploi tout en renfor\u00e7ant la r\u00e9silience et la confiance en soi. Depuis son lancement au Nouveau\u2011Brunswick en 2016 et son expansion ult\u00e9rieure en Colombie-Britannique, en Alberta, en Saskatchewan, en Ontario et \u00e0 Terre-Neuve-et-Labrador, le programme IM&amp;M+ a \u00e9t\u00e9 soumis \u00e0 une \u00e9valuation rigoureuse par le biais d\u2019un essai al\u00e9atoire contr\u00f4l\u00e9. Cette d\u00e9marche visait \u00e0 mesurer pr\u00e9cis\u00e9ment son incidence directe sur les r\u00e9sultats des participants. Les conclusions r\u00e9v\u00e8lent que, comparativement aux groupes t\u00e9moins, les personnes ayant particip\u00e9 au programme IM&amp;M+ affichent des taux d\u2019emploi sup\u00e9rieurs ainsi que des am\u00e9liorations significatives en mati\u00e8re de perspectives d\u2019emploi, d\u2019intelligence \u00e9motionnelle et de sant\u00e9 mentale. Par ailleurs, les taux \u00e9lev\u00e9s de satisfaction confirment la pertinence et l\u2019efficacit\u00e9 du programme, tandis que les observations en cours permettent de l\u2019adapter en vue de l\u2019\u00e9tendre et de le p\u00e9renniser.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\"><\/p>\n\n\n\n<div class=\"wp-block-group key-insights-grey has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"background-color:#0000000d\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h5 class=\"wp-block-heading\"><strong>Perspectives cl\u00e9s<\/strong><\/h5>\n\n\n\n<p class=\"is-style-default is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px;margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No.svg\" alt=\"\">Sur une p\u00e9riode de 12&nbsp;mois, les taux d\u2019emploi ont progress\u00e9 de 34&nbsp;points de pourcentage dans le groupe des participants au programme, contre 22&nbsp;points dans le groupe t\u00e9moin. De plus, des gains statistiquement significatifs ont \u00e9t\u00e9 observ\u00e9s en ce qui concerne les perspectives d\u2019emploi, l\u2019intelligence \u00e9motionnelle et la sant\u00e9 mentale.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-1.svg\" alt=\"\">Les participants ont particuli\u00e8rement appr\u00e9ci\u00e9 l\u2019\u00e9change entre pairs, l\u2019approche structur\u00e9e valorisant les atouts personnels et l\u2019appui personnalis\u00e9 des animateurs, tandis que ces derniers ont salu\u00e9 les ressources et la formation offertes par la FCDC.<\/p>\n\n\n\n<p class=\"is-flex\"><img decoding=\"async\" class=\"wp-image-243230\" style=\"width: 40px; margin-right: 16px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/No-2.svg\" alt=\"\">Le programme a \u00e9t\u00e9 mis en \u0153uvre de mani\u00e8re tr\u00e8s fid\u00e8le dans tous les sites, 85 \u00e0 98&nbsp;p.&nbsp;100 des animateurs respectant le mod\u00e8le de prestation pr\u00e9vu.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div id=\"the-issue\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheChallenge\"><img decoding=\"async\" class=\"wp-image-240812\" style=\"width: 12px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Vector-2.svg\" alt=\"\"> L\u2019enjeu<\/h3>\n\n\n\n<div class=\"wp-block-group flex-print is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Plusieurs secteurs de l\u2019\u00e9conomie canadienne font face \u00e0 des p\u00e9nuries de main-d\u2019\u0153uvre et de comp\u00e9tences et cherchent \u00e0 coordonner leurs efforts afin d\u2019attirer de nouveaux profils, notamment des demandeurs d\u2019emploi confront\u00e9s \u00e0 divers obstacles.&nbsp;<\/p>\n\n\n\n<p>Les personnes vis\u00e9es, en proie \u00e0 des d\u00e9fis complexes, entretiennent souvent une relation instable avec le march\u00e9 du travail, ce qui les enferme dans des cycles d\u2019emplois pr\u00e9caires et accro\u00eet leur d\u00e9pendance aux services sociaux. En effet, il a pour objectif de doter les participants des comp\u00e9tences essentielles tout en renfor\u00e7ant leur motivation et leur confiance en eux. Gr\u00e2ce \u00e0 ces acquis, ils pourront agir de mani\u00e8re \u00e0 g\u00e9n\u00e9rer des changements durables en mati\u00e8re d\u2019emploi et de formation et \u00e0 rompre le cycle de l\u2019instabilit\u00e9. Le programme se compose de trois modules r\u00e9partis sur dix semaines. Il combine une approche ax\u00e9e sur la personne, qui met en valeur ses atouts, \u00e0 un apprentissage par l&#8217;exp\u00e9rience favorisant l&#8217;employabilit\u00e9, la r\u00e9silience et l&#8217;estime de soi.<\/p>\n\n\n\n<p>La FCDC a re\u00e7u une subvention du Centre des Comp\u00e9tences futures pour mener un essai al\u00e9atoire contr\u00f4l\u00e9. Cette \u00e9tude a pour objectif de mesurer de fa\u00e7on rigoureuse l\u2019effet direct du programme sur les r\u00e9sultats des participants, tout en isolant cet effet des autres facteurs. Cet essai, faisant intervenir 13&nbsp;organismes r\u00e9partis dans cinq provinces, compare les r\u00e9sultats des personnes ayant particip\u00e9 au programme \u00e0 ceux de personnes pr\u00e9sentant des caract\u00e9ristiques similaires et recevant des services classiques d\u2019aide \u00e0 l\u2019emploi.<\/p>\n\n\n\n<p>L\u2019\u00e9valuation cherche \u00e0 d\u00e9terminer dans quelle mesure le programme am\u00e9liore les comp\u00e9tences pr\u00e9alables \u00e0 l\u2019emploi, favorise l\u2019acc\u00e8s \u00e0 l\u2019emploi et r\u00e9duit la d\u00e9pendance aux services sociaux. Afin de garantir la robustesse de l\u2019analyse causale, les participants ont \u00e9t\u00e9 r\u00e9partis al\u00e9atoirement entre le groupe du programme et un groupe de comparaison. La collecte de donn\u00e9es s\u2019est appuy\u00e9e sur des enqu\u00eates initiales, interm\u00e9diaires et de suivi, ainsi que sur des dossiers administratifs et des entretiens avec les participants et les animateurs.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> C<strong>e que nous apprenons<\/strong><\/h3>\n\n\n\n<p>En septembre 2024, 659&nbsp;participants avaient accept\u00e9 de prendre part \u00e0 l\u2019essai al\u00e9atoire contr\u00f4l\u00e9, r\u00e9partis en cinq cohortes, avec des taux de r\u00e9ponse aux enqu\u00eates oscillant entre 43 et 84&nbsp;p.&nbsp;100.<\/p>\n\n\n\n<p>Le programme IM&amp;M+ parvient bien \u00e0 atteindre sa population cible, \u00e0 savoir les personnes confront\u00e9es \u00e0 un ch\u00f4mage prolong\u00e9 ou \u00e0 des emplois pr\u00e9caires. Les participants constatent des am\u00e9liorations notables, telles que de meilleures perspectives d\u2019emploi, une meilleure intelligence \u00e9motionnelle et l\u2019adoption de comportements favorables \u00e0 une vie saine. Ainsi, le taux d\u2019emploi des participants est pass\u00e9 de 12&nbsp;p.&nbsp;100 au d\u00e9part \u00e0 46&nbsp;p.&nbsp;100 apr\u00e8s 12&nbsp;mois. Par ailleurs, le programme a globalement am\u00e9lior\u00e9 la sant\u00e9 mentale des participants, bien que son incidence soit limit\u00e9e sur la r\u00e9silience, l&#8217;estime de soi et le lieu de contr\u00f4le, c&#8217;est-\u00e0-dire la perception qu&#8217;une personne peut influencer ses propres r\u00e9sultats. Les animateurs ont constat\u00e9 une am\u00e9lioration de la confiance en soi chez les participants. Ils ont toutefois relev\u00e9 des difficult\u00e9s pour acc\u00e9der aux services de soutien apr\u00e8s le programme, ainsi que pour satisfaire les besoins li\u00e9s \u00e0 une stabilit\u00e9 quotidienne.<\/p>\n\n\n\n<p>Comme on peut s\u2019y attendre dans le cadre de toute initiative, le programme a rencontr\u00e9 quelques d\u00e9fis mineurs lors de sa mise en \u0153uvre. Travailler main dans la main avec une diversit\u00e9 de partenaires issus de contextes g\u00e9ographiques, \u00e9conomiques et d\u00e9mographiques vari\u00e9s repr\u00e9sente une d\u00e9marche ambitieuse. Cette approche souligne le r\u00f4le central de la FCDC en tant qu\u2019acteur cl\u00e9, dont la mission est de stimuler et de renforcer les capacit\u00e9s dans le domaine du perfectionnement professionnel. Cette d\u00e9marche n\u00e9cessite une adaptation aux contextes locaux et une communication transparente concernant les risques anticip\u00e9s ainsi que les attentes des prestataires de services, assortie d\u2019un soutien r\u00e9actif pour consolider les capacit\u00e9s.
