de ce projet ont port\u00e9 sur les enjeux urgents de la bio\u00e9conomie canadienne dans le contexte de la pand\u00e9mie de COVID-19 et sur l&#8217;\u00e9laboration d&#8217;une norme nationale de comp\u00e9tences pour la pr\u00e9paration aux salles blanches. Le secteur de la biofabrication est principalement compos\u00e9 de petites et moyennes entreprises (PME). La premi\u00e8re phase du projet a soulign\u00e9 l&#8217;importance cruciale du renforcement des fonctions RH pour favoriser la croissance des PME face \u00e0 l&#8217;adversit\u00e9. Les conclusions ont soulign\u00e9 que l\u2019inclusion, la diversit\u00e9, l\u2019\u00e9quit\u00e9 et l\u2019accessibilit\u00e9 sont essentielles pour pr\u00e9munir les entreprises contre les perturbations.<\/p>\n\n\n\n<p>Afin de favoriser l&#8217;am\u00e9lioration des politiques de RH, le projet a mis en place le programme de reconnaissance \u00ab&nbsp;Employeur I.D.E.A.L de la bioscience\u2122&nbsp;\u00bb ainsi que l\u2019initiative \u00ab&nbsp;Ressources pour renforcer la r\u00e9silience en milieu de travail&nbsp;\u00bb. Ces outils ont aid\u00e9 les organisations \u00e0 adopter et \u00e0 mettre en \u0153uvre des principes d&#8217;entreprise inclusifs, \u00e9quitables et accessibles, renfor\u00e7ant ainsi leur r\u00e9silience et leur durabilit\u00e9.<\/p>\n\n\n\n<p>La phase 2 du projet a \u00e9tabli un cadre d&#8217;\u00e9valuation pratique ciblant les comportements cl\u00e9s en salle blanche. Ce secteur, compos\u00e9 en grande partie de petites et moyennes entreprises (PME), a d\u00fb faire face \u00e0 de nombreux d\u00e9fis, notamment des restrictions sur le lieu de travail et une p\u00e9nurie persistante de main-d&#8217;\u0153uvre qualifi\u00e9e. Cela dit, certaines de ces PME ont en fait prosp\u00e9r\u00e9 pendant la pand\u00e9mie.&nbsp;<\/p>\n\n\n\n<p>Des \u00e9tudes ant\u00e9rieures sur le march\u00e9 du travail men\u00e9es par BioTalent Canada avaient d\u00e9j\u00e0 mis en \u00e9vidence un manque criant d&#8217;outils et de ressources accessibles susceptibles d&#8217;aider les employeurs \u00e0 cr\u00e9er des lieux de travail modernes, diversifi\u00e9s et inclusifs \u2013 un \u00e9l\u00e9ment essentiel pour renforcer la r\u00e9silience organisationnelle. Les r\u00e9sultats ont montr\u00e9 que, si les grandes entreprises du secteur de la bio\u00e9conomie disposaient peut-\u00eatre des ressources internes n\u00e9cessaires pour relever ces d\u00e9fis, la majorit\u00e9 d\u2019entre elles, en particulier les PME qui repr\u00e9sentent 83 % du secteur et dont le chiffre d\u2019affaires annuel est souvent inf\u00e9rieur \u00e0 1 million de dollars, ne disposaient pas de services des ressources humaines d\u00e9di\u00e9s pour faire face \u00e0 ces d\u00e9fis RH pendant et apr\u00e8s les perturbations li\u00e9es \u00e0 la pand\u00e9mie.&nbsp;<\/p>\n\n\n\n<p>Dans cette optique, BioTalent Canada a souhait\u00e9 \u00e9laborer une bo\u00eete \u00e0 outils destin\u00e9e aux PME du secteur des biotechnologies afin qu&#8217;elles puissent s&#8217;inspirer de celles qui ont su se d\u00e9velopper en p\u00e9riode de bouleversements et ainsi p\u00e9renniser leurs activit\u00e9s. Un \u00e9l\u00e9ment cl\u00e9 \u00e0 cet \u00e9gard a \u00e9t\u00e9 la capacit\u00e9 \u00e0 recruter, \u00e0 int\u00e9grer et \u00e0 fid\u00e9liser des talents issus de la diversit\u00e9 gr\u00e2ce \u00e0 des dispositifs favorisant l&#8217;\u00e9quit\u00e9, la diversit\u00e9 et l&#8217;inclusion; or, de nombreuses PME ne disposent pas des ressources n\u00e9cessaires pour les mettre en \u0153uvre correctement.&nbsp;<\/p>\n\n\n\n<p>Outre les besoins des PME du secteur de la biofabrication, les retours d&#8217;exp\u00e9rience du secteur depuis le d\u00e9but de la pand\u00e9mie ont mis en \u00e9vidence une p\u00e9nurie importante de main-d&#8217;\u0153uvre qualifi\u00e9e pour les salles blanches st\u00e9riles, qui sont essentielles dans la biofabrication pour garantir la s\u00e9curit\u00e9 et la qualit\u00e9 des produits pharmaceutiques, des produits biologiques et des dispositifs m\u00e9dicaux en pr\u00e9venant toute contamination.&nbsp;<\/p>\n\n\n\n<p>Peu de programmes de sciences de la vie propos\u00e9s au lyc\u00e9e, au coll\u00e8ge ou \u00e0 l&#8217;universit\u00e9 offrent aux \u00e9tudiants la possibilit\u00e9 de se familiariser concr\u00e8tement avec une salle blanche ou de s&#8217;y former. Si les dipl\u00f4m\u00e9s de ces formations poss\u00e8dent les connaissances th\u00e9oriques n\u00e9cessaires pour travailler dans une salle blanche, beaucoup d&#8217;entre eux manquent d&#8217;exp\u00e9rience pratique. De plus, il n&#8217;existe aucune certification attestant de la capacit\u00e9 \u00e0 travailler dans une salle blanche. Le projet visait \u00e0 \u00e9tablir les bases d&#8217;une r\u00e9silience capable de r\u00e9sister aux perturbations futures.&nbsp;<\/p>\n\n\n\n<p>Afin d&#8217;approfondir sa compr\u00e9hension des besoins des PME du secteur de la bio\u00e9conomie, BioTalent s&#8217;est pench\u00e9 sur les questions de recherche suivantes :&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>En quoi certains mod\u00e8les op\u00e9rationnels ont-ils r\u00e9ussi ?<\/li>\n\n\n\n<li>De quelle mani\u00e8re la diversit\u00e9 et l&#8217;inclusion ont-elles contribu\u00e9 \u00e0 renforcer la r\u00e9silience des organisations face aux perturbations ?<\/li>\n\n\n\n<li>De quel type de soutien sp\u00e9cifique les petites et moyennes entreprises de ce secteur ont-elles besoin pour renforcer leur r\u00e9silience ?<\/li>\n<\/ol>\n\n\n\n<p>Le projet a d\u00e9but\u00e9 par une collecte de donn\u00e9es visant \u00e0 mieux comprendre les pratiques prometteuses en mati\u00e8re de ressources humaines dans diff\u00e9rents secteurs, ainsi que la litt\u00e9rature universitaire et politique pertinente. Afin de replacer ces r\u00e9sultats dans le contexte des structures RH r\u00e9els des PME du secteur de la bio\u00e9conomie, BioTalent a men\u00e9 une enqu\u00eate aupr\u00e8s de 344 employeurs, des entretiens qualitatifs semi-structur\u00e9s avec 33 repr\u00e9sentants du secteur et des groupes de discussion avec 18 employeurs. Cela a donn\u00e9 lieu \u00e0 la r\u00e9alisation de quatre \u00e9tudes de cas, mettant en avant des approches innovantes et efficaces pour faire face aux perturbations.<\/p>\n\n\n\n<p>\u00c0 la suite de ces premi\u00e8res recherches, le projet a combin\u00e9 les donn\u00e9es quantitatives issues des enqu\u00eates avec les informations qualitatives tir\u00e9es des entretiens et des \u00e9tudes de cas afin de cr\u00e9er des outils pratiques destin\u00e9s \u00e0 am\u00e9liorer les pratiques d&#8217;int\u00e9gration, de fid\u00e9lisation et de recrutement qui favorisent la r\u00e9silience organisationnelle. Ce d\u00e9ploiement s&#8217;inscrit dans le respect des principes d&#8217;inclusion, de diversit\u00e9, d&#8217;\u00e9quit\u00e9 et d&#8217;accessibilit\u00e9 (IDEAL).<\/p>\n\n\n\n<p><strong>Phase 2 &#8211; 2024<\/strong><\/p>\n\n\n\n<p>S&#8217;appuyant sur le succ\u00e8s de la phase pr\u00e9c\u00e9dente et sur les retours du secteur concernant le manque de personnel qualifi\u00e9 pour les salles blanches st\u00e9riles, la deuxi\u00e8me phase de ce projet visait \u00e0 :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00c9laborer un cadre d&#8217;\u00e9valuation pratique qui couvre les principaux comportements requis dans une salle blanche pour d\u00e9montrer la ma\u00eetrise de cet environnement, puis le valider en recueillant les commentaires de plus de 30 employeurs et experts du secteur par le biais de groupes de discussion, d&#8217;entretiens et d&#8217;enqu\u00eates.<\/li>\n\n\n\n<li>\u00c9laborer une cartographie des ressources comprenant une \u00e9valuation d\u00e9taill\u00e9e des \u00e9quipements et du mat\u00e9riel n\u00e9cessaires \u00e0 la formation en salle blanche, et d\u00e9terminer ceux qui peuvent \u00eatre reproduits dans une salle blanche virtuelle.<\/li>\n\n\n\n<li>Obtenir un soutien pour la cr\u00e9ation d&#8217;une salle blanche num\u00e9rique en r\u00e9alit\u00e9 virtuelle (RV).<\/li>\n\n\n\n<li>\u00c9laborer une campagne de marketing visant \u00e0 promouvoir la mise au point d&#8217;une \u00e9valuation pratique en vue de la certification dans une salle blanche d\u00e9di\u00e9e \u00e0 la biofabrication, ainsi que la norme nationale de comp\u00e9tences de BioTalent Canada relative \u00e0 la pr\u00e9paration \u00e0 l&#8217;environnement de salle blanche.<\/li>\n<\/ul>\n\n\n\n<p>Cette approche visait \u00e0 mettre en place des outils de formation et d&#8217;\u00e9valuation standardis\u00e9s afin d&#8217;am\u00e9liorer la capacit\u00e9 d&#8217;adaptation de la main-d&#8217;\u0153uvre et de relever les d\u00e9fis li\u00e9s au recrutement dans ces secteurs fortement r\u00e9glement\u00e9s, notamment en validant les comp\u00e9tences des travailleurs. Elle a ainsi profit\u00e9 non seulement aux talents locaux, mais aussi aux nouveaux arrivants qualifi\u00e9s au Canada, en leur offrant un moyen de d\u00e9montrer leur expertise sans avoir besoin d&#8217;une exp\u00e9rience pr\u00e9alable au Canada.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div id=\"what-were-learning\" class=\"wp-block-ob-blocks-anchor-point\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column gradient-top purple is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<h3 class=\"wp-block-heading has-black-color has-text-color\" id=\"TheResult\"><img decoding=\"async\" class=\"wp-image-240819\" style=\"width: 24px;height: 24px;margin-right: 10px;position: relative; top: -2px;\" src=\"https:\/\/fsc-ccf.ca\/wp-content\/uploads\/2024\/07\/Fill-1-1.svg\" alt=\"\"> Ce que nous apprenons<\/h3>\n\n\n\n<p>La phase 1 du projet, men\u00e9e de 2021 \u00e0 2023, a permis de recueillir les avis de 344 employeurs par le biais d&#8217;une enqu\u00eate et de r\u00e9aliser 33 entretiens semi-structur\u00e9s, ce qui a donn\u00e9 lieu \u00e0 la r\u00e9daction de 6 rapports de recherche et de 4 \u00e9tudes de cas th\u00e9matiques.<\/p>\n\n\n\n<p>Parmi les principaux enseignements tir\u00e9s de la phase 1, on peut citer :&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>La compr\u00e9hension doit guider le d\u00e9veloppement des outils.<\/strong> Les donn\u00e9es recueillies dans le cadre de ce projet ont permis de jeter des bases solides pour la mise au point d&#8217;outils sur mesure qui ont consid\u00e9rablement renforc\u00e9 les capacit\u00e9s des employeurs, notamment gr\u00e2ce \u00e0 des ressources sur le recrutement de professionnels form\u00e9s \u00e0 l&#8217;\u00e9tranger, la compr\u00e9hension des droits de la personne au Canada et le d\u00e9veloppement d&#8217;une culture d&#8217;entreprise. Pour tirer le meilleur parti des donn\u00e9es, il \u00e9tait essentiel de combiner les r\u00e9sultats de la recherche avec les connaissances concr\u00e8tes issues du secteur. Cela a permis \u00e0 l&#8217;\u00e9quipe de v\u00e9rifier les difficult\u00e9s r\u00e9elles auxquelles sont confront\u00e9es les organisations participantes.&nbsp;<\/li>\n\n\n\n<li><strong>L&#8217;engagement m\u00e8ne \u00e0 l&#8217;action.<\/strong> Une implication active et une collaboration \u00e9troite avec les partenaires du secteur et les employeurs se sont av\u00e9r\u00e9es essentielles pour traduire les r\u00e9sultats de la recherche en strat\u00e9gies et outils concrets. Cette collaboration a non seulement facilit\u00e9 la mise en place imm\u00e9diate de ressources, mais elle a \u00e9galement jet\u00e9 les bases d&#8217;initiatives futures, telles qu&#8217;un \u00e9ventuel programme de certification ax\u00e9 sur le d\u00e9veloppement des comp\u00e9tences sp\u00e9cifiques dans le secteur de la bio-fabrication, soulignant ainsi l&#8217;influence durable et la pertinence du projet pour le renforcement de la bio\u00e9conomie canadienne.<\/li>\n<\/ul>\n\n\n\n<p>La phase 2 (2024) du projet a mobilis\u00e9 plus de 30 experts du secteur et employeurs.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>L&#8217;\u00e9valuation a r\u00e9v\u00e9l\u00e9 un niveau \u00e9lev\u00e9 de satisfaction quant \u00e0 l&#8217;\u00e9laboration d&#8217;un cadre d&#8217;\u00e9valuation pratique.<\/strong> Les employeurs et les repr\u00e9sentants du secteur ont convenu que la mise en place d&#8217;un cadre d&#8217;\u00e9valuation concret contribuera \u00e0 harmoniser et \u00e0 uniformiser l&#8217;\u00e9valuation des comp\u00e9tences en mati\u00e8re de fabrication biologique en salle blanche, garantissant ainsi que la main-d&#8217;\u0153uvre du secteur dispose des comp\u00e9tences requises pour travailler dans ce type d&#8217;environnement. Cinq employeurs sur sept ont indiqu\u00e9 qu&#8217;ils \u00e9taient tr\u00e8s susceptibles ou assez susceptibles d&#8217;investir dans un cadre d&#8217;\u00e9valuation pratique en vue de la certification d&#8217;une salle blanche d\u00e9di\u00e9e \u00e0 la biofabrication.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>La r\u00e9alit\u00e9 virtuelle peut contribuer \u00e0 rationaliser la formation en salle blanche, mais l&#8217;\u00e9valuation pratique reste indispensable.<\/strong> Les employeurs ont soulign\u00e9 la n\u00e9cessit\u00e9 de disposer d&#8217;un certificat de formation en r\u00e9alit\u00e9 virtuelle harmonis\u00e9 et officiellement reconnu afin de pouvoir recruter rapidement des personnes poss\u00e9dant les comp\u00e9tences requises et d&#8217;accro\u00eetre la flexibilit\u00e9 de la main-d&#8217;\u0153uvre. Les experts s&#8217;accordent \u00e0 dire que l&#8217;utilisation de la r\u00e9alit\u00e9 virtuelle pour cr\u00e9er des copies virtuelles d&#8217;environnements r\u00e9els (jumeaux num\u00e9riques) pourrait grandement faciliter la formation des personnes travaillant dans des salles blanches st\u00e9riles. Cette technologie est id\u00e9ale pour les initiations de base et pour s&#8217;entra\u00eener encore et encore, ce qui rend la formation moins co\u00fbteuse et plus accessible \u00e0 tous. La phase 1 de ce projet a non seulement renforc\u00e9 la r\u00e9silience de la bio\u00e9conomie canadienne face aux perturbations, mais elle a \u00e9galement jet\u00e9 les bases d&#8217;initiatives futures similaires dans diff\u00e9rents secteurs, en privil\u00e9giant les pratiques fond\u00e9es sur des donn\u00e9es probantes, la participation des parties prenantes et l&#8217;inclusivit\u00e9 comme piliers de la r\u00e9silience et de la durabilit\u00e9 \u00e0 l&#8217;\u00e9chelle de l&#8217;industrie.&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Renforcer les capacit\u00e9s en mati\u00e8re de ressources humaines dans les PME.<\/strong> En recensant les facteurs de r\u00e9silience mis en \u00e9vidence lors des perturbations li\u00e9es \u00e0 la COVID-19 et en \u00e9laborant la norme de comp\u00e9tences relative \u00e0 la pr\u00e9paration des salles blanches, ce projet renforce la r\u00e9silience de l&#8217;ensemble du secteur de la biofabrication. \u00c9tant donn\u00e9 que bon nombre des petites et moyennes entreprises de ce secteur ne disposent pas de services RH d\u00e9di\u00e9s, la mise en place d&#8217;outils et de ressources, notamment ceux qui favorisent la diversit\u00e9, l&#8217;\u00e9quit\u00e9 et l&#8217;inclusion, et qui fournissent des crit\u00e8res d&#8217;\u00e9valuation concrets, constitue un mod\u00e8le reproductible susceptible d&#8217;aider ces entreprises \u00e0 atteindre des normes efficaces en mati\u00e8re d&#8217;efficacit\u00e9 op\u00e9rationnelle et de r\u00e9silience. Ce projet peut s&#8217;ajouter \u00e0 d&#8217;autres initiatives visant \u00e0 lever les obstacles de longue date auxquels sont confront\u00e9es les PME. Les d\u00e9cideurs politiques devraient envisager d&#8217;apporter un soutien suppl\u00e9mentaire au renforcement des capacit\u00e9s des PME, tout en gardant \u00e0 l&#8217;esprit le r\u00f4le essentiel jou\u00e9 par les services des ressources humaines dans la gestion des crises et la reprise.&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>L&#8217;\u00e9valuation continue, cl\u00e9 du succ\u00e8s.<\/strong> Le recours constant aux donn\u00e9es pour mettre en place, adapter et renforcer les outils souligne l&#8217;importance de ces donn\u00e9es dans la cr\u00e9ation de mesures de soutien adaptables et efficaces pour le secteur. Ce projet a permis de d\u00e9montrer les atouts des enqu\u00eates quantitatives et des entretiens qualitatifs, offrant ainsi une vision plus globale des besoins du secteur.
